01-24-1963 MinutesVIRGINIA: At an adjourned meeting of the Board of Supervisors of Chesterfield County, held at the Courthouse on January 24, 1963, at 2:00 p.m. Pre sent: Mr. Irvin G. Stanley R.Hague, Jr. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of Eve Lake Road in Kingsland Gardens Subdivision, Dale Magisterial District, Chesterfield County, Virginia, which shows that in the opihion of the County Road Engineer it is expedient that said road be established as a public road. Upon consideration whereof, and on motion of'Mt. Hague, it is resolved that Eve Lake Road in Kingsland Gardens, Dale District, be~ and it hereby is established as a public road. And be it further resolved, that the Virginia Department of Highways be and it hereby is requested to ~ke into the Secondary Road System,Eve Lake Road, beginning at a point on Rt. 637, .09 miles eouth of Route 611and extending east- wardly .16 miles to Grail Road. This road serves 3 houses. And be'it further resolved, that the Board of Supervisors of Chesterfield County, Virginia, guarantees to the Virginia Department of Highways, a right of way of not leas than 50 feet for this road. Dedication og said right of way recorded in Plat Book , Page ,Chesterfield Courthouse, Virginia. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of Rucker Lane in Wendell Farms Subdivision, in Manchester Magisterial District, Chesterfield County, Virginia, which shows that in the opinion of the County Road Engineer it is expedient that said road be established as a public road. Upon consideration w~ereof and on motion of Mr.Britton, it is resolved that Rucker Lane in Wendell Farms Subdivision, Manchester District, be, and it hereby is established as a puulic road. And be it further resolved that the Virginia Department of Highways be and it hereby is requested to take into the Secondary Road System, Rucger Lane, beginning at the intersection of Route 1687 and Rt. 1693, extending northwardly .04 miles. This road serves 2 houses. And be it further resolved, that the Board of Supervisors of Chesterfield County, Virginia, guarantees to the Virginia Department or. Highways, a right of wav of not .less than 50 feet for this road. Dedication of said right of way recorded in Plat Book , Bage , Chesterfield Courthouse, Virginia. On motion of Mr. Britton, secoded by Mr. Driskill, it is resolved that this Board requests the Highway Department to r~eplace the one-lane bridge on Rt.647 east of Rt.650, at a cost of approximately $20,000.00. ' On motion of Mr.Britton, seconded by Mr. Driskill, it is resolved that this~ Board requests the Highway Department to give an estimate on the cost of improving Rt.647, from Rt. 10 to Rt. 650, Turner Road. On motion of Mr.Goyne, seconded by Mr. Britton, it is resolved that this Board requests the Highway Department to give to the County and outline of all of the roa~ construction money given to the County of Chesterfield, including Federal, State and oth~=r funds for the past three years and estimates of future years, if possible, so that this Board might know the general status of the circumferential road and other projects. On motion of Mr.Driskill, seconded by Nr. Hagerman, it is resolved that the erroneous tax claim of the Harleyville Mutual Casualty Company, in the amount of $3.25 be and it hereby is approved for payment. On motion of Mnr. Goyne, seconded by Mr.Britton, it is resolved that this Board accepts the Deed of Easement from Mr.T.S.James for the widening of Rt.619. On motion of ~h~.Driskill, seconded by Mr. Britton, it is resolved that the following Ordinance be advertised for consideration on February 13, 1963: AN ORDINANCE to amend the Code of the County of Chesterfield, Virginia, by amending Sections 14-37 and 14-38 thereof, to substitute the National Electrical Code, 1962 Edition, in the place of the National Electrical Code, 1959 Edition; and to repeal Section 1~-~+1.6 thereof and to adopt in lieu thereof a new Section 1~-41.6 to prescribe fees for obtaining an electrical permit. BE IT ORDAINED BY THE BOARD OF SUPERVISORS OF THE COUNTY OF GHES£ER~ FIELD, VIRGINIA: 1. That Sections 14-37 and 14-38 of the County Code be amended and readopted as follows: Sec. 1~-37. National Electrical Code - ndopted. Pursuant to Secti6n 27-5.1 of the Code of Virginia, there of hereby adopted by reference, insofar as is not inconsistent with the laws of the State and the provisions of this Code and other ordinances of the County, the 1962 Edition of the National Electrical Code' of the National Board of Fire underwriters for Electrical Wiring and Apparatus, as approved by the American Standards Association, on July 24, 1962, as fully as though completely set out herein. The installation and use of el~=ctrical wiring and apparatus within the County, all electrical construc_~ion and all material and appliances used in codnection with electrical work and the operation of all electrical apparatus within the County shall conform to the rules and requirements of such 1962 Edition of the National Electrical Code hereby adopted. It shall be unlawful for any person to fail, neglect or refuse to comply with the 1962 Edition of the National Electridal Code hereby adopted. Sec.14-38. Same - When and where copie~ filed. Copies of the National Electrical Code, 1962 Edition, adopted as provided in the preceding section, may be obtained at the office of the Executive Secretary of the County during regular business hours. Three certified copies of the National Electrical Code,.1962 Edition, so adopted, and a reasonable number of additional copies thereof, shall be kept in the office of the Executive Secretary and at least one copy shall bekept on file at all times in the office of the electrical inspector. 