Hagerman On motion of' I~'h~.Goyne, seconded by Mr. Britton, it is resolved that the omnibus deed for the right of way on Treely Road, from the end of the Trceland Heights Subdivision to Branders Br~fge Roag, be, and it hereby is accepted. This day the County iload Engineer in accordance with directions from this Board made report in writing upon his e~amination of Treely Road in Treeland Heights Subdivision, Bermuda Magisterial District, Chesterfield County, Virginia, which shows that in '~he opinion of the County [(oad En~ineer it is expedient 'that said road be esta~,lished as a public road. And be it 'further resolve~ that the Board of Supervisors of Chesterfield County, Virginia, guarantees to the Virginia Department of Highways, a right of way of not less than 50 feet for this road. Driskill, it is resolved that the right of way for a 60-ft. road, running westwardly from the intersection of Courthouse Road (Rt; 1628) and the Atlantic Coast Line Ry., to the Commonwealth Natural Gas property, thence northwardly on a 5C-ft. right of way to a proposed roar] in Falling Creek Court, be, and it hereby is accepted. On motion of ~.r. Driskill, seconded by Mr.Goyne, it ia resolved that t~.is Board requeszs the Highway Department to hard-surface Beechnut Avenue in Section "B", Beechnut Acres Subdivision, and charge same to the 3¢ Road Fund of the County. And be it f~rther resolved, that the Executive Secretary be and he hereby i~ authorized to send t~e foregoing resolution to the Highway Department upon the receipt of the estimate of this cost. On motion of I~ir. Goyne, seconded by Mr. Britton, it is resolved that this Board records its agreement to pay the full cost of widening Rt. 619, from its intersection with Rt.618 to the .~meric@n Tobacco Company Project, prov~ed the Highway Department can secure Industrial Funds for improving this roadway. On motion of Mr.Driskill, seconded by Mr. Goyne, it is resolved that this Board requests the Highway Department to improve Pulliam Street between Trent Road and Trevillian Road to meet the minimum specifications of the Highway Department, and charge same to the 3~, Road Fund of the County. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of Petersburg Street in the Subdivision of Chester, in Bermuda Magisterial District, which shows that in the opinion of the County Road Engineer it is expedient that said road be established as a public road. Upon consideration whereof, and on motion of Mr.Goyne, it is resolved that Petersburg Street in the subdivision of Chester, in Bermuda ~istrict, be. and it hereby is Fstablished as a public road. and be it further resolved, that the Virginia Department of Highways, be, and it hereby is requested to take into the Secondary Road System, Peter'sburg Street, beginning at the intersection of Routes 1522 and 151~, and extending: northwestwardly .15 miles to Route 616. This road serves 5 houses. And ce it further resolved that the Board of Supervisors of Chesterfield County, Virginia, guarantees to the Virginia Department of Highways, a right of way of not less than ~O feet for this road. Upon c~nsideration whereof, and on motion of i~ir.~ritton, it is resolved that Rusk ~venue in Conner Heights, Manchester District, be and it hereby is establ'~shed as a public road. and ce it further resolved, thr~t the Virginia Department of Highways, be, and it hereby is requested to take into the Secondary Road Systam, Rdsk Kvenue-i~fi' cofi'n~er Heights, beginning at a point on Rt.637, .05 miles north of Rt.647 and extending eastwardly .19 miles to the end of maintenance on Rt. 1688. This road serves 2 houses. There was read a notification that the Highway Department had officially accepted certain streets in Fuqua Farms into theState Secondary System: Fuqua Farms Subdivision-Sections A&B: Fuqua Avenue - beginning at a point on Route 641, 0.13 mile east of Route 637 and running south O.15 mile to NcHoward Road Harvette Ilrive - beginning at a point on Fuqua Avenue, O.10 mile