Mr. Driskill gives the invocation.
On motion of Mr. Goyne, seconded by Mr. Driskill, it is resolved that this Board
continue the n~tter of closing alle~ways in the Home Acres Subdivision.
It was brought to the attention of the Board that Hatcher Street had been
extended east of Seminole Street in the Subdivision of Half-Way Ho~se Heights
and that the former o~mer, now deceased, owned 10-feet on bothsides of a 30-ft.
State road and that said parcels were being auctioned off; and
Whereas, these lO-ft, strips should be made a part of the present road right of
way, it is on motion of Mr. Goyne, seconded by Mr. Britton, resolved that the
Purchasing Agent of the County be and he hereby is authorized to purchase said
parcels of land in the County's name at not more than $25.00 each.
On motion of Mr.Driskill, seconded by Mr. Britton, it is resolved that this
Board accepts a 10-ft..widening strip adjacent to State Route 744, from the
Trustees of the Central Chapel Methodist Church.
The Executive Secretary presented the jail report, which report is filed with
the Board's papers.
On motion of Mr.Britton, seconded by Mr. Driskill, it is resolved by the Board
of Supervisors of Chesterfield County, Virginia, that the followinE appropriations
be and the same hereby are made for the month of May, 1963.from the funds and
for the functions or purposes indicated, in the amount of $1,236,557.00:

On motion of Mr. Goyne, seconded by ~a-.Britton, it is resolved that Mr.Irby Brown,
Mt. Frank Landrum and Mt.Olin Taylor be and they hereby are appointed to the
Chesterfield Museum Committee for a term of three {3} years each.
Mr.Fred Pease, Chairman of the Museum Committee requested the Board to pay an
amount not to exceed $75.00 for ~uitable framing of Civil 'Nar exhibits.
Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mr. Hague,
it is resolved that the Purchasing AKent of the County be and he hereby is
authorized to expend a sum not to exceed $75.00 for the framing of Civil War
exh ib it s.

It was reported that the Federal Housing Authority had denied loans on several
properties proposed for resale in the County and that the installs~ion of sewers
would affect to a great degree any possibility of a septic tank failure, that
suclh ac~tion would allow the economy of the County and casse extreme hardship to
cit-izens of the County.
Upon consideration whereof, and on motion of Mr. Britton, seconded by ~r. Driskill,
it is resolved that a delegation visit ~4r.Powell Seward, head of the Federal
Housing Authority in Richmond, Virginia, and if relief cannot be obtai~ned, then
a delegation contact the County's representatives in Washington in an attempt
to ease the strict policies which are so adversely affecting Chesterfield citizens.
On motion of Mr . Britt on , seconded by Mr.Driskill, it is resolved that the Common-
wealth's Attorney be and he hereby is requested to prepare the necessary ordinance
for the condemnation of buildings that arefire hazards so that the owners of
same would be forced to remove the Hazard.
On motion of Mt. Hague, seconded by Mr. Goyne, it is resolved that this Board accepts
the deed for a 10-ft. widening strip along th~ Gregory Pond Road on the properties
of Mr. R. L. Bat es.
WHEREAS, the Countv of Chesterfield did on April 4, 1963, experience.the worse
series of fires in recent history, and
WHEREAS, great service was rendered the County and its citizens by a large number
of people and organizations. Upon consideration whereof, and on motion of Mr.
Goyne, seconded by Mr. Britton, it is resolved that this Board publicly expresses
its thanks and appreciation to all of the citizens and organizations who served
so ~aliantly to suppress the large number of fires on this day. Especially does
the Board thankall of the Voluntee~ Fire Departments, the Police Department and its
Dispatchers, the School students and the Division of Forestry.
On mo%ion of ~.Britton, seconded by Mr. Goyme, it is resolved that the Highway
Department be requested to improve Hill Street from Terminal Avenue to Delano
and. Irvington Street, from Pine Street to Zion Street, in the subdivision Of
Che~rry Gardens, Manchester District, and charge same to the 3¢ Road Fund of the
County.
On motion of Mr. Goyne, seconded by M~.Britton, it is resolved that this Board
requests the Highway Department to h~ rd-surface that part of ~reely Road,
approximately one'mile, requested to be taken into the State Secondary System
on March 28, 1963, and charge sam~ to the 3¢ Road Fund of the County.
