Jeanette Southall gives an invitation to the Board to visit the Art Exhibit of ~hesterfield School children in the Exhibition Buildingon the Fair Grounds. The Fire Committee reported its recommendations from the meeting w~th the twelve Volunteer Fire Companies on ~y 2 to the effect that five~radio alarms should be purchased for each fire company, said alarms to be placed in individual homes to increase further the efficiency of the Fire Departments. On ~otion of Mr. Driskill, seconded by Mr.Britton, it is resolved that this Board authorizes the purchase of five (5) radi~alarms for each fire depar~tment, at an aoproximate cost of $12,O00.00. WHEREAS, the various localities in the Richmond~Petersburg area have expressed a desire to invite new industrial plants into the area; and WHEREAS, there are several separate organizations attempting to accomolish this end at this time; and ~ WHEREAS, it would seem tha~ each locality would benefit from a centralized, cooperative effort in the attraction of ~ndustry; NOW, 'IP~EREFORE, BE IT RESOLVED, on motion of Mr. Goyne, seconded by Mr. Driskill, thsz this Board of Supervisors hereby respectfully requests the Richmond Regional Planning Commissi on to attempt to f~rm a Regional Industrial Con~nission composed of as many localities as possible to take such stens as are necessary to acc~elerate the industrial development in this area. Th~.re was read a letter from the Virginia League of Counties concerning the Youth Conservation Corps and its effect on the State of Virginia, particularly the Chesterfield area. Upon consideration whereof, and on motion of Mr.Goyne, seconded by Mr. Britton, it is resolved that the Executive Secretary be authorized to write to our representatives in Congress, requesting further information on this propose~ legislation. On motion of Mr.Britton~ seconded by Mr. Driskill, it is resolved that this Board grant a Variance to allow the addition to a home at 3709 Stockton Street, said property being 30-feet wide and the addition to the existing house w~ll not encroach further than the existing side yards. On.motion of Mr. Britton, seconded by Mr.Driskill, it is resolved that the Agreement between the Cardwell Machine Company and th~. County of Chesterfield requesting fire protection from the City of Richmond to the property of the Cardwell Machine Company be and it hereby is approved. OO $1,134,~88.00 On] motion of Mr. Goyne, seconded by Mr. Driskill, it is resolved that this Board authorizes the purchase of a large safe in the amount of $150.O0, which safe is to be used by the Commissioner of the Revenueto store the various checks in the peak period of State Income and Personal Property taxes. On motion of Mr. Driskill, seconded by Mr. Goyne, it is resolved that the Payroll Deductions for the Chesterfield Employees' Federal Credit Union be and it hereby is a~thorized, provided the procedures as.set out b? a letter dated April 9, 1963, signed by Mr.Charlie R.Quaiff,and approved by the Commonwealth's Attorney, be followed. On motion of I~r. Goyne, seconded by Mr.Britton, it is resolved that a tax rebate for'$3.50, truck license plate, be approved for Mt.Edgar Fisher, Jr. The Executive Secretary rea~ a report from the State Compensation Board citing the fact that the Cler~ of the Circuit Court had paid into the State Treasury an amount of ~3,464.55, above the expenses of his office. On motion of Yir. Goyne, seconded by Mr. Britton, it is resolved that this Board approves the grade crossing by the Seaboard Airline Railroad on Rt. 618, just east of Rt. 619, which suur line will serve the American Tobacco Company and adjacent areas. There was recorded various communications concerning the traffic hazards at the intersection of Rts. l0 and 647, particularly during the peak periods of the day and on Sunday mornings, said communications coming from the Chesterfield · RurStan Clubs, Branch's Church and others in the area. Upon consideration whereof, and on motion of R~r.Britton, seconded by Mr. Driskill, it is resolved that this Board requests the Highway Department to give serious csn~ideration for the installation of "Stop and Go" traffic signals at ~his location in an effort tn reduce the traffic hazards presently existing. M~. R.V.Lancaster, III, Resident Engineer, Virginia Department of Highways, agrees to Consider the complaint of Mr.C.B. Beavers concerning Sherbrook Road in the coming year~s budget. Th~ following roads were reported accepted by the State Highway Department into the ~econdary System: Chester Subdivision: Petersburg Street - Beginning at the intersection of Routes 1~22 and 151~ and running morthwardly 0.15 miles to Route 