Goyne Mr. R.J.Britton Mr. Stanley R.Hague Mr. Marshall F.Driskill On motion of Mr. Britton, seconded by Mr. Oriskill, the following resoi~tion is adopted: '~HEREAS, Mr. Harrison K. Hagerman, was appointed on January 8,~957, by the Judge of the Circuit Court,_the Honorable William Old, to fill the unexpired term of Dr. Robert O.Gill, as the Supervisor of Matoaca District, Chesterfield County, Virginia; and WHEREAS, ~lr.Harri son K. Hegerman served the citizens of Matoaca District and the County of 'Chesterfield with such outstanding devotion to duty that he ~as returned to this office without opposition in 1959 and served until his untimely demise on June 25, 1963; and '~HFJYEaS, Mr. Harrison K.Hagerman not only p~rformed exemplary services for the citizens of our County at great personal ~sacrifice, but in so doine gained the complete respect and highest esteem of everyone of his associates, NOW, THEREFOr[E, BE IT RESOLVED: Tb2t tBis Board of Supervisors publicly expresses its deepest feeling of grief at the passing of a fellow Supervisor and extends its warmest expression of sympathy to Mrs. Hagerman and their .Damily. William Schremp, Assistant County Engineer, presents the bids for sewer project No.6t02-17 for the installation of sewers in the ~[cGuire Manor area. ?.'Ir. Jake Limerick, representing the B.StuartRoyer & ~-~.ssociate~ , firm of Consul~ting Engineers, recommends that the bid be awarded to Showalter & Company, whic~ is ~b~e low bidder if a combired bid, including the cost o~ re- surfacing of roa~s is considered. Upon consideration whereof, and on motion of Flr. Britton, seconded by i','.r. Drisk2ll, it is resolved that the Contract 6102-17 be amarded to the Howar~ Construction Co., and thaL the County will do the paving with 3tare help o~' v;i~h some other contractor. Driskill, it is r'esolved thar~ Contract No. 0102-L6 be awarded to the Howard Construction Company- for a total bid of ~131,895.9O. On motion of idr. Eritton, seconded kyI':k~.Hague, it is resolved that this Board allows the Showalter Construction Company to use cement asbestos pipe'on a:~proximate!y !000 feet of Lancers Boulevard due to certain conditions which lend themselves to the use of this pipe. On motion of l¢ir.Britton, seconded by I.'ir.Driskill, it is resolved that the ~on- sulting Eh~ineers be allowed to approve th~. use of cement asbestos pipe by the English Construction Company in sizes 12" or over, if such request is in order. On motion of Mr. Govne, seconded by Mr. HaA~e, it is resolved that the Standard '~Iater Contract No.221, for the Village SRopping Center, be, and it hereby is approved. On motion of Mr.Britton, seconded by Mr.Driskill,, it is resolved that the following Special .Jater Contracts b~ and they hereby are approved: 585-A Garland Heights - Er.William Benton R-603 Lynhaven, Section~C'' 601 Homer & Newell - Turner Road 597 Noblett Constr. Co.- Deerbourne On motion of Mr. Britton~ s~.conded by Mr. Driskitl, it is resolved that th~ firm of Lyttle & Barnes be awarded the contract for the installation of gas and water in the Deerbourne Subdivision at a total cost of it is hero noted that the City of ~ichmond will pav ~3920.00 as its s~nare in the cost of the installation of gas, and tP~e sewer contract No.S63-3C for the installation of sewe£~s to Falling Creek Court i~ the amount of ~15,O97, the same being the low bid. On motion of [~.Britton~ seconded by Mr. Driskill, it is resolved that the Engineering Department be and it hereby is authorized to repay Mr. Stuart Schmidt approximate~.y ~4100.00 for the installation of a 12" water line, which is his share of the cost over am 8" water line. On motion of Mt. Hague, seconde~ by Mr. Driskill, it is resolved that the Executive Secretary, the ~ommonwealth's Attorney, an~ representatives of the Engineering Department confer with t~e Consulting Engineering firm of R.Stuart Royer & Associates in an attempt to work out a contra~t and proposal for the further study of long range plans for' the County's water system. On motion of Mr. Driskill, seconded by Mr.Britton, it is resolved that this Board accepts the offer of the Divisionof [?elfare and Institutions for the installation of a land-fill on the State's property in Bon Air according to theterms of a letter dated June 14, 1963~ and si~ned by ~',~r.W.L.Painter, Director. And b e it further resolved, that this Board expresses its deepest aapreciation to Y~.Pain~er and kis Associates and to the ?felfare Board for their