Board of Supervisors of Chesterfield 'County
held at the Courthouse on February 28, 1963,
at 2:00 p.m.

On motion of Mr.Goyne, seconded by ~r.Britton, it is resolved that the County
Engineer be and he hereby is authorized to allow a temporary water connection
to Mr.C.R.Jackson, across the property owned by Mr. Burfoot, whose property fronts
on Harrowgate Road, provided an easement is obtained and provided further that
should a water line be installed on Rt. 1126 that the connection of Mt. Jackson be
moved to tie in to sai~ water lines.
On motion of Mr.Britton, seconded by Mr. Ha~ue~ it is resolved that Contract No.
6102-22 for the installation of sewer lines in the Derwent Gardens be awarded to
the Van Doren Cons%ruction Company in the amount of ~182,188.05, which contract
calls for the use of cement asbestos pipe.
On motion of Mr. Britton, seconded by Mr.Hague, it is resolved that the Contract
No.6102-19B for the construction of the Pocosham Pumping StatiSn be awarded to the
Broc~ and Davis Corporation of Waynesboro, Virginia, in the amount of $75,657.64.
And be it further resolved that th~ County EnEineer on the advice of the Con-
sultants be authorized to accept a $1200.00 credit if it proves feasible to use
a newer type sewerage pump.
On motion of Mr. Driskill, seconded by Mr.Britton, it is resolved that certain
sewer lines in the Woodmont Subdivision on Penrose Drive ~'rravmore Road,
be approved for installation, and-that additional lines be aDpr0ved when it is
proved to be financially feasible.
On motion of Mr. Britton, seconded by Mr. Driskill, the following resolution is
ad opt ed:
Be it Resolved by the Board of Supervisors of the County of Chesterfield,
Virginia, in regular meeting assembled that the Chairman be and he hereby
~s authorized to enter into an agreement ~rith t~ Atlantic Coast Line
Railroad ~ompa~y, andto sign same on behalf of said County, whereby said
Railroad Company grants unto said County the right or license to install
and maintain for the purpose of sewer mains, two lines of pipe across the
right of way and under tracks of said Railroad Company near Richmond,
Virginia; as more particularly described in said agreement, which
agreement is dated February 5, 1963, a copy of which agreement is filed
with t~e Board of Supervisors.
On mo%ion of Mr.Britton, seconded by Mt. Hague, it is resolved that Lakeview Road
connecting Brittania Eoad and Warwick Road, be changed to Lauradale Lane.
Mr. Goyne again discussed the problem of house numbering in Ches~r. On motion
of R~r.Goyne, seconded by ~.~.Driskill, it is resolved that this rotter be studied
further by the Engineering Department.
~he Executive Secretary read a letter from Mr. Harry J.Moody concerning the right
6f way problems, between Rt. 10 and hisproperty in the Village of Chester. Upon
consideration whereof, and on mo%ion of Mr. Goyne, seconded by Mr. Driskill, it is
resolved that this m~v%er be continued for further study.
On motion of ~Ir. Hazue, seconde8 by ~lr. Goyne, it is resolved that the following
erroneous tax assessments be approved for payment:

On motion of Mr.Goyne, secor~ed by ~r.Hsgue, it is resolved that this Board approves
the payment of $100.00 on theScholarships for the first semester of the current
year as requested by resolution of the Sc:ool Board dated February 13, 1963.
On motion of M~.Ooyne, seconded by Mr. Dris~ill, it
is resolved that this Board
tentatively approves the request of the newly fo~med Credit Association of the
employees of Chesterfield County for payroll deductions, subject to a statement
from the officers of said Association citing the mechanics of the payroll deductions,
which must be approved by the Commonwealth,s Attorney, the Treasurer of the County
and the Board of Supervisors.
On motion of ~r.Driskill, seconded by ~[r. Britton, it is resolved that a Variance
be and it hereDy is granted to Mr.H.R.Bragg and Mr. George M. Wilkinson, who wish
to build, homes on a 30-ft. road, which runs northeastwardly from ~1onath Road,
subject to the granting of 10 feet bM both parties to make said road a 5C-ft.
road, the improvement of said road to the specifi,cat~ons of the Highway Department,
not including hard-surfacing and a letter sien~d by both parties that they will be
responsible for the maintenance of said road and will not seek improvement or
maintenance from the County.
On motion of Rh~.Britton, seconded by Mr. Goyne, it is resolved that this Board
receives and files for further study a letter from the Commissioner of the Revenue,
citing the number of cars, trucks, boats a~d trailers in the County.
This day the Board of Supervisors considered the petition of Edwin J. Lautenslager
to approve a¥~cation of a drainge easement 16 feet in width running diagonally across
Lot 4, in Block "B" as shown on a plat of Glen Ec~o Place, said plat being recorded
in the Clerk's OffiCe of the Circuit Court of Chesterfield County, Virgifiia, in
Plat Bookl2, at page 17.
Now, Therefore, on motion of Mr.Britton, seconded by Mr. Driskill, the following
resolution was adopt.ed: ·
WHEREAS, the aforesaid vacation of a drainage easement 16 feet in ;-¢idth
as a~ove referred to will in no way abridge or destroy any r~Ehts
or privileges of any property other than the property or the petitioner,

~OW, THEREFORE, BE IT RESOLVED:
That this Board doth approve the vacation of the 16 foot drainage easement
extending diagonally across Lot 4, in Block "B", on the plan of Glen
Echo Place, all as is shown on a new plat by Foster & killer, Certified
Surveyors, dated January 25, 1963, and entitled "Proposed relocation of
drainage easement through Lot 4, Block "B", Glen Echo Place, Manchester
Di st ri ct, Che st e rfi el d County, Virgi nia."
This resolution is conditioned upon and' shall become effective when this
petitioner shall have executed and acknowledged for recordation on a
form approved by the Commonwealth's Attorney, an appropriate declaration
of vacation. ?.qnen such declaration has been so aooroved, the same
shall be recorded in the Clerk's Office of the Circuit Court and the
Clerk of said Court shall indicate the vacation and the abandonment of
the aforesaid easement on the recorded plat of Glen Echo Place.
On motion of Mr.Britton, seconded by Mr. Driskill, it is resolved that the minutes
of December 12, ~2, January 9 and 24, be, and they hereby are approved.
Mr. Goyne read a letter signed by Mr.L.J.Klebert, concerning the traffic conditions
on Rt. 1 and Dundas and Rt. 1 and Sherbourne ~venue, particularly as the conditions
relate to the travel of school buses and the s~fety of school children. Also,
there were cited complaints of tBe U.S.Filter Plant, a new plant starting operation
at the intersection of Shell Road and Rt. #1. Upon consideration whereof, and
on motion of I'~'.r. Britton, seconded by Mr. Driskill, it is resolved that the Chairman
appoint a Committee to confer with Mr. Treat, District Highway Engineer and other
officials in an effort to eliminate some of the present problems currently existing.
And the Chairman hereby appoints ~dr.Gcyne and the Executive Secretary to confer
with the Highway Officials on this matter.
On motion of ~.r.Britton, seconded by Mr. Driskill, it is resolved that this Board
requests Mr. Lancaster, Resident Engineer, Virginia Department of Highways, to
give an.answer to this Board's request for a study of traffic problems at the
intersection of Bliley Road and Forest Hill Avenue.
On motion of Mr.Driskill, seconded by Mr. Britton, the meeting is adjourned to
March 13, 1963.
