03-26-1964 MinutesViRGINi.~.: ,it an adjourned r~eeting of the Board of Supervisors of Chesterfield County, ~eld at the Courthouse on March 26, 1964, at 2:00 p.m. Present: Mr.H.T.Goyne, Chairman Nr. Irvin G.Horner Nr. R. J. Britton Nr. Herbert O.Browning Mro J.Ruffin ~pperson i~k~. ~.R.Martin Mr'. Spooner Hull, ~'P. McGranighan and [~.Foutz, being the Electoral Boar. d of the County, come with certain recommendations. Mr. Hull acts as spokesman and recommends that Stony Point be split to form the 01d Gun Precinct and that German School Precinct be split to form the Crestwood Precinct, according to a map filed with the Board's papers. Mr. Hull further recommended that the Precinct at Beach, which has a relatively small number of voters, be closed which would result in a savings of approxin~tet¥ ~225.00 per year. ' ~.Hull further requested that the salaries of election officials be raised $2.50 per day, that the magisterial line dispute between Manchester and Midlothian, lying north of Rt.60 be clarified. Upon consideration of these requests, it is on motion of Mr.Britton, seconded bF Mr. Horner, resolved theft ~r.Rose, Mr. Painter gnd Mr. Burnett be requested to prepare a proposed map showing the magisterial line between ~anchester and Midlothian districts. Mr.Amperson moves and Mr. Browning seconds that this Board deny the request to close the Beach Precinct. Whereupon, [~. Britton makes a substitute motion, that the Precincts of Stony Point and German School be divided and that the closing of the Beach Precincts be held for further investigation, which substitute motion wa.~ voted on and approved. On motion of Mt.Homer, seconded by Mt. Browning , it is resolved that the request of the Electoral Board for a pay raise be discussed at a later date when the 196~-'65 budget is considered. ~s. ~onfer and Miss Massie, from the Home Demonstration Department come before the Board and cited the present program of this Department outlining the various services rendered the citizens of the County, at the end of which the Chairman thanks both of these ladies for their presentation of 'their excellent program of service to the ~ounty citizens. Mr.J.K.Timmons presents a plan far the extension of Pinetta Drive as agreed to by the Board of Snpervisors on February 14, 195~. Upon consideration whereof, and on motion of ~r. Martin, seconded by Mr. Britton, it is resolved that this Board approves the request of the s~bdivider to improve Pinetta Drive to the extent that the State Highway Department will accept this road into the State Secondary System of roads and that the neces~ty of hard- surfacin~ be waived due to the preview, s commitments and due tn the fact that this is a connecting road between Rt. 60 and Buford Road. Mr.Robt. P.Buford, Attorney, representing the Southern ER. and Mr. James Beard, A~ent for said Railroad come before the Board to explain their opposition to a proposed grade crossing between the subdivisions of Woodmont and GresJTield, citing the fact ths~t the proposed crossing would be an extremely dangerous crossing over which anproximately 1OOO cars per day would be traveling; that such a crossing is not necessary because there are two crossings within a mite to the west and one within a short distance to the east and that such a crossing would be detrimental to the neighborhood because of the traffic and the neces~ty of the train, blowing its whistle approaching the crossing. Mr.J.Alfred Taylor, ~.T~omas M.Robinson and a delegation of approximately 25 people appear to further oppos~ the crossing and present a petition signed by approximately 217 residents opposing the crossing. Mr. Jack Kenny, Attorney, for the Consolidated Sales Corporation, states that the history of the Railroad was that service~as decreasing, the number of t~ains were decreasing and that the necessity of housing was increasing. He refutes the idea of using the crossing close to Rt. 1~7 by saying that it is far too dangerous to use, that the new modern crossing w~th good sight distance would be far better. ~ir.J.K.Timmons, Planning Engineer, for the subdivisions, states that the County Ordinance requires free access between subdivisions for fire trucks, school buses, etc.and the Robious Railroad crossing is the most dangerous one in the east. Mr. Julian Jacobs, one of the developers, states tLo. t he is continuing to build houses in the Woodr,:ont area, that the grade crossing would be of great benefit to both subdivisions. A suggestion was made from the Board that the parties consult further and try to reach an agreement. Mr.B~ord states that the Railroad will oppose the crossing and there is ne Oeed to discuss the mat,;er further. Mr. Nartin states ?~e has visited the site and has changed his mind concerning the issue and moves theft the motion made on February 12, 1964, be rescinded. mt. Browning seconds said motion and the s~me is unanimously approved. Upon further consideration and on motion of ~',,h~.l~artin, seconded by l'.