On motion of Mr.Britton, seconded by ~4r. Browning, it is resolved that Contract
AR-62'~ for the installation of water lines for the Mobile Townm Trailer Court, in
the amount of $2565.00, be, and it hereby is approved.
On motion of Mr. Britton, seconded by Mt. Homer, it is resolved that Contract
AR-597,A for the installation of gas and water in the Deerborne Subdivision,
Section "B" be and it hereby is approved

The County EnKineer cited the fact that new water mains would have to be installed
at the intersection of Rt.892 and Hopkins Road, due. to the construction of the
Circumferential Road. Upon consideration whereof, and on motion of Mr.Apperson,
seconded by Mr. Britton, it is resolved that the Co~nty~Enzineer seek bids and
award same to the low bidde~, a contract to perform this work.
On motion of Mr.Britton, seconded by Mr. Horner, it is resolved that Contract
S-6~-6D for the installation of sewer lines in the Mobile Towns Trailer Court, be
and it hereby is approved. '
On motion of Mr.Britton, seconded by Mr. Hornet, it is resolved that t~is Board
authorizes its Chairman, Mr.H~T.Goyne, to apply for and sign a]l papers necessary
for Federal Aid in the construction of the County's sewer system.
On motion of Mr.Britton, seconded by Mr. Horner, it is resolved that the County
Engineer be requested ~o study the Powhite Creek Dam on County-owned property and
to make some recommendations as to the future of the property, particularly with
regard to the request of the people in the area to have said Dam removed.
~tr.j L.E. Hatcher comes before the Board complaining of the water pressure on
Petersburg Street in Chester, citing the fact that his water pressure dropped to
almost zero when someone else turned on the faucet. The County Engineer reported
that this was a very small and old line; however, pressure was considerably better
at the me,er which seemed to indicate that part of the'problem was in Mt.Hatchet's
home. The County Engineer also cited the fact that there was pro pcs ed an
aoartment project in the area, the developer of which wishe~ to lower Petersburg
Street and that improvements to this situation were temporarily delayed until further
planning of the apartments had been received.
Upon consideration whereof, and on motion of ~r.Martin, seconded by Mr. Apperson~
it is resolved that the developer of the proposed apartments be given thirty
days tomake arrangements for the installation of a water line or the lowering of
Petersburg Street and if said arrangements were not made at the end of thirty days,
the County Engineer would b~ authorized to install a 6-inch line with the present
road grade.
On motion of ~'~r.Apperson, seconded by Mr.Martin, it is reso]pved that the following
street names be changed:
Volunteeer to Wentworth
Witherspoon Road to Westwood Street
Dunaway Drive tn Shamrock Drive
Mr.J.J.Jewett comes before the Board speaking for a delegation of citizens in the
Midlothian ~e.a ~n support of the request for the County's participation in the
transportation o~f pupils to the Tomahawk School, the same being a private school.
It was cited that the average cost of transportation was approximately $46.50 per
child per year, and t~at the buses operated at approximately 1~¢ per mile.
Mr. Goyne states that he is opposed to the grantinf of this request.
Mt.Martin states that he is in favor, since the County has the responsibility of
providing schools and transportation is a part of the cost of education.
Nr.Horner states that the tax base is not sl~fficient to allow the County an adequate
sum for all of its needs, and states further that the State has not lived up to its
share of %he responsibility in helping the localities.
Mr.Apperson clears up the question that the request for transportation support is
for the current school session.
Mt. Browning states that the State has cut the County's appropriation and money will
be limited in general~
Mr.Britton states that the people with whom he has talked are opposed to the request.
On motion of Mr. Apperson, seconded by R~r.Britton, it is resolved that the rotter be
continued for further study.
~r.C.Wayne Gilbert, President of the Local Union, a branch of U.M.W. 6£ the Allied
Chemical Company c~omes before the Board citing the fact that at times it is necessary
to park on Rt. 618, since the Allied Chemical Company has not furnished adequate
parking spacefor its employees and that certain "No Parking" Signs have been placed
along said road causing the employees to get parking tickets and fines on occasions.
It was pointed out further, that a]l of the parties to s~ch a discussion were not
present, that this meeting be deferred until reore~entatives of the Allied Chemical
Company and the Highway Department be present, so that all persons involved in the
matter could hear the discussion..
On motion of ~r. Martin, seconded by Mt.Homer, it is resolved that all parties be
invited for further .discussion at 2:00 p.m. April 23, 1964.
A delegation from the citizens o~ Clover Hill comes before the Board in behalf of
the proposed straightening of Rt.621, lying south of Rt.360. It was cited that a
new right of way for straightening this road had been ar. quired'aoproximately 30 years
ago by the Hiahway Department and that at present there was $?,000 available for
construction of this new road.
