WHEREAS, Hoo~Street, a 20-ft. wide, ~tate maintained road,terminates on
said parcel of land,
NOW, THE~EFOItE BE IT i~E~J3LVED, on motion of Mr.Ritchie, seconded by Mr.
~[ague, that this Board grants Mt.Daniel a Variance from the ~ounty Subdivision
Ordinance to the effect that the Building Inspector is authorized to issue a
building p~rmit, with the a~proval of the Health Department, provided a right
of way of 2~-ft. be dedicated by deed, for the continuation of Hood Street in
fron~ of the proposed new dwelling.
There was read a letter from the Virginia Transit Company seeking approval for ~
extending bus service in the DuPont Square area. Upon consideration whereof~
and on monion of Mr. Britton, seconded by Mr. Goyne, it is resolved that this request
of the Virginia Transit Company be and it hereby is approved.
On motion of Mr.Britton, seconded by Mr. Goyne, it is resolv~ed that the Purchasing
Agent be and he h.~reby is authorized to award the bid for the purchase of
fifty-five (55) radio alarm units to the Motorola Co~unications and Electronics,Inc.
On motion of Mr. Goyne~ seconded by Mt. Hague, it is resolved that a game claim
for Mrs. H.T.Glaiborne be reduced to $9.00 for the loss of 18 fryers.

for Frederick O.Daniels, Jr., in the amount of $89.13 be and it hereby is approve~
for payment.
On mo%ion of Mr. Driskill, seconded by l~'~r.Britton, it is resolved that the Treasurer
of the County be and he hereby is authorized to invest ~8250.00 of the Meter Fund
of the Water Department.
On motion of Mr. Ritchie, seconded.by Mr. Driskill~ it is resolved that Mr.Lancaster,
Resident Eneineer, be and he hereby is requested to review, with the Supervisor
of Matoaca District and the Executive Secretary, the drainage situation on the
east side of Winfree Avenue.
On motion of ~Ir. Goyne, seconded by Mr. Britton, it is resolved that this Board
approves the request of the Virginia Electric & Power Company to construct an
additional railroad spur track across State Route 615, according to a sketch
dated May 22, 196.3, and filed with the Board's papers.
On motion of Mr. Britton, sefonded by Mr. Driskill, it is resolved that the Purchasing
Agent be and he hereby is authorized to purchase a score board for the football
field, provided same can be installed by September, 1963.
On motion of Mr.Britton, seconded by Mr. Driskill, it is resolved that the bill
from the Michie City Publications Company be approved for payment and that the

On motion of Mr.Goyne, seconded by Mr. Driskill, it is resolved that the request
of Mr. Byron Walker for improvements to the Bensley Fire Department tank truck
be referred to the Fire Con~nittee.
On motion of Mr.~]riskill, seconded by R'~r. Britton, it is resolved that the

