The following is a list of roads taken into the State Secondary Road System by
the Highway Department:
Garland Heights Subdivision:
Sellwood Road - from the intersection of Routes 2308 and 2310 running
south 0.12 miles to a turnaround
Shoremead Court - beginning at the intersection of Routes 2309 and
2308 and running south 0.08 miles to Shoremead Road
Shoremead Road -beginning on Route 2308, 0.12 mile easy of Route 10
and running east 0.42 mile to Seltwood Road
Lenconbury - beginning at a point on Shoremead Road, 0.25 mil~ west
of Sellwood Road and running southwardly 0.04 mile to a turn-around
Salisbury Subdivision:
Stonegate Road -From a point on Route 902, 0.50 mile south

Annual Highway Conference st Lexington, Virginia was emphasized.

The problem of improving roads in Delano Court Subdivision was briefly discussed
and it was a~reed that this matter be deferred indefinitely.
There was read a letter from Mr.L.R.Treat concerning the drainage in Normandale
Terrece, citing the fact that certain drainage easements which have to be obtained
before the State Highway Department would take certain roads into the StateSecondary
~oad System and it was pointed out that the easements could not be obtained without
condemnation. Upon consideration whereof, and on motion of Mr. Driskill, seconded
by Mr. Hague, it is resolved that an offer of ~50.00 be made to each property owner
and the Commonwealth's Attorney be and he hereby is authorized to condemn the
easement right of way recommended by LaPrade, Surveyor.
There was read a report from the Highway Department citing the fact that the sectiom
of Route 10, between Rts. 1 and 61~ did not have enough pedestrian traffic to warrant
a Sidewalk on this road.
On motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that the Highway
Department be r~quested to line the ditch in Raleigh Court, from the present ditch
to Keswick Road and to continue the present ditch one lot dept~ past IrDy Drive.
There was read a letter from the Virginia Department of Highways citing the fact
~ that a flashing traffic signal w~s not justified at the Saint Edwards School.
On motion of Mr.Britton, seconded by Mr. Driskill, it is resolved that this Board
requests the Highway Department to wfden Walmsley Boulevard, from the City line
tO Rt. 10, on %he present right of way, if feasible, and to put on plant-mix
as soon as possible.
On motion of Mr.Driskill, seconded by Mr.Goyne. it is r~esolved that this Board
requests the Highway Department to improve Rt.653, from Rt.60 to Rt.360, as soon
as possible.
On motion of Mr. Goyne, seconded by Mr. Britton, it is resolved that this Board
requests the Highway Department to provide for the channelization of traffic
on Rt.#l at the intersection of Rts. 608 and 1, as planned prior to the re-
construction of Rt.608.
And Be it Further resolved, that consideration be given to a "Stop and Go" light
at this industrial intersection.
Mr.W.R.Malloy and Mr. Charles Strauss, representing the Richmond Refining Company,
comes before the Board to request some indication of whether the ~atter of a Use
Permit for a refining.plant in the Stauffer Chemical Building should be pursued,
and stated that the owners of the Company were most interested in this property
and w~sh to have it so zoned that a rendering plant could Alternately locate at
this site. The Board made no commitments or decisions in this ~atter.
Mrs. Evans comes before the Board explaining the game claim request in the amount
of ~200.OO for the k~lling of. four (~) sheep. Upon consideration whereof~
and on motion of Mr. Driskill, seconded by Mr. Goyne, it is resolved that this mavLer
be deferred for further investigation~ particularly with Mr. Blankenship the former
Dog ?~arden.
On motion of Mr.Britton, seconded by Mr. Goyne, it is resolved that this Board
accepts the deed for a road widening strip on Warwick ~oad., from Margaret C. Sprouse.
M~.James Fletcher comes before the Board in behalf of the Telephone Company and
its survey of the telephone system at the Courthouse. On motion of ~'!r.Britton,
~econded by Mr.Driskill, it is resolved that this Board accepts a portion of
~r.Fletcher's recommendation to put the improvements to the Welfare Department,
Treasurer's Office and the Health Department Rs recon~mended at a cost of ~50~0~
for installation and ~120.50 per month increase on our present telephone bill.
On motion of Mr.~ritton, seconded by Mr. Driskill, it is resolved that Standard
Wat'er Contracts No.266-B-Huguenot Farms in the amount of ~7380.~0 and No. i79D
~oodmont,Section "D", in the amount of ~7~87.50,~ be and they hereby are a~proved.~
On motion of Mr. Britton, seconde~ by ~lr.Driskill, it is resolved that a Special
Water Contract R-616~ for Lancedale Subdivision, be, and it hereby is ammroved.
On motion of M~.Dritton, seconded by ~'~r. Hague, it is resolved that the Sewer
Contract No.S-63036D for Lancedale Subdivision be and it hereby is approved.
There was presented a petition for the extension of the water system on Rt.36.
west of M~toaca,~ approximately 2000 feet, which petition was signed bv six
property owners an~ it was further cited that this was a portion of the Masver
Plan of the water system.
Mr.Robert Painter, County Engineer, states t~at should this line ba extened in
such a fashion the pressure would be limited.
Upon consideration whereof, and on motion of I~lr. Ritchie, seconded by Mr. Driskill,
resolved that the County Engineer be requested to install the 6" water !iae as
soon as possible an~ to inform the citizens that the pressure on occasions may be
somewhat less than the normal water pressure in the Country.
There was cited requests for sewers on a section of Whitehead Road and that the
total cost was not justified due to the limi~d.i number of citizens wanting
sewer service. On motion of Mr.Driskill~ seconded by Mr. Ritchie, it is resolved
that this rotter be deferred until additional sewer connections are requested.
On motion of ~.Britton~ seconded by Mr. Driskil!~ it is resolved that the Co~nty
F. ngineer be authorized to install awater line on Providence'Road to the new
providence School with the provision that the School pay ~t0~000 for the cost
of said line and ~9~000 for the cost of a line no the proposed water tank.
There was cited the request of the T&T Construction Company that some consideration
be given to th~ construction of sewer lines in Wesv Chesterfield Gardens whare
developers of land own only one side of the street.
Upon consideration whereof, and on motion of ~r.Britton, seconded by Mr. Driskill~
it is resolved that the developer be allowed to put in sewer connections at the
normal cost of ~300.OO; however, a rebate of ~1~0.00 would be returned to the
extent of One-half .of the cost of the sewer line on which he owns only one side of
the street.
There was cited a complaint from Mrs. W.~i.Rihhardson, 5~30 Snead Road, concerning
the drying up of a shallow well by the installation of sewers in this area.
On motion of Mr. Driskil!~ seconded by Mr. Ritchie, it is resolved that the County
Engineer be requested to investigate this matter and if the complaint is valid tha~ a
free water connection to the property line be afforded Mrs. Richardson, provided
she w ill pay the monthly water charge.
· On motion of Mr. Britton, seconded by Mr. Driskilt, it is resolved vhat this Board
approves the request presented by Mr..Williamson in behalf of the School Board
for the oPening of an alley, between Lots 15 and 16, in Stratford Hills Subdivisiom,
Section "T".
There was presented a jail report which is filed with the Board's papers.
There was read a letter from Mr.H.A.Abersfeller, Regional Administrator, Federal
Government, concerning the moving of offz ces from the Courthouse to the proposed
Federal Buildin~ in Chester, Virginia.
There was read a letter from Mr. Marshall Jones, CountyAgent, citing the activities
of the County Agent and the Home Demonstration agent as they pertain to the use
of the Exhibition buildings.
There was presented a resolution from the ~oard of Zoning A~peats requesting the
County to amend the Zoning Ordinance to provide for the z~ning of property to be
used as parking s~tes for individual house trailers. On motion of Mr. Driski~ll,
seconded by Mr. Goyne, it is F. esolved that this matter be given further consideration.
On motion of ~.Goyne, seconded by ~r. Ritchie, it is resolved that this Board
requests the Commonwealth's Attorney to prepare an Ordinance amending our present
zoning ordinance to cause the applicant for a Use Permit ~o park an individual
trailer to pay the ~20.00 application fee for the necessary advertising as presently
required by other zoning requests.
It is here noted that this change is ~ t the request of the Board of Zoning ~ppeals,,
On motion of Mr.Britton, seconded by Mr. Goyne, it is resolved that the Board
requests the Ordinance Committee to prepare, with the assistance of the Common-
wealth's Attorney, an amendment to the Aoning Ordinance to give the Planning
:Uommission or the administration some r~ehts to approve the planning of a~artment
projects in the County.
On motion of ~'[r.D?iskill, seconded by I'~r. Britton, it is ~esolved that the request
'of the Richmond ReKional Planning Commission concerning the approval of the
Richmond ReKional Planning Commission representation of the County of Chesterfield.
on certain contractual agreements with the Highway Department and other consultant,s
be~, and it hereby is i~eferred to the Commonwea!th~s Attorney.
On motion of Mr.Britton, seconded by Mr.Driskill, it is resolved that this Board
awards the purchase of twelve (12) Police cars to Ross Ford, who submitted the lov~
p~ic~ of $2079.00 each.
On~motion of ~h~.Bri~ton, seconded by Mr. Ritchie, it is resolved that the minutes
of August 5, !~ ate 29~ September 11 and 26 and October 9, 1963, be, and they
hereby are approved.
On motion of Mr.Ritchie, seconded by Mr. Driskill~ it is resolved that a street
light be placed on Beverly Street in the ~iver¥iew Park Subdivision.
This day the' County Road Engineer in accordance with directions from this Board
made a ~eport in writing upon his ~xamination of Southwood Road in Plymouth Haven
Subdivision, Bermuda M~isterial District,which shows that in the opinion of
the County Road Engineer it is expedient that said road be established as a public
road.
Upon consideration whereof, and on motion of Mr. Goyne, it is resolved that Souvhwoo~d
Road in Plymouth Haven Subdivision, Bermuda District be, and it hereby is esvabiisWed
as a public road.
And be it further resolved, that the l~irginia Department of Hif~hways be and iv