cooperation in this matter. On motion of Mr.Driskill, seconded by ~r. Goyne, ~t is resolved that the Purchasing~ Agent be and he hereby is authorized to investigate the purchase of a piece of equmpmen~ for the use in the land-fill at Bon Air. On mo~ion of R'~.Oriskill, seconded by ~r.Britton, it is resolved that this Board accepts the dee~ for the right of way of an Extension of Rt.754, as presented by [~r. Rufus Cashion. On motion of ]'~[r. Driskill~ seconded by Mr.Britton, it is resolved that this Board expresses its thanks to Mr.Rufus Cashion for his untiring efforts in getting the deeds to the rights of way for Rt.754 extended, and e~presses its thanks Zo ' ~he people owning the property in this area for granting said rights of way. On motion of l~r. Driskill, seconded by R~.Britton, it is resolved that this Board requests the Highway Department to ~ccept Rt.75~ extended, t~he Coalfield Road as sRural i~oad for immediate attention, said road being 3.6o miles to a point 'onRt.604, .41 miles east of its intersection with Rt.652. On motion of [~r. Driskill, seconded by Mr. Britton, it is resolved that this Board requesvs the Highway Department to accept Rt.?28 extended, as a Rural Road~ described as follows: .70 miles north and northwest to Rt.605 which point is · 44 miles north of its intersection with [~.t.729. On morion of ~¥~r.Driskill~ seconded by ~¥~r.Britton~ it is resolved that this Board accepvs the deeds for the rights of way on Rt.729 as obtained by [~[r.irvin Homer. ~'~.Goyne presents the problem of cetting surface-treatment on Rt.616, between Rts. 615 and 732~ and statue's that he has received a letter from ~,~.Lancaster citing the fact that funds were no~'~ available in this year's budget for such improvement, and ?Jhereas, this is an industrial road to one of the largest industries in the Ssunty, it is resolved on rrlotion of Mr.Goyne, seconded by [qr. Hague, f~hat this Board requests the ~iighway Department to ~seek Industrial ?unds for the improve- ment of Rt.616, between Rts. 615 ~,nd Rt.7~2. On motion of [~'k'.Driskitl, seconded by Mr. Goyne, it is ~'esotved that the Executive Secretary ~,e and he kereby is requested to contact Mrs. John H. Skalack on the Ca, va il ixoad concerning the requested improvements on said road. On motion of ?ir.Driskill, seconded by I;~r.Britton, it is resolved that this Board requests the Highway i~epartment to hard-surface Rt.667 in the Mid!otkian District~ from the ~merican Les~'ion Hall to the ~rea of Yah Cleff, and charge same to t~.:e 3¢ ?.oad Fund of the ~'ounty. On motion of tdr.Britton, seconded by ~dr. Dris~ill, it is .resolved that this }~'oa~*d re~]uesvs the Highway Department to open a drain:';ge ditch in [';orthington ?arms and ~o c!ea~, the High~,~,'ay i~. certain areas. On motion of Mr. Britton, seconded by Mr. Hague, it is resolved that this Board requests Mr. Lancaster to give an estimate of the cost of~improving Worthington Road, a distance of approximately .2 of a mile on a hO-ft, right of way. On motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that due to the many complaints of the dust and the bad road conditions due to the installation of sewers in the County, that the firm of Garrett, Moon and Poole, the County's contractor doing the re-treatment of these roads, be, and he hereby is requested to-use additional equipment, if possible, and take such steps as are necessary to expedite the re-conditioning of these road's. There appears a delegation from Enon, headed by Mr. JackRoss, Mr. Chas. Agrella, Mr. Schiera and others, inquiring as to the progress of'the proposed sewer system in the area. Mr. Jac~ Limerick, Consulting Engineer, explains in detail the proposals and the reasons for the delay. On motion of Mr.Goyne, seconded by Mr. Britton, it is resolved that this Board waive the license fees for a one-day circus to be given by the Enon Civic Assoi&tion on September 26, 1963. On motion of Mr.Driskill, seconded by Mr.Goyne, it is resolved that the Executive Secretary be and he hereby is authorized to send to Chesterfield, England, pictures of the Courthouse and other materials requested by them. On motion of Mr. Driskill, seconded by R~.Goyne, it is resolved that the Executive Secretary be and he hereby is authorized to have installed a street light at the Methodist Church and the Mt. Pisgah Church. On motion of Mr. Driskill, seconded by Mr. Goyne, it is resolved that this Board requests a street light to oe installed on Pole No.33 at the end of