Proposal
Banner Christian School has operated on adjacent property (within Bethany Place Baptist
Church) since 2003. To acco

conditional use to permit private school use in an Agricultural (A) District.
Banner Christian School has provided that use of the building would be for classroom space and
that all other school-related activities (such as lunches, parent pick-up/drop-off and recreation)
would continue to occur on the adjacent Bethany Place Baptist Church property.
Conditions are recommended to mitigate the impact of the use on area properties:
Conditional Use granted to Banner Christian School only (Condition 1)
Use permitted in conjunction with the private school and church uses on the adjacent
property only (Condition 2)
No new construction, building additions or alterations permitted, except as required by
building code. (Condition 3)
No outdoor playfields, playgrounds, courts, swimming pools or similar active
recreational areas permitted (Condition 4)

The subject property generally drains north and northeast via tributaries to Pocoshock Creek. The
entire property is located within the Falling Creek Watershed.
Erosion and Sediment Control
If greater than 2,500 square feet of total land disturbance will occur as a result of any proposed
improvements, a land disturbance permit will be required.
Stormwater Management
If greater than 2,500 square feet will be disturbed with any proposed improvements, the
project will be subject to the Part IIB technical criteria of the Virginia Stormwater Management

CONDITIONS
Note: The following conditions are recommended by both the Planning Commission and Staff.
1.This conditional use shall be granted to Banner Christian School only and shall not be
transferrable or run with the land. (P)
2.The operation of the private school shall be in conjunction with the private school and
church uses on Tax ID 755-698-4828 only. (P)
3.There shall be no construction of new buildings nor additions or exterior alterations to
the existing building to accommodate this use except those required by the Virginia
Uniform Statewide Building Code. (P and BI)
3. No outdoor playgrounds, playfields, courts, swimming pools or similar active
recreational areas shall be permitted. (P)
