Ward, be, and it hereby is accepted. The~re was read a resolution from the School Board concerning a request to rescind the Board"s action of June 10, 1959, regarding the appropriations to Departments on a monthly basis. It was generally agreed that this resolution be received and studied further. Oh motion of };~.Britton, seconded by Mr. Goyne, it is resolved that the Ordinance Committee be requested to draft an amendment to the Zoning Ordinance at the request of the Board of Zoning Appeals to require a Use Permit for an individual trailer in any, district where trailers are permitted. On motion of Mr. Hague, seconded by M~r. Goyne, it is resolved that the offer of the State Forester, ~r. Donald Bishop, be accepted and the trees in the area east of the Courthouse and north of the Fair Grounds be marked for thinning. And be it further resolve~, that the Purchasing Agent of the County obtain prices on all saleable pulp wood. On motion of Mt.Hague, seconded by Mr. Goyne, it is resolved that a D~ed from ~ir. St~ephen W.Pugh for an 18-ft. widening strip alor~ the Centralia Road., be, and it hereby is accepted for recordation. There arose s discussion concerning the present necessity of some of the gas stations furnishing gas to the County to report the s ales of gas to the Oil Companies in order te be reimbursed for the Fede~lTaxes, and that the owners of several gas stations had complained about the red tape involved in such a transaction. Upon consideration whereof, and it was generally aEreed that the use of Courtesy Cards where this situation existed be tried on a limited basis. On motion of Mr.Britton, seconded by N[r. Upon consideration whereof, and on motion of ~r. Driskill, seconded by Mr. Bri~ton, it is resolved that the following Ordinance be and it hereby is adopted: AN ORDINANCE to amend the Code of the County of Chesterfield, Virginia, by amending Sections 14-37 and 1&-38 thereof, to substitute the National Electrical Code, 1962 Edition, in the place of the National Electrical Code, 1959 Edition; and to repeal Section !4-41.6 thereof and to adopt in lieu thereof a new Section 14-41.6 to prescribe fees for obtaining an elect~i, cal permit. BE IT ORDAINED BY THE BOARD OF SUPERVISORS OF THE COUNTY OF CHESTERFIELD, VIRGINIA: 1. That Sections 1~-37 anm 14-38 of the County Code be amended and readopted as follows: Sec. 14-37. NationalElectrical Code - Adopted. Pursuant to Section 27-5.1 of the Code of Virginia, there is hereby adopted by reference, insofar as is not inconsistent with the laws of the State and the provisions of this Code and other ordinances of the County, the 1962 Edition of the National Electrical Code of the National Board of Fire Underwriters for Electrical Wiring and Apparatus, as approved by the American Standards Association on July 24~ 1962, as fully as though completely set out herein. The installation and use of electrical wiring and apparatus within the county, all electrical co5struction and all material and appliances used in connection with electrical work and the operation of all electrical apparatus within the County shall conform to the rules and requirements of such 1962 Edition o~ the National Electrical Code 'hereby adopted. It shall be unlawful for any person to fail, neglect or refuse to comply with the 1962 Edition of the National Electrical Code hereby adopted. .~ec. 14-38. Same - When an~ where copies filed. Copies of the National Electrical Code, 1962 Edition, adopted provided in the preceding section, may be obtained at the office of the executive' secretary of the county during regular business hours. Three certified copies of the National Electrical Code, 1952 Edition, so adopted, and a reasonable number of additional copies thereof, shall be kept in the office of the executive. secretary and at least one copy shall be kept on file at all times in the office of the electrical inspector. 