On motion of ~lr.Britton, seconded by Mr.Anperson. it is resolved that this Board award the bid for the installation of sewers in the Falling Creek area to the Connetl Construction Company at the low bid of $69,060.48. On motion of Mr.Martin, seconded by Mr.Apperson, it is resolved that this Board requests the representative of the Southern RR. ~ompany to present its views concerning the requested grade crossing between the subdivision of ~oodmont and Greenfield. Be i~ Resolved on motion of Mr. ADperson, seconded by Mt. Browning, in a regular meeting of the Board of Supervisors of Chesterfield County, Virginia, that ~the Chairman of said Board be, and he hereby is, authorized to enter into an agreement withthe Atlantic Coast Line Railroad Company, and to sign same on behalf of said County, whereby said Railroad Company grants unto said County the right or license to install and maintain for the purpose of a sewer main, a line of 8-inch concrete pipe across the right of way and underneath tracks of the Railroad Company near Chester, Virginia, at a point 2,208.2 feet northwestwardly measured along the c~nter line ~f the Railroad Company's northbound main track £~omMile Post 13; as more particularly described in said agreement which agreement is dated February 7, 1964, a copyof which agreement is filed with the Board of Supervisors. On motion of Mr.anperson, seconded by Mr.Britton, it is resolved that the report of the Street Light Committee be and it hereby is accepted and the recommended lights are approved for installation. Upon consideration whereof, and on motion of ~'ir. Goyne, seconded by Mr. Apperson, it is resolved that this Board approves the request for r~he installation of a single red light for each lane of Rt. 10 for the Enon Fire Department and hereby requests the Highway Department's approval for such an installation. Mr. Hayes and ~r. Eller further present plans for a new high-volume fire truck and state that due to the rapid industrial growth of the area, that such a truck is needed. Upon consideration whereof, and on motion of Mr. Aoperson, seconded by Mr. Britton, it is resolved that this request be referred to the Fire Committee. Mrs. E. J.Dunnigan, President ~f the Curtis Elementary School P.T.A. comes before the Board to support the recommendation of the said P.T.A. made on January 20, 1964. Sh~ cites further that there were 93 children presently using Osborne Road northeast of Route 10, and at certain locations on this road there was little or no place to walk. Mrs. Dozier and Y~r. Ewing presented further arguments concerning the necessity of some control on the traffic on. this road. Upon consideration whereof, and on motion of )ir. Apperson, sdconded by Y~. Martin, it is resolved that the County~'s Engineering Dep~tment be requested to make a study of the land available for a ~idewalk, and to ascertain the amount of land necessary to be acquired for such a facility. On motion of Mt. Hornet, seconded by Mr.Britton, it is resolved that the Police Department study the present parking limitations on Rt. 10, between Rts. 144 and 616, particularly st the Thomas Dale High School. ~r.A.L.Ewing comes before the Board requesting the County or the State to install a culvert at the intersection of Grove Avenue and Applewood Lane in the Subdivision of Pleasantdale. Upon consideration whereof, and on motion of Mr.Horner, seconded by Mr. Britton, it is resolved that this request be and it hereby is denied. Mr. Thomas Biggs presents a petition requesting the hard-surfacing of Rt. 1122, which is approximately .4 of a mile in tength. On motion of Mr. Goyne, seconded ~y Mr. Britton, it is resolved that this road be considered in the 1964-'65 budget for hard-surfacing. On motion of Mr. Goyne, seconded by Mr.Britton, it is resolved that Rt. 818 between Rt. 618 and Rt.620 be considered for hard-surfacing in the next year's road budget. On motion of Mr. Horner, seconded by Mr. Britton, it is resolved that this Board request the Highway Department to make some changes in Rt.655 to eliminate the lack of sight distance at a point approximately one-quarter of a mile north of Rt.655. On motion of Mr. Britton, seconded by Mr.~artin, it is resolved that this Board requests the Highway Department to hard-surface a small section of road on the western end of Netherwood Road. On motion of Mr. Martin, seconded by Mr.Britton, it is resolved that the State Highway Department be requested to hard-surface Rt.?14 from its intersection with Rt. 1002 to West Salisbury Road. On motion of Mr. R~artin,seconded by Mr.Britton, it is resolved that the Highway Department be requested to install a "Stop" sign at the intersection of West Salisbury Drive and Rt. ?l&. Mr.~agstaff and Mr. Howard Hancock also state that t~e Agricultural ~f~zc~s~ ~' ~ should remain at the Courthouse and not be transferred to Chester ,to .the new Federal Building. On motion of ~,~r. ~.