I An'~ be it further resolved, that Mr.H.T.Goyn~ and R~r. W. G. Ritcbie, be designated
as members of the .~ecutive Committee.
There was presented a Pay Plan showing various steps in the compensation-of clerical
employees which is proposed to be followed by the various offices under the control
of the Board of Supervisors. Upon consideration whereof, and on motion of Mr.
Britton, seconded by Mr. Driskill, it is resolved that the Pa~ Plan be~ and it
hereby i.~ adopted, effective July 1, 1963.
On motion of Mr. Ritchie,seconded by Mr.Goyne, it is resolved that a street light
at the corner of Matoaca Road and River Road be moved to Lee Street and River Road
and that a street light be added in front of Matoaca School.
There was read a report from Mr. John D.Williams, Deputy Delinquent Tax Collector,
which r~nor~ is ordered received and filed.
On motion of Mr. Ritchie, seconded by Mr.Driskill, it is resolved that the request
of Isaac Ridley for a pyrotechnic display at the Virginia State College on
November 1, 1963, be~ and it hereby is amproVed, s~bject to the general conditions
imposed by the Police Department. ·
On motion of Mr. Goyne, seconded by I~r. Hague, it is resolved that this Board meet
with:~h~.~V~r~n~a F~rm Bureau.on August ~, .[963,,,~,~8.:O0~,~.,m. to,discuss the
possibility of locating certain facilities for e~uestria~ ~ctivitmes at the
Courthouse.
Mr. Ray Melvin, District Right of Way S~gervisor for the Colonial Pipe Line Company
com~s before the Board requesting~aDproval of the crossing of approximately
fifteen (15) roads in the County of Chesterfield be a 16" transmission gas line
and presented plats showing the location of the various crossings.' On motion
of M~; Driskill, seconded by l~'lr.Britton, it is resolved that the request of the
Colonial Pipe Line Company for crossing the various roads in the County be and
it hereby is approved.
The Executive Secretary advised the Board that an actuarial study of the County's
Retirement System had reduced its percentage of cost to the County from 3.79
to 3.16.
On motion of Mr. Goyne, seconded by Mr. Driskill, it is resolved that a bill for
for attending the Commonwe~!th's Attorneys' Association Convention at Virginia
Beach for Mr. Gates a~d Mr. Rude, be approved for payment.
'This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Kenmore Road (Rt.691) in the
subdivision of HomeAcres, in Bermuda Magisterial ]~istrict, which shows that in
the opinion of the County Road Engineer it is expedient that said road be established
as a public road.
Upon consideration whereof, and on motion of Mr. Goyne, it is resolved that Kenmore
R~d (R~J '6~I)~in ~t'We~subdivision of HomeAcres~, Bermuda District, be, and the
same is hereby established as a public road.
And be it further resolved, that the Virginia Department of Highways be and it
hereby is requested to take into the Secondary RoadSystem, Kenmore Road (Rt.~691)
extending .O~ miles north eastwardl y to a cul-de-sac. This road serves 2 houses.
And be it further resolved that the Board of Supervisors guarantees a right of way
of not less t~an 50 feet for this road.
Dedication of said right of way in Plat Book , Page , chesterfield ~ourt-
house, Virginia.
This day the County ~doad Engineer in accordance with directions from this Board
made report in writing upon hie examination of Druid Drive, ~cKesson Drive and
a 50-ft. Access Road, in McKesson Place Subdivision, Section "A", Manchester
Magisterial District, which shows that in the opinion of the County Road Engineer
it is expedient that said roads be established as public roads.
Upon consideration whereof, and on motion of Mr.Britton, it is resolved that Druid
Drive, Mcaesson Drive a~d a 50-foot Access Ro~d, in the McKesson Place Subdivision~
~ection "A", Mancheester District, be, and they are hereby established as public
roads.
And be it further resolved, that the Virginia Department of Highways, b~, and it
hereby ia requested to take into the Secondary Road System, Druid Drive, beginning
at a point on U.S.Rt.360, .23 miles southwest of Route 650 and extending northwardly
.17 miles to a temporary turn-around; McKesson Drive, beginning at a point on
Route 360, .30 miles southwest of Rouble 650 an~d extending northwardly .20 miles
to a temporary turnaround; a 50-ft. Access Road, beginning at a cross-over on
Route 360, .20 miles southwest of Route 36C and extending along the existing right
of way of Route 360, .14 miles to a cross-over.
An~ be it further resolved that the Board of Supervisors of Chesterfield County
guarantees ~o the Virginia Department of Highways, rights of way of not less than
50 feet for Druid Drive and the Access Road and 00 feet for ~icKesson Drive.