2. That Section 14-41.6 of the County Code be repealed and a new Section 1~-41.6 be adopted in lieu thereof as follows: Sec. 14-~1.6~ Same - Application fees. Mr. Lancaster, Resident Engineer, Virginia Department of Highways, states he would review the situation. The following roads were reported by the State to be taken into the Sec. Upon consideration whereof, and on motion of Mr. Hague, it is resolved that Southmoor Road, in ~'~eadowbrook, Section "B" Dale District, be, and it hereby is established as a public road. And be ir'further resolved, that the Virginia De[artment of Highways, be and it ' hereby is requested to take into the Secondary Road System, Southmoor Road, beginning at the end of maintenance on ~oute 2320, .03 of a mile east of Bonnie Brae Court, and extending southwardly .13 miles. This road serves 3 houses. And be it further resol~ed that the Board of Supervisors of Chesterfield County, Virginia, guarantees to the Virginia Department of Highways, a right of way of not less than 50 feet for this road. Dedication of said riKht of way recorded in Plat Book , Page ,Chesterfield Co.urthouse, Virginia. This day the County Road Engineer in accordance with ~irections from this Board made report in writing upon his examination of LaSalleDrive in Keaneland Farms, and Beaufont Hills, ~.k~nchester District, Chesterfield County, Virginia, which shows that in the opinion of the County ~oad Engineer it is expedient that said raad be established as a public road. Upon consideration whereof, and on motion of Mr. Britton, it is resolved that LaSalle Drive in Keaneland Farma snd Beaufont Hills, Manchester District, be, and it hereby is established as a public road. And be it further resolved, '~hat the Virginia Department of Highways be and it hereby is requested to ~ake into the Secondary Road System, LaSalle Drive, beginning at the intersection of l~outes 1957 and 1958 and extending northwardly .06 miles to Keanelane ~rive. This road serves 7 houses. And be it further resolved tha~t the Board of Supervisors of Chesterfield County, Virginia, gu.arantees to the Virginia Department of Highways a right of way of not less than 50 feet for this road. Dedication of said right of way recorded in Plat Book , Page ,iZhesterfield Courthouse, Virginia. There arose a discussion on the necessity of ingress and egress to the Randolph Graveyard on the Randolph Farm of the Virginia State College. Upon consideration whereof and on motion of ~'~.Hagerman, seconded by ~r. Ha~ue, it is resolved that the Supervisor of 'the District will investigate this condition further. Mr.R.V.Lancaster, III, Resident Engineer, Virginia Department of Highways, explained the status of the Construction Funds of the Highway Department for the County of Chesterfield. Mr. Treat and ~ir. Jackson who attended the meeting cited the need for a large percentage of this money to be spent on the Circumferential road. It was generally agreed that Mr. Hague and the Executive Secretary attempt to draft a letter citing the population growth in the County and the necessity for additi6nal construction funds in urban counties. On motion of R[r.Britton, seconded by I~ir. Driskill, it is resolved that the sum ! of ~20,000 be allocated during the year 1963- 64 to replace the one-lane bridge on Rt.647 and that plans for Rt.654, crossing Swift Creek, be prepared, all of which is to be financed from Act of 1960 Funds, the sum of $60,000 to be appropriated each year for the next three years. And be it further resolved, that the se two Special }~rojects be completed aa soon as possible under this program. On motion of R~r.Goyne, seconded by i'.'~r. Hague, it is resolved that this Board requests the Highway Department to take in Southwood Road~ in the Plymouth Haven Subdivision, if same meets the State's specifications. On motion of )ir. Goyne, seconded by Mt. Hague, it is resolved that this Board requests the Highway Department to widen Old Centralia Road, from Rt. 10 t5 the northern end of the new High School property on Old Centralia Road, such widening should be accomplished before the erection of the new High School. On motion of Mr;Goyne, seconded by ~',ir.~riskill, it is resolved that Treety Road~ running southwestwardly from the Harrowgate Road, be surface-treated in the coming ~ year's budget, and .' Be it F~rth~r Resolved, that Holly Hill Road, running westwardly from Rt.6.16 be hard-surfaced during the coming year's budget. On motion of I~.Hagerman, seconded by kr. Ooyne, it is resolved that this Board requests the Highway Department to take the sum of $8~O00.OO from the Acts of 1960 Funds to replace two one-lane bridges in ~toaca District, which bridges are on Woodpecker Road and Hickory Road. There arose a discussion on Halloway ~venue concerning the necessity of widening of said ~oad due to the Matoaca High School rapidly being completed. Upon consideration whereof, and on motion of Mr. Hagerman, seconded by Mr. Driskill, it is resolved that the CountF Engineer meet with the Resident Engineer of the Highway'Department', view the site and draw such [~lans as are necessary to coordinate the installation of utilities in the widening of the road so that the new school can be served properly. R~r.R.V.Lancaster, III, Resident