On motion of F~.Britton, seconded by Mr. Driskill, it is resolved that this Board
requests the Highway Department to improve and surface treat approximately 250 feet
on the southern end of Westover Drive to Bliley R6ad, and chargesame to the 3¢
Road Fund of the County.
On motion of Mr. Goyne, seconded bv Mr. Hagerman, it is resolved that this Board
requests the Highway Department to put calcium chloride on Petersburg Street,
from Curtis Street to West Street, and charge same to the 3¢ Ro~d Fund of the
County.
On motion of Mr. Driskill, seconded by Rlr. Britton, it is resolved that this Board
requests the Highway Department to improve Brown ROad,. from Kennerly Street to
Cowan Street, to meet the minimum specifications of the Highway Department,
and charge same to the 3¢ Road Fund of the County.
On motion of ~r. Driskill, seconded by Mr. Britton, it is resolved that this Board
requests the Engineering Department to take such steps as are necessary to acquire
a drainage easement leadinz westwardly from Brown Road, across tke property owned
by Mr. Cowan.
There was read a letter from Mr.L.R.Treat, District Engineer, Virginia Department
of Highways, citing the fact that the work requested by the Board of Supervisors
in McGuire Home Sites would constitute a safety hazard. On motion of Mr. Britton,
seconded by Mr. Goyne, it is resolved that the Executive Secretary be requeste~ to
send a copy of Mt.Treat, s letter to the President of the McGuire Civid Association.
On motion of Mr.Britton, seconded by Mr. Goyne, it is resolved that this Board
requests the Highwa~ Department. to surface-treat Statview Lane, running southwardly
from Rt.60, during the coming s~mmer months.
On motion of Mr.Britton, seconded by Mr. Driskill, it is resolved that this Board
resuests the Highway Department to install the walls on both sides of the drainage
ditch in Raleigh Court, approximately two and one-half blocks north of Bondsor
Lane, and charge same to the 3~ Roa~ Fund of the County.
On motion ofEr. Britton, seconded by Mr. Hz~ue, it is resolved that this Board
requests the Highway Department to surface treat the roads in West Chesterfield
Heights, durinz the coming summer months.
On motion of Mt. Homer, seconded by Mr. Britton, it is resolved that the Highway
Department be requested to surface treat a portion of Rt.729, and ch'at, ge same
to the 3¢ Road Fund of the County.
On motion of Mr. Driskill, seconded by Mr.Britton, it is resolved that this Board
requests the Highway Department to surface treat Rt.667, from Rt.60 to the
American Legion Hall, and charge same to the 3~ RoadFund of the ~ounby.
On motion of Mr. Driskill, seconded by Mr.Britton, it is resolved that this Board
requests the Highway Department to straighten a curve on Rt.671 at Heat~.~:~proper~y,
approximately .2 of a mile south of Rt.60.
On motion of Mr. Driskill, seconded by Mr.Britton, it is resolved that this Board
requests the Highway Department to install a culvert across Polk Street at
McRae Street, in the Bon Air area.
The Executive Secretary read a no~ice from the Highway Department advising that
LaSalle Drive in Beaufont Hills and Keaneland Farms Subdivision, had been accepte~
into the State Secondary System.
There was read a letter from Mt.Treat, Distr~ct Engineer, Virginia Department of
Highways, citing the fact 6hat $60,000 from the Industrial Access Funds had been
authorized to be spent straightening 2.7 miles of Rts. 827 and 618.
There was read a letter from Mr.L.R.Treat, District Engineer, Virginia Department.
of Highways, citing the fact that the suggestions of Mr. Goyne as to possible
trafficways improvements at the intersection of Shell Road andRt.#l would cost
$890.000.
There was reported that i~ the Interstate and Primary construction of roads
in the County, Chesterfield would be allocated the sum of $375,000 to be spent
on Rt. 10 and Rt. 10 Bridge across the Appomattox River.
On motion of ~r. Driskill, seconded by Mr. Britton, it is resolved that this Board
requests the Highway Department to survey the Adkins and ~t. Nebo.Roads-to
ascertain if a reduced speed area is necessary.