On motion of Mr. Britton, seconded by Mr.Goyne, it is resolved that the

Secretary notify "Jack's Home Delivery" ice cream truck to conduct the business
within the County Ordinance governing such operation and that the ExecutiveSecreta~z
inform the complainant of ?~is ria_[hts under the present County Code.
On motion of I~ir.Goyne, seconde~i bv Mr. Britton, it is resolved that this Board
centativ01y approves the' pro?osed'contract between the ;]ounty of Chesterfield
and the Appomattox Water Authority to use the wate~· from said Aunbority from the
southern par~ of the County. Such action i~ subject to the amr, rovel of the
Corr~monwealth's nttorney and the County Engineer.
[~.r.J.K.Timmons, Chairmian of the Steering Committee, created by the Board to study
the feasibility of establishing the Citizens' Advisory Committee, comes before the
Board explaining in some detail the opinion of the Steering Committee concerning
the proposed Advisory Committee, and explained some aspects of his Committee's
report, which report has previously been t~ntatively adopted by the Board of
Supervisors. On motion of ~r. Britton, seconded by Mr. Oriskill, it is resolved
that this Board publicly expresses its thanks t~ kr.J.K.Timmons and each member
of the Steerihg Committee for doing such an outstanding work.
Mr.J.K.Timmons comes before the Board in behalf of Dr. R.C.Hooker and Mr. Itner,
requesting that their plan for drainage of the Kronmeister property; west of the
Hollandale Subdivision be approved. Upon consideration whereof, and on motion
of hr. Brmtton, seconded by I~.Driskill, it is resolved that this Board a~proves
the plan for draining said property, providing a contract te be drawn by the
Commonwealth's Attorney be prepared, which contract will allow the County in
twenty-four months to complete the drainage work in Ho!landale and will require
a ~2~00 contribution from the subdividers of the above property toward the~cost
of this drainage problem.
Mr.J.K.Tinzmons comes before the Board representing ~4r.Wilbur Pinchbeck,requesting
some aid in draining the property lying between Hopkins Road and Belt Boulevard
on which the Broadmoor a~artments are currently being constructed.
Upon consideration whereof, and on motion of Mr.Britton, seconded by ~,ir. Driskill,
it is resolved that the Engineering Department, upon receipt of the 'drainage
plans from Mr.Timmons attempt to obtain ~n easement along the proposed route on
a drainage ditch running eastwardly from Hopkins Road to the Creek.
Whereas, the problem of draining Riverview Park Subdiffision has been a problem
for a number of years, causing the citizens of said area much inconvenience and
creating unsanitary conditions, and
~.~hereas, this Board has caused plans to be drawn for the improvement to this
drainage condition, which plans cost approximately $7950.O0 over and above thc
cost of installation, which will be borne by the Highway Department, and
'Nhereas, this Board had previously asked the citizens of this area to raise
approximately $2700 toward the cost of this project, and that after diligent
effort only $1&&O has'been collected. Upon consideration whereof, and on
motion of Mr. Ritchie, seconded by ~[r. Driskill, it is resolved that this Board
accepts the ~l&&O. and requests th~ Highway Department to proceed forthwith
~o install a 36~ drainage pipe, according to the plans drawn by the Engineering
Office of the County of Chesterfield and to make every effort to complete the
project during the s~mmer months.
On motion of Mr. Brittan, seconded by Mr. Driskill, it is resolve~ that contract
No.332-B for the installation of a water line in the Falling Creek Court
Subdivision in the amount of ~5527.50, be, and it hereby is approved.
On motion of I~[r.Driskill, seconded by Mr. Brit%on, it is resolved that the
following Special ~;~ater Contracts be and they hereby are approved:
5~8-A - Quail Oaks, Section "C"
600 -Bon Air Presbyterian Church
On motion of ~ir. Driskill, seconded by Mr.Britton, it is resolved that Contract
No.R-lggG for the installation of water in the Southam Subdivision in the amount
of ~5215.00, be, and it hereby is approved.
This day again the matter of installing water lines to the Rock Spring Farm
Subdivision comes before the Board, and it was cited that there were approximately
10 people who would take water in the first section of Rock S~ring Drive.
Upon consideration whereof, and on motion of Mt. Hague, seconded by Mr. Goyne, it
is resolved that the County Engineer be and he hereby is authorized to install
a 12-inch water main for a d~ stance of 860 feet along Rock Spring Drive,
pr6vided no less than ten (10) connections can be obtained on this water main.
On motion of Mr. Britton, seconded by Mr.Driskill, it is resolved that Contract
6102-18 be awarded to Lyttle and Barnes Construction Company in the amount of
~315,826.55 for the construction of sewers involving cement asbestos pipe in
the ~oodstock-Warwick Gardens area.
Contract; S-6}-iB, requiring the installation of sewers in Section "C" Quail Oaks
Subdivision be at, proved.
On motion of Mr. Britton, seconded by R'~r. Goyne, it is resolved that a Special
Sewer Contract $-63-20D requiring the installation of sewers in Barleth Heights,
Section "C" Subdivision be and the same is hereby approved, with the additions
noted.
The County Engineer presentem a request from Mr. LeeGordon and others to connect
the property owned by vhe Goodwyn Estate to the Courthouse sewer system, and it was
generally agreed that mhis mavter would have to be studied further.
Whereas, the Consulting Engineer and the County Engineer cite to 'the Board that
many sewer contractors doing work in the County of Chesterfield are a~parently
behind in their schedule for work completion, and
~hereas, the County will suffer greav damage in some cases if the jobs are not
completed on schedule,
Now, Therefore, Be it ~esolvsd, on motion of Mr. Driskill, seconded by Mr.Goyne,
that the County Engineer be directed to notify contractors of intention to assess
liquidated damages on ail contractors who do not finish according to schedule~
On motion of Mr. Goyne, seconded by ~'.~r. Ha~oue, it is resolved that this Board
requesvs the Highway Department ~o surface-treat Rt. 1621 in this year's Highway
budget.
On motion of Mr. Britton., seconded by Mr. Driskill, it is resolved that the Treasurer
of the County be a~d he hereby is authorized to borrow a sum not to exceed ~1,O0~000
to finance the operation of the Sounty until such time as the tax avails are
realized.
On motion of I'~ir. Driskill, seconded by ~.ir.Brit'ton, it is resol~ed that this Board
adjourn to August 5, 196~, at 7:30 p.m.
