Welfare Program and express the view that all of their goals will be exceeded.
A request from lv~rs. Rose W. Royer for th'e County's participation in financing
the S.P.C.A: was held for further investigation, upon the advice of the Commonwealth's
Attorney that the State Law would no~ allow the Boards of Supervisors to make
such contributions. Upon further consideration whereof, and on motion of Mr.
Goyne, seconded-by Mr. Driskill, it is resolved that the Board of Supervisors regrets
not being able to support this institution but will continue to investigate the
ma~er in an effort to pay the County's share to this program.
On motion of Rir.Britton, seconded by Mr. Driskill, it is resolved than the erroneous
tax.claim of Mr. ~illiam L. Barbour in the amount of $42.40 be and it hereby is
a ppr ov ed o
On motion of Mr. Goyne, seconded by Mr. Hague, it is resolved that a game claim
of ~ir.T.L.Roane for~21.OO for one sheep killed by dogs, be, and in hereby i.~
approved.

On motion of Mr. Britton, seconded by Mr. Goyne. iv is~ resolved that a resolutio-n
from the School Board requestin~ the sale of ~4,OOO,OOOin Bonds to finance the
construction of new schools, be received.
On motion of ~]r. Driskill, seconded by Mr.Goyne, it is resolved that the sum of
~2000.00 be and ic hereby is ampropriated from the General Fund of the County to
item 17a in the School Board budget vo cover the expenses cf a survey to be
conducted by the George Peabody College.
On mo~i0n of [~i~.Goyne, seconded by [~ir. Oriskill, it is resolved that this Board
approves the reouesv of the School Board mede by resolution of November 27, 1963,
for the appropr[ation of .}46,758.00 from the Scholarsh~ip Fund for the payment
of Pupil Scholarships for the first half of the current school session.

On motion of Mr.Driskill, seconded by }dr.Britton, it is resolved that a deed from
Mr.E.C.Wilkinson dedicating a wi~ening strip for Cherokee Road be accepted.
On motion of Mr. Oriskill, seconded by Mr. Britton, it is resolved that an easement
from Nr.~.T.Freemsn on a parcel of land adjacent to Nayflower DriYe be accepted.
On motion of Mt. Homer, seconded by kr. Oriskill, it is resolved that the Executive
Secretary be authorized to receive spefifications from ~lover !-!ill and Bensley
Fire Departments and receive bids ~n the proper chassis and equipment so that
awards can be made for delivery on or after July 1, 196~.
The Highway Department notified the County that the following roads have been
formally accepted into the ~tate Secondary System of roads: floads in the Yoodmont
Su[division and Centre Street in the Village Shopping Center Subdivision.
On motion of Mr.Goyne, seconded by kr. Britton, it is resolved that this Board
re(~uest.~ the Hi~rh,vay Department ~o investigate the traffic hazard at the Enon
Fire Department and to inform the ]ounty as to what th.e State will do to
alleviate this situation.
There was [bric'fly discussed the necessity, of installing a "Stop and Go" light at
Bensley, and it was cited that a petition si.~ned by a number of people in the area
had been sent to the Highway Deysrtmento
There was 'read a number of letters from the High, way Department reporting the ·
progress 6f the various projects planned in the County.
On motion of Mr. Britton~ seconded by [:lr. Driskill, it is resolved that this Board
requests the Highway Department to make further studies of the necessity of
installing "Stop and Go" signals as Berkley Street and ~-{t. 161.
The feasibility of getting the ~chool driveway to the new Tomahawk School was
discusse~ and iv was generally agreed that a right of way dedication should be
obtained.
Upon further consideration, and on motion of ]~.r. Driskiil, seconded by Mr. Britton~
it is resolved that this Board requesLs the Highway Department to take into t~'~.e
Secondary~Road System Tomahawk Drive.
On motion~of Mr. Driskill, seconded ~y ['dr. Britton, it is resolved tha~ this Board
requests the Highway Department to make a survey of a possible roadway to Eleazer
'Clay's Shbine and give 'the estimated cosy of constructing a State approved, road.
On motion of [¥~.Driskill, seconded by I'dr.Britton, it is resolved that the Engineering
De~,artment be authorized vo acquire a 10-foot easement south of Route 147 to take
the drain~a~ie from theWayland Subdivision.
On motion of Mr.Goyne, seconded by Mr.Britton, it is resolved that the Chairman
be and he hereby is requested to appoint a Committee to discuss with the proper
Virginia Electric & Power Company of~ficials concerning the proposed Industrial
Road ~o ~he Power Plant. ~,'[hereupon, the ,Chairman appoints Mr. Goyne and Mr.