Southampton Road and we again requests the Highway Department to put "No Parking" Signs on Riverside Drive in this general vicinity. On motion of M~.Britton, seconded.by Mr. Driskill, it is resolved that a Variance be granted to Nr.Raymond A. James, 4500 Epperson Avenue, for the construction of. a garage to be setback on Dorset Road 35 feet and 20 feet from his rear property line, the same being an accessory building which would normally be placed at the inner-quadrant of the two intersecting streets. On motion of Mr.Britton, seconded by Mr.Hague, it is resolved that Mr. Ed Karpus be, and he hereby is, authorized to have an eight weeks program involving a playground at the Green School, on a trial basis. On motion of Mr. Driskill, seconded by Mr.Britton, it is resolved that the Treasurer of bhe County be and he hereby is authorized to re-invest from the Camp Baker Fund $4,000.00 and to turn over $1000.00 plus interest accrued to the General Fund to repay said Fund for the expenses incurred in the improvement of this fa ci lity. On motion of Mt.Hague, seconded by Mr. Goyne, it is resolved that the following 9ppropriations be made from the unappropriated surplus of the General Fund: 2c - $~o.oo 3C - 150;00 6C - 25.00 And be it further resolved, that the sum of $65.00 be appropriated to the Ettrick Operating Fund from the unappropriated surplus of the said account. On motion of Mt. Hague, seconded by )lr.Britton, it is resolved that the sum of $50,000 be transferred from the unapprop~ated ~urplus of the ~ounty Improvement, Replacement and Extension Fund of the Water Department, and the sum of $80,000 from the Meter Installation Fund to the County V~ater Construction Fund. On motion of Mr. Driskill, seconded by Mr.Hague, it is resolved that the ~e- commendation of ~rs. Ann Frame, District Agent, for the appointment of Miss Sherrill ~irginia Massie, as Assistant Home Demonstration Agent, be, and it hereby is approffed. On motion of Mr. Driskill, seconded by Mr. Britton, it is resolved that the following erroneous tax claims be and the~ hereby are approved for payment: George M;Stephens, Jr., 17 N. 6th Street Richmond, Virginia County Automobile Iicense plate $6.50 Mrs. Constance B.White, 2518 Goodes Bridge Road Richmond 25, Virginia Duplicate assessment Walter E.White, 2518 Goodes Bridge Road Richmond 25, Virginia Duplicate Assessment $1.05 16.80 On motion of Mr.Britton, seconded by Mr. Goyne, it is resolved that the following game claim be and it hereby is approved for payment: F~. Thomas O.Furman Winterpock, Virginia $13.35 The Executive Secretary presented the resignation of Mr.C.F.Stone as Purchasing Clerk for the County, and it was agreed by all that Mr. Stone's resignation be regretfully ac cepted. The Executive Secretmry recommended Mr. Carroll G. Manuel to fill the position of Purchasing Clerk. Upon consideration whereof, and on motion of Nr. Driskill, seconded by Mr.Goyne, it is resolved that Mr;Carroll G. Manuel be and he hereby is appointed Purchasing Clerk for the County, subject to his acceptance of the County' s tenms. On motion of Mr. Hague, seconded by Mr. Goyne, it is resolved that this Board requests the Commonwealth's Attorney, Mr. Ernest P.Gates, to prepare a deed for approximately .61 of an acre to the Trinity Methodist Church at Chesterfield Courthouse, the price of which land to the Church to be the same that the County paid in its recent purchase. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of Proctors Road, Galena Avenue, Dawnshire Road and Cresswell. Road, in the subdivision of Quail Oaks, Section "A", Bermuda Magisterial District, which shows that in the opinion of the County Road Engineer, it is expedient that said roads be established as public roads. Upon consideration whereof, and on motion of Nr. Goyne, it is resolved that Proctors Road, Galena Avenue, Dawnshire Road and Cresswell Road, in the Subdivision of Quail Oaks, Section ,'A" Bermuda District, be, and they hereby are established as public roads. And be it further resolved, that the Virginia Department of Highways, be and it hereby is requested to take into the Secondary Road System, Proctors Road, beginning at a point on Route 1444, .02 miles north' of Route 1446, and .extending northwardly .10 miles to Route 14~3; Galena Avenue, beginning at the intersection of Route 1~43 and Proctors Road, and extending westwardly .13 miles to the properSy line; Dawnshire Road, beginning at a point on Galena Avenue, .09 miles west of Proctors