This being the first meeting of the new term ~he Clerk c311ed for nominations
for :'$hairman of the Board. Mr. Britton nominates ~lr. Irvin G.Horner and speaks
briefly in his behalf.
:l~ir. ADperson nominates Mr.H.T.Goyne. ~$hereupon on motion of ~r.Browning, it is
resolved that the nominations be closed.
~lr.E.B.Brooks, Jr. President of the Security Federal Savings and Loan Association
speaks for the nomination of Rir.Horner, citing the fact that the sale ~f bonds,
industrialization and other aspects of Mt.Homer would seem tobe greatly in his
favor.
~r.S.T.Wagstaff speaks for the nomination of ~lr. Goyne, citing the aaumption that
the vote in the last election proves that people want a change.
Rlr.Porter Vaughan, President of the Real Estate Board speaks for Mt.Homer,
suggesting that this is not the time to make a change in the leadership of the
County.
Mt. Harold Huey, sneaks for Mr. Horner. Mt. Don Hodgins speaks in favor of a change.
Mr.J.J.Jewett speaks for Mr. Homer.
On motion of ~r.~artin, seconded by Nit. Browning, it is resolved that the selection
of a Chairman be for one year's duration.
It is here noted that Er.Homer did not vote and Mr.Britton votes against the
motion.
The Board was polled as to its selection for Chairman.
Mr. R~artin, Mr.Apperson, Er.Browning and }4r. Goyne vote for )Ir.H.T.Goyne.
Mr. Britton and Mt. Homer vote for Mr.Irvin G.Horner.
Upon further consideration, and on motion of Mr. Britton, with a plea for unanimity,
seconded by ~4r. Apperson, iris resolved that the selection of A'Ir.H.T.Goyne as
Chairman be a unanimous decision of this Board.
~ ~ir. Goyne makes a short speech of acceptance, citing the fact that in his
opinion people did want a change and that he accepted the position humbly and
si nc erel y.
Mr~Martin stated that the action recogni~.es the 28 years of servi~e given to
the. County by lqr. Goyne and states further that Mt.Hornet has made an excellent
Cb.airman.
Mr]Goyne takes the gavel
No¢inations were invited for the office of Vice-Chairman. Whereupon Mr.Browning
nominates Mt.Hornet and Mr. Apper~on seconds the nomination.
On. motion of Mr. Apperson, it is re~olved that the nominations be closed and Mr.
Homer is declared Vice-Chairman.
On motion of Mr. Britton, seconded by Mr. Apperson~ it is resolved that the r~.quest
of Mrs. Robert S.Simpers, President, Chesterfield Council of Parent Teacher~
Associations for School Guards at certain schools be referred to the old and new
chiefs of Police to investigate and report at a later date·
Mrs. Dorothy Sandridge come~ before the B~rd and cites the fact that Southwood
Road in Plymouth Haven Subdivision had been improved to meet the State's specifi-
cations and that the State had asked her tp pay $65.00 maintenance fee for ~aid
rOad until July lat. It was generally agreed that Mrs. Sand~$~ge would have to
comply withthe policy of the Board and the Highway Department.
The matter of a drainage pipe across Rt. 147, just west of the Wayland Subdivision,
again comes before .the Board and it was cited that the _drainage plans as engineered
by. LaPrade Bros. is the best way to take care of the drainage and allows for the
proper slope to thedrainage ditch and culvert size for the water shed.
Mr. Lancaster statss that in his opinion the present cu~lvert could be lowered
approximately 18-inches and good drairage could be effected for sometime in the
future. - '
Upon 'consideration whereof, an~ on motion of Dr. Martin, seconded by ~'~r. Apoerso~,
it' is resolved that this n~ tter be investigated t~oroug~ ly withthe Highway Depart-
meat and that the culvert be put in according to the Highway!s recommendations
if a better plan canmot be effected.
There was cited a letter from Mr.R.V.Lancaster, III, Resident Engineer, Virginia
.Department of Highways, stating that i~ woul~ cost approximately $2500.00 t~ '
·mprove Elmart Road, which extends .3 of a mile south ofRt.663. Upon
consideration whereof, and on motion of Mr.Britton, seconded by Mr.Horner, it is
resolved that this Board requests the Highway Department to improve Elmart Road
for a distance of .3 of a mile at a cost not to exceed $2500.00 and to charge same
to the 3~. Road Fund of the CoUnty.
