On motion of Mr. Hague, seconded by ~.Britton, the following Ordinance is hereby
adopted:
AN ORDINANCE, to amend the Code of the County of Chesterfield,
Virginia, by amending Section 1~-~1.6 thereof, to require fees
for electrical permits to oe based on the contract cost of the
work to be performed rather than the estimated cost.
Be it Ordained by the Board of Supervisors of the county of
Chesterfield, Virginia:
1. That Section 1~-~1.6 of the County Code be amended an~
readopted as follows:
,Sec.l&-&l.6. Same --~Application; fee.
Application for electrical permits shall be made on forms prescribed
and furnished by the electrical inspector, and th~ applicant shall pay a
fee for the contract cost Of the work to be performed in accordance with
the followin~ schedule:

This Ordinance shall be in full force and effect after its enactment
as prescribed by law.
On motion of M~. Ritchie, seconded by Mr. Hague, it is resolved that the nine (9)
street lights recommended by the Street Lizht Committee ~ and they hereby are
approved.
On motion of Mr.Britton, seconded by Mt.Hague, it is resolved that this Board
requests the Virginia Electric & Power Company to turn around the street light in
front of Sanders Drug Store and the County will pay the light bill for this new
street light.
On motion of Mr. Britton, seconded by Mt.Hague, it is resolved that a street light
be installed at the intersection of Snead and Hey Roads and Richeson and Hollister
Roads.
On motion 'of ~.Britton, seconded by Mr.Ritc~ie, it is resolved that this Board
requests the Highway Department to install a "Stop" sign at the intersection of
Snead and Hey Roads and install a curve sign and a narrow bridge sign on Rt.649,
being Newby's Bridge Road.
On motion of Mr.Hague, seconded by Mr. Britton, it is resolved that notification of
a public hearing by the State CorporatiOn Commission for a Carrier of Public
Convenience by the Estes Express Line be and it hereby is filed with the Board's
papers.
There was presented a petition signed by eighty-eight property owners on Hopkins
Road, citing the fact that said road was narrow, poorly drained and was becoming
increasingly hazardous to the mushrooming traffic on said thoroughfare.
Upon consideration whereof, and on motion of Mr.Oritton, seconded by Mr. Ritchie,
it is resolved that this Board requests the Highway Department to reactivate
the Federal Aid Project on this road and to take such steps as are necessary to
improve this major road in this p~rt of Chesterfield County.
On motion of Mr. Britton, seconded by Mr. Goyne, it is resolved that a Variance be
granted to allow th@ existence of a frame shed on Lot 51, of Mc~uire Village~
Subdivision, which lot is known as 3101 Maurice Avenue.
On motion of Mr.Britton, seconded by Mr. Ritchie, the following resolution is
ado pt ed:
WHEREAS, Mr. Sam M.Tomlinson and Lillian K.Tomlinson, his wife, are
the owners of a parcel of land in Manchester District, Chesterfield County,
Virginia, designated at Lot 3, Block G, Section B of Southam, a plat of which
by Foster & Miller, Engineers, and Surveyors, is recorded in Plat Book ll,
Page 50 in the Clerk's Office of the Circuit Court of ~hesterfield County,
Virginia; and
WHEREAS, Charles E.Beaman and Ann D.Beaman, his wife, are the owne.rs of
Lot l, Block F, Section B, on the aforesaid plat; and
WHEREAS, the cammon dividing line between the lands of the above stated
parties extends along the center line of Mist Lane as shown on said plat, which
road, although appearing on said plat, has never been constructed and is not a
part of the highway system of this County; and
WHEREAS, the aaid parties have agreed to convey to this County an easemen~
20 feet in width along the center line of said road for utilities and drainage
over their respective parcels of land; and
WHEREAS, the s aid parties now desire that the portion of List Lane
extendin~ across their respective parcels of land, a~ shown on said plat, be
vacated; and
WHEREAS, the said parties are the only owners of property abutting
the part of the said road to be vacated and such vacation does not abridge or
destroy any of the rights or privileges of other property owners within the
bounds of the area of land shown on said plat;
NOW, THERE~ORE, BE IT RESOLVED:
That the Board of Supervisors of Chesterfield County, Virginia, does
hereby anprove the vacation of that portion of Mist Lane extending in a south-
eastwardly direction from Southam ~rive for a distance of 150 feet, more or
~ess, as shOwu on a certain plat o'f survey made by Foster & Miller, Certified
Surveyors, dated AUgust 15, 1962, a copy of whichis attached to the petition
filed in this matter.
This resolution is conditioned upon and shall become opera~zive when the
aforementioned petitioners shall have exemuted and acknowledged for record on
form approved by the Commonwealth's Attorney an appropriate declaration of
vacation, together with an appropriate instrument conveying to the County of
Chesterfield, Virginia, an easement o~ right of way for utilities and drainage
20 feet in width along the center line of that portion of Mist Lane now being
vacated. ~.~en s~ch declaration of vacation and the said easement of right of
way have been approved, the same shall be recorded in the Clerk's Office of the
Circuit Courb of this County and the said Clerk shall indicate the vacation o~
the margin of the recorded plan of Southan, Section B, recorded in Plat Book 11,.
page 50, in his office and shall index the same on the grantor's side of the
general index in the names of the parties of said instrument.
