The Executive Secretary rRad a letter from Mr. Norman W.Worthington, requesting

the minutes of the meetings of the Board of Supervisors. ~,~ereupon~ ..
makes the following motion: That this Board furnish any organization minutes of
its meetings, upon approved request. Mr. Driskill makes a substitute motion,
which was seconded by Mr. Britton: That this Board furnish minutes of its
meetings to the Secretary of any organization passing a resolution requesting such
information and that a monthly report be sent along with the minutes of the Board.
The substitute motion was adopted unanimously.
On motion Of M~r.Britton, seconded by Mr. Hazue, it is resolved that the erroneous
tax claim of Mr. Carlile F.Burnett, 5100 Mi~lothian Pike, Richmond, Virginia, in the
amount of ~28.60 be and it hereby is approved for payment.
On motion of Mr. Hague, seconded by Mr. Britton, it is resolved that this Board
accepts a Deed from ~tr.and Mrs.William Benton for a porti'on of land in which
Sunshine Road in Garland Heights, was placed in error.
On motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that this Board
accepts a'Deed from Kathleen and Marguriette Rea for a parcel of land bordering
on Rt.360, south of Pocosham Creek.
On motion of Mr. Ha~ue, seconded bM Mr. Britton, it is resolved that a Variance
from the Subdivision Ordinance to ~r.Robert L.Bates b~ granted to allow the
division of his property on Rt.360 into three lots, two of which wou~d face
Gregory Pond Road, with the provision that the i0 feet next adjacent to said road
be dedicated to the County as a widening strip for said road.
There arose a discu~ion concerning the construction of a retaining wall on a ditch
in the Raleigh Court Subdivision, west of ~ahnke Road. It was generally agreed
that Mr. Britton, Mr.Lancaster and the Executive Secretary a~ain review this
p rob 1 em.
On motion of Mr.Britton, seconded by Mr.'Driskill, it is resolved by the Board of
Supervisors of Chesterfield County, Virginia, that the following appropriations
be and the same hereby are made for the month of April, 1963, from the funds and
for the functions or purposes indicated in the amount of ~1,~50,578.00:

There was read ancnice from the Highway Department that the following road had been
taken into the State Secondary System:
Wendell Farms Subdivision:
Rucker Lane - from the intersection of Routes 1687 and 1693 and running east
0.05 mile so a dead end O.O~ mi.
On motion of Mm.Britton, seconded by ~.'~r.briskill, it is resolved that the County
Engineering Department be reauested to seek an easement from the Atlantic Coast Line
RR. Company for the purpose of correcting certain drainage problems at its int6r-
section with Montecrsst Avenue in the Scottdale Subdivision, and the Highway
Department is requested to install a culvert for a ~riveway and construct the
nece:ssary drainage ditch ~o effect ~enerally drainase eastwardly along Montecrest
ave cue to the Railroad.
A Discussion arose as to certain highway controls on An~nonett Drive in the Oxford
Subdivision. Whereupon, I'.'~. Lancaster pointed out that this matter had been
corrected by the Highway Department.
On motion of ~qy.Britton, seconded oy iVir.Driskill, it is resolved that this Board
requests the Highway Denartment ~o insvali a "Stop" sign at the corner of
Chellowe andWa~dotte Roads and ~o make any other improvements possible to
eliminate the n~affic hazards existing in this immediate area.
On motion of Mr.Goyne, seconded by Mr.Hague~ it is resolved that this Board
~requests the Highway Department to accelerate the plans and improvements on the
widening of R~. 619 northeast of Rt. 618 for the American Tobacco Company plant
presentlybeing constructed in this area.
On motion of i~ir. Driskill~ seconded by tvt Britton~ it is resolved that the Highway
Department be requested to furnish and install a culvert to the parking area of
the L"agsnaff Fire Department and charge same to the3¢ Road Fund of the County.
On motion of ~.~r. Britton, seconded sy I~.(r. Hague, it is resolved that the Engineering
Department be and it hereby is requessed to obtain rights of way for the widening
of Rt.68~ at its junction with Rt.683, upon the condition that the Highway Depart-
menv will fur.nish the necessary plats by which said rights of way can be obtained.
On motion of I~,ir.Horner, seconded byMr.Hague, it is resolved that Rt. 817, be
extended to the proper%y line of I~r.~al~rop and that said extension be taken
in as a Ru~ai Road.
On motion of Mt. Hague, seconded by Mr. Goyne, it is resolved that the Mooring
Road, beginning at a point on Rt.6~,.9, approximately three-quarter of a mile
southeasterly from its intersection with Rt.6~9 and Rt.60~, be taken in as a
Rural Road.
i~.r. Hague req~ested that the Tucker Road, lying ~astwardty from Rt. 10 be investi-
gated as to its possibility of being included into the Secondary Road System.
I~h~.Goyne speaks at length on the safety pro~i~ems on Rt.1, at Bensley Village
and Bellwood Depot areas, ard cites the fact that he has received several
letters from the Parent-Teachers Association and other interested citizens
in the area, which latters emphasize the hazardous conditions in crossing Rt.1
during peak flows of traffic, the ~roblem of school buses traveling on this road
and t~e necessity for fire and rescue operations, a~d presents his recommendations
for alleviating the traffic hazards in the area, which are as follows:
All northbound Bellwood 'traffic to be routed southwardly along
Old Rt. 1, thence eastwardly under the Railroad Bridge, thence
northwardly along a service road which would tie in gradually
with ~'tt. !, going north. The traffic coming from Centralia
and Chester going north be routed northwardly on Old Rt. 1, thence
eastwardly under the Railroad Bridge and southwardly to the Shell
~oam, az which ooint a service road running northwardly and parallel
to Route #1 would then blend with the north-bound traff~.c.
~ There are other possibilities and variations that could be put in such a plan,
in any event, such a proposal, if constructed, would benefit greatly the industrial
traffic in the area and aid the County inits search for new industries.
Upon consideration whereof, and on motion of [~1r. Goyne, seconded by Mr. Hague, it is
resolved that'the Executive Secretary be directad to send this suggested plan to the
Highway Department with the request that a study be made of the hazards existing
and the future industrial traffic that is rapidly increasing, to effect some solution
in the near future.
On motion of R~r.Driskill, seconded by Mr. Britton, it is resolved that the Highway
Department be requested to install sufficient reflectors or remove the numerous
curves existing at Exit 5 of the TollRoad on both East and West approaches to the
Interchange.
On motion of Mt. Hague, secondedby Mr. Britton, it is resolved that the Standard
Water Contract No.590 for the installation of a water System in North Beulah
Village in the amount of ~6450.00 be and ~t hereby is approved.
It is here noted t~at the County will pay the difference between an 8 inch and
12 inch line in a part of this area.
On motion of Mr. Britton, seconded by i~[r.Goyne, it is resolved that the Special
Water Contract ~584, providing for 'the installation of a central well system
in the Lake George Hamlet Subdivision,be,and it hereby is approved.
On motion of ~lr. Britton, seconded by Mr. Hague, it is resolved that the Chairman
and Clerk of this Board be and they hereby are authorized~to accept the water
system in the Lake George Hamlet' Subdivision when when same is eompleted to the
specifications of the County. '~'
On motion of Mr. Driskill, seconded by Mr. Goyne, it is resolved that Contract
No.589, providing for the installation of water to the Matoaca High School be
awarded to P.E.Eubank & Company, which Company submitted the iow bid, for the
sum of ~1,185.00.
WHEREAS, the Subdivider of the Woo&mont area has made p~isions for a through road,
called Woodmont Drive, to channel local traffic to Rt.14?; and
WHEREAS, the Subdivider has purchased land south of the Southern RR. and Subdivided
same in the name of Greenfield; and
WHEREAS, an extension of Woodmont Driv~ has been provided in the Subdivision of
Greenfield for the channelization of traffic from one subdivision to another; and
WHEREAS, it is the opinion of the Planning Commission and t~e Board of Supervisors
of Chesterfield County that said road shall be constructed and a grade crossing
established to facilit&te the the internal traffic,
NOW, THEREFORE, BE IT RESOLVED, that tBis Board of Supervisors, believing a grade
