presented for the month of October, 1963, and authorized the Treasurer of the

Mr. Frank· Landrum and M~.Olin Taylor, from the Chesterfield Museum Com~nittee, come
before the Board requesting several improvements that could be made in the display
of Chesterfield artifacts. On motion of Mt. Hague, seconded by Mr. Britton, it is
resolved that the Purchasing Agent be and he hereby is authorized to purchase
two (2) additional cabinets or showcases of slightly different design to be placed
in the hallway outside of the County Court.
On motion of Mr. Ritchie, seconded by Mr.Hague, it is resolved that an old book
belonging to the County purported to be of great historical value, be rebound.
On motion of M~r. Britton, seconded by Mr.Ritchie, it is resolved that the following
named citizens be re-appointed to the Museum Committe~, for a term of three {3) years:

On motion of ~h".Hague, seconded by Mr. Goyne, it is resolved that this Board requests
the County Police Department to investigate the number of speed siEns and curve
signs onRt.659, Newby's Bridge Road, southwardly from Goode's Bridge Road, and to
make~ such recommendations to the Highway Department for improving the hazardous
condition of this road, as the Police Department deems necessary.
On motion of Mr. Britton, seconded by Mr. Goyne, it is resolved that this Board
recuests a report from the Highway Dep~tment on the progress of the Highway's
study on the necessity for widening Forest HillAvenue.
There were read two letters from Mr. Sam Hardwick concerning road and traffic condi-
tions in theCounty. On motion of Mr.Britton, seconded by Mr. Goyne, it is resolve~
tha~ this Board requests the Highway Department to paint a white line in the middle
of the road at the intersection of Scottview and Riverside Drive in an effort to
reduce the existing hamards at this dangerous curve.
On motion of Mr.Hague, seconded by Mr. Goyne, it is resolved that this Board
reqdests the Highway Department to investigate Rt.631, lying west of the Branders
Bridge Road as to the traffic hazards existing.
On f~otion of Mr. Goyne, seconded by ~r. Britton, it is resolved that the Highway
Department be requested %o improve Rt.2408 in the Enon ~rea and to hard-surface
said road in the coming year's budget.
On motion of ~r. Britton, seconded by Mr. Goyne, it is resolved that this Board
requests the Highway Department to install a "Stop and Go" traffic lightat the
int~ersection of Be%t~ B~ulevard and Berkley ~{venue to facilitate the moving of
traffic in the area.
On mot'ion of Mr. Britton, seconded by i~r. Ooyne, it is resolved that this Board
requests the Highway Department to view the culvert and the drainage facilities
at t~e intersection of Avignon and Whittington Drive in Crestwood Farms, and to
enlarge and improve same if necessary.
On m6tion of ~Vir.Britton, seconded by lv~r. Hague, it is resolved that this Board
requests the Highway Department %o give a progressreport on the proposed
impr6vements on Hopkins Road drainage surveys and the reolacement of the one-lane
brid~e on Rt.
On m~tion of Mr. Goyne, seconded by )~.Britton, it is resolved that this Board
requests the. Highway Department to consider in the next year~s budget the hard-
surfacing of a dirt road running by th~ Bermuda Elementary School.
On motion of Mr. Goyne, seconded by Mt. Hague, it is resolved that the ~elfare
Department be and it hereby is requested to investigate the personal welfare of
~is~s Phyllis Reede, residing on Rt.618.
On motion of Mr. Goyne, seconded by Mr. Hague, it is resolved that the Building
Inspector be and he hereby is requested to investigate the safety of the present
dwelling of Miss Phyllis Reede, on Rt. 618.
There arose a Riscussion on the absence of a representative from the Highway
Department at the Board meetings of the County. Several members stated their
dissatisfaction on the present situation. It was generally agreed that the
Executive Secretary talk with the Highway Department in an effort to clear up
any ~miSunderstanding attendant to this matter.
On~mo~ion of Mr. Goyne, seconded oy Mr.Britton, it is resolved that this Board
requests a progress report on the construction of the Spruce Road bridge; the
construction of Rt.729; the improvement of the curve'on Rt.021, Sust south of
Route 360; the improvement of Rt.66?, north of Rt.604; the new bridge on Hickory
Road; the new bridge on Woodpecker Road, all of which are projects supposedly
underway at this time.
And be it further resolved, that a written estimate be given on the cost of
installing a Sidewalk in Ettrick, between Third and Fourth Avenue, and the cost
of installing curb and gutter on Oakland Avenue.
O~ motion of Mr.Ritchie, seconded by Mr. Britton, it is resolved that the Highway
Department be requested to estimate the size of the storm sewer culvert and th~
cost of installing same from Rutledge Avenue to Totty Street in an effort to clear
up the longstanding drainage problem in this area.
On motion of Mr.Britton, seconded by Mr. Ritchie, it is resolved that the

