On motion of'Mr.Driskill, seconded by Mr.Britton, it is resolved that this Board accepts the deed from the Buford Corporation, et als, for certain easements for a sewage lagoon at the Buford ~load Shopping Center. On motion of Mr. Britton, seconded b~ Mr.Goyne, it is resolved that a Special ~#ater Contract No.57~-A in Conner Heights and R-611, Berkley Apartments, be and they hereby are approved. , On motion of Mr'.Britton, seconded by ~'~r. Driskill, it is ~'esolved that the contract for sewage on the ~Nayside Drive to the 360 West Apartments be and it hereby is approved, subject to the receipt of plans, inspections and fees. There arose a discussion concerning the water connection charge to Saint Miahael's · Church. On motion of Mr. Eriskill, seconded by Mr. Ritchie, it is resolved that the County Engineer be and he hereby is authorized to install a water meter to Saint Michael's Church at cost, provided the cost does not exceed the regular charge for water meters. - .,~nd be it further resolved, that this be set as a policy for all Churches in the County. There arose a discussion on the possibility of the eewer construction in various parts of the County drying up sBallow wells, and a letter was read from the '~onsulting Engineers citing the fact that this was an extremely dry period of the year and that in his opinion the sewer ditches had little or no effect on the water table in the areas of complaint. It was generally concluded that the -County Engineer so advise the complainants of the Consulting Engineers findings. On motS. on of Mr.Driskill, seconded by Mr. Britton, it is resolved that the County Engineer bs and he hereby is authorized to install, at the County's expense, an 8" water line through the s~bdivision of Hobby Hills to serve the Traylor Estates with water and an adequate pressure provided the developer of Traylor Estates will install water in improved stub roads in Said subdivision. On motion of Mr. Driskill, seconded by Mr. Britton, it is resolved that contract ' S-63-14D for sewers in Woodmont Subdivision,Section C, be and it hereby is approved. On motion of ~r.B~itton, seconded by Mr.Driskill, it is resolved that this Board accepts the recommendation of its Consulting Engineer concerning the request of the Laramore Corstruction Company in that said Company not be allowed to use transite pipe in place of concrete pipe at this time. On motion of Mr.Driskill, s'~conded by Mr. Goyne, it is resolved that a survey be obtained for the drainage leading to and away from Rt. 1~7, in the Wayland Subdivisi on. On motion of Mr. Driskill, seconded by Mr. Britton, it is resolved that this Board waive the license fee required for carnivals at the Saint Edwards School, which project is scheduled for the school benefit. On motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that a street light be authorized for Bryce Lane and ~reenvale Court which lights are to b~ located by the Supervisor of the District and the Executive Secretary On motion of Mr.Driskill, seconded by Mr. Britton, it is resolved that 7,000 lumen street light be installed at the intersection of Buford Road and Rt. 1~?. On motion of .Mr. 'Ritchie, seconded by Mr. Goyne, it is resolved that two (2) street lights be placed at Matoaca High S~hool., one street light at the intersection of Rt.600 and Rt.628 and one light on Piedmont Avenue Extended. On motion of Mr. Goyne, seconded by Mr.Hague, it is resolved that the Executive Secretary be directed to send a letter to the Manager of the Virginia Electric and Power Company to request immediate action on the changing of street lights to mercury vapor. There was read a letter from Mr. Treat, District Engineer, of the Highway Department, concerning the drainage condition in Broad Rock Home Sites. It was generally agreed that this matter would be reviewed with Mr. Treat and other officials, if necessary. On motion of Mr. Hague, seconded by Mr. Goyne, it is resolved that this Board requests the Highway Department to install a sidewalk at a suitable location from the Meadowbrook High School entrance eastwardly to Chesterwood Drive, and charEe same to the 3¢ Road Fund of the County. - On motion of ~lr.Hague, seconded by Mr.Goyne, it is resolved that school blinker lights be installed at the Meadowbrook High School. On motion of Mr.Driskill, seconded by Mr. Britton, it is resolved that the State Highway Department be requested to review again the situation at Saint Edwards School on Rt. 147 for the installation of blinker lights to control the traffic at the opening and closing of school. On motion of Mr.Ritchie, seconded by iv~r. Hague, it is resolved that this Board reques%s the Highway Department to improve the Ettrick Cemetery Road, at a cost not to exceed ~200.