south of Route 641 and running east 0,21 mile to turn around H~rvette Circle - ~eginning at a point on Harvette Drive, 0.07 mile east of Fuqua AvenUe and running north 0.03 mile to turn around Rodophil Road - beginning at a point on Route 641, 0.07 mile east of Route 2294 and runnmng south 0.13 mile to turn around )~cHoward Road - beginning at a point on Route ~37, 0.16 mile ~outh of Route 6~1 and running east O.13 mile to intersection of Fuqua Drive O.15 }.'ii. O. 21 Ni. 0.13 Mi. 0.13 Mi. On motion of Mr. Britton, seconded by i~ir. Driskill, it is resolved that this Board requests the Highway Department to'clean the large drainage ditches in the Woodstock area. On monion of Nr.Britton, seconded by I{r. briskill, it is resolved that this Board requests the Highway Department to put a quantityof crushed stone on Hillside Drive. On motion of Mr. Britton, seconded by Mr.Driskill, it is resolved that this Board requests the Highway Department to surface-treat Gravel Hill Road, from the end of the present surf~ce treatment, southwardly to the Railroad. ~r.Britton again brought up the problems of drainage in the Woodstock area and cited the tact that although certain improvements had been made by the Highway Department, that tBe improvements were not such that adequate drainage could ba effected in tBe area. On motion of Mr.Britton, seconded by R!r. Hague, it is resolved that this Board ~equesvs the Highway Department to enlarge a~d lower the drainage culvert at the intersection of Sunlight and Greystone Ave.~ues, and to take such steps as are necessary to effect proper drainage in this area, and if said improvements cannot be financed by the Highway budget, charge same to the 3¢ Road Fund of the County. [~r.C.H.Harris, residing at 6301 Hopkins Road comes before the Board requesting a Variance from the Subdivision Ordinance to allow the conversion of a storage house into a dwelling. After much consideration of this problem and on motion of Mt.Hague, seconded by Nir. Goyne, it is resolved that the Supervisor of this district and the Executive Secretary view the propert? ~n the site. On motion of [~ir.Britton, seconded by ~ir.Hague, it is resolved that this Board requests the Highway Department to ~ontinue the construction of a wall on both sides of a drainage ditch from Raleigh Court northwardly to Irby Drive. There was received a resolution from the School Board, dated March 20, 1963, in which the School Board requested theBoard of Supervisors to apmrove'the payment of 236 Pupil Scholarships for the second half of the current session, in the amount of ~0~351.?~ Upon consideration whereof, and on motion of M~.Goyne, seconded by ~r. Britton, it is resolved that this Board approves the payment of said Scholarships and appropriates the additional sum of ~300.00 to the Scholar- ship Fund, so that said Scholarship can be paid. On motion of ~r.Britton, seconded by Mr.Driskill, it is resolved that this Board grant a Variance from the Subdivision Ordinance to allow the Building Inspector to issue a building permit for one house on~LaBrookDrive to Mr. Brown J. Pace, provided that there b~. a 50-ft. right of way on LaBrook Drive. This Variance is for one lot only. On motion of Mr. Hague, seconded by Nr. Goyne, it is resolved that the Supervisor of Dale District and the Executive Secretary view the request of F~rs. All~nder for a building permit off ~2~pkins Road. On mc~ion of Mr. Britton, seconded by Mr. Goyne, it is resolved that the following erroneous tax claims be and they h~reby are approved for payment: Howard ~ Thomas Akins, T/A Akins Bros. - 111 Rutledge Ave. Ettrick, Virginia - General Contractors License J.B. and Jennie P.Hodges, Rt.5, Box 623, 'Petersburg, Va. Arithmetical error in land value ~g2.50 33.80 33.80 On motion of Mr.Britton, seconded by Mr. Driskil!, it is resolved that the ~rice previously approved for the payment to Mrs. Mary H.Caudle for five (5) young geese in the amount of 312.50 be raised to ~15.00 as full compensation for the killing of said geese bMdogs on December 31, 1962. On motion of Mr.Britton, seconded by ~'~r. Hague, it is resolved that the Executive Secretary pay the amount of ~167.