(artin, seconded by ~,ir.A~person, it is resolved that t~e General Services Administration be requested t o allow the present A~ricultural Offices to remain ar, Chesterfield Courthouse. And be it further resolved, that o~r representatives in Washington be requested to take wba-tever steps possible to allow the Agricultural Offices presently at t~a Chesterfield Courthouse to remain so situated. Mt.Hugh Hawthorne comes before the Board stating he wishes to set a date for a hearing on problems attendant to the Health Department's approval on subdivision lots. ~fhereupon the Board agreed to meet ~ir. Hawthorne on March 26, at ~:00 p.m. On motion of ~.Britton, s~conded by Mr. Apparson, it is resolved that the Executive Secretary be requested to answer t~e Meadowbrook P.T.A., informing them of the actions of the County concerning the safety of c~ildren going to Meadowbrook School. On motion of Mr. Britton, s~conded by Mr.~,artzn, it is resolved that a re'solution from the Chesterfield Welfare Board recording an accolade for Mr. Stanley R. Hague, Jr., for his ten years of service to the We]fare Board, be, and it hereby is received and filed with the Board's papers. On motion of Mr. Goyne, seconded by Mr. Britton, it is resolved that the license fee b~ waived on the musical show to be given by the Chesterfield Lions Club on March 13 and 1~, 196~. On motion of Mr. Britton, seconded by Mr. Apperson, it is resolved that the Treasurer be and he hereby is requested ~o transfer the sum of ~325,O00 from the Sewer Bond Fund to the General Fund of the County for the payment of previous loans to this account. On motion of ~r. Britton, seconded by ~.Apperson, it is resolved that the Purdhas2z~g Agent be and he hereby is authorized to have installed on the new chassis purchased for the Trash Department, a suitable bodyto be purchased to the best advantage of the County. 63-86, Mr. M.H.Boyd again requests the rezoning of certain land at the inter- section of Willis Road and the Toll Road, from Residential-2 to General Business, the same having ~een periodically deferred from Novembe~'l~, 1963, and states thatt2he site in question is surrounded by four business sites. Mr. Leo ~yers cites the growth in Bellwood Manor and the ~fforts made in the community to improve the area. There were others who spoke tm the effect that a trailer court as someone had proposed, would greatly devalue the land in the area. Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mt.Martin it is resolved that this request for rezoning be and it hereby is denied. ' 64-9. Mr,Ashburn, re~resenting the Broad Rcck Land Corporation comes before the Board again requests tBe retorting of Lot 13 in Rolando, from General Business, the same being deferred from February 12, 1964, and cites that there ishusiness on Rt. 10 in many locations, some of which is in close proximity. ~irs. Chas. Moore and ~lrs. Butler present a pe2ition stating that the people in the area are still opposed to any business in the Rolando area. Upon consideration whereof, and on motion of Mr. Britton, seconded ~y Mr. Browning, it is resolved that the request of the Broad Rock Land Corporation be and it hereby is denied. 6~-15. Mr. R. Pink~ey Sowers, Attorney, for the Toddsbury Land Corporation~, again requests th~ rezoning from Agriculture to Residential-1 and Residential-2 of a tract of land across from the Meadowbrook Country f~lub, the same having been tn:~, he has conferred with ~h~ deferred from February 12, 1964, and states '~ adjacent property owners and r~quests that the land lying north of the Circumferential road and west of DaleBrook Road be zoned for Residential-2, with the exception of Block A, B, C, and D, Lots 5, 6, and 7, Block F, Lots 10 through 19, Block E and lots 1 through 8 and 2~ through 31, Block J, be zoned for Residential-1. There appearing no opposition to this request, it is on motion of Mr. Apperson, seconded by Mr. Martin, resolved that the request of the Toddsbury Land Corporation be anproved as stated a~d recorded on a proposed layout filed with the Board's papers. 6g-16. Mt. Henry Myers, representing R~r.J.A.Ohalkley, again comes before tBe Board seeking t~e rezoning from C-1 to C-2 on a tract of land at the southeastern intersection of Rt. 10 and Terminal Avenue. M~.Ralph Page states that Terminal Avenue is s through road, the traffic is hazardous to the sc¼ool children of the area. ~r. Atlas Vau~han, who is President of the Hickory Hill Civic Association opposes the request. Mrs. Lipscomb who lives next door opposes the rezonin~. Mr. G.F.Simms, who lives a short distance from Hopkins Road is in favor of the request o I~r; Lowe presents pictures of the adjacent areas. Upon consideration whereof, and on motion of ~Ir. Britton, seconded by l%r. Horner, it is mesolved that the parcel of land fronting 150 feet on the east line of Rt. 10 be zaned to a depth of 200 feet for General Business, provided the o~ners Will agree there w~ll be no body and fender work on cars, no major repairs, and that there be installed a fence running 200 feet ~ast of Rtl lO and t~ence 150 feet to Terminal Avenue, which fence shall be at least 50~ solidity and constructed before additional improvements on the land are made. It is .her~ noted that the applicant a~rees to the restrictions including the suggestions that the fence be subject to the aoproval of the Board of Supervi~sors. 6.~-17. ~ir.R.Pinkney Sowers, representing Mr.?~.P.Oliver and I~r. D.