On motion of Mr.Hague, seconded by Mr.Britton, it is resolved that a financial ~
statement of the Police Pension and Retirement Fund be received and filed
with the Board's papers.
On motion of )lr. Britton, seconded by Mr.Hague, it is resolved that the Purchasing
Agent be and he hereby is aufhorized to purchase a riding lawn mower for use
at the Courthouse.
On motion of Mr.Britton, seconded by )~.Hague, it is resolved that the Executive,
Secretary be authorized to notify the City of Richmond of Chesterfield's
intention to terminate the sewer agreement coverin~ contract area of Westover
Manor and the Southside Plama according to Paragraph 20 of the Contract Agreement.
On motion of Mr.Britton, seconded by Mr.Hague, it is resolved that the area of
the U.S.Filter sewer connection charges be accepted as proposed by the plat
filed with the Board's papers, provided the easement for the sewer line is
granted, that s~werage is hooked up immediately, and the sum of $10,000 is paid
as a connection fee.
On motion of Mr.Britton, seconded by Mr. Hague, it is resolved that Standard
Water Contract R-305 in the area of Green Acres in the amount of $787.00 be
and it hereby is approved.
On motion of Mr.Britton, seconded by R~r. Ritchie, it is resolved that the
following Special Water Contracts be and they hereby are approved:

On motion of Mr. Britton, seconded by Mr. Hague, it is resolved that the County
EnEineer be and he hereby is authorized to install a water meter connection
at the Broad Rock Baptist Church at a cost not to exceed $150.OO.
It was generally agreed that the County Engineer be requested to ask Mr.S4T.
Wagstaff' to explain certain water connections on the Elkhardt Road.
On motion of Mr. Britton, seconded by Mr. Ritchie, it is resolved that the County- ~
i!owned house at Fallin~ Creek Reservoir be rented to Mr. and Mrs. W'.H.Lyne for
$30.00 per month, with a 30-day termination notice included in the rental agreement.
On motion of Mr.Britton, seconded by Mr. Hague, it is resolved that Sewer Contract
S-6317-D for Cranford Heights, Section "D", be and it hereby is approved.
On motion of Mr. Britton, seconded by Mr. Ritchie, it is resolved that this Board
extends the time for installation of sewers on Walmsley Boulevard by the Greenbank
Construction Company to October 1, 1963.
On motion of Mt.Hague, seconded by ~ir.Britton, it is resolved that the County
Engineer be and he hereby is authorized to install a sewer line along Falling Creek
to serve the elementary school on Hopkins Road, proposed apartments in Minoborya
and the house in Falling Creek Court, Section "B".
On motion of Mr.Ritchie, seconded by Mr. Britton, it is resolved that the matter of
the approval of the cnnstruction of an office building at the Courthouse by Mr.
Louis Farmer be deferred to September ll, 1963.
On motion of Mr. Goyne, seconded by Mt. Hague, it is resolved that this Board grants
a Variance to Mt. Bill Smith whose home recently burned,to allow the moving of a house
to his lot on Cemetery Road, s,~bject to the approval of the Building Inspector.
Mt.Jack Kenny and Mt.Bernard Savage, representing Mr. Paul Jacobs, present a
red, est to the County for its help in obtaining a grade crossing on the Southern
RaiIroad, between Woodmont and Greenfield, and it was generally a~reed that
Mr.~acobs~ would file immediately the necessary application with the Railroad.
On motion of Mr. Hague, seconded by Mr.Ritchie, it is resolved that the Building
Inspector be and he hereby is authorized to issue a building permit to Mr.Daniel
Patrom for the completion of a building started on a tract of land off Rt. 10 in
the Carver High School vicinity, provided no other houses are built on this tract
of land unless properly subdivided, that the existing 20-ft. road be maintained
by Mr. Patrom and that the improvements requested by the Building Inspector be
ac complishe d.
On motion of Mr. Hague, seconded by Mr. Ritchie, it is resolved that the County
Engineer be authorized to employ additional engineering services if deemed
necessary.
On motion of Mr. Hague, seconded by Mr.Britton, it is resolved that the County '
pay~one-half of the coat of eleven (lt) street signs in ~restwood Farms, Section A,
provided the original subdivider pays the remainin~ half of this cost.
On motion of Mr~ Britton, seconded by Mr.Hague, it is resolved that a street sign
be erected at the corner of Forest HillAvenue and Rollings Road.
On motion of Mr. Goyne, seconded by Mt. Hague, it is resolved that this Board requestis
t. he Highway Department to establish a 35-mph speed limit on Osborne Road, between
Rt. 10 and 1, provided a survey of the traffic hazards on this road warrant a
reduced speed limit.
On motion of Mr.Britton, seconded by Mr. Ritchie, it is resolved that the offer of
Mr.C.L.Rudolph, submitted by his counsel Mr.R.R.Ryder, for re-payment of the cost
of sewer lines from Sewer connections in Falling Creek Court be denied, and
Be it Further Resolved, that the Commonwealth's Attorney be requested to defend the
County in this case.
