On motion of ~ir. Britton, seconded by Mr. Apperson, it is resolved that the Utilities
Budget for the year 1964-'65 having been duly advertised on May 31, 1964, in the
Richmond Times-Dispatch for a public hearing is discussed. It is further resolved
that the Board held a public hearing for informative purposes on the contemplated
budget for the fiscal year 196~-'65. The Budget was for the informative and for
fiscal planning purposes, and was not approved, adopted or ratified by the Board of
Supervisors. Ail vote Aye.
On motion of Mr.Apperson, seconded by l~'ir. Britton, it is resolved that the following

On motion of Mr. Apperson, seconded by Mr.Horner, it is resolved that the County
Engineer be authorized to award to the lowest bidder the clearing of the Powhite
lagoon when said bids are received.

sewer contracts be and they hereby are approved:

S-6220-D - Falling Creek Hills
There arose a brief discussion concerning the installation of sewers in Chester
and it was generally agreed that condemnation proceedings should be initiated
in the event rights of way cannot be obtained.
Upon further consideration and on motion of Mr. Britton, seconde~, by Mr. Apperson
it is resolved that signed con'.'.racts be obtained from the prospective connectors
of the sewer system in Chester.
There was a brief report from the Fire Committee.
On motion of Mr. Apperson, seconded by ~r. Britton, it is resolved that the s~ggested
changes in the Police Dispatcher's office including the r~.wiring of the microphone
for voice convrol, be, aad it hereby is approved.
On motion of Mr.Martin, seconded by ~'~r. Apperson, it is resolved that the request
of Mr.P.R.Wallace for a lower connection charge for s ewers to the Remuda
Apartments be and it hereby is denied.
On motion of Mr. Apperson, seconded by ~lir.Browning, it is resolved that Mr. Tom
Daniels' request for a lower~.~onnection charge be r~ferred to the County Engineer.
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Cascade Street in Henin~ Heights
and Beechwood, Section "A" in Dale Magisterial District, Chesterfield County,
Virginia, which shows t~t in the opinion of the County Road Engineer it is
expedient that said road be established as a public road.
Upon consideration whereof, and on motion of Mr. Apperson, it is resolved that
Cascade Street in the subdivisions of Hening Heights and Beechwood,Section "A"
Dale District, be and it hereby is established as a public road. '
And be it further resolved, that the Virginia Department of Highways, be and
it hereby is requested to take into the Secondary Road System, Cascade Street,
beginning at the intersection of Routes 2265 and 2266 and extending eastwardly
O~& miles ~o Prestonwood Avenue IRt. 2339). This road serves 9 houses.
And be it further resolved that the Board of SuperVisors of'Chestervield County,
Virginia, guarantees to the Virginia Department of Highways, a right of way of not
less than 50 feet for this road. Dedication of said rightof way recorded in Plat
Book , Page , Chesterfield Courthouse, Virginia~
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Derrymore Road and Bolton Road
in the subdivision of Clinton Court in Manchester Magisterial District,
Chesterfield County, Virginia, which shows that in the opinion of the County Road
Engineer it is expedient that said roads be established as public roads.
Upon consideration whereof, and on motion of ~¢ir. Britton, it is ~esolved that
Derrymore Road and Bolton Road in the subdivision of Clinton Court in Manchester
District, be, and they hereby are established as public roads.
And be it further' resolved, that the Virginia Department of Highways be and it hereby
is requested to take into the Secondary Road System, Drrymore Road, beginning at
a poiht on Rt. 1683, .O? miles east of Route 6~) and extending southwardly .11 miles
to a turnaround~ Bolton Road, beginning at a point on Rt. 1683, .l& miles east
.: of-Rt.6~5 and extending southwardly .12 miles to Worthington Road. These roads
serve 17 houses.
And be it further resolved, that the Board or Supervisors of Chesterfield County,
Virginia, guaranzees to the Virginia Department of Highways rights of way of not
less than )O feet for these roads.