©O, and charge same~to the 3¢ ]~oad Fund of the County. On motion of Mr.Ritchie, seconded by Mr. Goyne, it is resolved that this Board requests the Highway Department to improve approximately 200 feet on Lee Street, south of the intersection of Rts. 1309 and 1310 in Matoaca, at a cost not to exceed ~50.OO, which cost w~ll be charged to the 3¢ Road Fund of the County. This day the ~atter of the crossing of the bridge over the Sw~.ft Creek on the · Branders Bridge Road by approximately twelve (12) school buses per day was discussed, and it was pointed o,~t that itwas a 6-ton~ load limit on said bridge, that the bridge was ~ite narrow and it was in very poo~ candition. Upon ~onsideration whereof, and on motion of Mr. Goyne, seconded by Mr. Ritchie, it is resolved that the E×ecutive Secretary be r~quested to confer with the Sch~ool Officials concerning all bridge limits in the County, with the possibility that they may be exceeded by loaded school buses. WHEREAS, the Construction Funds for roads in Chesterfield County are quite limited,and WHEREAS, the needs for construction funds in Chesterfield County g~eatly exceed our allocations, and WHEREAS, the construction of the circumferential road, from Falling Creek inter- change to Chippenham Parkway w~ll seriously curtail necessary improvements to the road sys%em of the County, it is on motion of Mr.Britton, seconded by Mr. Driskill~. resolved that this Board requests the Highway Commission to putthe proposed circumferential roa~ into the State Primary Road System, so that this road may be built as scheduled and that the County citizens may enjoy reasonable protection from the numerous bad curves, one-way bridges and other traffic hazards resulting from the lack of no~nal construction funds. On motion of Mr. Go~yne, senond~d by Mt. Hague, it is resolved that this Board requests the Highway Department to study the pedestrian traffic on Rt. 10, from its intersection with Rt. 616 to Rt. 1, and to provide a sidewalk along this Primary Road if same is deemed necessary. On motion of Mr. Goyne, seconded by Mr.B~itton, it is resolved that this Board approves the contract with the Cott-Reindexing Company for the re-indexing of the Judgment-Lien Docket Book. 63-65. ~r. Louis Adelman and Mt.Berlin come before the Board seeking a Use Permit for a Nursing Home on Chippenham Parkway, which case was deferred from August 14, 1963, and reads a letter from Mr~Robert Hamm,Director of the State H~spital.~ service, which letter is apparently a Certificate of Need and states ~hat the facility which willcost in excess of $500,000 will be located on land that is adjacent to properties owned by both white and colored, and states further that the land is too valuable for dwellings, indicating that if his business is Dot approved some other business will be located on this tract of land. ~ir. Ralph Pa~e, Attorney, for the opposition states that the request for a Use Permit be de~ied on the grounds that the zoning line should be held at its present location, that this is constructed eviction to the colored race, and that outside aments developing the area will do little good for Chesterfield County. Mr. Colston A. Lewis, Attorney for the opposition, states that property rights are sacred and supports the plea for rejecting the Use Permit. After much discussion of this matter, Mr. Britton moves and Mr. Driskill seconds~ that the request be denied. Mr. Goyne states that he will support ~e motion to deny the request. Whereupon, Mr. Haxue makes a substitute motion, which is seconded by Mr.Ritchie, that the matter be deferred until September 26, 1903, at 2:00 p.m. 63 -68. ~r. L.R.Goyne comes before the Board on his application for rezoning to General Business for the sDecific purpose of constructing multi-family units on a parcel of land on Osborne Road, which requests was deferred from August 14, 1963, and states that he wishes to withdraw his request. On motion of Ma".Goyne, seconded by R[r.Ritchie, it is resolved that this Board approves the withdrawal of this request. 