~. R.R.Ryder, representing Mt. Curtis Rudolph, comes before the Board requesting
t~e County Engineer to connect water to homes in Falling Creek Court.before
settlement is made on s~werage contracts. On motion of ~r.Britton, seconded by
Mr. Driskill, it is resolved that this matter be given further study as to the
legality of existing agreements and contracts.
)~.Robert Slocum, Mr:H.W.Hancock and Mr. Warner of the Virginia Division of Forestry,
present to the Board a check in the amount of $87&9.49, for one-fourth the proceeds
derived from the sale of timber in-the Pocahontas Park. 'Upon consideration
whereof, and on motion of Mr. Goyne, seconded by Mr.Britton, it is resolved that
this check be received and a letter of thanks be sent to the State Forester.
On motion of Mr. Britton, seconed by Mt.Hague, it is resolved that the following
water contracts be and they hereby are approved:

On motion of Mr.Driskill, seconded by Mr. Britton, it is resolved that the following
Special Water Contracts be and they hereby are approved:

On motion of Mr. Goyne, seconded by ~r.Hague, it is resolved that the Contract
S-63-15-D for the construction of sewers on Brandywine Avenue in Quail 'Oaks
Subdivision, by G.E.Miles, be, and it hereby is approved.
On motion of Mr.Britton, seconded by Mr. Ritchie, the following resolution is
ado pted:
"Be it resolved by the Board of Supervisors of the County of
Chesterfield, Virginia, in regular meeting assembled that
the Chairman Of said Board, be, and he hereby is authorized
to enter into an agreement with the Atlantic Coast Line Railroad
Company, to sign same on behalf of said County, whereby, said
Railroad Company gran~s unto said County the right'to license
to install and maintain for the purpose of a sewer, a line of
10-inch reinforced concrete pipe along the Railroad Company's
right of way near Richmond, Virginia, together with two manholes
in said line of pipe, said line of pipe and manholes being as more
particularly described in said agreement which agreement is dated
July 17, lq63, a copy of which agreement is filed with thi~ Board
of Supervi so rs."
~ On motion of ~Lr. Britton, seconded by ~4r. Ritchie, the following resolution
is adopted:
"Be it Resolved by the'Board of Supervisors of the County of
Chesterfield, Virgini.a, in regular meeting assembled, that the
Chairman of said Board, be, and he hereby is authorized to enter
into an agreement with the Atlantic Coast'Line Railroad Company,
and to sign same on behalf of said County, w~ereb~ said Railroad
Company grants unto said Counth the right or license to install and
msintain for the purpose of a sewer main, a line of 3-inch reinforced
concrete pipe along the right of way and under sideetrack serving
Brandon Silo Company, near Richmond, Virginia; as more particularly
described i5 said agreement, which agreement is dated June 19, 1963,
a copy of ~hich agreement is filed with this Board of Supervisors."
The County Engineer cited that the Hunt Construction Company had not completed
the pumpinz station on Grindall Creek on schedule and that liquidated damages were
assessable. However, the County had not been in position to use the pumping
station satisfactorily and recommended that the Hunt ConstruCtion Company not be
assessed liquidated damages provided said company paid for the increased cost of
inspection. On motion of ~4r. Britton, seconded by Mr.Driskill, it is resolved
that due to extenuating circumstances attending the construction of the pumping
station on Grindall Creek, that'the County Engineer not charge liquidated damages
to the Hunt Constrction Company, provided said Company pay for the total cost
of. inspections beyond the completion date.
On motion of Mr. Hague, seconded by Mr. Goyne, it~is resolved that the section of
Old Rt. 10, from the Courthouse to New Route 10, presently called Rt.655, be
called Lori Road.
It is here noted that Mr. Driskill votes No.
On motion of Mr. Goyne, seconded by~Mr.Ritchie, it is resolved that an unnamed
road lying west of Harro%~-gate Road, 250 feet south of Buckingham Street, be,
called Owendale Road.
On motion of Mr. Goyne, seconded by Mr. Driskill, it is resolved that Route 1521
and Rt.759, lying north of Rt. 10 be and it hereby is named ~Vomack Road.
On motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that this Board
authorizes the County Engineer to approve the installation of gas lines by the
City of Richmond in the Conner Heights Subdivision.
Mt. Thomas B.Cox, comes before the Board requesting a Variance from the Subdivision
Ordinance to allow the construction of a dwelling near the Point O'Ro~ks. Upon
consideration whereof, and on motion of Rir. Driskill, seconded by ~r. Britton,
it is resolved that this Board grants a Variance to Mt. Thomas B.Cox to allow the
construction of a dwelling facing the Appomattox River near the Point O'Rocks,
provided an acceptable roadway to the building sites on this parcel of land be
made available when further development is accomplished.