On motion of Mr. Britton, seconded by Mr.Goyne, it is resolved that the sum of

the School Budget.
On motion of Mr.Goyne, seconded by Mr. Britton, it is resolved by the Board of ~
Supervisors of Chesterfield County, Virginia, that the following appropriations,
be and"the same hereby are made for the month of December, 1963, from the funds
and for the functions or purposes indicated in the amount of ~1~916,281.00:

to the Virginia Public ~ssistance Fund and expended by the Welfare

On motion of Mm.Hague, seconded oy Mr.Goyne, it is resolved that the letter of
Mr. John Kenney, Attorney, representing Mt. Paul Jacobs, on ~he grade crossing of
the~Southern RR. from the subdivision of Greenfield to Woodmont, hereferred to
the Commonwealth's Attorney as to the County's rights in forcing this grade
crossing.
Mr. Robert Horn, Executive Director of the Richmond Regional Planning Commission,
comes before the Board and explains the contract ~hich the RRPC is negotiating
with the Highway Department.
Mr. Ernest Gates, Commonwealth's Attorney, states that he has no real objection
to'the County's agreeing to the contract negotiations. On motion ~Mr. Britton,
seconded by Mr. GoYne, it is resolved that a letter be written to the RRPC,
signifying the County's approval.
On'motion of Mr.Goyne, seconded by Mr. Britton, it is resolved that the .Executive
Secretary sign the correspondence with the Richmond Regional Planning Commission
in'conjunction with the traffic survey now underway.