And be it further resolved, that the Enzineering Department be requested to secure
two (2) drainage easements which will be necess~.ry to obtain before the road. i~
accepted.
On motion of Mr. Martin, seconded by Mr. Apperson, it is resolved that the matter
of improving the roadway to the grave of Eleazer Clay be investigated further.
Mr.C.B.Sheppe, who resides on a right of way of dubious width and location, lying
between Buckingham Road and Rt. 360, requested the County o improve said road~
Upon consideration whereof, and on motion of Mr.Mart~n, seconded by Mr. Britton,
it is resolved that this Board requests the highway Department to estimate the
cost of improving said right of way and the Engineering Department to investigate
the location of said road.
On motion of Mr. Browning, seconded by Mr.Britton, it is resolved that the Engineer-
ing Department with the Highway Department be requested to investigate the
drainage condition on Third Avenue in Ettrick, at the residence of Mrs. Bella D.
Mann ·
' On motion of. Mr.Britton, meconded by Mr.Horner, it is resolved that the request
,. of the Manchester P.T.A. for a traffic study of Rt.360 and Elkhardt Road be sent
to the Highway Department.
iii'There was cited the fact that a considerable number of traffic accidents have
~ occurred at the intersection of Forest Hill Avenue and Buford Road. Upon
i'~ consideration whereof, and on motion of Mr.Martin, seconded bv Mr. Apperson~ it
!i is resolved, that this Board requeste the Highway Department to make a survey of
!i this intersection and to install a "Stop and Go" light if feasible.
~i On motion of Mr. Browning, seconded by~Mr. Apperson, it is resolved that the
iI Engineering Department, Highway Department and the Supervisor of the District,
I view the Hudson Street drainage project in an effort to alleviate some of the
I! problems that may arise from this construction.
il On motion of Mr. Goyne, seconded by M~r.Aoperson, it is resolved that the Highway
i~ Department be requested to hard-surface Petersburg Str'eet from West Street' to
! curtis Street, to be financed in the
next
year's
Highway
budget.
!' There arose a discussion on the possibilit'y of the installer/on of a traffic
signal light at the Enon Fire Department and the possibility of sharing this cost
by the Highway Department. Upon consideration whereof, and on motion of Mr.
Goyne, seconded by Mt.Martin, it is resolved that the Purchasing Agent be and he
hereby is ~equested to seek bids on the cost of the light and installation of same~
On motion of Rir.Britton, seconded by ~lr.ADperson, it is resolved that the final
bUdget of the Secondary Road System for the year 1963-'6g be and it hereby is
approved, with the additional allocation of $37,729.00 over the tentative budget.
On motion of ~lr. Britton, seconded by Mr.A~oerson, it is resolved by the Board of
Supervisors of Chesterfield County, Virginia, that the following appropriations
be and the~sam~ hereby are made for the month of February, 196g~ from the funds
and for th~ functions or purposes indicated in the amount o~ $1,696,537.00: ~

There were presented two hame claims, both for turkeys killed by dogs in the
County. On motion of Mt.Browning, seconded by ~r. Martin, it is resolved'that
game .claim of ~. James Dyson be paid at the rate of 40¢ per pound or a total
of $72.00; and the game claim of l~r.Watter J.Paul~tte be paid at the rate of
35¢ per pound, or a total of $35.00.
There was pre~ented a calendar showing the holidays of the previous year as
proposed~in 1964. Upon consideration whereof, and on motion of Mt. Homer,
seconded by ~r. Browning, it is resolved that the previous schedule of holidays
which closely parallels the State holidays be continued for 196~ a~d for those
holidays that fall on Saturday, some consideration at that time be given.
On motion of ~'~r.Britton, seconded by Mt.Martin, it is resolved that the regular
date~ of the Board met~tings be shifted as follows:
October 22 to October 20, 1964
November ll to November 10, 1964
November 26 to November 2k, 1964
December 24 to December 29, 1964
On motion of Mr.Britton, seconded by Mr. Horner, it is resolved that the Treasurer
be requested to transfer $50,000.00 from the Sewer Service Installation Fund to
the~SewerBond Construction Fund in settlement as of June 30, 1963 for the remaining
interfund obligation arising from th~ interfund transfers between the General
Revenue Fund, the County ~ewe Construction Fund, and the Sewer Bond Construction
Fund as authorized by Board resolutions of May 24, 1962, June 1~, 1962, November ~9,
1962 and December 27, 1962.