Mr. Daniel Patrom comes before the Board requesting a Variance from the Subdivision
Ordinance~ ona parcel of land off Rt.708, and it was pointed out that Mr.Patrom
had moved in two houses without constructing a road or subdividing the property
properly and without getting the proper building permits. On motion of Mt. Hague,
seconded by Mr. Goyne, it is resolved that this request be referred to the Building
Inspector and the ~upervisor of the District, Mr. Hague.
The ExecutiveSecretary states that the following roads had been officially taken
into the State Secondary System:
Roads in - Beechnut Acres Subdivision, Apple Acres, Sunset Hills, Brookside
Subdivision, Laurel Branch, Glen Echo-Place, Falling Creek Farms Subdivision,
Central Park Subdivision, Hobby Hills, ~Nalnut Place, Kellersley and Derwent
Subdivi si on.
This day again the matter of wi~ening Forest Hill Avenue comes before the Board,
and on motion of Mr.Britton, seconded by Mr. Briskill, it is resolved that this
Board requests from the Highway Department a report on the progress of the
investigation of this road.
There was read a letter from the Seaboard Airline RR. requesting the County's
approval to the closing of'a crossing on Old Rt. 10 and the Seaboard Airline RR.
Upon consideration whereof, and on motion of ~r.Goyne, seconded by Mr.Ritchie,
it is resolved that this request be denied since the roadway serves a number of
homes and a proposed industrial subdivision.
On motion of Mr. Driskill, seconded by Mr. Goyne, it is resolved that' the Board
requests the Highway Department to provide Mt. Pisgah in P~idlothian, Virginia,
with traffic signs to slow the traffic during Church 3~ours, sincethis Church
is aoproximately lO-feet from the Highway causing a haxardous condition when the
church is in use.
There was read a letter from ~r. R.V.Lancaster, III, concernin~ the complaints
about the deep ditch on Rt.608, between Rt. 1 and the R!eynotd-s ~e~i~ls~Cq. mpany.
Upon consideration whereof, and on motion of ~4r. Goyne, seconded by Mr. Driskill,
it is resolved that this Board requests the Highway Department to review the
plans and profiles of the ditch involved on Rt.608 in an attempt to diminish
in some way the complaints of the citizens in this area on the deep ditch on
both sides of this road.
On motion of Mr. Britton, seconded by Mr. Ritchie, it is resolved that this Board
requests the Highway Department to clean the drainage ditch, leading southwardly
from the intersection of Swanson Road and Barlen Drive and charge same to the 3¢
Road Fund of the County.
On mOtion of ~4r~Ritchie, seconded by Mr. Driskill, it is resolved that this Board
requests the Highway Department to view the Ettrick Cemetery Road and give an
estimated cost on improving this roadway.
On the recommendation of the Building Inspector that the request of Mt.Carl
Torrance be approved, it is on motion of Mr. Britton, seconded by Mr.Driskill,
resolved that this Board grants a Variance from the Building Code on the
application of Mt.Carl Torrance to allow framing on non-bearing partitions to
be decreased from the County Code, provided it complies with the F.H.A.require-
ments. It is understood that this particular way of framing has been aoproved
by several other localities.
On motion of Mr. Driskill, seconded by Mr. Britton, it is resolved that this Board
recess for lunch.
63-50. The request of-Dr. Henry A. Bullock, having been deferred from June 12,
1963 and July 10, 1963~ again has no advocate, it is on motion of Mr. Driskill
seconded by Mr.Britton, resolved that said request be denied. '
63-61. Flr.P.L.Tra~is, representing ~4r.C.C.Butt aEain comes before the Board
requesting the rezoning of a parcel of land on Ruthers Road which request was
deferred from July 10, 1963. '
Mr. Clayton Briggs and others again appear to state their objections and upon
consideration whereof, and on motion of Mr.Britton, seconded by ~4r.Goyne, it is
resolved that the request of Mt. Butt be and it hereby is denied.
63-62.' M~s. Geraldine H.Burke comes before the Board requesting the rezoning
from Residential-2 to General Business (C-2) of a parcel of land fronting 100 fee~.
on the east line of Route l0 and 167 feet on the north line of Britannia and
better known as 2619 Broad Rock Road. Whereupon ~r.Burke, being divorced, stateS~
that he does not necessarily agree that this action should be taken and since the ~.
property is owned jointly, it is on motion of Mr.Britton, seconded by Mr. Driskill,ii
resolved that this matter be deferred to October 9, 1963, to allow the parties
time for a compromise on this m~tter.
63-63. Mr.R.Garland Dodd comes before the Board requesting the rezoning from
Agricultural to General Business {C-2) on a parcel of land fronting 192 feet
on U.S.#i and extending westwardly 1316 feet, being 1665 feet south of Route 10,
parcel being cresently zoned C-2 for a depth of 300 feet, in Bermuda Magisterial
District. There appearing no one in opposition to this request, it is on
motion of Mr. Goyns, s~conded by Mr. Driskill, resolved that the aforedescribed
parcel be and it hereby is rezoned to General Business.