616 .15 Mi. Wilkinson Terrace Subdivision: Sherman koad - From the intersection bf Routes 879 and 2256 and extending southwardly 0.05 miles to a turn around 0.05 Mi. There was presented the Secondary Road System Budget showing the allocations of the Highway Department for all districts for the c~ming year. On motion of Mr. Goyne, seconded by ~'ir.Britton, it is resolved that this Board accepts a deed to Cascade Road extended in order to tie-in the subdivision of Beechwood and Hening Heights, provided said deed is aoproved by the Commonwealth's Attorney. On motion of Mr. Driskill, seconded by Mr.Britton, it is resolved that the OountyI ~ater Department pay for the installation of a water line from the intersection of Cascade and Upp Streets, eastwardly to the eastern line of the prDposed circumferential road, Rt.892, provided the Beechwood Corporstion continues the water line to make the necessary tie in to the present line in Beechwood. On motion of Mr. Britton, seconded by Mr.Driskill,. it is resolved %hat a ~ommitt~e composed of ~ir. Driskill, M~. Lancaster, ~. Timmons and the Executive Secretary investigate the roads in the Salisbury. Subdivision to ascertain if said roads meet the State requirements for acceptance into the Secondary Road System. Om motion of Mr. Driskill, seconded by Mr. Britton, it is resolved that the Highway Department be requested to accept as a Rural ~oad, a road running from Rt. 729 to Rt. 605, in the Clover Hill District. And be it further resolved, that the Commonwealth's Attorney be and he hereby is requested to write an omnibus deed so that the necessary right of way can b~ secured along this road. On motion of Mr. Goyne, seconded by R'lr.Driskill, it is resolved that this Board requests the Highway Department to improve the parking area for the boat landing at t~ Virginia Electric & Power Company at a cost not to exceed $300.00. On motion of Mr. Britton, seconded by Mr.Driskill, it is resolved that the following standard water contracts be and they hereby are approved: No.336 - Choctaw Road $&83.oo No. l~9-B-Searcy Subd. 5762.00 On motion of Mr. Britton, seconded by Mr.Driskill, it is resolved that the Special Water Contract for Sheffield Court be and it hereby is approved. l~r. Smith of the Smith Bros., Plumbing & HeatinE Company, comes before the Board requesting the right to install wast lines in the Subdivision of Victoria Hills and states that Mr. Jake Halder, Engineer, is working with his Company to see that the water lines will be properly installed. On motion of Mr.Goyne, seconded by Mr. Driskill, it is resolved that this Board approves the Smith Bros. Piumbi. ng and Heating Company to install the water mains in Victoria Hills, provided the County Engineer aoproves Of the firm as having adequate equipment and experience in installing this pipe. On mo~ion of Mr. Driskill, seconded by Mr.Britton, it is resolved that this Board requests the Chesterfield Legislators in the Virginia General Assembly to investigate the need for certain changes in the Health Department's regulations as they pertain to the installation of sewer lines in close proximity to wells. On motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that this Board accepts the Engineer's recommendations and awards the firm of Garrett, Moan, and Poole, Inc., of Blackstone,Virginia, the contract for improving roadways after the installation of sewer lines. l~r. Lewis Martin appears before the Board, representing Mt.Melvin L. Paul, requesting the abandonment of a 50-ft. easement for a roadway lying southeast of Westower Drive in April Acres. There arose a question as to the ownership 6f said land. Upon consideration whereof, and on motion of Mr. Britton, secondRd by Mr. Goyne, it is resolved that this Board requests the Commonwealth's Attorney ~o give his opinion on the County's rights in the 5©-ft. easement for said street~ The Executive Secretary read a letter from Mt. Graham T.Jennings, requesting that the rezoning request Styled 62-71 be withdrawn and it was generally agreed that this request be withdrawn. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of Jefferson Avenue in Walnut Place Subdivision, Bermuda District, which shows that in the opinion of the County Road Engineer it is expedient that said roads be established as a public road. Uponconsideration whereof, and on motion of Mr. Goyne, it is resolved that Jefferson Avenye in Walnut Place Subdivision, Bermuda District, be, and it hereby is established as a public road. And be it further resolved, that the Virginia Department of Highways, be, and it hereby is requ.ested to take into the Secondary Road System, Jefferson Avenye in '~alnut Place Subdivision, beginning at the intersection of Route 836 and 691, and extending southwardly .0~.