VIRGINIA: At an adjourned meeting of the Board of Supervisors of Chesterfield County, held at the Courthouse on December 30, 1963, at 2:00 p.m. Present: ~r. Irvin G. Homer, Chairman Mr. H. T. John Bagby come before the Board explaining the operation and plans of the apartment project on Broad Rock Road, north of Orcutt Lane and cite the fact that they have added another entrance to the plan and made certain provisions for screening the garbage-disposal. On motion of Mr. Britton, seconded by ~r. Driskill~ it is resolved th~?t~the plans presented be and they hereby are arproved. On motion of Mr. Britson, seconded by ~'~r. Driskill, it is resolved that this Board approves the location of a radio base station at the Forest View Rescue Squad, which s~.ation will have a frequency of ~6.46 megacycles. On motion of ~lr.Goyne, seconded by Mr.Ritchie, it is resolved that the request of Mr. Briscoe B. Guy for a permit %o have a pyrotechnic display at 9201 Cherokee Road be approved, provided a public organization sponsored the request. On motion of ~lr. Britton, seconded by Mr.Driskill, it is resolved that the following standard water contrasts be and they hereby are approved: 247 - Hobby Hills Farms 332-C Falling Creek Court,Sect."C" ~2587.50 2700.00 ~n motion of Mr.Hague, seconded by Mr. Driskill, it is resolved that the County Engineer be authorized to contact the Texaco Oil Company to negotiate a contract for the taking over of a private water line. On motion of ~,.r. Goyne, seconded by Mr. Britton, it is resolved that the sewer convract S-63-31D for the $1oan ~partment house be and it hereby is approved. On motion of [~r.~Driskill, seconded ~y Mr...Britton, it is resolved that a Sewer contract 63-26C be awarded to Mr. M.?f.L~ence for the installation of sewers in Devenwood in the amount of ~29,900.O0 and to contract 63-25D be awarded to the best possible advantage, depending on the completion date and the amount of the contract. On motion of r, ir. Hague, seconded by Mr. Britton, it is resolved that upon the advice of the Consulting En~.~ineer liquidated damages be charged to the Ena~lish Construction $ompany on contract 6102-?C-1 for 13 days in '~ tn~ amount of 45~5.00 per day and more unless a satisfactory explanation be given on an extra 21 days delay. On morion of Mr. Britton~ seconded by Mr. Driskill~ it is resolved that the Chairman be and he hereby is authorized to enter into an agreement with the Atlantic Coast Line Railroad Company and to sign same on behalf of said County, whereby said Railroad Company i%rants unto said County the right or license to install and maintain, for the purpose of a sanitary sewer, a line of cast iron pipe, Class !50~ or of equal strength~ along the southwesternly portion of said Railroad Company's James Riber Branch main track at Clopton,Virginia; as more particularly described in said agreement which agreement is dated December' 2~ . 1963~ a copy of which agreement is filed .;~ith this Board of Supervisors. On motion of },lr.Driskill, seconded by i,.".r.Britton, it is resolved that the County Engineer allow Mr.Raymond Birdsong to attend one class in school, provided said employee makes up the time lost or his salary cut proportionately. On motion of I'~'ir.briskill, seconded by i~lr. Ritchie, it is resolved that },,lr. Timmons, Consulting Engineer, i,ir. Painter, County Engineer, and the Executive Secretary appear' az the Board of Zoning Appeals meeting to propo, se and to promote the grantin~ of a Use Permit for a sewage lagoon in the Bon ~ir area. On motion of ~',~r. Britton, seconded by Mt.Hague, it is resolved that this Board requests I~'ir.Lancaster, Resident Engineer~ Virginia, Department of Highways,to give an estimate of the cost of improving Hill Road between Rosemont and Yorkshire Drive. On motion of ~'~r. Ritchie, seconded by I'~r. Driskill~ it is resolved t~t the County Engineer coni'er with the Highway Department to determine the best solution to the problems caused ~y the construction of a storm sewer line on Hudson Street. On motion of Fir.Britton~ seconded by i'.;r. Driskill~ it is resolved that a street light be authorized at the intersection of Rts. 6~7 and 360. ~ir.Lawrence Wales and Mr.BillStevens from the J.C.Wheat Investments firm come before the Board with a detailed report on the advantages of getting their firm to promove the sale of bonds for the County. A discussion was well received but no action was taken on this matter. On motion of Mr. Goyne~ seconded by i~'ir. Hague, the following resolution is adopted: Be it ~esolved that this Board of Supervisors being cognizant of the dire need for increased revenues for our schools and other County needs, and realizing further that the County is each year bogging down deeper into the fiscal more~ that this Board requests our members to the General Assembly initiate and support befae the coming session of the assembly a 2~$ Sales Tax designed especially for schools and if feasible to be distributed according to school population to the various counties and cities of the Commonwealth. On motion of ~,~.Driskill~ seconded by ~',ir. Goyne~ it is resolved that this Board requests the ~$tave Highway Depsrtment to install a culvert across Rt. 1~? on the wesvern side or ~Jay±~n.a Subdivision as close as possible to the engineering provided by the County Surveyor, ~r. LaPrade. The members of th.~. Board presented a football, suitably inscribed, to Mr.Irvin Homer commemorating the ~irth of his first son. The ou~-going members of this Board cited the fact that they had enjoyed their association wizh the County and wished the Board well in its action during the coming years.