~..Benson comes befbre the Board, requesting the rezoning from Agricultural to General Business (C-2) in Bermuda Magisterial District, of a 7.29 acre parcel of land fronting 301 feet on U.S.#l and extendzng ea:;tw rally 1188 feet to the west line of Route 95~ being 1950 feet south of Rou~e 618 and presently zoned C~2 for a depth of 300 feet~ and states that due to an error in notification that this case, even though approved on February 12, 1964, must be reheard at this time. ~'~,r.Graham Jennings, Attorney, for the opposition, presents ~r. Pusey who introduces pictures of the surrounding area and a huge chart showing t~e location of houses in t~e area. Mrs. Ruth Uhilds, objects t~ the Trailer Court stating it w~il devalue the houses in the neighbmrhood. There were present 6 people adjacent to the property w~o oppose and thirteen people who live in the vicinity who oppose. i'~'~. Jennings states that the people in the a~ea could not object too strongly concerning the .first 300 feet which is already zoned business, however, the nearest trailer court is over 1000 feet away and requests that the zoning petition: be denied. Mrs. Colston states that there are 30 to 50 children at present in the Harrowgate School from Trailer Courts and that already the school,even though new, is over- crowded. Mt. Sowers'says that beyond 300 feet there is nothing and wishes to have this land zoned so that adequate sewer disposal can be installed. Mr. Goyne stat~:s that he has been on the Pike for a number of years and it is a business area and in his opinion the rezoning request would not detract from the area and makes a motion that the same be approved. There was cited the fa~t that the County needs a sewer easement from Belt Boulevard to the property ink.question. Mr. Lowra~ce, representing the Adams Hea~ng and Air ~onditioning Corporation comes before the Board requesting the rezoning from Agricultural to General Business (C-2) of a parcel of land fronting 100 feet on Route 360 and extending northwestwardly ~30 feet, bein~ 330 feet southwest of $ilverwood Drive. There appearing no opposition to this request, it is resolved, on motion of Mr. Britton, seconded by Mr.A~rson, that the aforedescribed parce~ of land be and it' heregy is rezoned for General Business purposes. ~r. Mr. Cook speaks for the Huguenot Little LeaEue Association requesting the County ~o pay one-half of the cos~ of lighting and fencing the ballfield at the Crestwood Elementary School, which facilities woul~ be used by 13 to 15 year old boys. On motion of Mr.Britton, seconded by Mr.~iartin, it is resolved that this Board grant the request of the Huguenot Little League ~ssociation and requests the Treasurer to vransfer the sum of ~g650.00 to the School Board ot pay one-half the cost of lights and fencing for the Crestwood Elemen'tary School playground. It is here noted that the Huguenot Little League Ass~iation agrees to pay the electricity bills and the maintenance on the facilities and will have charge of scheduling the games to be played. On monion of Mr.Ap~erson, seconded by l~'~r.~artin, it is resolved that the Beach Grange be allowed to use the Fair ~rounds for an Auction Sale, pr~ovided thefee of ~12.50 be paid and that the grounds be cleaned at the conclusion of the sale. On motion of Mr.=pperson, s.econded by Mr. Maz.tin, it is resolved that the Executive ~ret.~y be authori~'ed to insert an ad in the News Leader Industrial Supplement a~ a cost of approximately ~200.O0. On motion of Mr.~q~pmrson, seconded by .~,]r.~'artin, it is resolved that the Real Estate Assessor be authorized to employ a new Assessor at the salary of per year vo fill the vacancy left by [~'lr. D.~g.~.iartin. There was received from Chief E.P.Gill, a request to allow one year's credit for ~ach two years prior ~'olice experience to those persons employed with the Police Department, which policy would change t~e salary of one present employee and one prospective employee. Upon consideration whereof, and on motion of l~ir. Britton, seconded by Mr. Browning, it is resolved that this r~quest b e.granted and the Policy for prior service be adopted. On monion of Mr.Britton, seconded by [~ir.Browning, it is resolved that this Board recommends to the gu~lge of Circuit Court, the Honsrable William Old, the employ- men~ of Mr. Anthony Perlie Tucker, Jr., as a Police Officer for the County of Chesterfield. There arose a discussion concerning the fees for electrical permits, an~ it was generally agreed t~at this be referred to the .Commonwealth's Attorney f or the drafting of a suitable Ordinance for consideration at the next meeting. On motion of Mt.Martin, seconded by kr.Britton, it is resolved that this Board auvhorizes the drawing of the final plans and s~ecifications for the new office buildi.ng. It is here noted that Mr. Ap~erson vovss '~No"~ stating he would like to h~-~ve t~e Civil Defense basement constructed first. i-'~r. ~.pperson, Supervisor of Dale DistrAct, publicly thanks ~,~r. Goyne for the ~emovat of a sign placed on Rotate ~10 in the vicinity of the Hening School, whioh sign was thought to be objectionable to the people in the area. Mr. Apperson made no~e of tbs fact that Mr. Goyne willingly and with d~ spatch removed the sign when he ~as aware of the objectio~s from the area citizens. On motion of i~r.