63-64. Mt. Ed Lindsey comes before the Board representing the Scott Investments
Corporation, requesting ~ Use Permit to operate a funeral home on a parcel of land
of irregular shape fronting 225 feet on the west line of Route 10, 300 feet on ~
the north line of Clover Lane and l&8 feet on the east lineof Greystone Avenu~ in~
Manchester Magisterial District.
~4r. John Ligon, representing %he citizens of the area presents a petition and a
delegation of approximately 150 people opposed to the r~zoning request.
On motion of Mr.Britton, seconded by ~r. Goyne, it is resolved that the request ~
for a Hse Permit to operate a funeral home be and it hereby is denied.
63-65. Mr. Louis Adelman and ~r.Berlin come before the Board requesting a Use
Permit to construct and operate a Nursing Hame on a parcel of land of irregular
shape fronting 220 feet on the north line of Forest Hill Avenue and extending
northwardly 700 feet to the southwest line of Chippenham Parkway, being &~O feet
west of Chippenham ParkwaY in Manchester Magisterial District.
Four colored people appeared opposing this request, stating that they had lived
in the area for a number of years and did not want to see it changed. Four
people from the Wind so rview area also opposed the request. On motion of Mr.
Britton, seconded by Mr. Driskill, it is resolved that this matter be delayed
until September 11, 1963.
63-66. Mr.Winfree Slater comes before the Board in behalf of RIr. Robert P.Jett,
requesting the rezoning from Residential-1 to General Business (C-2) specifically
for the construction of a Medical and Professional Building, on a parcel of land
of irregular shape fronting 234 feet on Forest Hill Avenue and extending northwardly
150 feet, being 330 feet west of Windsorview Drive in Manchester Magisterial
District, and presents a plan for the development of the two lots and states
that the additional buffer would not be defrimental to the existing homes and
also states that he has.a release from the deed restrictions. Mr. R.D.Callahan,
resident of Windsorview, states that the office of Dr. Moon and other was. suppose~
to be the buffer between the business and residential areas.
~4r. Walter Waymack sDeaks against, the requested rezoning. On motion of Rir. Britt~n,
seconded by Mr. Driskill, it is resolved that the request of Mr. Jett be and it
heresy is denied.
63-67. Mr. Purvis Walla ce comes before the Board in behalf of Nrs. Blanche Clark$
requesting the rezoning from Residential-2 to General Busir~ss (C-2) for the
specific purpose of constructing one duplex dwelling on a parcel of land of
irregular shape, fronting 135 feet on ~,~almsley Boulevard and extending southwardlyil
246 feet, being ~00 feet southeast of Hopkins Road in Manchester Magisterial
District. There appearing no one in o~;position to this request, it is on
motionof Mr. Britton, seconded by )ir.Ri%chie, resolved that the aforedescribed
parcel of land be and it hereby is rezoned to General BuSiness, with a specific
limitation of constructing one (1) duplex dwelling.
63-68. Mr.L.R.Goyne comes before the Board requesting the rezoning from
Agricultural to-General Business (C-2) for the specific purpose of constructing
multi-family units on a parcel of land of irregular shape, fronting lll5 feet on
Osborne Road and extending southwardly 670 feet, being 450 feet, west of U. S.
#l, in Bermuda ~4agisterial District.
~r.Burt Shoosmith, ~i~. Charles Otey and Nr. BillEvans and others, appear before the~
Board to question the feasibility of such a project, the layout of apartment
houses with back yards fronting on Osborne Road, andproposed construftion.
Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mr. Britton,
it is resolved that this rotter be deferred until Seotember ll, 1963, in order
that Mr. Goyne may explai n to the citizens of the area his proposal.
Whereas, it has been the policy of the County Administration to allow the
applicant for multi-family dwellings to either get a Use Permit from the Board
oP Zoning Appeals or to come before the Board of Supervisors and h~ve the propertV~
zoned for General Business with a limitation for multi-family dwellinEs, and
Whereas, such a practice has caused some problems in the zoning of the County,
Now, Therefore, Be it Resolved, 'on motion of Mr. Britton, seconded by Mr. Goyne,
that from this da~e, all applications for permission to locate multi-family
dwellings in t'he County be sent to the Board of Zoning Appeals for use permit
for such use.
~4r. James Marshall and Nr. Buddy Sprouse come before the Board in behalf of
the citizens of Rock Spring Farms, seeking aDproval of the laying of water
lines to a portion of said subdivision, citing the fa~.t that the Board had
previously said that ten citizens along the proposed pipe line would have to
connect and that in order to get ten citizens it would be necessary to install
a 4-inch line on Darlin.~ton Avenue. Upon consideration whereof, and on motion
of Mt. Hague, seconded by Mr.Britton, it is resolved that this Board authorizes
the County Engineer to construct a water line from Rt. 10, along Rock Spring
Drive to Darlington and along Darlington to Catterick.