63-69. kr. J.Bryce Williams comes before the Board requestin~ a Use Permit to operate a cleaning establishment on a~ parcel of land fronting 32 feet on Buford Road and ~tending eastwardly 150 feet~ being 180 feet north of Forest Hill Avenue property, being presently zoned C-2. There appearing no one in opposition to this request, it 'is on motion of Mr. Driskill, seconded by ~ir. Britton, resolved that a Use Permit to operate a cleaning establishment on the aforedescribed parcel of land be and it hereby is approved. 63-70. Mt.J.P. Tucker, representing Mr. John B. Howlet.~ comes before the Board requesting the rezoning from Agricultural to Residential-2 of a 55-acre parcel of land of irregular shape fronting approximately 3000 feet on the west line of the VEPCO right of way and 1350~'£eet on the northwest line o£ Proctor's Creek, being approximately 340 feet northeast of Route 145 and the Seaboard Airline RR. crossover, in Bermuda District,' There appearing no opposition to this request,"it is on motion.of Fir. Goyne, seconded by ~r. Hague, resolved that the aforede'scribed parcal of land b~. it hereby is rezoned for R-2 purposes. 63-71. Mt.Graham Jennings, representing Margaret M.Horner and Albert W.Plummer, comes before the Board requesting the rezoning from Agricultural to General Business {C-2) of a triangular parcel of land fronting 354 feet on the north line of Route 360 and 28? feet on the east line of Turner Road (Route 650), in Manchester Magisterial District. There appearing no opposition to this request, it is on motion of Mr. Britton, seconded by Mr. Driskill, resolved that the aforedescribed parcel of land be and it hereby iz rezoned for General Business purposes. 63-72. Mr. Hilton W.Olarke comes before the Board requesting the rezoning from Local Business and Residential-1. to General Business (C-2) in Midlothian Magisterial District, of a parcel of land fronting ~2~ feet om Route 60 and extending northwardly 1085 feet, being 1330 feet east of Buford Road. There appearing no opposition to this request, it is on motion of Mr.Britton~ seconded by Mr. Driskill, resolved that the aforedescribed parcel of land be and it hereby is rezoned to General Business purposes. 63 -73. Mr.C.A.Rawlings comes before the Board requesting the rezoning from Agricultural to GeneralBusiness (C-2) of a parcel of land in Bermuda Magisterial District, of irregular shape fronting 308 feet on the south line oF Route 1144 and 598 feet on the west line of the Atlantic Coast Line RR. being, east of Kovac Acres, and states that he wishes to construct a garage and wood yard on sa~d tract of land. ~?. and Mrs. Goodyear appear in opposition to this request. Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mr. Britton, it is resolved that this matter be continued to October 9, 1963. 63-74. .Mt. Fred Crowder, Attorney, representing Mr. John A.Robins, comes before the Board requesting the rezoning in Dale Magisterial District, from Agricultural to Residential-1 of a 6?-acre parcel of land of irregular shape fronting 60& feet on the east line of Fordham Road ~nd extending northeastwardly to Falling Creek and sou%heastwardly to Homers Run and being 250 feet south of Route 360 and better known as Falling creek Farms, Section E. There aDpearing no opposition to this request, it is on motion of Mt. Hague, seconded by Mr. Ooyne, resolved that the aforeJescribed parcel of land be and it hereby is rezoned for R-1 purposes. 63-75. · Mr.J.K.Timmons, representing Mr. Somers Wilton comes before the Board requesting the rezoning from Residential-2 to General Business (C-2) in Manchester Magisterial District o£ a parcel of land fronting 500 feet on Route 60 and extending northwardly 960 feet, being 2230 feet east of German School Road and presently zoned C-2 for a depth of approximately 300 fee%. There appearing no one in opposition to this request, it is on motion of Driskill, seconded by ~r. This day the Board of Supervisors considered the petition of the County School Board of ~hesterfield County, Virginia, to approve the partial vacation of Maple~Terrace, Section A, as shown on the map of said subdivision recorded in Plat Book 8, Page i38, in the Clerk's Of.lice of the Circuit Court of Ehesterfield County,Virginia. Now, Therefore, Be it Resolved on motion of ~r. Hague, seconded by Mr.Goyne, the following resolution was adopted: ~HEREAS, the aforesaid partial ~ac&tion of the map of Maple Terrace, Section A, as recorded in