Mr. Curtis Rudolph comes before the Board complaining of the necessity of providing
sewers in the Falling 'Creek Court, Section "D". It was generally agreed that
the Board of Supervisors could not overrule the action of the Planning Commission
and this matter would have to be a~ain referred to the Planning Commission for
f~rth er consideration.
The Executive Secretary was instructed to discuss the matter further with Mr.
Rudolph in an attempt to promote the installation of sewers in this subdivision.
This day the Board of Supervisors considered the petition of Miller and Smith,
Incorporated, to approve a vacation of a drainage easement-8 feet in width
running along the northern property line of Lot 1, Block B~ Section A~ Victoria
Hills, as shown on a plat of Section A, Victoria Hills, said plat being recorded
in the Clerk's Office-of the Circuit Court of Chesterfield County, Virginia, in
Plat Book 12, Page ~7~ and as shown on plat marked Exhibit "A" and considered th~
petition of George W. Smith and Mildred M.Smith, his wife, to dedicate an 8-ft.
easement adjacent to the northern line of Lot 1, Block B, Section A, VictOria
Hills, allas shown on a certain plat dated March 5,, 1963, by J.K.Timmons, Certified
Engineer and Surveyor, and revised April 22, 1963 attached' to said resolution,
as Exhibit "B".
Now, Therefore, on motionof Mr. Goyne, seconded by R'ir. Driskill, the following
resolution was adopted:
Whereas, the aforesaid vacation of an easement eight foot in width as above
referred to will in no way abridge or destroy any rights or privileges of any
property, other than the property of the petitioner, Miller and Smith, Incorporated;
and the dedication of an eight foot easement along the northern property line of
Lot 1, Block B, Section A~ Victoria Hill~, will in no way abridge or destroy
any rights o~ privileges of any property other than the property 6f petitioners,

Now, Therefore, Be it Resolved:
That this Board doth a~prove the vacation of the eight foot easement extending
alon~ the northern property line of Lot 1~ Block B, Section A, and the dedication
of the eight foot easement adjacent to the northern propertv line of Lot 1,
Block B, Section A~-Victoria Hills, all as shown on a plat by J.K.Timmons,
dated March 5, 1963, and revised April 22, 1963~ and entitled "Map Showing
Improvements ~n a Portion of Lot 1, and a Parcel Adjacent to the North, Block B~
Se~tior A, Victoria Hills, Bermuda District, Chesterfield County, Virginia.-
This r~solution is conditioned upon and shall become effective when the petitioners
shall ?~ave execu~sd and acknowledged for racordation on a form a~proved by by the
Commonwaalth's Attorney, an appropriate declaration of vacation. When such
declaration has been so approved~ the same shall be recorded in the Clerk's
Office of the Circuit Court and the Clerk of the said Court shall indicate the
vacation a~d the abandonment of the aforesaid easement on the recorded plat of
Victoria Hills, Section A.
On motion of Mr.Britton, seconded by Mr. Driskill, it is resolved that the Planned
Budget pre~entedby the ExecutiveSecretary and discussed by the Board be, and it
hereby is authorized to be advertised for a public hearing on June 1~, 1963, at
11:OO o'clock A.M.
Mr. James O.Yarger comes before the Board explaining his proposal for a job
classification and pay scale of Chesterfield employees. After a general
discussion of the situation it was agreed that the Board would study this proposal
and sdvise Mr.Yarger of its decision.
On motion of Mr.Britton, seconded by Mr. Driskill, it i s resolved that this Board
approves the proposed contract with Rlr.W.S.Pimchbe~k for the installation of
sewers to apartment houses for Hopkins Road, which contract calls for the sewer
line to be run from Belt Boulevard along the Hopkins Road to the project, and
connection charges to 14.3 acres at ~750.OO per acre.
On motion of Mr.Britton, seconded by Mr. Driskill, it is resolved that ~ontract
6102-13 be and it hereby is awarded to F.L.$howalter, Inc., for the installation
of sewers from the Concrete Pipe & Products Company northwardly to the Southside Plaza
for the price of $199~8~0.00, same being the iow bid submitted.
On motion of Mr.Driskill, seconded by M.r. Britton, it is resolved that the Contract
S-6310-C for the installation of sewer lines in Woodmont,Section "D" be awarded
to Lyttle and Barnes in the amount of $27,456.25. '
On motion of Mr.Britton, seconded by Mr. Driskill, it is resolved that this Board
approves the Special Sewer Contract S63-9D for the installation of sewers in
Conner Heights Subdivision by the T&T Construction Company.
On motion of ~r. Britton, seconded by Mr. Driskill, it is resolved that the
following Standard Water Contracts be approved:

On motion of Mr.Goyne, seconded by Mr. Britton, it is resolved that the Special
Water Contract No. 562 for R~iller & Smith, Inc., for the installation of water
lines in Victoria Hills, be, and it hereby is approved.
On.motion of Mr.Goyne, seconded by ~. Britton, it is resolved that a portion of
Josephine Avenue in Chester be renamed Lee Street.
On mo~ion of Mr.Driskill, seconded by Mr. Goyne, it is resolved that a nortion of
Kin~sland Road be renamed Old Lane. ~
On motion of ~ir. Goyne, seconded by ~r. Britton, it is resolved that this Board
r~quests the Highway Department to hard-surface ~,~lindsor Road from Shop Street
to Perdue Stree6~ and to extend the hard-surfacing on Shop Street to Windsor Road
all in the Village of Chester. And be it further resolved that if this work
cannot be accomplished by Highway funds, that the work be done at the expense of
the 3¢ Road Fund of the County.
On motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that this Board
requests the Highway Department to hard-surface Rt.7~O, Berand Road and charge
same to the 3¢ ~ad Fund of th~ County.
On motion of I~ir.Driskill, seconded by Mr.Goyne, it is re'solved that this Board
requests the Highway Department to improve Bannister Lane, being an extension
of Rt. 1739 for a distance of 200 feet east of Rt. 1740, and to hard-surface
said road and charge same to the 3¢ ~toad Fund of the County.
On motion of Mr.Goyne, seconded by ~r.Britton, it is resolved that this Board
approves and authorizes the Chairman and Clerk to sign an easement from the Toll
Road Authority to the County of Chesterfield granting the County the ~ght to
install a sewer line under the Toll Road, close to the Kingsland Creek.
On motion of R~r. Britton, seconded by Mr. Driskill, it is resolved that this Board
amproves the anpointment of Mt.Bobby L. McGinnis as a Police Dispatcher.
On motion of Mr.Britton, seconded by Mr. Driskill, it is resolved that this Board
recommends to Judge of Circuit Court, the Honorable William Old, the appointment
as Police Officers of the County of Chesterfield:

On motion of Mr. Driskill, seconded by Mr. Britton, it is resolved that the

On motion of Mr.Driskill~ seconded by Mr. Goyne, it is resolved that this Board
requests the Highway Department to install a sign at the northern end of
Southampton Roa~, which sign would indicate that R~erside Drive continues
westwardly.
On motion of Mr. Goyne, seconded by Mr. Britton, it is resolved that the sum of
$4000.O0 be aopropriated to 8~-225, and the sum of $200.00 be appropriated
to 8h-124, the same to be appropriated from the unexpended surplus of nhe
County's General Fund.
On motion of ~r.Goyne, seconded by Mr. Driskitt, it is resolved that the sum of
~500,000.00 be appropriated from the School Construction Fund to 19C-Capital
Outlay.
On motion of IV~r. Driskill, seconded ~y I~ir. Goyne, it is resolved that this Board
approves the request of the %Villow Oaks Country Club to have a fireworks display
on July 4, 1963, provided the proper precautions are taken.
On motion of l~ir Goyne, seconded by Mr.D_iskill, it is resolved that this request
of the Chesterfield Western Riders, Inc., for the use of one (1) stall of the
County's stables for the storage of equipment, be and it hereby is granted,
provided that w~en the County has need for this stall that said equipment will be
moved.
On motion of Mr. Britton, seconded by R'~r. Driskill, it is resolved that the request
of the Chesterfield Farm Bureau for locating equestrian £a¢ilities at the Courthouse
be and it heresy is referred to the Buildings and Grounds Committee.
On motion of Mr. Driskill, seconded by Mr. Britton, it is resolved that this Board
approves the request of ~r.J.T.Rose to attend with his Assessing Officers the
Virginia ~ssociation of Assessing Officers at the University of Virginia, provided
the expense of the group does nov exceed ~160.OO.
On mo~ion of Mr.Britton, s~conded by Y~.Driskill, it is resolved that this Board
approvem the request of t~e Y.R'~.C.A. to use tBe Exhibition Building at the
Courthouse during rainy days for its "Thunderbird Day Camp", provided the building
is cleaned and thst i~cidental expenses are paid.
On motion of Mr. Goyne, seconded by Mr. Driskill, it is resolved that a street light
be and it hereby is aut?~orized to be ptaced ay the corner of ~ason Avenue and
Spring Street.
A con~nunication from ~. E.L.Mumma, Building Inspector, was read, citing the fact
that Mr. Frederick Bibbs wished to resign from the Plumbers' Examining Board and
that the Board recommends Mt.Berkeley E.Waldon to fill the vacancy.
Upon consideration whereof~ and o~ motion of Mr.Driskill, s~conded by Mr. Brittan~
~t is resolved that this Board accepts the resignation of ~r. Gibbs and a~points
Mr. Berkeley E.Wal~on to the Plumbers' Examining Board.
On motion of Mr.Driskill, seconded by Mr.Britton, it is resolved tiat the
Purchasing Agen% be and he hereby i~ authorized to purchase a chain saw for use at
the Courthouse on the County's land-fill operation.
On motion of Mr. Driskill, seconded by Mr. Britton, it is resolved that the sum of
~3.50 erroneously charged as a recording tax on property owned by the Veterans
Administration be refunded.
On motion of ~r.Britton, seconded by Mr. Driskill, it is resolved that this Board
receives the audit of the Clerk of Circuit Court.
There was read a letter from Mr.H.G.Blundon, Secondary Roads Engineers, explaining
the delay in construction of the circumferential road in Chesterfield County'.
On motion of ~lr.Britton, seconded by Mr. Driskill, the meeting is adjourr~d to
June 12, 1963, at 9:00 a.m.