On motion of Mr. Hague~ seconded by Mr. Ritchie, it is resolved that the terms of
an a~reement with the ~eaboard Airline RR. and the County of Chesterfield be and
they hereby are accepted, which Agreement allows the crossing of the S.A.L.RR
tracks at a point 1Oll feet north of Mile Post 7, and the 'Chairman and Clark of
this Board are authorized to s~gn said Agreement.
On motion of Mr.Britton, seconded by Mr.Ritchie, it is resolved that in an effort
to facilitate the use of the Exhibition Building for square dance clubs and other
recreational groups in the County, the Purchasing Agent be and he hereby is
requested to seek bids on heating the half of said building that is insulated.
On motion of Mr.Britton, seconded by N~r. Hague, it is resolved that the Appomattox
~iver Basin Industrial Development ~Corporation be paid ~2500.00 as Chesterfield's
contribution for the fiscal year 19o3-'6~.
There arose a discussion on the drainage of the lands owned by Mt.Robert Burton
in Ma~oaca District, and in view of the letter from Mr.R.V.Lancaster, III, concerning
this matter, and it was a~reed that this drainage problem be investigated further.
On motion of Mr.Britton, seconded by Mr. Goyne, it is resolved that the County
Engineer be authorized to install sewers on Rt. 10, north of Grindall Creek in the
Most economical way possible.
On motion of Mr. Britton, seconded by ,r. Hague, it is resolved that the County
Engineer have plans for the installation of sewers on Walmsley Boulevard to Route
#10, completed and to seek bids on said project.
On motion of Mr. Goyne, seconded by Mr. Hague, it is resolved that the County
Engineer requests Mr.William Benton to install a separate meter to each a,partment
building and that one-half of the minimum monthly charge be charged to e~ch
apartment and that this program be reviewed in six (6)months.
On motion of Mr.Goyne, seconded by Mt. Hague, it is resolved that the letter from
Mt. Benton concerning the Maisonette Apartments be filed with the Board's papers.
On motion of M~.Hague, seconded by Mr. Goyne, it is resolved that the County
Engineer be and he hereby is authorized to install water lines in any part of Rock
Creek Farms where sufficient connections are received to warrant the installation
of water mains.
Mr.Britton requested the Executive Secretary to write the Highway Department om
the plans for widening and grading ~galmsley Boulevard and report on the widening
of the Bridge, between Rt. 10 and Rt.360.
Also, a report on the progress of digging a ditch along %~orthington Road.
On motion of Mr. Britton, seconded by Mr.Ritchie, it is resolved that this Board
reo~ests the Highway Department to surface-treat Rt.820~ and charge same to the
3¢ 'Road Fund of the County.
On motion of Mr. Britton, seconded by ~'lr. Ritchie, it is resolved that this Board
requests the Highway Department to give a progress report on the completed 3¢
Fund projects.
On motionof Mr. Ritchie, seconded by Rir. Britton, it is resolved that this Board
requests the Highway Department tn lower the culvert under Rt.36, just west of
the Matoaca Methodist Church, and extend the pipe,~.~southwardly to correct the
erosion of properly created by this drainage facility.
This day the County Road Engineer in accordance with directions from this Board
made r~.oort in writing upon his examination of Pine Street in Locust Grove,Addition,
Bermuda Magisterial District, Chesterfield County, which shows that in the
opinion of the County Road Engineer it is expedient that said road be established
as a public road.
Upon consideration whereof, and on motion of Mr. Goyne;. it is resolved that Pine
Street in Locust Grove Addition, Bermuda District, be~ and it hereby is established
as a public road.
And be it further resolved, that the Virginia Department of Highways, be and it
hereby is requested to take into the Secondary Road System, Pine Street~
beginning at the end of maintenance on Route 821, .07 miles east of Rt.878, and
extending southwardly .11 miles to the property line. This road serves 1 house.
And be. it further resolved, that the Board of Supervisors of Chesterfield County
guarantees to the Virginia Department of Highways, right of way of not l~s than
50 feet for this road. Dedication of said right of way in Plat Book 99, Page
33, ~Chester~'ield Courthouse, Virginia.
This day the County i%oad Engineer in accordance with directions from this Board
made reoort in writing upon his examination of Centre Street in the Village 8hopping
Center Subdivision, Bermuda District, which shcws that in the opinion of the
County Road Engineer it is expedient that said road be established as a public
road.
Upon considerStion whereof, and on motion of Mr. Goyne, it is resolved that Centre
Street in the Village Shopping Center, Bermuda District, b~. and it hereby ia
established as a public road.
And be it further resolved, that the Virginia ~epartment of Highways, be, and it
hereby is requested to take into the Secondary Road System, beginning at the
intersection of Routes iO and 144 ( .17 miles west of the A.C.L.Railroad) and
extending n~thwardly .10 miles to a temporary turnaround. This road serves
3 houses.
And be it Curther resolved, that the Board of Supervisors of Ghesterfield County.
uarantees to the Virginia Department of Highways, right of way of not less than
0 feet for this road.