Engineer, Virginia Department of Highways, discusses the problem of compaction tests on ditches in which sewer lines are being installed on State Highways, and requests that the County pay for compaction tests. Upon consideration whereof, and on motion of Y]r. Driskilt, seconded by Mr. Hague, it is resolved that this matter be deferred until the Sewer Committee can meet ahd discuss the problem. A delegation aopears in behalf of the drainage problems in Riverpark, and it was generally cited that the County plans to install a 36-inch culvert from'the location on Hudson Street where the culvert currently exists southwardly to the end of the present location of the pipe, and to do such ditching as is necessary to drain the water from Beverly Street towards Hudson Street, provided the sum of~RTO0.OO can be raised from the citizens of the area. Mr.Raymond H.Wilkerson requests in writing, that he be allowed to build one house on approximately 7 acres on Falling Creek, just southeast of Rt.677~ which runs into Rt4 60, and presents plans of a possible subdivision of this property. Upon considera~on whereof, and on motion of Mr. Driskkll, seconded by Mr.Goyne, it is resolved that this Board grant a Variance to Mr.~gilkerson to allow the construction of one home on said property and the ingress and egress be accomplished over a proposed 50-ft. easement and if a second home is desired to be built on this easement that said plans must be put on record as a Subdivision, and this Variance is subject to the tentative approval of the Planning Commission of the proposed layout of this future subdivision. Mr. Bud Tarr of the T&T Construction Company comes before the Board requesting the extension of sewers on ~Nalmsley Boulevard, citing the fact that there are seven existing homes between his subdivision of Conner Heights and the end of the proposed sewer system. Upon consideration whereof, and on motion of Mr.Britton~ seconded by Mr.Goyne, it is resolved that the County Engineer be and he hereby is authorized to install sewers along Walmsley Boulevard, westwardly to Conner Heights, provided four of the existing seven homes aKree to connect. Mr.Douglas of the Flintkote Construction Company, makers of Insulrock,comes before theBoard requesting a Variance from the Building Code to allow the construction of a ~ome on Dwayne Lane, ' using this new material. Upon consideration whereof, and on motion of Mr. Driskill, seconded by Mr. Britton, it is resolved that this request be granted a~d that a Variance from the Building Code be granted to allow the construction of one home at this location, using this material. 62~71. Mr. Graham Jennings, Attorney, representing the Virginia Housing Corporation, requests that this rezoning request originally deferred from Decen~oer 12, 1962, ben'deferred for ninety-days. Upon consideration whereof, and on motion of Mr. Britton, seconded by Mr. Driskill~ it is resolved that the zoning request of the Virginia Housing Corporation, be, and it hereby is deferred to May 8, 1963. 62-12. Richard Jones, representing Mr.K.L. Dunn, comes before the Board requesting £rom Agriculture to Residential-2 of a parcel of land of irregular shape, in Matoaca Mamisterial District~ fronting approximately 630 feet on the Appomattox River Canal and extending northwardly 770 feet, being approximately 150 feet south of Hirer Road (Route 36) and 600 feet west of the interse~.tion of River ~oad and Franklin Avenue. There appearing no one in opposition to this request, it is on motion of Mr. Hagerman, seconded by l~ir. Driskill, resolved that the aforedescribed parcel of land be and it hereby is rezoned for R-2 purposes. 63-~. Mr.J.K.Timmons, representing I~lr.W.S.Carnes, comes before the board requesting the rezoning from Agriculture to General Business for the specific purpose of constructing multi-family dwellings on a 43.5 acre parcel of land of irregular shape, fronting 1000 feet on Cogbill Road and~tending ~orthwardly 1600 feet, 'to a creek, the eastern boundary b~ing Falling Creek, in Dale Magisterial District, and explained the entire project, the sewerage, the water, the road, etc., and there appearing no one in opposition to this raquest, it is on motion of Mr. Hague, seconded by ~r. Goyne, resolved that the aforedescribed parcel of land be and it hereby is re'zoned for General Business purposes, with the specific limitation for the construction of multi-family dwellings. 