Mr. N.W.Hancock, presented a petition signed by 73 people favoring the new road.
Mt. Ben DeLorne, Mr. Cogbill, Mrs. Winckler and others oppose the new right of way and
request that the presently used road be improved.
Mt. Homer states that in his beBt judgment the area will be better served by the
construction of a new road with the firm understanding that the present road would
be maintained in the future.
Upon consideration whereof, and on motion of Mt. Homer, seconded by Mr.Martin~
it is resolved that this mat~er be viewed and discussed again on May 13,1964,
at lO:C0 a.m.
There was read a report from Mr.R.V.Lancaster, Resident Engineer, Virginia Department
of Highways, concerning the survey of speed limits on Rt. 616, Osborne Road, and
it was cited that the median speed was 3~.5 MPH and that the results of the State's
study indicated that the existing 40-MPH speed limit was not recommended to be
changed. Mrs. Jernigan, Mr. James Alexander and others speak in behalf of
lowering the spee8 limit on this road. Upon consideration whereof, and on
motion of Mr. Goyne, seconded by Mt. Browning, it is resolved that the Highway De~rt-
ment be~and the same is hereby requested to reduce the present speed of &Omph to
30-MPH onRt.616, between Ets. 1 and 10.
Mt. Robert Goyne presents )ir. Hunter Jones, Airport Manager of the Parnell Airfield
and Mr. Paul Peterson, who state that there is a need for a local airport and cite
the funds available for financing such a facility. Upon considerat&on whereof,
and on motion of Mr.Anperson, it is resolved that the Chairman appoint a Committee
to investigate this matter further.
Mr.R.V.Lancaster, Resident Engineer, cites the fact that $218,8~9.O0 will be
Shester£ield's share in the next biennium dae to the increased cost of auto
license~s on the State level and proposes to spend this amount as follows:
1. -Rt.65g, complete bridge and approaches
2. Walmsley Boulevard improvement, from City line to
Route ~10.
3. Rehabilitate certain roads in the County that have
been recently damaged

Upon consideration whereof and on motion of Mr. Britton, seconded by Mr. Apperson,
it is resolved that the recommendations of Mr.Lancaster be and they hereby are
approve~d.
The Con~onwealth's Attorney explains the zoning proecdure change made necessary
by a r~cenb ruling of the 1962 law on zoning, and states that all zoning must
be referred by the Board of Supervisors to the Planning Commission for recommendation.
Upon consideration whereof, and on motion of Mr. Britton, seconded by R~r. Anperson,
it is resolved that all those zoning applications presently on hand be referred
to th e P1 anning Commi ssi-~ "~"~'~ s~-~.-~i-~.~n~-~sy-o-~,~ ~..r{..~- {~ "~'~-'-B-~-~-
of Supervisors its reconm~endation prior to ~ay 13 196&, which is the next zoning
meeting of this Board. '
Mr. D.A.Bradbury comes before the Board requesting a Variance from the Subdivision
Ordinance to allow the construction of a dwelling on a parcel of land lying to the
south of Rt.60&, stating that he will put the plat, which has been aoproved by the
Planning Commission, to record and construct the road should he attempt to sell any
land within the proposed subdivision or build homes thereon.
Upon consideration whereof, and on motion of Mr. Apperson, seconded by Mt.Martin,
it is resolved that a Variance be granted to B~r.Bradbury for the construction of a
house with the a£6redescribed restrictions thereon.
Mr.S.T.Wagstaff comes before the Board requesting a Variance from the Subdivision
Ordinance on a parcel of land in the Wagstaff Circle Subdivision and states that he
wishes to deed a pqrcel of land 100 x &O0 feet fronting on Wagstaff Circle as a
dwelling site. Upon consideration whereof and on motion of Mr.Martin, seconded by
Mr. Apperson, it is resolved that a Variance from the Subdivision Ordinance be
granted Mr. Wasstaff to the effect that said parcel of land may be sold w~thout the
necessity of subdividing same through the normal procedures, and that the property
be divided as shown on a plan recorded with the papers of this Board.
~T~here was presented an agreement prepared by the Commonwealth's Attorney wherein
Messrs. Longest, Phillips and Dodge guarantee to the County the construction of
5ertain stub roads in the Village of Chester. On motion of ~r. ADperson, seconded
by Mt. Homer, it is resolved that the Chairman and Cl-~rk of this .Board be and they
hereby are authorized to sign said Agreement and the Clerk is authorized to record
said Agreement.
On motion of Mt.Homer, seconded by.Mr.Martin, it is resolved that an Agreement
withE.Tucker Carlton for performinK the services as an architect for an addition
to the present office building, b'e, and it hereby is approved.