On motion of Mr. Goyne, seconded by Rir. Ritchie, it is resolved that this Board
r?quests the Highway Department to put calcium chloride on Oak Avenue for the
first 200 feet north of Rt.616 and cha~?gesame to the 3¢ Road Fund of the County.
On motion of M~.Britton, seconded by Mr. Driskill, it is resolved that this Board
awards a contract No.6102-TA for the consbrUction of a sewerage treatment plant
to the English Construction Company for the price of $795,550.00, the same being
the low bid submitted, p~rovided all contracts and agreements are signed
properly.
This day the matter of the request of the Tower Construction Company for the
furnishing of utilities to the intersection of Rt. 1 a~d County Road for the
construction of a 600-unit apartment house was discussed. Upon consideration
whereof, and on motion o~ Mr. Goyne, seconded by Er.Britton, it is resolved that
upon the recommendation of the County Engineer the County will install sewer
service to this location, provided the Tower Construction Company prepays
sewer connections for 600 aoartments, making a total of $600,000, and the ~ounty
will install water lines wi~h an adequate supply of water, to this location
for the sum of $50,000.
On motion of Mr.Britton, seconded by Mr. Driskill, it is resolved that this Board
awards to Greenbank Construction Company an approximate 1500 feet extension on
dontract 6102-8B with the provision that the price ~er foot be increased by
$1.00 and the price per connection be increased by $1.00 per cubic yard per
excavation.
On motion of Mr.Britton, seconded by Mr. Ritchie, it is resolved that this Board
charge the Van Doren Bros.,Construction Company, $1005.00 for the priming and
sealing of Quinnford Boulevard which was completely scarified due to the
construction of sewers.
On motion of Mr. Goyne, seconded by N~r. Driskill, it is resolved %hat the right-of-
way Engineer be requested to negotiate with Mr. Louis Longest for the purchase
and/or lease for certain properties in Chester to be used as a sewage lagoon.
There was cited to the Board a drainage problem in Normandale Terrace and the
fact that the Highway Department would not take in certain roads without proper
drainage easements, which drain~ e easements would b e necessarily across private
property. On motion of Mr. Ritchie, seconded by Mr. Driskill, it is resolved that
,proper pl~ans and profiles be prepared for this project and a proper offer made
for the purchase of this right of way.
On motion of N~r. Hague, seconded by Mr.Driskill, it is resolved that the Executive
Secretary~ be directed to write to Mr. Lee Gordon for proposed plans on the
construction of a professional building at the Courthouse, which building would
necessarily have to have a sewer connection to the Courthouse lagoon.
On motion of Mr. Driskill, seconded by ~r.Britton, it is resolved that this Board
grant to Mr. Floyd Oaktey, a Variance from the Subdivision Ordinance and~authorizes
the Building Inspector to i~sue ia. building permit on an acre of land fronting on a
proposed road, being approximately 1100 feet northeast of the Reams Road, with the
understanding that no further building will be allowed on this parcel until same is
subdivided properly and the road brought up to State specifications.
There was read a request from the ~Vagstaff Circle Volunteer Fire Department for
~wo (2) Ai~-Packs. Upon consideration whereof, and on motion of ~r. Driskill,
~econded by RIr. Britton, it is resolved that said request be referred to the Fire
Committee.
On motion of ~r. Ritchie, seconded byF~.Driskill, it is resolved that this Board
authorizes the in~allation of a street light in the rear of the Ettrick Fire
house.
On motion of ~r.Hague, seconded by )lt. Goyne, it is resolved that this Board
requests the Highway Department to view the roads in Delano Court SuSdivision,
north of. Route ~10, west of Chester and to estimate the cost of putting base
material on these roads if the citizens have same rough graded.
On motion of ~r. Britton, seconded by ~lr. Ritchie, it is resolved that the Executive
Secretary write a letter ~o the petitioners on the Belt Boulevard, who wish to
be guaranteed that if the sewer line is installed in the alley between Belt
Boulevard and Greystone Avenu~e that same will be repaired at the completion of
the project.
On motion of Mr. Goyne, seconded by R~r. Ritchie, it is resolved that this Board
requests the Highway Dep~rtment to construct a bridge across The Brook on Spruce
Street, northeasterly from ~t.lO at Enon, and chargesame to the 3¢ ~oad Fund
of the County, and said construction tobe completed as soon as possible.
It is here noted that the citizens of the area will pay $1000 toward the project.
The mat~er of the contract with the Cott Re-Indexing Company for a Judgment-Lien
Docket System was ~iscussed briefly and deferred for further consideration.