On motion of Mr. Britton, seconded by Mr. Hague, it is resolved that the request
of Branch's Church for s portable sign,be referred to the Executive Secretary
and same to be worked out with the Highway Department.
On motion of Mt.Hague, seconded by Mr. Britton, it is resolved that this Board
grant a Variance to Mr. Tait and others, for the construction of three (3)
houses on parcels of land, approximately 6-1/2~cres each, having a frontage of
Chalkley Road of 135 feet each, provided a 10-ft. widening strip along the
Chalkley Road be deeded and a 50-ft. easement for a future road be dedicated to
the County for ingress and egress at some future date, to the northern part of
said property.
On motion of Mr.Hagerman, seconded by Mr. Driskill, it is resolved that a Variance
be granted to Mr. Chas. V;. Mullis on property lying south of Hickory Road,-provided
a 10-ft. widening strip be deeded along his property and provided further that he
sign a letter stating that at no time in the future will he, his heirs, or
assigns, request road improvement on this road.
63-16. Mr.P.L.Travis and Mr. Daniel, representing the Daniel Construction
Company, come before the Board requesting the rezoning from Agriculture to
General Commercial of 9.4 acres of land of irregular shape in Manchester
Magisterial District, fronting 593 feet on the northwest line of Route 360 and
355 feet on the northeast Iine of Dyer Lane, which request was deferred from
March 13, 1963, and cites the fact that the proposed construction of this property
would be approximately $250,000.
Comes also, Mt. Alley, opposing the request, citing the fact that such an installa-
tion would devalue the property in the area. Upon consideration whereof, and
on motion of Mr.Britton, seconded by Mr. Driskill, it is resolved that the afore-
described parcel be and it hereby is rezoned for General Commercial purposes,
provided that a buffer strip is shrubbed in an acceptable fashion to the Board of
Supervisors so as to screen the property from the view of the adjacent houses.
63-26. Rtr.)iarshall Lowenstein, Counsel for Mr.~.B.Britt, Jr., comes before the
Board requesting the rezoning in Manchester Magisterial District, from Residential-2
to General Commercial (C-2) of a parcel of land fronting 60 feet on Belt Boulevard
{Route 161) and extending southwestwardly 150 feet, being approximately 400 feet
southeast of Brandon Road.
There aopearing no one in opposition to this request, it is on motion of Mr.
Britton, seconded by Mr. Goyne, resolved that the aforedescribed parcel of land
be and it hereby is rezoned for General Commercial purpose~s.
63-27. Mr. Ghiddtti comes before the Board representing the Chester Home
Builders, Inc., requesting the rezoning from Agricultural to Residential-1 in
Bermuda Magisterial District, of a 12-acre parcel of land of irregular shape,
fronting 403 feet on the north line and 48& feet on the northeast line of Treely
Road Extended, and extending northwardly i150 feet, being approximately 3800 feet
westof Harrowgate Road (Rt. l&4} and being the proposed subdivision of Greenbriar.
There anpearing no one in opposition to this request, it is on motion of Mr. Goyne,
seconded by Mt. Hague, resolved that the aforedescribed parcel of land be and it
here?y is rezoned for Residential-1 purposes.
63-28. ~r.C.R.Bell comes before the Board requesting the rezoning in Dale
MaEisterial District, from Agricultural to General Commercial (C-2) for the use
of constructing multi-family dwellings on a parcel of land fronting 112 feet
Gnat,he nort~h lmne of. Route 145 and 317 feet on th~ east line of Stanley Road
an~ Getter ~nown as ~.ot 4 in Centralia Gardens.
Comes also, Mr. Pollock and others citing the fact that cinder block duplexes
in the area would devalue the property.
Upon consideration whereof, and on motion of Mt. Hague, seconded by Mr. Goyne,
it is resolved that this request be and it hereby is denied.

63-29. Mr.L.R.Goyne comes before t~e Board requesting the rezoning from General
Commercial {C-2) and Residential-2 to General Commercial (C-2) for a depth of
600 feet parallel to Route 1 and the remainder of the tract to General Commercial
(C-2) specifically for multi-family use on a parcel of land of irregular shape
fronting 131& feet on the west line of Route 1'and 2206 feet on the north line
of Route 1613, in Bermuda Magisterial District, and cites that he wishes to build
a large number of apartments on this tract of land.
Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mr. Britton,
it is resolved that the aforedescribed parcel of land ~e and it hereby is rezorsd
to General Commercial with a limitation as to its use for multi-family purposes
only, with the specific understanding that no sewer lines are guaranteed.
63-30. Mr.C.L.Rudolph comes before the Board r~questing the rezoning from
Agricultural to Industrial (M) of a 9.8 acre parcel of land of irregular shape,
being at the south end of Willisden Road and west of the Commonwealth Natural Gas
Corporation property, being 1075 feet south of Walmsley Boulevard in Manchester
Magisterial District, and cites the fact that Virginia Aero-Space Products plans
to build a plant at this location.
Upon consideration whereof, and on motion of Mr.B~itton, second ed by Mr. Driskill,.

motion of Nr.Goyne, seconded by Mr. Britton, resolved that the aforedescribed

63-43. Subdivisions: Dalewood, Dalewood Annex, Chester Heights, Boulevard
Heights, Petersburg Heights, Pineland,~Searcy, Schmidt, Harrowgate, Sylvania,
Ivey Tract, Nilhorn, Tinsberry Gardens, Sharp, and Horn~sby. ~
There appears also Mt. Graham Jennings, representing F~.~rowder and others,
requesting that parts of Sylvania and the Ivey~Tract be excluded.
On motion of ~r. Goyne, seconded by Mr. Driskill, it is resolved that the afore-
described parcels of land, except parcels of Sylvania and the Ivey Tract be and
they hereby are rezoned for Residential-2 purposes.
Mt. Graham Jennings requested that Block "B" in the Ivey ~Tract and Blocks "C" and
"B" of Sylvania be omitted from the rezoning. On motion of Mr. Goyne, seconded
by Nr.Hague, it is resolved that this Board approves the rezoning of Blocks
"D" and "E" in the subdivision of Sylvania.
.On motion of Mr. Goyne, seconded by Mr. Ha~ue, it is resolved that a portion of land
in the Ivey Tr@ct, fronting 500 feet.on the north line of South Street and extending
northwardly 200 feet on the west line of Meridian Avenue be and it hereby is
rezoned for Residential-2 purposes.
Mr. C.H.Harris comes before the Board again to discuss the requested Variance
from the Subdivi~ on Ordinance. It was generally agreed that ~r. Harris get the
approval of the Health Department for the storage building proposed to be used
for a residence.
Rem Appointment of General Registrar for the County of Chesterfiel~
On motion of Mr. Goyne, seconded by Mr.Britton, it is resolved by the Board of
Supervisors of Chesterfield County, Virginia: That there is hereby established
the office of General Registrar of the County pursuant to Chapter 4~8, Ac~s of
Assembly, 1962, which General Registrar shall be in addition to the registrars
appointed as prescribed by law for the several election districts of the County.
The General Registrar shall be appointed by the County Electoral Board. Such
person appointed shall be a discreet citizen, a qualified voter, a resident of
Chesterfield CouHty, and shall possess the qualifications prescribed by law for
registrars. Such appointment shall be for a term of twO years beginning on the
first day of May next following his appointment, and such person shall not hold
any elective office at any time during his term of office of General Registrar
but may perform any other duties assigned to him by the governing body. Such
person may be an employee of the County of Chesterfield, and he shall maintain
and keep Open during the regular office hours of the County offices an office
or place in the County Courthouse to be provided by the Board of Supervisors
where any voter of the County may register. Upon any vOter registering before
him he shall promptly certify the same to the registrar of the voting district
of which the registrant is a resident, who shall enter same on his proper
registration book and file the certificate among his records. Such General
ReEistrar shall, before entering upon the duties of the office, take and
subscribe the oath of office prescribed by law for registrars. The Oe~ral
Registrar shall be paid a salary for his services to be fixed by the Board of
Supervisors. The Board of Supervisors shall furnish the General Registrar
with the necessary office furniture, equipment and supplies.