On motion of Mr. Ooyne, seconded by I'~.Rltchle,
That the salary requests of the Treasurer and the Commissioner of the
Revenue be reeeived and filed.
However, there was a substitute motion made by Mr. Driskill, seconded by
Mr.Britton, Be it Resolved, that the salary requests of the Treasurer and the
Commissioner of the Revenue be received and that the Compensation Board be
again notified of the increasing inequity existing between the pay scale of
these two offices.
On motion of ~.Goyne, seconded by ~r. Ritchie,it is resolved that the Commonwe'alth's
Attorney be and he hereby is requested to prepare the necessary papers for the
vacation of an easement for the old O.K.Marquis water tank on property belonging
to Mr. Congdon in Chester.
On motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that the
Purchasing Agent be and he hereby is authorized to purchase 2-No.955 caterpillar
loaders for use on the County's two landfills at a price of $30,070.00, including
the trade-in price of eql:ipment.
On motion of Mr. Driskill, seconded by ~%r. Goyne, it is resolved that this Board
requests the Judge of the Circuit Court, the Honorable William Old, to reappoint
Mt. George Blanken~ship asDog Warden for the County 'of Chesterfield.
There were plans presented for enlar~ng the present office building at the
Courthouse. Whereupon it was cited that the Commissioner of the Revenue had n~de
cer~tain complaints about the inadequacy of the snace in the proposed building.
Upon consideration whereof, and on motion of ~ir.Britton, seconded by Mr. Driskill, ~
it is resolved that the Architect and the Executive Secretary work with the
Commissioner of the Revenu$ and the Treamurer in an effort to satisfy a]l officials
who are occupying the new buildings and to authorize completed plans to be drawn.
Mr.James Fletcher comes before the Board and cites the fact that .the County
would be better off telephone-wise to authorize the complete proposal of the
Telephone Company, which would cost approximately $775.00 per month. Upon
consideration whereof, and on motion of Mr.Goyne, seconded by ~Ir. Britton~ it is
resolved that the Telephone Company be authorized to make the necessary improvements
to the switchboard and to install 5 additional trunk 1, ines to Chester and at 'the
completion of this work to make further studies of the adequacy of the telephone
facilities.
On motion of Mr,Goyne, seconded by ~.r. Driskill, Be it Resolved by the Board of
Supervisors of Chesterfield County, Virginia;.
That the Board of Supervisors o~ Chesterfield County does determine that
it is necessary and expedient th relinquish a~d release its rights in and to
a certain well lot located on the rear portions of Lots 6 and 7, Morrisdale
Subdivision, a plat, of which is recorded in Plat Book 8, Page 155, in the
Clerk's Office of the Circ~it Court of Chesterfield County, Virginia, and ~lso
to release and relinquish all its rights in and to an easement following
generally the dividing line between Lots 6 and 7 in tbs aforesaid subdi~visio~
established and heretofore use8 by the :County of Chesterfield for ingress and
egrees from the aforesaid well lot.
Be it Further Resolved: That the Commonwealth's Attorney of this County is
authorized to prepare the necessary dee~ or other instrument on behalf of
t~e County to relinquish and release the Co~nty's interest in the said well
lot and easement. And the Chairman of this Board is authorized a~d empowered
to execute any and all papers necessary to accomplish the purposes of this
resolution.
And be it further resolved, that the County of Chesterfield reserves the right
to moveany structure located on said easement.
63-62 Mrs Geraldine H.Burke comes before the Board requesting the rezoning in
Manchester Magisterial District, from Residential-2 to General Business (C-2)
of a parcel of land fronting 100 feet on the east line of Route l0 and 167 feet on the
north line of Britania and better known as 2619 Broad Rock Road.
There appearing no one in opposition to this request, itis on motion of I~ir.Britton,
seconded by Mr. Driskill, resolved that the aforedescribed parcel of land be and it
hereby is rezoned for General Business purposes.
63-~5. ~irs. Eloise B.Allen requests the rezonin~ in Bermuda Magisterial District,
from Agricultural to Residential-1 of a parcel of land of irregular shape, being
3-- feet west of Harrowgate Road (Route 14~) and 2~0 feet south of Treely Road,
said parcel extending westwardly 1998feet and southwardly 9~5 feet and better known
as Treeland Heights A~dition. There appearing no one in opposition to this
request, it is on motion of Mr. Goyne, seconded by Mr.Driskill, it is resolved that
the aforedescribed parcel of land be and it hereby is rezoned for R-1 purposes.
63-86. Mr.M.H.Boyd comes before the Board requesting the r~zoning in Bermuda
Magisterial District , from Residential-2 to General Business, C-2, of a parcel
of land ~f irregular shape ~Ponting 75 feet on Willis Road and extending southwardly
1766 feet being 210 feet east of the center line of the Richmond-Petersburg ~oll
Road (Route 95), and cites the fact that he wants to use the land for a proposed
trailer park.
Mr. Leo Myers requested that the matter be deferred to give the people in the area
a chance to come to some agreement. On motion of Mr. Goyne, seconded by Mr. Hague,
it is resolved that this matter b~ deferred to January 8, 1964.
63-87. Mr. Kenneth L.Barton, comes before the Board requesting the rezoning in
Midlothian Magisterial District, fromR~sidential-1 to C-2 (General Business) of a
parcel of land of irregular shape fromting 95 feet on Buford Road and extending
eastwardly t56 feet, being 260 feet north of Forest Hill Avenue and better known
as 2727 Buford Road. Comes also, Mr. John Gunn requesting' that the use be