63-9. Mr.J.K.Timmons, representing Mr.W.S.Garnes, requests the rez~ning from Agriculture to Residential-1 of a 9-acre parcal of land fronting 540 feet on Falling Creek and extending westwardly 790 feet, being approximately 1550 feet north of the intersection of Cogbitl Road and Falling Creek, in Dale Magisterinl District. There appearing no one in opposition to this request, it is resolved that the aforadescribed parcel of land be and it hereby is rezoned for Residential-1 purposes. 63-10. M~.Paul A. Fisher comes before the Board requesting the rezoning-frnm Agriculture to Residential-2 of a parcel of land fronting 400 feet on Hodges Road and extending westwardly 210 feet, being 1058 feast southwest of Warwick Road and being th~ proposed Subdivision of Fisher Heights. There appearing no one in op[osition to this request, it is on motion of Mr.Britton, seconded by Mr. Driskill, resolved that the aforedescribed parcel of land be and it hereby is rezoned for Eesidential-2 purposes. 63-13. Mr. Joseph Harris comes before the Board requesting the rezoning from agriculture to General Business (C-2) of a pa.l~cel of land of irregular shape, fronting 295 feet on ~'[gtoaca Road (Route 600) and extending eastwardly 1110 feet to Old T~'n Creek, being approximately 4250 feet north of River Road (Rt. 36) in Matoaca Magisterial District~ and states that h~ is willing to ~ve the use limited to that of a school bhilding and the pre~ent location as of this date. M~r.S.P.Driskill questions i~ir.Harris rather closely concerning the intention of expanding the school and changing the location. Whereupon Mr. Harris states that he has no intention of using other than his present buildirgs at the present location. Upon consideration whereof, and on motion of ~ir.Ha~erman, seconded by Mr. Britton, it is resolved that the rezoning request of Mr. Harris be and it hereby is approved, subject to the limited use for that of a school building. 63-11. l~lr.R.E.~abell comes before the Board requesting a Use Permit to operate a synthetic Dry Cleaflin~g Plant in Manchester Magisterial District, on a parcel of land of irregular shape, fronting 270 feet on the east line of Hathaway Road and ~50 feet on the north line of Forest Hill A~renue. There appearing no one in opposition to this request, it is on motion of Mr. Britton, ~seconded by ~[r.Driskill, resolved that the request of Mr. Cabell for a Use Permit to operate a synthetic Dry Cleaning Plant on the aforedescribed parcel of land be and it hereby is granted. ~rs. Napotnik and others present a petition sigred by aDproxim~ely 175 people requesting the removal of a billboard erected by Mr.C.E. Copley on his property at Brookbury Farms, stating that said billboard was very unsightly and should not have been allowed since this was not commercial property. Upon co~sideration whereof, and on motion of Mr. Britton, seconded, by ~[r. Hague, it is resolved that the Ordinance Committee study this request and to present a suggested change in the Ordinance t~ remedy this situation in the future. On motion of ~'lr. The Executive Secretary reports that a communication was recebed from I~irs. Alice Cogbill concerning the possible sale of her property, at the Courthouse. Upon consideration whereof, and on motion of Mr. Goyne, seco~fled by M~.Hague, it is resolved tb~'t Mrs. Cogbill be asked for a price on her property. On motion of Mr.Goyne, seconded by ~.r. Hague, it is resolved that the Cancer St. amp be approved in the Treasurer's Office during the sixty days of the Cancer Fund Drive. On motion of ~,.Ir.Goyne, seconded by i"~r. Britton, it is resolved that s~nce the Chester sewerage system appears to be financially feasible, the County Engineer and his office be requested to get options on the land for the lagoon, and that the Executive Secretary write to the School Board stating the proposals for .furnishing the schools with sewerage service and get their agreement, and that the Consulting Engineers be authorized to complete plans and specifications for a sewerage system in Chester and bids be obtained for the construction of this facility. However, before any bid is let the necessary connec'tions must be obtained from the citizens of the area. On ,motion of Mr.Britton, seconded by Rlr. Britton, it is resolved that since the sewer system at Enon appears to be financially f~asible at this time, the County Engineer is requestem to acquire options for a lagoon site, the Executive Secretary is requested to write to the School Board asking that they connect Enon School to the proposed system, that the Consulting Engineer be requested to proceed with plans and specifications as soon as possible, and bids be received for the construction of this sewerage facility.