2. That Section 1~-41.6 of the County Code be repealed and a new Section 14-~1.6 be adopted in lieu thereof as follows: Sec. 14-41.6. Same - Application Fees. Application for electrical permits shall be made on forms prescribed and furnished b~ the Electrical Inspector, and the applicant shall pay a fee for the estimated cost of the work to be performed in accordance with the following schedule: Not exceeding $25.00 i26.00 - $100;00 lO1, O0 -$200.00 2Ol. oo -$3o0.oo 301. Britton, seconded by Mr. Driskili, it is resolved that recommendations of the heavy Equipment Committee to purchase a No.955 b~lldozer from the Virginia, Tractor Company for the price of $14,500.00 be and it hereby is approved. On motion of Mr. Goyne, seconded by Mr. Britton, it is resolved that this Board requests the Highway Department-to take such steps as are necessary to abandon highway maintenance on Rt. 1438, Fort Darling Road. On motion of ~4r.Goyne, seconded by .Mr. Britton, it is resolved that the Purchasing Agent be and he hereby is authorized to have the property at Fort Darling, including the land-fill site fenced in a method approved by the Land-Fill Committee. On motion of ~4r. Goyne, seconded by Mr. Driskill, it is resolved that work on the laNd- fill at Fort Darling be authorized according to plans of the Land-Fi~l Committee. Mrs. Freeman, owner of a certain parcel of land on Mayflower Drive in Bon Air comes before the Board requestinE a Variance to allow the construction of a ho~e fronting on a proposed extension of Bayfield Drive, and it was generally agreed that this matter be studied further. Mt. Richter comes before the Board requesting a Variance to allow the construction of one home: on Lot 1, in the proposed Subdivision of Clearview, and cites the fact that the second lot will not pass a perdol~'~tion test and that the State Highway Department will not take over the road for maintenance with only one house. Upon consideration whereof, and on motion of Mr. Britton, seconded by I~r. HaEerman, it is resolved that I~r.Richter be allowed to construct a dwelling on Lot 1, to rough grade the proposed road', and to hard-surface said road when and if a second house is built. On motion of Mr.Driskill, seconded by Mr.Goyne, it is resolved that a variance be granted to Mt.henry Bragg to allow' the construction of a dwelling on the north side of the 30-ft. right of way, leading westward from the road leading to Eeams Road, provided the 10-ft. widening strip on both sides of said road be granted and 'that a 50-ft.' right of way be obtained to Reams Road, and to make adequate provisions for the construction of' said roads. It here here noted that R~r~G.M.Wilkinson has asked for a similar Variance through his Builder, Mr.W.S.Carnes, and it was ordered that a copy of the letter to Mr. Bragg be sent to Mr.Carnes. On motion of I~r.Goyne, seconded by ~4r. Driskill, it is resolved that the Purchasing Azent be and he hereby is authorized to receive bids and purc~se for the Treasurer's Office a billing machine of sufficient capacity to handle the present work. in the Treasurer's Department with some safety factor for future growth. Mr.J.T.Rose comes before the Board citing the fact that the lack of space is s~riously hampering the operation of the Assessing Office and requesting that the freezer locker building be remodeled for use of the Assessing Office. Upon consideration whereof, and on motion of Mr.Britton, seconded by Mr. Goyne, it is resolved that plans be developed for the remodelinz of this building and submitted to the Buildings and Grounds Committee. ~4r.George Blankenship comes before the Board complaining of the fact that he was promised the position Of Dog Warden and has been unable to assume th~ duties of this position. Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mr. Britton, it is resolved that the problems of Dog Warden be continued for further study. The Southern Bank and Trust Company requests that the County make available a list of the people to whom sewers might be available,so that the Bank might be of assistancein making a loan for the eewer connections. Upon consideration whereof, and on motion of ~4r.Driskill, s~conded by Mr. Goyne, it is resolved that the County Engineer make available a list of all citizens to whom cards have been sent as possible sewer connectors. On motion of-Mr. Goyne, seconded by ~r. Driskill, it is resolved that a street light be and it hereby is authorized on Myron Avenue at the soecific request of Mrs. Frady. N~r.J.D.Williams requests that the penalty on the new License Tax be waived for the month of February, 1963 to allow certain businesses that have never had to pay a license tax to complete their records. Upon consideration whereof~ and on motion of Mr. Goyne, seconded by Mr. Driskill~ it is resolved that the penalty on the License Tax be waived for the month of February~ 1963. WHEREAS, Mr. Kurt Gloeckner came before this B~rd on January 9, 1963, .requesting a Variance to allow the remodelinz of a chicken house so that iD could be used as a ~lwelling on property facing ~{t.360; and WHEREAS, the Supervisor from Dale District and the ~xecutive Secretary did view the property with Rlr. Gloeckner, and upon consideration of their ~ecommendation, it is on motion of Nr.Goyne, seconded by ~r. Ha~erman, resolved that Mr. Kurt Gloeckner be granted a Variance from the Subdivision Ordinance to allow the construction of a dwellin~ to the rear and west of his present home on land that could be possibly subdivided at a future date, and that the request for remodeling the chicken house be denied. O0 O.W.Lane ll quail - 1/2 lb. each $1.50 16.50 Mr.Ham~y J.Moody and others from the Village of Chester appears before the Board requesting the installation of a sewer system for the rapidly expanding business area of Chesver. There is also received a~report from R.Stuart Royer & Associates, on the proposed system and the cost thereof, and it aopears that with the available~ connections that the per connection charge w~ll run more than the Board had antici- pated. Upon consideration wh reof, and on motion of Mr. Goyne, seconded by Mr. Driskill, it is resolved that a Committee be appointed to consult with the School Board and others regarding the Chester Sewer proposal and that if the per connection charge be reduced to $1100.00 then the Committee will be authorized to proceed with ~he completion of final plans and the receipt of bids for this project. '~'~ereupon, hhe Chairman appoints Mr.Goyne, as Chairman, the Executive Secretary and the County Engineer to head the Committee and secure the services of the Health Department, Engineering Department and others when possible and necessary. On motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that a Special Contract No. 58& in the Garland Heights ~ubdivision be and it hereby is approved.