Road and extending southwardly .09 miles to Cresswell Road; Cresswell Road, beginning at a point on Proctors Road .06 miles north of Route 14~6 and extending westwardly .09 miles to Dawnshire Road. These roads serve 35 houses. And be it further resolved, that the Board of Supervisors of Chesterfield County guarantees the Virginia Department of Highways, rights of way of not less than 50 feet for these roads. This day the Oounty Road Engineer in accordance with directions from this Board made report in writing upon his examination of Hill Street and C~rry Street in ~he Subdivision of Cherry Gardens, Manchester Magisterial District, which shows that in the opinion of the County Road Engineer it is expedient that said roads be established as public- roads. Upon consideration whereof, and on motion of ~lr. Britton, it is resolved that Hill Street and Cherry Street in the subdivision of Cherry Gardens, Manchester District, be, and they hereby are established as public roads. And be it further resolved, that the Virginia Department of Highways be and it hereby is requested to take into the Secondary Road System, Hill Street, beginnimg at a point on Route 161, .09 miles east of Route 2206, extending northwardly .05 miles to Route 2207; Cherry Street (Irvington), beginning at a point on Route 2236, .05 miles north of Route 161 and extending westwardly .17 miles to Hill Street. These roads' serve 6 houses. And be it further resolved, that the Board of Supervisors guarantees to the Virginia Department of Highways rights of way of not less than 50 feet for these roads. This day the County ROad Engineer in accordance with directDns from this Board made report in writing~upon his examination of Sambar Road and Fallow Drive in the subdivision of Deerfield Estates, Section "B", Dale Magisterial District, which shows that in the opinion of the County Road Engineer it is expedient that said roads be established as public road. Upon consideration whereof, and on motion of Mr.H~gue, it.~is resolved that Sambar Road and Fallow Drive in the subdivision of Deerfield Estates, Section "B",Dale District, be, and .they hereby areestablished as public roads. And be it further resolved~ that the Virginia Department of Highways, be, and it hereby is requested to take into the Secondary RoadSystem, Sambar Road, beginning at a point on Route 604, .06 miles west of Route l0 and extending southwestwardly .33 miles to a temporary turn-around; Fallow Drive, beginning at a point on Route 604, .30 miles west of Route l0 and extending southwardly .26 miles to Route 2006. Upon consideration whereof, and on motionof Mr. Driskill, it is resolved that Cromwell Road and Swathmore Road, in the subdivision of Cambridge, Section 3, Midlothian District, be and they ~eby are established as public roads. And be it further resolved, that the Virginia Department of Highways be and it hereby is requested to take into the Secondary Road System,Sromwell Road, beginning at the intersection of Routes 1977 and 2017, and extending southwardly .15 miles ~o a temporary turn-around; Swathmore Road, beginning at the end of maintenance on Route 1978, extending southwardly .08 miles to Cromwell Road; which serves 8 houses. And be it further resolved, that the Board of Supervisors ~uarantees to the Virginia Department of Highways, rights of way of not less than 50 feet for these roads. Dedication of said rights of way in Plat Book , Page , Chesterfield Courthouse, Virginia. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of Wycliff Road , Franc ill Drive, Vickilee Road, Kavee Road, .Cheryl Ann Road and RonaIdton Road, in the subdivision of Forest Acres in Midlothian'District, which shows that in the opinion of the~ County Road Engineer it is ' expedient that said roads be established as public roads. Upon consideration whereof, and on motion of Mr. Driskill, it is~esolved that Wycliff Road,~ Francill Drive, Vickilee Road~ Kavee Road, Cheryl Ann Road and Ronaldton Road, in Forest Acres Subdivision, in Midlothian District, be, and they hereby are established as public roads. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of Stornoway Drive, Edinger Road, Corbridge Road, Marquette Road, and Southmoor Road, in the Mead~brook Subdivision, Section "B",Dale Magisterial District, which shows that in the opinion of the County Road Engineer it is expedient that said roads be established as ~ public roads. Upon consideration whereof, and on motion of Mr. Hague, it is resolved that Stornoway Drive, Edinger Road, Corbridge Road, Marquette Road, and Southmoor Road, in the Meadowbrook Subdivision, Section "B", Dale Magister~i~al District, be, and they hereby are established as public road. And be it further resolved, that the Virginia Department of Highways be, and it hereby is requested to take into the Secondary Roa~Sy~tem, Stornoway Road, beginn~ing at the intersection of Routes 2332 and 2321 and extending northwardly .33 miles to Edinger Road; Edinger Road, beginning at a point on Stornoway Drive .33 miles north if Route 2321 extending eastwardly .07 miles to Route 2320; Corb~idge Road, .beginning at a point on Stornoway Drive, .15 miles north of Route 2321 extending~ westwardly .07 miles to Route 637; Marquette Road, beginning at the intersection of Routes 2321 and 2329 and extending northeasterly .20 miles to Southmoor Road; . And be it further resolved that the Board of Supervisors of Chesterfield County guarantees to the Virginia Department of Highways rights of way of not less than 50 feet for. these roads. This day the County Road Engineer in accordance with directions from this Board made report-in writing upon his examination of Wilton Road, Rocky Run Road and Walden Road, in the subdivision of Pocahontas Acres, in Dale Magisterial District, which shows that in the opinion of the County Roa~ Engineer it is expedient that said roads be established as public roads. Upon consideration whereof, and on motion of Mt. Hague, it is resolved that WilZon Road, Rocky Run and Weldon Roads, in the subdivision of Pocahontas Acres, Dale Nagisterial District, be, and they hereby 'are established as public roads. And be it further resolved, that the Virginia Department ~of Highways be and it hereby is requested to take into the Secondary RoadSystem; Wilton Road, beginning at a point on Route 651, .54 miles ~est of~Route 60;+ and extending northwardly · 39 miles to a turn-around; Rocky Run Road, beginning at a point on Rt.651, .62 miles' west of Route 604 and extending northwardly .31 miles to Walden Road; Walden Road, beginning a% a point on Rocky Run Road .31 miles north of Route 651 and extending eastwardly .09 miles toWilton Road, thence eastwardly .08 miles to the property line. These roads serve 4 houses. And be it further resolved, that the Board of Supervisors of Chesterfield County guarantees to the Virginia Department of Highways, rights cf way of not less than 50 feet for these roads. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of Rt. 817 (extension) in Clover Hill District, which shows that in the opinion of the County Road Engineer it is ex- pedient that said road be established as a public road. Upon consideration whereof, and on motion of Mt. Homer, it is resolved that the extension of Rt. 817 in Clover Hill District~ be and it hereby is established as a public road. And be it further resolved, that the Virginia Department of High- ways be and it hereby is requested to take into the Secondary Road System, an extension of Rt.817, beginning at ~he end of State maintenance onRt. 817,O.37 miles from Rt.654, and extending westwardly 0.2 miles to the property line of James E. · and Peggy Lee Waldrop. This road serves 3 houses. And be it further resolved, that the Board of Supervisors of Chesterfield County, guarantees to the Virginia Department of Highways, a right of way of not less than 50 feet. Dedication of said right of way in Deed Book 6;+6, Pa~e 136, Chesterfield Courthouse, Virginia. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examinationof Grove Avenue in the subdivision of Pleasantdale, Bermuda District, which shoNs that in the opinion of the County Road Engineer it is expedient that said road be established as a public road. Upon consideration whereof, and on motion of Mr. Goyne, it is resolved that Grove Avenue, in the subdivision of Pleasantdale in Bermuda District, be, and it hereby is established as a public road. And be it further resolved, that the Virginia Department of Highways .be and it hereby is requested to take into the Secondary Road System, Cove Avenue, beginning at the intersection of Routes 616 and 1527 and extending southeastwardly .22 miles to Poinsetta Drive.. This road serves 2 houses. And be it further resolved, that the Board of Supervisors of Chesterfield County guarantees to the Virginia Department of Highways, a right of way of not less than 50 feet for this road. Dedication of said right of way in Plat Book Page , Chesterfield Courthouse, Virginia.
