Goyne, it is resolved that the ° ~ ~ ' ~ol~owlng Ordinance be and it hereby is advertised: aN OItD!N~NCE ~o amend the" ~ ~od~ of the ~ ~- ~.ount~ of Chesterfield, Virginia, by amending Section 1~-~1.6 thereof, to require fees for elec%rical permits to be based on the contract cost of the work to be performed rather than the estimated cost. The following list of roads were reported to have been taken into the State Secondary System of the Virginia Departmen% of Highways: Wycliff Road, Francill Drive, Vickilee Road, Kayvee i~oad, Cherylana Road a~d Ronaldton Road S~erry Street, Hill Street, Stornoway Drive, Edinger Road, Corbridge Road, Marquette Road and Southmoor Road. Clarkson Road, Cooks Road, Alaska Road, Margrave itvenue, Wilton Road, Rocky Run-Road, ?lalden Road, Sambar Road, Fallow ~rive, Lockshire Drive, Huntshire Drive, Upshire Drive, Lockshire Court, Deershire Drive, Grove Avenue, Cromwell Road, Swathmore Road, Proctors Road, Galena Avenue, Dawnshire and Cresswell Roads. There anpears a delegation from the Chesterfield %Vestern Riders Association, the Bit and Bridle Club, and the Chesterfield Farm Bureau. ~'.r. Stewart C. Rex speaking for the V;estern Riders states that their Association, a non-profit corporation would like ~o have anproximately 3-acres of land at the Courthouse with an enclosure of 180 feet by 2~0 feet and adequately lighted. }~m.Wilbur Wood, sueaking for the English Riders, composed mostly of teenagers, states that this Organization needs auproximately 3 to 5 acres with a ring 150 fee~ by 300 feet, with turf and adequate lighting, l~Ir. Rudolph Horak, speaks for the Chesterfield Farm Bureau, states that this organization is supporting the proposed projects if they can be constructed reasonably. After considerable discussion and on motion of Mr.Hague, seconded by }~lr. Britton, it is resolved that agents from. each organization meet with the Buildings and Grounds Committee and the Executive Secretary in an attempt to ascertain construction costs and to locate an adecuate site for this project. ' , There wqa read a letter from R.Stuart Royer & Associates, Consulting Engineers, recommending that a bid be awarded to the English Construction Company for the construction of a sewerage treatment plant~ using certain equipment and.materials; Upon consideration whereof, and on motion of Mr. Britton, seconded by ~'lr. Driskiil~ it is resolved that this Board awards to the English Construction Company a contract for the construction of a Chesterfield sewerage treatment plant in the amount of ~795~550.00, subject %o the approval of the Commonwealth's Attorney as to certain legal ~equirements. On motion of Mr. Britton, seconded by R~r. Driskill, it is resolved that the County Engineer be and he hereby is authorized to install sewers in the Pompey Springs Road, provided there are at least 11 prepaid connections. On motion of Mr. Goyne, seconded by Mt. Hague, it is resolved that this Board approves the recommer~ations of the County Engineer to finance, by time payment~ the sewer connections for commercial establishments of existing commercial buildings to the ex%ent of ~200.00. .,o,,~_on .... J. ir.~.~';~ttu~n~ seconded by Mr. Driskill, it is resolved that the transportation of Mr. William Schremp be paid ~o and from the County to Seattle, Washington, to attend the Sewerage Treatment Convention. It is here noted that Mr. Schremp will use his vacation on this event and pay other costs. ~ir.W.S.Pinchbeck and Mr. J.K.Timmons come before the Board in an effort to solve a drainage problem existing on Hopkins Road, just south of the McGuire Hospital. ~'~. Timmons explained that the natural course for the water to be taken woul~ be eastwardly from Hopkins Road, along the Virginia Electric & Power Company's right of way to Clipper Road, thence southwardly to the Creek. Mr. Bridges states that he has attempted to obtain an easement from the McDonald family to take the water as Mr. Timmons outlined but cannot get the easement. Upon consideration whereof, and on motion of Mr.Britton, seconded by Mr. Driskill, it is resolved that the Executive Secretary write to the McDonald family and explain the situation existing and the necessity of digging the ditch either now or when the McDonald property is developed in the future. On motion cf R~.Britton, seconded by ~Mr. Dr~skill, it. is resolved that Mr. A1 Bridges, Right-of-Way Engineer, be requested to contact Mr. ~%'ebb a~ain in am effort to get am~ easement from an alternate route. On motion of Mr. Goyne, seconded by Mr.Driskill, it is resolved that the tax claim of Marian F. Bowles, 704 South Pine Street, Richmond, Virginia, in the amount of $6.50 be and it hereby is.amproved for payment. On motion of ~Yr. Britton, seconded by Rlr.Ritchie, it is resolved that this Board accepts an easer~ent from Mr.J.C.Little, of property running from Rt. 1 eastwardly tn the Seaboard Airline RR., just north of Falling Creek and the Chairman and Clerk are authorized to sign said easement agreement.