©0 to the National Association of County Officials, for zhe County Information Service for the year beginning A~rit t, 1963. WHEREAS, the name DeLavisl has been erroneously s~elied DeLaval in Nunnally's Addition, a Chester Subdivision, recorded in April,1900; and WH~EAS, this Subdivision was recorded with the st.reet name DeLavial, it is on motion of ~?~r. Goyne, seconded by I~r. On mosion of Mr. Britton, seconded by ~Ir. Driskill, it ~.s resolved that ~he request of the Commissioner of the Revenue, Mt. Harold Walher, for additional spac'e in the Commissioner's Office, be, ~nd it hereby is referred to the Buildings and Grounds Commit tee. On motion of ~r. Hague, seconded by Y~r. Goyne, ~t i.s resolved that the Purcha~ing Agent be and he hereby is aut?~orized to purchase a radio for the oid brush truck ay the Dale Fire Department. WH~EA~, the industrial machinery in the Count? of Chesterfield has not been assessed on a strict formula, i~ is on motion of ~!r.Driskill, seconded by Mr. Bri~ton, resolved that the Commissioner of the Revenue be and he hereby is reouested to assess all industrial machinery at 35% of book value but not lower than 1~?~ of its original cost. WHE~EaS, the County purchased at County expense a lO-ft, widening strip on both sides of the 30-ft. right of way on Rt.6OS~for improvement to this road by the Industrial ~ccess Fund, and WHERE~S, an additional 5-ft. easement was ~urchased by the County on the north side of said road for tBe installation of an ~" water line; and ~HE~E~, it now appears that 'the Highway 0epartment has ]surchased a lO-ft, slope easement which includes the 5- ft. ~asement in which the water line was sup?oecd to have been inst@lled. Upon consideration whereof, and on motion of ~r. Goyne~ seconded by Mt.Hague, it is resolved that the County Engineer be autBorized to proceed with the installation of the new 8-inch water line in the south shoulder of Rt.608, since the Highway Depar~men~ has rendered the County water easement useless for its intended ~urpose. On motion of ?~r.Goyne, seconded by ~.Hague, it is resolved that this Board records its thanks 4o the Highway Department for a traffic signal light at the mn~.ersecvion of ~ts. 627 and 10. WHEkEao, the Plumbing Code of the County does not strictly preclude in all cases the use of a cement joint~ and W~'~YE~S, it is vhe opinion of on~ administration of the County that in certain cases cement joint pipe should not be used, Upon consideration whereof, and on motion of i~r.Goyne, seconded by ~ir. On motion of Mr. Britton, ceco~tded by ~.;r. Driski!l, it is resolved that the County Engineer be authorized to install a water meter at cost to the home of Benjamin Miller', whose house burne{~, whSch cost would not exceed ¢200.00. There arose a short discussion concerning the sewer agreement for the U.$.Filter Corporation, and it. was generally agreed that the U.S.Filter Corp~oration would be requested vo pay the sum of .~10~O00.OO, as ormgznaml/ agreed for a sewer connection cha~ge to not more than lO-acres of land. On morion of Y~r.Brit'~on, seconded by ;..".r. Driskill, it is resolved that this Board requests vhe Health Department to enforce the Ccunty Ordinance ~n cleaning up the area behind the Ctratfor4 Hills ShoppingCenter and requests the County trash department ~o clean up the area initially. On motion of Iv;r.Britton~ seconded by [,ir.Driskill~ it is resolved tbat the following named citizens be appointed to study the feasibility of the establishment of a permanenv citizens advisory committee which would ~;ct in an advisory capacity to the Board of Supervisors on such matters as Referendums, Taxation, Budgets~ Civic Improvemenss~ Public Relations and any other m~tters the Board of Supervisors desires to refer to such a group for study and recommendations: Mr. Frank Cervarich Mr. J.K.