Plat Book 8, page 138, in no way will abridge or destroy any of the rights or privileges of any property other than the property of the petitione'r. County School Board of Chesterfield County, Virginia~ and that the area 'o~ the land embraced within tPe plat of Maple Terrace, Section A, was derived solel~y from the predessor in title to the property acquired by the petitioner. This resolution is conditioned upon and shall become effective when the petitioner shall have executed and acknowledged for recordation on a form approved[by the Compnwealt.h's Attorney, an appropriate declaration of vacation. ~Nhen s~ch declaration has been so anproved~ the same shall be r~corded in the Clerk's Office of t~e CircuitCourt and the Clerk of said Court shall indicate the vacation-and the abandonment, of the aforesaid property on the recorded plat of Maple Terrace, Section A. WHEREAS, industrial development in Chesterfield County is increasing at a rapid rate; and WHEREAS, there is a great need in the industry of today for many technicians and craftsmen; and WHEREAS, at present our educational facilities for such training are limited, NOW, THEREFORE, BE IT RESOLVED, on motion of M~.Britton, seconded by Mr. Goyn_e, ~hat the School Board be and it hereby is requested to incorporate as soon as possilble and feasible the necessary technical an craft training course, so that County citizens may be employed in the new industrial plants in this area. On motion of Mr.GoyneR seconded by Mr. Hague, it is resolved that this Board agrees to allow the Bensley oquare Dance Club to use the Exhibition Building'for teaching square dancing on Friday nights and conducting square dances on the first and. third Saturday nights for a trial period of ninety days. It being under- stood that should there be any disorder the permit would be revoked immediately and:said permit would be based upon the letter signed by the President, Mr.J. Walker Moore, filed with the Board's papers. WHEREAS, there have been some complaints concerning the Pay Scale' for Chesterfield employees, and WHEREAS, the County of Hen~co and the City of Richmond have both had pay boosts in recen~ months, NO~, ThEREFOrE: BE IT RESO~ ED, on motion of Mr. Driskill, seconded by Mr. Goyne, that the Chairman appointa Committee to study the salary range of the 'County employees. Whereupon, ~he Chairman appoints the Salary CSmmittee with Mr. Ritchie as Chairman. The Executive Secretary cited the fact that hospitalization plans have been under study for several months, that bids have been received and that from approximate ten companies submitting bids the Metropolitan Group Insurance Plan seemed to offer the best coverage for employees of Chesterfield County and recommended that the major-medical plan submitted by this Company be approved by the Board of Supervisors as the hespital program of the County. There was present Mir. Stuart Wade, who answered questions concerning coverage of the Blue Cross-Blue Shield Plan. Upon consideration whereof, and on motion of Mr.Britton,s~conded by Mr.Driskill~ it is resolved that the group hospitalization insurance plan presented by the Metropolitan Life Insurance Company, which provides for at least 75~ of the employees participating and County participation in the amount of the total bill of 25~, be, and it hereby is approved for one (1) year. ' On motion of Mr. Goyne, seconded by Mr. Hague, it is resolved that this Board approves the purchase of an addresso~raph machine for the Commis~oner of the Revenu~'s office. On motion of Mr. Goyne~ seconded by Mr. Driskill, it is resolved that Mrs. Elizabeth Bezdam be given one-fourth refund on a year's trailer license tax, since the trailer was sold on August 20, 1963. On motion of Mr.Driskill, seconded by Mr. Goyne, it is resolved that this Board approves the purchase of 1500 feet of 3" fire hose for the Bon Air Fire Department, On motion of Mr.Driskill, seconded by Mr.Ritchie, it isresolved that the request of Dr. Wagner for an Ordinance to prohibit the issuance of restaurant licenses until the establi.