crossing is necessary and in the best interest of the present and future citizens
of the area, requests the Southern Railroad Company to do all in its power to
a~d in the construction of a grade crossing to connect these two thoroughfares.
The County Enzineer a~vised the Board that tBe Highway Department was nearing the
date of construction a2high level bridge over the Appomattox River at Rt. 10 and
that the County may want toinstall a water line on said bridge while it is under
construction. Upon consideration whereof, and on motion of Mr. Goyne, seconded by
Mr. Hague, it is resolved that the County Engineer be re?ested to secure estimates
on the inst@lllation of a water line on this bridge during the construction.
The County Ens~neer advises the Board tBat it is possible to install sewers to the
areas adjacent to Rt. t~7, now being developed by Mr. Geo~Gray and Mr.Jack
Woosley and cited the cost of installing sewers to these areas. Wpon considera-
tion whereof, and on motion of Mr. Driskill, seconded by Mr. Britton, it is resolved
that the County Engineer be authorized to install the sewer lines to serve the
said areas to the best possible advantage to the County,'
On motion of Y~r. Driskill, seconded by Mr.B~itton, it is resolved that the County
Er~ineer be and he hereby is authorized an~ requested to negotiate with the
State of Virginia for a legoon site on the State property on Powhite Creek.
On motion of Mr.Britton, secondeU by Mr. Goyne, it is resolved that the County
Engineer and two of his Staff be authorized to attend the Water Pollution Seminar
in Norfolk, Virginia~ the latter part of this month.
On motion of Mr.Britton, seconded by Mr. Hague, it is resolved that the CO. unty
Purchasing ~gent be and he hereby is requested to get bids on a slide pro.~ector.
M~.Calvin Viar presents to the Board of Supervisor~ a plan for house numbering
in the 'Chester ares, which plan calls for the numberin~ of houses by progression
southwardly from Richmond, east and west from the Petersburg Pike, and involves no
street name changes in the Chester area. Upon consideration whereof, and on
motion of Mr. Goyne, seconded by Mr.Hague, it is resolved that this Board accepts
the proposed plan and authorizes the House Numbering Department to so number the
houses in Chester.
On motion of ~Ir.Goyne, seconded by ~v~.Driskill, it is resolved that Mr. Calvin
Viar be and he hereby is complimented on the efficient manner in which the house
numbering of Chester has been accomplished.
On motion of I~r. Goyne, seconded byMr.Drikill, it is resolved that tbs name of
Bruce Street in the Village of Chester be changed to Bruce Road.
On motion of Mr. Oriskill, seconded by Mr. Britton, it is resolved that this Board
requests the Highway Department to protect the traveling public on Rt.60, between
Rt. 1~7 and the County Line, from the many deer crossing this highway~ and to
install reflectorized signs to warn of this hazard.
~r. T.D.'?atkins, Sr., comes before the Board and presents a list of eight (P)
p~oposals for improving traffic conditions in the Midlothian area, ~¥nich proposals
were sponsored by the Hisb~ay Committee of the Midlothian Ruritan Club.
Upon consideration whereof, and on motion of Mr. Driskill, seconded by Mr. Britton,
it is resolved that the ExecutiveSecretary investigate with Mr.R.V.Lancaster, the
possi, bility and feasibility of the eight suA"gestions from the ~'~idlothian Ruritan
Club.
6~-i2. Mr. William Benton requested in writing thst his petition for rezoning
on Rt. 10 be withdrawn. It was generally agreed that this petition be
wi th dr awn.
6~-i~. ~ir.A.V.Fleming comes before the Board requesting the rezoning from
agriculture to Residential-1 of a lDO-acre parcel of land of irregular shape,
being 2900 feet south of Route 360 at the terminus of Route 759, being parcels
36 and 37, Section 63 of the County Zoning Map, in Mid!othian Magisterial District.
There appearing no one in opposition to this request, it is on motion of Mr.
Driskill, seconded by ~.~r. Britton, resolved that the afm~described property be
and it hereby is rezoned to Residential-1.
53-15. t¥~s. G.M.Gravesande comes before the Board requesting the re~oned in
Manchester M~-_isterial Dist~'ict, from Residential-2 to C-1 (Local Business)
of a parcel of land fronting 220 feet on Walmsley Boulevard (Rt; 6~7) and
extending northwardly 220 feet., being 150 feet west of Route 10, and cites
the fact she wishes to build a Beauty Parlor on this parcel of land.
I~r. Frank Landrum and Mr. Allen, representing Branch's Baptist Church, object to
the commercial zoning in front of the Church and suggest the same be reduced to
a Use Permit fnr a ~eauty Parlor, It was further pointed out by Mr. Mayo that
the applicant does 'not own the three (3) lots so specified.
Upon consideration whereof, and on motion of Mr.Britton, secor~d by Mr.Driskill,
it is resolved that a Use Permit for a Beauty Parlor be granted to Mrs.
Gravesande on tha easternmost lot, lying directly to the rear of the Serfice
Station, provided the limited use applies only to the applicant and that t~e
plans and specifications of the proposed bhilding be approved by the Board of
Supervisor s.
It is here noted that ~lrs. Gravesande agrees to these restrictions.
53-16. ~ir. P.L.Travis, representing the owner of a parcel of land requested
the re_zoning from Agricultural to C-2 (Gereral Commercial) of a 9.~ acre parcel
of land o£' irregular shape, fronting 59~ feet on the northwest line of Route 360
and 355 feet on the northeast line of Dyer Lane in Manchester Magisterial District,
a2d states that a trucking terminal be constructed on.this property by the Johnson
Trucking Lines. Mr.L.E.Aiiey and others protest, citing the fact that a trucking
terminal will depreciate land values and cites further that shift workers cannot
sl'eep in the daytime in the close proximity of the trucking center.
On motion of Mr.Britton, seconded by Mr. Driskill, it is resolved that this ~atter
be delayed to April i0, 1963, to allow further investigation of the site.
63-17. Mr.,?.D.Alexander requests the rezoning, in ,Bermuda Magisterial District,
from Agriculture to Residential-1 of an 8-acre parcel of lan~ of irregular
s~ape, fronting 515 feet on Harrowgate Road (Rt. 1~) and extending westwardly
829 feet, its northern boundary being ~ieves '~.'e and better known as the
proposed subdivision of Lake Forest.