restricted to office and professional use. Upon consideration whereof, and on
motion of Mr.Driskill, seconded by Mr.Britton, it is resolved that a Use Permit be
gran£ed limiting the use of the property for professional use only.
63-88. Mr.J.K.Timmons, representing Mr. Chas. J.Schutte, comes before the Board
requesting the rezoning from Residential-2 to C-2 (General Business) in Manchester
Magisterial District of a parcel of land being 1555 feet east of German School
Road and 530 fe~ north of Route 60, said parcel ~xtending 675 feet eastwardly'and
430 feet northwardly. There aopearing no one in opposition to this req~est~
it is on motion of~ Mr. Britton, seconded by Mr. Driskill~ resolved that the afore-
described parcel of land be and it hereby is rezoned f~ General Business purposes.
On motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that Contract.s
No.S&3-B-Holiday Hills, Section 2, in the amount of $825.00 and Contra~t 614 Bryan
Ridge in the amount of $10,866.00 with the County assar~ning $2887.50 be and the same
is hereby aoproved.
On motion of Mr.Britton, seconded by Mr.Goyne, it is resolved that this Board accepts
the recommendation of th~ County Engineer and approves the following contracts:.
569-B-Marlboro - Estimated cost $4,000.00
615 -Sloan Apartments- Estimated cost $5.946.00
6~? - Castlebury Hills - ~stimated cost $13,365.00
with th~ County paying $5750.00 of the last contract,
On motion of Mr. Ritchie, seconded by Mr. Britton, it is resolved that the County
Engineer be and he hereby is authorized to award the contracts to the lowest
bidder for the installation of water in Scott~tale and a portion of River Road.
On motion of Mr.Driskill, seconded hy Mr. Britton, it is resolved that sewer
contracts S63-2D on South Dr~ve; S63-4D ,,~est Chesterfield Gardens;S63-28D- -
Greenfield,Section "A", and S63-38~-Deerborne Subdivision, be, and they hereby
are awarded to the Nalbet Construction Corporation.
On motion of Mr.Britton, seconded bv Mr.Driskill, it is resolved that the County
Engineer be and he herebyis authorlzed to pay to R.Stuart Royer & Associates,
Consulting Engi neet, $720.88 for a Feasibility Study of Sewerage on Rt.~l and
the sum of $~1.11 for property acquisition maps in Chester.
On motion of Mr. Britton, seconded by Mr.Driskill, it is resolved that a temporary
sewer permit be issued at a cost of ~10.00 to all developers who have installed
sewer lines in their subdivisions an~ wish to make the sewer connection from the
property line to the house prior to the completion of the house, by a qualified
lumb er.
t being understood that at the t~me the total water connection fee is p~id the
developer must have paid the additional $290.00 sewer fee.
On motion of Mm.Britton, seconded by Mr. Driskill, it is resolved that the
Consulting Engineer, R.Stuart Royer & Associates, be a~thorized to issue a
change order to substitute cast iron pipe for concrete pipe on Contract 6102-~
for a limited section of this line.
On motion of Mr.Hague, seconded by Mr.Goyne, it is resolved' that this Board
approves the recommendation of R.~tua~t Royer & Associates, C.E., to allow Ray D.
Lowder, Inc. to substitute cement asbestos pipe on sewer ~Contract 6102-~.
On motion of Mr.Britton, seconded by Mr. Driskill, it is resolved that this Board
extends the time limit on Cot~tract 6102-19D to November 15,1963, as recommended
by R.Stuart Royer & Associates.
On motion of Mr. Britton, secondedby Mr.Driskill, it is resolved that this Board
accepts the easement granted by the Bellwood Depot and the Federal Government~
provided we can negotiate sometime in the future for a morepermanent easement
th'an fifty {501 years.
On motion of Mr. Driskill, seconded by Mr. Goyne, it is resolved that this Board
approves the Paragraph added'to the Standard Contract form by Mrs. Scott Parrish
and a~rees to pay the snm of ~750.OO, provided the form of easemmnt is satisfactory
to the Co~nonwealth's Attorney.
On motion of ~r. Ooyne, seconded by Mr.Britton, it is resolved that this Board
agrees to purShase 5-acre~, more or less~ on the north line of Bensley Village ·
in the ravine west of Rt.#l, from Mr. Hobart, for a price not to exceed $1500.00,
which property is to be used for a sewer easement.
On motion of Mr. Driskill, seconded by Mr.Ritchie, it is resolved that the County
Engineer and his staff be requested to obtain a lease or tO buy or to make an
offer for condemnation of 20-acres, more or less, for the Brighton Green lagoon.
On motion of Mr.Driskill~ seconded by Mr. Goyne, it is resolved that the County
advertise for a Use Permit for the operation of a sewage lagoon in Brighton Green
when the land is owned, leased or condemned by the County.
Mr.W.T.Goodman presents a petition on the sanitary condition in the southern
portion of Chester. Mr. Spencer of the Health Department, states that his
Deoartment has inspected this condition and recommends that t~ private road to
this dumping site be closed.
It is generally agreed that the Executive Secretary' write a letter to Mr.Richard
Haw explaining the County's offer to negotiate for a right of way for a roadway
to th~ proposed Chester l~goon.
On motion of Mr.Ri~chie, seconded by Mr.Goyne, it is resolved that a letter from
the Ettrick Community Association requesting the desegregation of all facilities
at Chesterfield Courthouse be referred to the Buildings & Grounds Committee.
On motion of )~r. Britton, seconded by Mr. Goyne, it is resolved that the Highway
Department b~ and it. hereby is requested to put sufficier~ gravel on Atmore Road
for. a distance of 350 feet east of Arcadia Street in th~ Cloverdale Subdivision,
to insure a secure traveling d~rin.~ the water months and charge same to the
3¢ Road Fund of the County.