And be it further resolved that the foregoing resolution shall be in effect only
if approved by the Conmmonwealth's Attorney.
On motion of Mr.Britton, seconded by Mr. Horner, it is resolved that the request
of the Sheriff of the County for a new car for one of his deputies be approved
and~the' Purdhasing Agent is directed to. receive bids for same.
There was cited the fact that M~s. Elizabeth Martin, residinE at 5721 Hopkins Road,
has~ sold her house to the Highway Department for the construction of the circum-
ferential road, has purchased a .tract of land known as the Sw~neford tract,lying
to t'he ast of her property, has presented a plan for the s~bdivision of said trac~
which was approved tentatively by the Planning Commission and now requested a
Variance to allow the moving of her home to a proposed lot in the new subdivision.
Upon consideration whereof, and on motion of Mr.Apperson, seconded by Mt.Martin,
it~'is resolved that a Variance be granted to Mrs. Martin to allow the moving of
a home facing Hopkins Road to a prpposed lot fronting on an unimproved, unrecorde~
street w~th the provision that no further buildings be erected until such time
as the ~oad is improved and utilities installed.
Mr.M.H.Boyd comes before the Board requesting that Case 63-86 be a~ain deferred
due to the illness of important members of the opposition. On motion of Mr.
Browning, seconded by N~r.Anperson, it is resolved that this be deferred to
Februar7 12 meeting.
63-90 and 91.
Mr. R. Pinkney Sowers, representing Mr. James Johnson, applicant for Case 90 and
Mr. Louis Adelman, application for Case No. 91, comes before the Board requesting
that the two cases be heard simultaneously,which requests are as follows:
63-90S. In Manchester Magisterial Di.~trict, James and Elizabeth Johnson
request the Rezoning from R-1 to General Business (C-2) of a parcel of land
of irregular shape fronting 250 feet on Fores~ Hill Avenue and extending
northeastwardly between parallel lines to a frontage of 275 feet on Chippenham
Parkway being 220 feet west and 3GO feet northwest of the intersection of
Chippenham ParMway and Forest Hill avenur respectively.
63-91S. In Manchester Magisterial District, Louis Adelman requests the
Rezoning from R-1 to General Business {C-2) and a Use Permit to construct
a Nursing Home on a parcel' of land of irregular shape fronting 220 feet
on Forest Hill Avenue and extending northeastwardly approximately ?O0 feet
to a frontage of 220 feet on Chippenham Parkway, being &70 feet west of
and 5?5 feet northwest of Chippenham Parkway and Forest Hill Avenue,respectively.
Mr. Sowers makes certain statements concerning the benefits of a Nursing Home
and questions Mr.Adelman on the need and operation of a Nursing Home. Mr. Ralph
Page and Mr.Colston Lewis, questions Mr. Adelman on the admissibility of this
evidence and it was generelly conceded that this was not a Court proceeding,
however, ~lr. Adelman produced a letter, the original of which had been previously
introduced, signed by Mr. Robert D.Hamm, Director of the Bureau cf Medical Nursing
Servic e.
Mr.James Johnson testified that he will sell his property to Mr. Ira H. Crozier
of Ben Air, who is arranging for the s ale to the Safeway Company. Mr.Ralph Pa~e,
Attorney for the opposition presents a petition s~gned by some 90 people, stating .
that all will be affected because real estate taxes w~ll be increased in the area,
that the development of the land for b~siness purposes is constructive eviction,
that traffic will be greatly increased and thmt there is no present demand for such
facility.
Mr.Colston Lewis, Attorney, for the opposition states that the applicant is trying~
to put a white Nursing Home in a colored area.
~r. Sowers, on rebuttal stated that the value of the land depends on its location
and that the owners of the land w~ll be greatly benefitted by the raise in value.
Mr.P~ge state~ that human vA~esare more to be desired than property values.