Mrs. Wade H.Flippen questions the Board as to the need for an Ordinance to prohibit
the keeping of animals in a Residential area.
Mr. Robert Kanup questions the reason and the effect of such a zoning.
Mr. Ernest Gates,Commonwealth's Attorney, states that the following proposes areas
should be re-advertised: Hopkins Road, Pompey Spring Road, Snead Road , Dorset
Road, Reservoir Lane and Cogbill Road.
Upon consideration whereof, and on motion of Mr.Britton, seconded by Mr. Goyne,
it is resolved that the following areas be and they hereby are rezoned to

Cranford Heights, Wendell Farms, Chesterfield Court, Chesterfield Hills, Wilkinson

63-25. The Board of Supervisors proposes for~rezoning from Agriculture to
Residential-] in Bermuda MaEisterial District, the following subdivisions and

Section -2 and for rezoning from Agriculture to Residential-2, the following
subdivisions and adjacent areas: Oakland, parts of the Subd~.vision of Chester,
Bruce Farms, Ecoff Street, Ivey Tract, Kovac Acre~, Victoria Hills and Wooddale.

Upon consideration whereof, and on motion of Mr.Goyne, seconded by Mr. Britton,

rezoaed Residential-1.
And be it further resolved, that the Subdivision of Oakland, Bruce Farms, Kovac
Acres, Victoria Hills and Wooddale be and they hereby are rezoned to Residential-2.
~'~r. Crawford discussed the neea for further zoning in the Ivey Tract.
On motion of )]r.Dri~Mill, seconded by Mr. Hague, it i.s resolved that the
compensation for the Board of Equalization be set at ~25.00 per diem.
On motion of Mt. Hague, seconded by Mr.Driskill, it is resolved that the Purchasing
Agent be and he hereby is authorized to have painted and the proper signs installed
on the ~ourthouse grounds to control traffic movement according to plans pre-
sented by the Chief of Police.
On motion of ,v~r.Britton, seconded bv i',~r. Driskill, it is resolved that this Board
allow the firm of Gimbert and Gimbert the right to use a different type pipe
in the installation of sewers at no additional cost to the CounZy, with the
approval of the County Engineer and the Comsulting Engineers.
On motion of Mr. Hague, seconded by lkr. Goyne, it is resolved that the Highway
Department be and it hereby is requested toinstall "No Dumping" signs on Conifer Road.