~hment has been approved by the Health DeDartment, be, and it hereby is referred to the Commonwealth's Attorney, who ia requested to draft the necessary ordinance. On motion of Mr. Britton, seconded by Mr. Driskill~ it is resolved that the Cobtingham Road in the Stratford Hills Subdivision, be vacated provided all of the documents are legally correct. On motion of Mr. Driskill~ seconded by Mr.Britton, it is resolved that this Board requests the County Engineer to survey the waver system in the Old Southampton area, from Rattlesnake Creek westwardly in an effort to improve the coverage from f~re hydraats in this locality. On motion of Mr.Ritchie, seconded by R~r.Driskill, it is resolved that the Treasurer of the County be and he hereby is authorized to invest surplus funds from the County Garage Fund and the Ettrick Sanitary District Operating Fund. On motion of Mr.Britton, seconded by Mr.Goyne, it is resolved that Mt.Walter Casen be allOwed to construct ~p to six (6) houses in Barleth Heights with the provision that sewerage be pumped by the County. On motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that the Executive Secretary be and he hereby is requested to ascertain the cost of the circumferential road and the amount of money allocated to the County for road co nst ru cti on. On motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that this Board agrees to provide sewer service to the proposed office and luncheon building adjacent to the Courthouse grounds, provided the builder will present plans and specifications, and that utility services c~n be satisfactorily arranged. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of Traymore Road, Section "B", Dolfield Drive, Section "D", Sydelle Drive, Sections "D" and "E", MedimaRoad, Section "E"; Gotha~ Road, Section "~',, Schenleydrive, Section "E", and Woodmont Drive, Section "E", allin Woodmont Subdivision, Midlothian Magisterial District, which shows that in the opinion of the County Road Engineer it is expedient that said roads be established as public roads. Upon consideration whereof, and on motion of Mr. Driskill, it is resolved that Traymore Road, Dolfield Drive~ Sydelle Drive, Medina Road, Gotham Road, Schenley Drive, and Woodmont Drive, in Sections B,C.D. and E, in Woodmont Subdivision, Midlothian Distri ct. And be it further resolved, that the Virginia Department of Highways, be, and it hereby is requested to take into the Secondary RoadSystem, Traymore Road, beginning at the intersection of Route 1770 and Route 232~ extending southwardly .21 miles to the intersection of Routes 1783 and 1965; Dolfield Drive, beginning at the intersection of ~outes 1987 and 1989, and extending northwardly .07 miles to Medina Road; Sydelle Drive, beginning at s point on Route 1781 .27 miles to Woodmon% Drive; Medina Road, beginning at a point on Dolfield Drive .07 miles north of Route 1987 and extending westwardly .13 miles tn ~;~oodmont Drive; Gotham Road, beginning at a point on Route 1781 .18 miles south of Route t768 and extending westwardly 11 miles to a temporary turn around; Schenley Drive~ beginning at a point ~n Sydelle Drive, .06 miles west of Route 1989 and extending northwardly .20 miles o Medzne Road; ~oodmont Drive, beginning at a point on Sydelle Drive, 13 miles west of Route 1987 and extending northwardly .17 miles to Medine Road. And be it further resolved, that the Board of Supervisors of Chesterfield County guarantees to the Virginia Department of Highways, rights of way of not less than' 50 feet on Traymore Road, Dolfield Road, ~iedine Road, Gotham Read, Schenley Drive, and a 60-ft. right of way for Sydelle Drive and ~foodmont Drive. Dedication of said rights of way in PlatBooks 10-!1 pages 24-27 and 67,68 and 69, Chesterfield Courthouse, Virginia. ' ' This day the County Road ~ ~ngmneer in accordance with directions from this Board made a report in writinE upon his examination of Lifsey Lane in Northlake Hills, ~[ancbester District, Which shows that in the opinion of the County Road Ensineer, it is expedient that said road be established aS a public road. Upon consideration whereo~, and on motion of Mr.Britton, it is resolved that Lifsey Lane in Northlake Hills, Manchester District be and it ~hereby is established as a public road. And be it further resolved, that the ~rgmnla Department of Highways be and it hereby is requested to take into the Secondary Road System, Lifsey Lane, begirming at a point on Route 2?85, .07 miles southwest of Route 650, and extending southwardly · 09 miles to a temporary turnaround. This road serves 2 houses. And be it further resolved, that the Board o£ Supervisors of hesterfzeld County C · guarantees to the Virginia Department of Highways, right of way of not less than 50 feet. for this road.