Mr. Britton moves that the request for rezonin~ at this intersection be denied.
Whereupon, Mr. Martin seconds it. A vote being taken, Mr. Britton and Mr. Martin
,vote Aye.
Mt. Homer, ~. Goyne, Mr. Browning and Mr.Apperson vote Nay.
Whereupon Mr. Homer makes the statement that the constitutional r~Ehts of each
citizen is tn use the land as he wants to provided it does not hurt other people
and in this case it is apparent that the sale will help other p~ople. On motion
of Mr. Horner~ seconded by Mr. Apperson, it is resolved that the application as

shape fronting 50 feet on Elkhardt Road and extending southwardly 1880 feet being
675 feet west of the intersection of Elkhardt and Turner Roads.
There appearing no opposition to this request, it is on motion of Mr. Britton,

line of Cogbill Road and 158 feet on the East line of Howell Drive, being 500 feet
east of Route 10, and states that the public utilities (Circumferential Road) has
put him out of business. ~.W. lbert M.Howard, representing some of the adjoining
land ~owners states that the majority of the people around the proposed re~oning
are not in favor of the request, that there are other stores close by~ and that there
is not enough business~to warrant the rezoning and that the trash, litter, e~c.,
accompanying such a neighborhood store ~ould devalue the ~property in the area.

southeastwardlt 160 feet and fronting 110 feet on Willesden. Road and extending
westwardly 1250 feet to Falling Creek, being 850 feet southwest of Walmsley Blvd.,
Also, Agri'cultura~l to Industrial (M) an 18.2 acre parcel'of land of irregular shade
fronting 170 feet on Willesden Road and extending southeastwardly 160 feet and
fronting 155 feet on Willesden Road and extending westwardly 1130 feet to Falling
Creek, being 940 feet south of Walmsley Boulevard, and cites further that he wishs~
to withdraw all of the advertised request with the exception of the 9.6 acr~
parcel or land to be rezoned from Agricultural to Residential-2. Mr. Lee Gordon,
who represents part of a delegation anpearing in opposition to the additional
request, states that the request as amended is filly acceptable to the p~ople
whom he represents. On motion of ~Mr. Britton, seconded by Mr.Martin, it is resolved
that the 9.6 acre parcel of land as described, be, and it hereby is rezoned from
Agricultural to Residential-2, and that the rest of the request b~ withdrawn.
6~-5. Mr.J.K.Timmons, representing Mrs. Mary Corley, comes before the Board
requesting the rezoning from Residential-Agricultural (R-A) to Residential-1 of
a 26.3 acre parcel of land of irregular shape fronting 923 feet on Traylor Drive
Extended and extending westwardly 1650 feet, being south of Traylor Estates, and
cites the fact that there are presently proposed only 33 lots which w~uld have
approximately 125 feet frontages and about 30,000 sq~are feet in the area.
MP.Carlton Schmidt, representing Mr. Jerome Powell, states that Mr. Powell does
not object to the requested rezoning.
Col. Hancock Reid and Mr. Garnett ~ee, representing the Old Gun Civic Association
states that the citizens of the area do not want the rezoning, that such an
erosion to the R-A Zoning would mean that uitimately such zoning would have no
~ffect, and presents a delegation of approximately 20 people against the rezoning..
On motion of Mr. Martin, seconded by Mr~Browning, it is r~esolved that this reques~
be and it hereby is denied. .
Citizens
Mt.Daniel A. Patron, representing the United/Civic Association comes before the
Board stating that he had made a survey of several magisterial districts in the
County and requested that consideration be Eiven to a number of localities in
the County for various street lights and further requested that the United Civic
Association of Chesterfield County be sent a copy of the minutes of the Board.
On motion of Mt. Martin, seconded by Mr.Apperson, it is resolved that the Executive
~ecretary b~ requested to send the minutes of the Board to this Association.
~.Walter R.Greene, Jr. residing at 2604 Gravel Hill Road, complainSs of the fact
that the County owns a right of way in this area and has not improved same so
that he can build a home. It was generally agreed that this n~tter be investigated
further.
On motion of Mr. Apperson, seconded by ~r. Browning, it is resolved that all street
lights requested be referred to the Light Committee.