~[r. Apperson, it is resolved that this Board m~ et on the site to explore the feasibility of such a cros~ng at a later date. · .~r. Hugh Hawthorne comes before the Board raising certain complaints against the operation of the Health Department and cites the fact that he has had six different sanitarians to give rulings on the subdivision of Penn'~ Acres, and cites several discrepancies in the actions of the Health Department. Mr,R.T. Holly cites the fart that the Land O'[~ines Subdivision has been tested by many sanitarians who differ in their opinions and rulings which makes the business of selling, lots extremely difficult. ["~lr.~'[alter Casen cites certain trouble with the Health Department in the ~evelopment of Amber. Hei~lhts. ~','~r.S.T.¥1agstaff raises certain objections to the method of the Health Departmenn in the developmenz of ~orest Acres. · ?~%r. Curtis Rudolph speaks briefly on the Keaneland ~arms Subdivision. Df. Wagner, Director of the Health Department, in replying to the complaints states that Chesterfield has a terrific growth problem and a h~ghly complex soil problem and states th~,~t the Board of Supervisors had requested the Health Department to examine each lot carefully and the Health Department is .at present trying desperately zo keep the sewage under ground. Mt. Dan Amos from the Department of Agronomy of V.P.I, cites the ?experience and educational qualifications of the Soil Scientists presently mapping] the soil in Chesterfield and cites the advantages of the soil investigation now being done. Upon consideration whereof, and on motion of l~lr.Horner, seconded by },lr. Britton, it is resolved that the Chairman ve reques£ed to appoint a Committee to hear any complaints at any time of any subdivider and to attemDt a solution with the Health Department. ?/hereupon the Chairman appoin~, i'~.~r. Britton, seconded by Lr.Martin~ it is'resolved that the contract with the armco Steel Company for the installation of a 36" pipe line under the ~ailroad at Jahnke Road in the amount of ~6gg.65 be and it hereby is approved. On motion of ~,'~r.Britton, seconded by Mr.i','lartin, it is resolved that the contract No .6102-23 for ~he construction of a humping station on ReedyC reek in the amount of ~)107~732.00 be awardec! to the firm-of Conquest~..,, Moncure and Dunn. On motion of ~[r.Martin, seconded by Mr. Britton, it isresolved that the contract for clearing the lagoon site on the Powhite Creek in Bon Air be awarded to R~ err A. Smith for the sum of ~2g,O00.O0. On motionof Y[r.Britton, seconded by l\~r.I~iartin, it is resolved that if the efforts of the E~ngineering Department in acquiring the right of way for sewer line on Falling Creek, north of Cogbill [toad, are not successful, that condemnation proceedings be instituted. On motion of Mr.~artin, seconded by Z~r. Britton, it is resolved that the County Engineer be auvhorized to send three employees to attend the ~ater Pollution Conference in Charlottesville, Virginia. On motion of [~ir.Britton, seconded by i'~'~r.Browning~ it is resolved that the Chairman and Clerk of this County be authorized to sign an Agreement ~.~ith the Atlantic Coast Line Railroa~ Company~ granting said Company the right or license to install and mainZain for ~he purpose of a sanitary sewer, a line of 1C-inch concrete ~ipe across the right of way and under neath tracks of the Railroad Company in~qidlothien Pike near Rishmond, Virginia, at a point 2,003 feet northwestwardly measured along the center line of the Railroad Company's southbound main track from [~ile Post 2; as more particularly described ~n said agreement which agreement is dated February 20, 196g, a copy of which agreement is filed with this Board of Supervisors. On motion of R]r. Britton, seconded by Mr.~]artin, it is resolved that the Treasurer of the County be requested to transfer from the unappropriated surplus of the County the following amounts: ~3~000 to Item 8a - Hospitalization ~8,O00 to 10c~220 - Opera, tic,al expenses on trash truck ~2,~58 to ~a-31? - Record books for Circuit Court Clerk On motion of [~.~r. Britton, seconded by ~r.~dartin, it is resolved that a Variance be granved vo [~.I~ichard K.Putney at 2232 Pocoshock Blvd., for the construction of s garage to be used as a dwelling by his mother with the understandins that it be used as a dwelling only so long as ['~r. Putney's mother lives in sai~ garage. On motion of Mr.Apperson~ seconded by ~r.~artin, it is resolved that Case No. 6~-23 for a Use Pe~nit for Mrs. ~ary B.Stratton be postponed to April 23, 196g at 3:00 p.m., upon the reque~st and consent of the attorneys for both sides. On motion of ~r.Browning, seconded by Mr.~ritton, it is resolved that a request for a Use Permit for the katoaca Fire Department be applied for in the County's name. 46Z On motion of ~,tr.Britton, seconded by iV, r.Apperson, it is resolved that the minutes of December 30, January 8 and 23, February 5~ 12 and 27th, be, and they hereby are approved as amended.