This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of ~'~oravis Road, in Clifton Farms,
Section 1. Midlothian District, which shows that in the opinion of the County
Road Engineer it is expedient that said road be established as a public road.
Upon consideration whereof, and on motion of Mr.Driskill~ it is resolved that
Moravia Road, in Clifton Farms, Section 1, Midlothian District, be, and it
hereby is established as a public road.
And be it further resolved, that the Virginia Department of Highways be and it
hereby is requested to tRke into t~e Secondary Road System, Moravia Road,
beginning at a point on Route ?~9, .63 miles south of Route ~60 and extending
westwardly .05 miles to a turnaround. This road serves 1 house.
And be it further resolved, that the Board of Supervisors of Chesterfield County
guaranvees to the Virginia Department of Highways, right of wa~ of not less than
50 feet for this road. Dedication of said right of way in Plat Book 13,

in the Lynnhaven Subdivision, Section "C". Manchester Magisterial District,
which shows that in the opinion of the County Road Engineer it is expedient that
said roads be established as public road.
Upon consideration whereo~, and on motion of Mr.Britton, it is resolved that
Vesper Road and Mervine Road in the Lwnnhaven Subdivision, Section "C",
Manchester District, be and they hereby are established as public roads.
And be it further resolved, that the Virginia Department of Highways, be and it
hereby is r~quested to take into the Secondary Road System, Vesper Road, beginning
at a point on Route 1864, .03 miles east of Route 1865, running southwardly
12 miles to Mervine Road; Mervine Road, beginning at a point on Vesper Road
~12 miles south of Route 186~ and running eastwardly .03 milles t~ a temporary
turn-around and also west.03 miles to a temporary turnaround. These roads
serve 3 houses.
And be it further resolved, that the Board of Supervisors of Chesterfield County
guarantees to the Virginia Department of Highways, rights of way of not less than
50 feet for these roads. Dedication of said rights of way in Plat Book 13,

be and it hereby is established as a public road.
And be it further resolved, that the Virginia Department of Highways, be and it
hereby is requested tn take into the Secondary Road System, Richmond Street,
beginning at a point on Route 1~11,0~71 miles southeast of Route 6]6 and running
southeastwardly .19 miles to a turn-around. This road serves 21 houses.
And be it further resolved, that the Board of Supervisors of Chesterfield County,
guarantees to the Virginia Denartment of Highways, right of way of not less than
50 feet for this road. Dedication of said right of way in Plat Book 13, Page 50,
Chesterfield Courthouse, Virginia.