On motion of Mr. Goyne, seconded by Mr.Britton, it is resolved that the following
resolution be adopted:

WHEREAS, the proposed vacation will not interfere with any rights of
any party having any interest in the street not consenting thereto;
NOW, THEREFORE, BE 1T RESOLVED: That the Board of Supervisors do
hereby approve the vacation of the 40 foot road easement from the northern line
of Route No. 10 to the southern line of Grove Avenue, as described in the
Agreements and plat aforesaid; and the Declaration exhibited with the petition
herein, shall be recorded in the Clerk's Office of the Circuit Court of Chesterfield
County, Virginia, and said Clerk shall indicate the partial vacation on the margin
of the ~greements d~dicating this road recorded in Deed Book 520, Page 270, and
Deed Book 656, Page 264, respectively, and shall also indicate the partial vacatio~
on the margin of the recorded plan of Pleasant Dale, recorded in the Clerk's Office
in Plat Book 13, Page 15, and shall enter the same on the Grantor Side of the
General Index of Deeds in the names of the parties hereto.
On motion of Mr.Britton, seconded by Mr. Martin, it is resolved that an investigation
be made of the petition on Terminal Avenue for water and sewer lines and that
same be installed if five (5) connections are available.
On m6tion of Mr. Goyne, seconded by Mr.Britton, it is resolved that in the
subdivision of Burton Heights, the Subdivider, Mt. Jack Burge be required to
install sewers at his expense or the County Sewer Department be authorized to
install sewers at the County's expense and charge the regular fees for connections.
There arose a discussion on the Powhite lagoon and the acquisition of riEhts of
way for said lagoon. Upon consideration whereof, and on motion of Mt.Martin,
seconded by Mr. Browning, it is resolved that the County lease the property with
no real termination date and that the property not be restored to its present
condition when the County has completed its use of the property.
There arose a discussion on the liEhting of the baseball field at Crestwood
School, and it was suggested that the County pay half of the cost of this
facility as it had done on some previous occasions, which cost would be approximately
$~500.00. On motion of Mt.Martin, seconded by Mr.Britton, it is resolved that
this Board requests the School Board to install lights at the baseball field
at Crestwood School and pay one-half the cost of this improvement, provided the
remaining half be paid by the citizens of the area.
On ~otion of Mr.Martin, seconded by Mr.Britton, it is resolved that the Judge of
Circuit Court, the Honorable William Old, be and he hereby is requested to appoint~
~ap$,Edgar P. Gill to the position of Chief of Police, beginning February 1, 196~
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Lovells Road, in Cranford Heights
Subdivision, Section "C", Manchester Magisterial District, which shows that in
the opinion of the County Road Engineer it is expedient that said road be
established as a public road.
Upon consideration whereof, and on motion of ~'~r.Britton, it is resolved that
Lovells Road in Manchester District, Cranford Heights, Section "C", be and it
hereby is established as a public road.
And be it further resolved, that the Virginia Department of Highways be and it
hereby is requested to take into the Secondary Road System, Lovells Road, beginning
at a point on Route 2233, .09 miles north of Route 2232, extending northwardly
.04 miles to a turnaround. This road serves 7 houses.
And be it further resolved, that the Board of Supervisors of Chesterfield County
guarantees to the Virginia Department of Highways, right of way of not less than
50 feet. Dedication of said right of way in Deed Book , Page
Chesterfield County Courthouse, Virginia.
This day the County Road Engineer in accordance with directions from this Board
made ~'eport in writing upon his examination of Wayside Drive, 360 '/feat Apartments,
in Manchester Magisterial District, which shows that in the opinion of the County
Road Engineer it is expedient that said road be est~.~blish-ed as a public road.
Upon consideration w~ereof, and on motion of )lr.Britton, it is resolved that Wayside
Drive, 360 West apartments, Manchester District, b~, and it hereby is established
as a public road.
And be it further resolved that the Virginia Department of Highways, oe. and it
hareby is requested to take into the Secondary RoadSystem,t'fayside Drive, beginning
at a point on Route 360, .13 miles west of Route 650 extending southwardly .19
miles to a temporary turnaround. This road serves 3 apartment buildings.
And be it further resolved, that the Board of Supezwisors of Chesterfield County