The Registrar of the election district of which a registrant ~efore the General
Registrar isa resident, shall receive the same compensation as if the registrant
had registered before him.
There was received from the School Board a resolution requesting the Board of
Supervisors to authorize the employment of teachers in accordance with the
proposed salary schedule for the school year 1963-'64. On motion of Mr.
Britton, seconded by )ir. Hague, it is resolved that this Board approves the
request of the School Board and authorizes the employment of teachers according
to the proposed schedule.
There was read a resolution from the School Board requesting the Board of
Supervisors to guarantee $12~,200.O0 for the purchase of school buses during the
year 1963-'6~ so that the purchase of said buses could be initiated immediately.
On motion of Mr.Hague, seconded by Mr. Britton, it is resolved that this Board
guarantees the sum of $124 ,~2OO. 00 to the School Board to initiate the purchase
of school Ouses for the coming year of 1963-'64.
On motion of Ma~.Britton, seconded by ~r.Hague, it is resolved that this Board
approves the request of the School Superintendant to transfer $87,O00.00 from
17bl to Item 20 in the current School Budget so that the interest payment 'on
bonds sold in December 1962 may be paid.
On motion of ~r.Britton, seconded by Mr.Hagerman, it is resolved that the tax claim
of Fire~tone Tire & Rubber Company. 1306 Jefferson Davis HiKhway, for the purchase
of a County automobile license plate in the amount of $3.25 be and it hereby is
approved for payment.
On motion of Mr. Hague, seconded by Mr. Goyne, it is resolved that the Variance
requested for Mrs. Allender on property lying west of Hopkins Road in the Beulah
area, be and it hereby is approved, provided the construction of a new house be
brick and provided further that the old house is removed when the brick home is
occupied.
On motion of Mr. HaKue, seconded by Mr. Goyne, it is resolved that a Special Water
Contract #520-C-Meadowbrook Estates be and it hereby is approved.
On motion of Mr. Goyne, seconded by Mr. Hague, it is resolved that the following
standard water contracts:
R-592 Tanglewood Road in the amount of $576.00
A-233 - Burge & Zimmerman in the amount of $975.00
be and they hereby ar~ approved, and the Chairman and Clerk of this Board are
authorized ~o sign said contracts.
On motion of Mr. Hague, seconded~by Mr. Goyne, it is resolved that this Board award
to the Howard Construction Company, Greensboro, N.C., Project 6102-12, at the
base hid of $322,327.50, subject to the final approval of the U.S. Public Health
Servi ce.
On motion of Mt. Hague, seconded by Mr. Goyne, it is resolved that. this Board awards
to the Van Doren, Bros.,Richmond, Virginia, Project 6102-12A at the base bid
of $195,O99.50, subjedt to the final approval of the U. S. Public Health Service.
On mo%ion of Mr. Britton, seconded by Mr.Goyne, it is resolved that the County
Engineer be and he hereby is requested to accomplish the repairs and surfacing
of roads torn up by the construction of sewer lines by private contractors if
the Highway Department will aKree and cooperate.
On motion of Mr. Hague, seconded by Mr. Goyne, it is resolved that this Board
requests the Highway Department to repair and surface treat the streets damaged
by the installation of sewer mains on Contract No.6102-I2 awarded 6n February 28,
1963, and charge same to the Sewer Fund of the County.
On motion Of Mt.Hague, seconded by ~4r. Goyne, it is resolved that this Board
requests the Highway Department to repair and surface treat the streets damaged
by the installation of sewer mains under contracts No.6102-12 and 6102-12A and
charge same to the Sewer Fund of the County.
On motion of Mr. Goyne, seconded by Mr.Britton, it is resolved that this Board
requests the firm of R.Stuart Royer & Associates to take such steps as are
necessary to expedite all sewer projects in the County.
On motion of ~r. Goyne, seconded by I'4r.Britton, it is resolved by the Board of
Supervisors of Chesterfield County, Virginia:
That the Chairman and Clerk of this Board are authorized to
execute a lease with theVirginia Electric & Power Company,
a copy of which was read to the Board, provided, however,
that the lease be changed to include a provision:

not abandon, release, extinguish or in any way give up
any rights that it has in the old Coxendale Road running