~ miles. This road serves 2 houses. ~ And Be it further resolved that the Board of Supervisors of Chesterfield $ounty, Virginia, guarantees to the Virginia Depart: ent of Highways, right of way of no~ less than 50 feet for this road. Dedication of said right of way in Plat Book , Page, Chesterfield Courthouse, Virginia. This day th~%County Road Engineer in accordance with directions from this Board made report in writing upon his e~amiration of Duryea Drive, in Hobby Hills Farms, Section "A"~ in Midlothian Magisterial District, which shows that in the opinion of the County Road Engineer it is expedient that said road be established as a public road. Upon consideration whereof, and on motion of'~'ir. Driskill, it is resolved that DuryeaDrive in Hobby Hill Farms, Section "A", Midlothian District, be, and it hereby is established as a public road. And be it further resolved, that the Virginia Department of Highways be, and it hereby i~ requested to take into the Secondary Road System, Duryea Drive, beginning at a point on Route 1437, .07 miles west of Route 1735, extending northwest .19 miles to Route 1&37. This road serves 3 houses. And be it further resolved that the Board of Supervisors or'Chesterfield County, Virginia, guarantees to the Virginia Department of Highways. right of way of not less than ~O feet for this road. Dedication of said right of way in Plat Book Page, Che s~rfield Courthouse, Virginia. 63-&4. Mr. R.L.Phillingane comes before the Board requesting the rezoning from Residential-(R-2) to General Commercial (C-2} in Bermuda Magisterial District, of a parcel of land of irregular shape, f~onting 260 feet on South Street and extending northwardly 205 feet, being 200 feet east of Harrowgate Road. It was pointed out that the Health Department had given limited approval for percolation on the requested s~te. Come also Mr. Ghidotti &)lr. Crowder, who do nod oppose the requested rezoning. On motion of Mr. Goyne, seconded by Mr.britton, it is resolved that a Use Permit for a Woddworking Shop be and it hereby is granted, provided that wh~.n the new building is completed the old building on this lot will be demolished. 63-45. Mr. P.R.Wallace comes before the Board requesting therezoning from Residential (R-2) to General Commercial {C-2) in Manchester Magisterial District, specifically for multi-famiLy use, on a parcel of land fronting 2~5 feet on Goolsby Avenue and extending northwardly 406 feet, being 970 feet west of U.S. Route 1 and north of Pembroke Street. There aopearing no one in opposition to this request, it is on motion of Mr.Britton, seconded by Mr.Driskill, resolved that the aforedescribed parcel of land b~ and it hereby is rezoned for General Commercial with a limited use for multi-family purposes. 63-46. Mr. Lewis Booker, Attorney, representing the Central Virginia Educational Television Corporation, introduces Eenerally the request of said Corporation, which is as follows: In Midlothian Magisterial District. Central Virginia Educational Television CorpOration r~quests a 0se Permit to construct, operate and maintain a Transmission Tower, and necessary buildings on a 15-acre parcel of land of irregular sh$pe, fronting 960.5 feet on Old Farm Road extended, and extending westwardly 846 feet, being approximately 1700 feet south 'of Ro~ious Road (Route 675). Mr.William T.Reed speaks for Channel 12 , stating that W.R.V.A. could not provide adequate time for such a facility. Mr°Fred Thompson cites the need for such a program. Mr. Jack Bates states that. the Tower will have little or no effect on the surrounding land values. ~r.J.K.Timmons explains the topography and the drainage conditions of said land. Mr. Bennie Drukum, Attorney, representing Mr.R~dney Morris files a petition of owners in the neighborhood supporting the proposal. Come also Mt.Hunter ~artin, Mm. Kenneth Boykin and Mr. Ryland Hughes speaking against the proposal. Upon consideration whereof, and on motion of Mr. Driskill, seconded by Mr. Goyne, it is resolved that since this proposal was properly engineered and has the backing of many permanent people, that this Board grant the requested Use Permit to construct, operate and maintain a transmission tower with the necessary buildings on the aforedescribed property. 