On motion of [~[r. Hague, seconded by ~'~r. Driskill, it is resolved that this Board
reouests the Highway Department to pa~ch and remove the snow from the road into
~3ampBake~~ and charge same vo the 3~ ~oad Fund. of the County.
There arose a discus sion as ~o the necessity of installing guard rails on Rt.o~7
at the Falling Creek Reservoir. ~,'k~. Lancaster cites the fact that in the current
year's budget there is a sum of money for completing approximately one-half of this
work. Upon consideration whereof, and on motion of Mr.Britton, seconded by
Mr.Dri~ill~ it is resolved that this Board pay from the 3¢ Road Fund, an amount
sufficient to complete the project of putting guard rails at the Reservoir.
It was g.enerally agreed that the Supervisor of Matoaca D~trict~ a representative
from the Engineering Department and the Executive Secretary view the Hudson
Street storm drainage project.
It was g~nera!ly agreed that the Executive Secretary answer the queries of
Senator Lloy'd Bird and [~'~r. Sam Hardwick, concerning the painting of a white line
on Riverside ~rive to control the traffic at a dangerous intersection.
Mr. William BenLon, Builder of the Maisonette Apartments, comes before the Board
requesting certain variances from the various policies of the County concerning
the installation of water to the apartment buildings. Mr. Benton states that if
the road leading westwardly from the Petersburg Pike is every dedicated as a
public road~ that he or his assisns at that time will install a 6" water line
and fire protection.
Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mr. Hague~
it is resolved that the County Water Deparr.,menv give [','!r . Benton a 2'~ water meter at
his prope~rtv line on Rt.#l and that from said meter he will serve the four
apartments that do not fave Route #1, and that the monthly charge forth~se apart-
ments be reduced one-half of t~e present minimum per apartment on a trial basis
for six months.

a triangular .parcel of land fronting 800 feet on Hopkins Road and extending
westwardly 980 feet being 320 feet north of the intersection of Cogbill and
Hopkins Road, the so~,thern 490 feet frontage being presently zoned C-2; in Dale
Riamisterial Dist,.Jct. There appearing no opposition to this request, it is on
motion of Mr.Hague, seconded by Iqr.Britton, resolved that the afnradescribed
parcel of land ba and it hereby is zoned for General Business purposes.
6.3-92. Er. Tony Diservio and Mr. John Sobrieto come before the Board r~.questinE
the rezoning from Agricultural to General Business (C-2) of a 112.35 acre parcel
of land of irregular shape, fronting 1673 feet on Providence Road (Rt.678) and
extending northwestwardly approximately 2950 feet, its southwest, bou~ndary being
Pocoshock Creek, being 750 feet southwest of the intersection of Rouoe 663 and
Route 678, in Midlothian Magisterial District.
Mt.Calvin ~'~ajo , nttorney, representing Mr. R.L.Brown does not oppose a reasonable
use of the land and will agree to a Use Permit for a golf course, kr.Claren&e
Williams stated he does not object to a Use Permit.
Upon consideration whereof, and on motion of Mr.Driskill, seconded by Mr.Britton,
it is resolYed that this Board grants a Use Permit for the operation of a golf
course, subject to tee following conditions:

possibility of extending the sewer system.
On motion of [~r. Goyne, seconded by ~,'~.kague, it is resolved that this Board appro][es
the report of the Building Inspector concerning the residence of ]~[iss Phvilis Reeme
and requests the Buildin~q Inspector to carry out his recommendations ~o the extent
that t~e building be con'~emned.
On motion of Mr. Ha~ue, seconded by l~lr. Ritchie, it is resolved that this Board
grants a Variauce from the building restrictions to allow t~ construction of a
dwelling on Lot 11, Block C, Carver Home Sites, which lot has 12,280 square feet.
On motion of }~r. Goyne, seconded by ~ir. Britton, it is resolved that a Variance be
granted to ['~:.iss Ethel Marshpund to allow an addition to her trailer to house her
mother an~ that the Variance ~e granted only to the extent that the addition 6e used
by Mrs.k~rshpund's mother, after such use it is agreed that the trailer addition be
remov ed.
On motion of Mr. Driskill, seconded b~.z Mr.Britton, it is resolved tb~t t?~is Board
records its general aKreement to cooperate with an participate in the cnnstruction
of a ball field and 5he lighting thereof at Crestwood ~$chool, which is estimated
to cost a total of ~10,O00 with the understanding that the costs estimates and the
plan of action must be submitted to the Board of Supervisors and the final approval
must be obtained from the School Board.
On motion of Y~r. Driskilt~ seconded by Mr.Brit%on, it is resolved that the Commonwealth's
Attorney~ be and it hereby is requested to prepare a lease agreement after consulting
with the proper officials of the Oxford Civic association for the leasing by the
County to said Association of a small parcel of land adjacent to Chippenham Park-
way o
On motion of Mr. Britton~ seconded by Mr. Driskill, it is resolved that this Board
accepts the quitclaim deed ~nd agreement for a portion of a right of way between
the Atlantic Coast Line R~. and the Belt Boulevard, provided the County receives
~8000.00 from Mr.Wilbur Pinchbeck, which sum will be paid to the Virginia Electric
and Power Company for said agreement and quitclaim.
On motion of ~ir. Goyne, seconded by Mr. Britton, it is resolved that the Board
accepts the low bid for the installation of heat in the Exhibition Building, the
low price being $2570.00 submitted by the Richmond Air-Conditioning Company.
On motionof Mr.Britton~ seconded by ~.Driskill, it is ~esolved that this Board
grant a V~riance from its building code to allow [~'h~. R.R. Bagby tobuild a dwelling
on Warwick Road (Map 916-6) and use a private well as a source of water. It was
clted that public water was available, however, the Building Inspector had issued
the permit for such a construction.
On motion of ~ir. Driskill, s~conded by ~'~r.Britton, it is resolved that t~is Board
adjourn to December 30, 1963 at 2:00 p.m.