On motion of Mr. Apperson, seconded by ~r. Britton, itis resolved that the following
appropriations be and the same hereby are made for the month of May, 196&, from ~
the funds and for the functions or purposes indicated:

of $1000.00 be transferred from the unappropMated surplus of the General Fund to
5a-121-Compensation of Jurors.
On motion of Mr.Martin, seconded by Mr.Aooerson, it is resolved that Mr.F.E.
?;atkins be paid $327.00 as compensation for the killing of sheep and ducks on
his farm by dogs.
On motion of Mr.Martin, seconded by Mr.Apperson, it is resolved that Mr.Lloyd M.
Smith be paid $15.OOfor the destruction of ten cornish hens killed by does.1
On motion of Mr. Apperson, seconded by ~r.Martini~ it is resolved that the School
Board budget in the total amount of $15,119,71~.00 be and it hereby is received
for further study.
On motion of Mr.Britton, seconded by Mr.Horner, it is resolved that ~he request
of the SchoolBoard for additional space be and it hereby is referred to the
Buildings and Grounds Con~nittee.
On motion of Mr.Apperson, seconded by Mr.Martin, it is resolved that the two
resolutions of the School Board, setting out'the estimated needs for the 196~-~65
school year, be and they hereby are received.
On motion of ~r.Horner, seconded by Mr.Apperson, it is resolved that the Executive
Secretary is directed to arrange a meeting of the Board as a Budget Committee with
the School Board so that certain items in the requested School budget may be
expla in ed.
On motion of Mr. Britton, seconded by Mr. Aoperson, it is reselved that the request
of the R~idlothian Fire Department to be allowed to purchase a 1946 Ford truck
to 'be used as a tank %ruck in the Fire Department be and the same is hereby
denied, since it appears tha~ it would cost more to equip and repair the
proposed truck than is financially feasible.
On motion of Mr. Apperson, seconded by Mr.Martin, it is resolved that the Bon Air
Fire Departmentts request for consideration of a brush truck, be referred to the
Fire Gommitt ce.
It is g~nerally agreed that this Board would meet with officials of the Western
Riders, Inc. on April 23, 1964. ·
It was announced by ~r.Carl Cimino, Fire Training Officer, the schedule for the
Fire Schools to be held at the Training grounds at the Courthouse.
On motion of Mr. Aoperson, seconded by Mr. Browning, it is resolved that the
Compensation Board berequested to transfer $559.18 from Salaries for Temporary
Employees~ to Salaries for Permanent Employees, the same beinE requested by the
Treasurer: of the County, Mr. Gecr~g.e W.Moore,Jr.
Re:
Changin~g the boundaries and dividing the Election Districts of Stony
Poiht and German School Precincts and creating therefrom new Election
Districts to be known as Stony Point Election District, Old Gun Election
District, German School Election D~trict and Crestwood Election District.
WHERE~S, the Electoral Board of the County of Chesterfield has requested
that n~w el~ection districts be created in certain heavily populated areas of
the CoUnty in order to provide more convenient voting places in the election
distridts of Stony Point and German School; and
WHEREAS, it is the opinion of the Board of Supervisors that a need exists
to establish new voting districts in Stony Point' Election District and German
School Election District;
NOW, THERE~DRE, on motionof Mr.Britton, seconded by Mr.Apperson,
BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF CHESTERFIELD COUNTY,VIRGINIA,
as folIows:
1, It is hereby determined that new election district should be
established in the Stony Point Election District by dividing said district into two
districts to be known as Stony Point Election District and Old Gun Election
District.
2~ It is hereby determined that new election districts should be
established in the German School Election District by dividing said district into
two districts to be known as ~mman School Election District and Crestwood Election
District.
3. It is the opinion of this Board tthat the names, boundaries and votins
places therein of the Stony point, Old Gun, German School and Crestwood Election
Districts should be as follows:

Beginning at a point where the Manchester-Midtothian Mazisterial Districts
dividing line crosses Forest Hill Avenue; thence west on Eorest Hill Avenue to
its intersection with Huguenot Road; thence northeast on Huguenot Road to SDony
Point; thence north on Stony Point Road to Evansway Lane; thence along Evansway
Lane to Westgate Road; thence west on Westgaj~e Road to Merrimac Road; thence
along Merrimac Road to Garden Road; thence along Mer~rimac Road; thence along
Merrimac Road to Garden Road; thence along ~ard&n Road to Apache Road; thence
along Apache Road to Croatan Road; thence along Croatan Road to the James River;
thence along the James River ~o the dividing line between Manchester and
~idlothian Magisterial Districts; thence along the dividing lines between
Manchester and ~idlothian Magisterial Districts to the point and place of

It is respectfully requested that the Judge of the Circuit Court of Chesterfield
County establish as the boundaries of Stony Point Election District, Old Gun
Election District, German School Election District and Crestwood Election District
and the voting places therein as set forth in Item 3 hereof.