63-47. Mr. Harold M. Taylor, Jr. comes before the Board requesting the re~oning from Agricultural to Residential {R-l) on a parcel of land of irregular shape fronting 290 feet on Centralia Road (Route 145) and extending southwardly 2035 feet, being 710 feet east of Salem Church Road {Route 642) inDale Magisterial District. There appearing no one in opposition to this request, it is on motion of Mr. Driskill, seconded by Mr. Britton, resolved that the aforedescribed property be and it hereby is rezoned for Residential'-i purposes. On motion of Mr.Driskill, seconded by R[r. Britton, it is resolved that this Board allows )~r.W.P.Leonard to deposit ~800.OO in escrow w~th the County as a Bond for completing the two (2) stub roads in Pocoshock Heights, Mr. Luther ~oane comes before the Board explaining a game claim for certain sheep purported to be killed by dogs. On motion of Mr. Britton, seconde~ by Mr. Goyne, it is resolved that this Board authorizes the payment of ~2OO.OO for this game claim. On motion of I~r.Britton, seconded by Mr. D~kksill, it is resolved that the' ' Purchasing Agent be and he hereby is authorized to buy at the low bid submitted, two (2) Ford Rancheros for the sewer inspection department. On motion of Mr. Driskitl, seconded by Mr. Goyne~ it is resolved that the request of the ~idlothian Fire Department for a new brush fire fighting truck be and it hereby is referred to the Fire Committee for study. Mr. Jake Limerick comes before the Board presenting a progress report on the sewer program of the County. Mr.J.K.Timmons comes before the Board explaining the engineering of the Powhite Creek Sewage Lagoon and the possibilities of providing future expansion in this area. Upon consideration whereof and on motion of Mr.Driskill, seconded by Mr. Britton, it is resolved that this Board seek an option on the 18-acres owned by ~ir. Brown in close p~oximity to the Brighton-Green area as a possible site for a lagoon to serve this area. On motionof Mr.Britton, seconded by Mr. Goyne, it is resolved that the easement to allow the C&P Telephone :Company conduit on the Cardwell Road, be, and it hereby is amproved and the Chairman and Clerk of this Board are a~thorized to sign said easement. The County Engineer presented a request from the City of Richmond Utility Department for the County to allow the installation of gas lines on the ~illisden Road and Cardwell Road. Upon consideration whereof, and on motion of ~.Britton, seconded by Mr. Driskill, it is resolved that this Board wishes to cooperate in every way possible with the City of Richmond and that it approves the request of the City of Richmond to allow the installation of gas mains on Willesden Road and Cardwell Road, provided the location of said gas mains will not conflict with County utilities. On motion of Mr. Driskill, seconded by Mr. Britton, it is resolved that a previous set policy on basic charges for sewer connections tn business and industrial properties which was set at two and o~-half (2-1/2) times the normal charge for a residence per acre; that said policy be amended in the case of apartment houses to the extent that there is now a minimum charge of $100.00 per dwelling unit. On motion of Mr.Driskill~ seconded by Mr. Britton, it is resolved that the budget of the Water Department and Sewer Department be and it hereby is received for further study. Mr. Goyne presents a p~etition signed by a large number of citizens of the Bensley Village area requesting that the plans for the County's sewer program be so engineered that tBis section of B~n~]my Village will be included in the proposed sewer system. Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mr. Driskill, it is resolved that the petition of the Bensley Village citizens be referred to the County Engineer. On motion of Mr.Driskill, seconded by Mr. Britton, it is resolved that the House Numbering Department be ~equested to re-study the naming of Cedar Lane and Westgate Drive so that a compromise may possibly be reached in the naming of these streets. On motion of Mr. Driskill, seconded by Mr. Britton, it is resolved that the Executive Secretary be requested to write the Senior Warden, ~r. Robert Fagg, of Saint Michael's Church, complimenting the Church on having the Council for the Diocese for Southern Virginia meet in said Church. · On motion of Mr.Goyne, seconded by Mr. Driskill, it is resolved that this Board requesEs the Board of Welfare and Institutions Of the State Welfare Department to increase the salary of the Supt. of Public Welfare of ~hesterfield County, Miss Lucy Corr, from $~100.00 to $~500.00. On motion of Mr.Driskill, seconded by Mr. Goyne, it is resolved that the minutes of February 13 and 28~ March 13 and 28, April 10 and 25, be, and they hereby are approved o On motion of Mr.Britton, seconded by Mr. Driskill, it is resolved that the County Engineer be and he hereby is authorized to attend a meeting of the American Water ~Norks Association.