ginning at a poinn on Route 613, .16 miles east of Route 614 and extending south-
wardly .20 miles no a temporary turnaround. This road serves 3 houses.
And be it further resolved, that the Board of Supervisors of Chesterfield County
guarantees to the Virginia Department of Highways, right of way of non less than
50 feet for this road. Dedication of said right of way in Plan Book 9, Page
62, Chesterfield Courthouse, Virginia.
This day the County Road Engineer in acccrdance with directions from this Board
made report in writing upon his examinavion of Tazewell Avenue in the Tazewell
James Subdivision, Bermuda Dist~'ict, be, and it hereby is established as a public
road. On motion of Mr.Goyne, it is resolved that Tazewell Ave. is established as ~ publi.
And be it ~ui~t'her resolved, that the Virginia Department of Highways be amd it
hereby is requested to take into the Secondary Road System, Tazewell Avenue,
beginning at a point on Route 619, .20 miles south of Route 886, and extending
westwardly ~'10 miles to a temporary turnaround. This road serves 2 houses.
And be it further resolved, that, the Board of Supervisors of Chesterfield County,
guarantees to the Virginia Dep~menn of Highways, right of way of not less t.han
50 feet for this road. Dedication of said rizht of way in Plat Book 10,
Page 72, Chesterfield Courthouse, Virginia.
