Summary of Information: This work session will be d comprehensive review of the County Administrator's Proposed FY2019 Proposed Budget. Budget staff will provide an overview of the plan including the year-to-year changes, trends, staffing changes, financial policies, and the five-year plan. Staff from various areas of the organization will also present on specific, programmatic changes in their respective areas of service. The public hearing on the budget is set for 6 p.m. on Wednesday, March 28 and the budget is scheduled to be adopted on Wednesday, April 11. Nine community meetings on the proposed budget have also been scheduled between March 15, and March 27. Feedback can also be provided at any time via email to blueprint@chesterfield.aov. The lowest responsive and responsible bid of $523,763 came from Aero Avionics. This collaborative venture between Henrico County, the City of Richmond, and Chesterfield County is cost -shared evenly three ways. As the lead in the procurement, Henrico County awarded the contract and will pay the vendor directly; Chesterfield's reimbursement to Henrico will be approximately $174,587. Each year during the development of the Capital Improvement Plan staff leaves some amount of pay-as-you-go funding unallocated to deal with issues such as this. TINSLEY UPON HIS RETIREMENT WHEREAS, Captain William "Mark" Tinsley retired from the Chesterfield Fire and Emergency Medical Services Department on March 1, 2018, after faithfully serving the county and its citizens for over 30 years; and WHEREAS, Captain Tinsley began his career with Chesterfield County in 1984 with the Utilities Department; resigned to explore other career opportunities in 1986; and then returned in 1989 as a firefighter with the Chesterfield Fire and Emergency Medical Services Department; and WHEREAS, Captain Tinsley attended Recruit School #21, and has served in various assignments; as a firefighter at the Bon Air, Buford and Bensley Fire and EMS Stations; as a lieutenant at the Clover Hill Fire and EMS Station; as a captain at the Manchester, Courthouse Road, Matoaca, Dale and Dutch Gap Fire and EMS Stations; as well as in the Fire and EMS Resource Management Division; and WHEREAS, Captain Tinsley was a founding member of the Chesterfield Fire and Emergency Medical Service's Technical Rescue Team; a member of the Scuba Rescue Team; and a founding board member of the Chesterfield Professional Firefighters Charitable Foundation where he continues to serve; and WHEREAS, Captain Tinsley was recognized with a Unit Citation Award for his actions in February 1991 during a successful rescue of two boys partially submerged in the middle of a lake in cold water conditions; and WHEREAS, Captain Tinsley was recognized with an Emergency Medical Services Award for his lifesaving actions that saved the life of an elderly patient in May 1992; and WHEREAS, Captain Tinsley was recognized with a Lifesave Award for assisting other crew members in the search and rescue of three children and one adult from the second floor of a burning apartment building in December 1996; and WHEREAS, Captain Tinsley was recognized with a Unit Citation Award for his actions in May 2003 during the successful rescue of a male citizen who was swept off a roadway during a flash flood; and WHEREAS, Captain Tinsley was recognized with an EMS Unit Citation Award for his actions during the birth of a premature infant in September 2004; and WHEREAS, Captain Tinsley was recognized with a Unit Citation Award for his actions recovering an aircraft that had crashed in Swift Creek Reservoir in November 2011; and WHEREAS, Captain Tinsley was recognized with a Unit Citation Award for his actions while assisting other crew members in the rescue of a subject who had fallen out of a kayak during flood water conditions in May 2014; and WHEREAS, Captain Tinsley was recognized with a Unit Citation Award for his actions during an intense house fire involving aggressive fire attack, search, and rescue efforts attempting to locate a trapped citizen in June 2014; and Q--` WHEREAS, Captain Tinsley was recognized with Unit Citation Award for his actions involving a male citizen suffering from a severe stab wound in May 2016. Summary of Information: Requests for streetlights, from individual citizens or civic groups, are received in the Department of Environmental Engineering. Staff requests cost quotations from Dominion Virginia Power for each request received. When the quotations are received, staff re-examines each request and presents them at the next available regular meeting of the Board of Supervisors for consideration. Staff provides the Board with an evaluation of each request based on the following criteria: 1. Streetlights should be located at intersections and 2. A petition is required which must be signed by 75 percent of the residents within 200 feet of the proposed light and shall include a majority of the homeowners living at the proposed locations. The Board, upon presentation of the cost quotation, may approve, defer, or deny the expenditure of funds from available District Improvement Funds for the streetlight installation. If the expenditure is approved, staff authorizes Dominion Virginia Power to install the streetlight. A denial of a project will result in its cancellation and the District Improvement Fund will be charged the design cost shown; staff will notify the requestor of the denial. Projects cannot be deferred for more than 30 days due to quotation expiration. Quotation expiration has the same effect as a denial. Approval of this installation will result in an annual general fund expenditure increase of $90.24 in streetlight electrical costs.