The Con~onwealth's Attorney of this County is requested to present a certified
copy of this resolution, which shall constitute a petition signed by the members
of this Board to the Judge of the Circuit Court of this County, and the said. Judge
of Circuit Court is hereby requested to enter such orders as may be necessary to
alter and establish the boundaries of Stony Point Election District, Old Gun
Election District, German School District, and Crestwood Election District; and
that appropriate directions may be given with respect to the posting of notices
as required by law prior to the entry of such order, and that appropriate directions
may begiven with respect to the posting of such orders establishing the boundaries
and voting places of Stony Point Election District~ Old Gun Election District,
German School Election District and Crestwood Election District, and that
certification of copies thereof to the County Electoral Board for the anpointment
of Registrars as may be needed as a result of the creation of new election districts,
an~ that all such orders as ~ay by law be required may be entered.
There was raised a suggestion from Mt. Harold Walker that certain changes be made
in the allocation of office space in the Finance Building to the effect that Mr.
Williams be shifted to the old School Board office and that the vacated space be
given to him for the new addressograph machines. Upon consideration whereof,
and on motion of Mr. Apperson, seconded by Mt.Martin, it is resolved that this
request be and it hereby is referred to the Buildings & Grounds Committee.
On motion of Mr.Apperson, seconded by Mr. Martin the following resolution is
adopted: '
WHEREAS, W.S.Carnes and Meadowbrook'Estates, Inc., are the owners of Lots
18 and 17, Block M,Section B, Meadowbrook, as shown on a plat of Meadowbrook,
made by J.K.Tim~ons, Civil Engineer, dated May 2~ 1960, in Plat Book 12, at
pages 9, 10 and 11, in the Clerk's Office of the Circuit Court of Chesterfield
County, Virginia; and
;~HEREAS, the said W.S.Carnes and Meadwobrook Estates, Inc., have petitioned
this Board %o relocate a sixteen foot alley easement lying between Lots 1~ and 1~.
Block M, Section B, Meadowbrook, two feet to the north and to vacate the present
sixteen foot alley easement and to dedicate a new sixteen foot alley easement, as
shown on plats attached to said petition; and ·
WHEREAS, the proposed vacation and relocation will not interfere with any
rights of amy party other than the petitioners;
NOW, THEREFORE, The Board of Supervisors of Chesterfield County, Virginia,
doth hereby approve th~.~vacation of the sixteen.foot alley easement between
Lots 18 and 17, Block M, Section B, Meadowbrook, as shown on a plat of Meadowbrook~
made by J.K.Timmons, Civil Engineer, dated May 2~, 1960, recorded June 9, 1960,
in Plat Book 12, at pages 9, 10 and 11, in the Clerk's Office of the Circuit Court
of Chesterfield County, Virginia, which said vacation shall be effective only
whrn a declaration of vacation is eRecuted by the owners of said lots and recorded
in the Clerk's Office of the Circuit Court of Chesterfield County, and a deed of
dedication is executed by said owners in such form as approved by the Commonwealth~
Attorney of this County.
BE IT FURTHER RESOLVE~, that the Clerk of the Circuit Court of Chesterfield
County is requested to indicate nhe vacation of such easement on the margin of the
recorded plat of Meadowbrook, Section B, recorded in Plat Book 12, at pages
9~ 10 and 11, and to enter the same on the Grantor side of the General Index of
Deeds in the names of the parties hereto.
On moition of Mt.Martin, seconded by Mr. Apperson, it is resolved that the County
Engineer be authorized to purchase ~eplacement signs as requested by the Midlothian
Ruritan Club and that said area be charged with the installation of new signs.
On mo%ion of Mt.Hornet, seconded by Mr.Browning, it is resolved .that the County
Engineer be and he hereby is requested to study the need for the establishment of
a deposit system on sewer service charges for renters.
On motion of Rlr.Browning, seconded by Mr. Horner, it is resolved that the Highway
Department be and it hereby is requested to lower the culvert on Beverly Street
in Na%oaca, which culvert empties the new ditch presently being dug in this
vicinity.
On motion of Mt. Browning, seconded by Mr. Hornet, it is resolved that the Highway
Department be requested to put a "Road End" sign on Rutledge Avenue in Ettrick.
On motion of Mr. Apperson, seconded by Mr. Martin, the meeting is adjourned to
April 23, 196~, at 2:00 p.m.