'On motion of Rir. Britton, seconded by Mt.Martin, it is resolved that the County
Right of Way Engineer be requested to obtain rights of way for the widening of
Scottview Drive.
And be it further resolved, that the Highway Department be req~ested to widen and
improve Scottview when said rights of way are obtained.
On motion of Mr.Britton, seconded by )~r. Horner, it is resolved that this Board
request the Highway Department to study the speed limit on Rt.60, from ~roFidence
Road eastwardly to the City.
On motiQn of Y~r.Britton,seconded by Mr. Horner, it is resolved that this Board
requests the,Highway Department to change the speed limit on Bryce's Lane from
25-mph to 35-mph.
On motion of Mr.Apperson, seconded by ~r.Britton, it is resolved that this Board
requests the Highway Department tn improve Hill Road in Ampthill Gardens and
charge same to the 3¢ Road Fund of the County.
This day the matter of vacating portions of two unopened streets in Manchester
District came before the Board. Upon consideration whereof and on motion of
Mr.Britton,' seconded by Mr. ADperson, the following resolution is adopted:'
Whereas, applica~tion has been made in writing ~o the Board of Supervisors of the
County of Chesterfield, Virginia, by Harry Grandis and ~arriet Grandis, his wife,
to a~prove the vacating of portions of two unopened streets lying east of Hopkins
Road, Manchester District, as shown upon "Plat Showing Three Parcels of Land
Situated. on the East Side of Hopkins Road in the Manchester District of Chesterfield
County, virginia," made by J.K.Timmons, Civil Engineer and Surveyor, dated August
1963, a copy of which is filed with the application herein; and it having been
m~de to appear to the satisfaction of the Voard that the above named persons are
all of the owners of the property a~utting the portions of said unopened streets
desired to be vacated; that said portions of said streets have never been open
to public use and a re mot desirable for the development of the land abutting or
anyother land; that such action will not abridge or destroy any of the rights
or privileges of other property owners~ and that it would not be in the public
interest tc expend public funds for the opening of those portion of said streets;
WHEREFORE, BE IT RESOLVED, by the Board of Supervisors of Chesterfield County,
Virginia, that it hereby approves the closing of and vacation of those portions
of two unopened streets lying east of Hopkins Road, Manchester District, as shown
on the plat filed with the applicationand as described in the hereinafter mentioned
declaration of vacation, and that it hereby aDproves the Declaration of Vacation
executed by the abutting landowners, a copy of which is filed with said application.
There were presented several contracts between the Board of Supervisors and the
Virginia Electric & Power Company for the installation of electrical current to
certain schools in the County, and it was generally agreed that the Executive
Secretar~ would che~k the procedure with the Power Company.
On motion of Mr.Browning,~seconded by ~r. Apperson. · , it is resolved that the
Treasurer of the County b~ and h~ hereby ~s requested to transfer from the
unexpended surplus of the GeneralFund the sum of ~1600.00 to lOd in the General
Fund Budget and the sum of ~3500.00 to ~-a-c in the ~.Velf~re Budget.
On motion of Mr. Apperson, seconded by ~r. Britton, it is resolved that the
following a~propriations be and the same are hereby made for the month of July,
196~, from the funds and for the functions or purposes indicated:

On motion of Mt.Martin, ~t is resolved that the request of the School Board for
payment of legal services rendered the School Board in connection with the
application of Charles Moorman, Jr. ,et als, to transfer from Matoaca to Thomas
Dale High School be approved for payment.
And the Treasurer of the County is authorized to transfer the sum of $1775.66
from the unappropriated surplus of the General Fund of the County ot Item 17a-299
of the School Budget.
It was generally a~reed that the School Board resolution and Mr. Thompson's letter
concerning the school budget be filed with the Board's papers.
On mo~ion of Mr. Apperson, seconded by Mt.Martin, it is resolved that the erroneous
tax claim for Eustace Fields, Jr.,&OO5 Tyrone Street, Richmond, Virginia, in the
amounL of $10.OO be and it hereby is ordered paid.
On mo_tion of I~Yr.Martin, seconded by Mt.Browning, it is resolved that the deed
signed by IVlr.Gordon Young presenting certain rights of way to the County be and
it hereby, is referred to the Planning Commission.
On m~tion of Mr.Apperson, seconded by 1,ir.BrittOn, it is resolved that the Treasurer
of the County be and he hereby is requested to transfer the 1960 Personal Property
Delinquent Tax Bills as soon after July l, 1964, as is practicable, to the Deputy
Delinquent Tax Collector.
A Variance for the construction of a dwelling fronting on "A" street in Bon Air
was discu, ssed briefly and it was generally a~reed that this matter be deferred
for ~.further consideration.
A latter from Mr. John E.Andrews, complainihg about the construction of his home
was~discussed. Upon consideration whereof, and on motion of Mt. Browning, seconded
by ~r. Apperson, it is resolved that said letter be filed with the Board's papers.
The,question of a micro-film recorde~ for the Treasurer's office was again
brought to the Bord's attention. On motionof Mr.Apperson~ seconded by Mr.
Britton, it is resolved that the Executive Secretary be requested to contact the
repair man in an effort to ascertain the expected useability of the present
ma chine.
On motion of Mr. Martin, it is resolved that the request of the S.P.C.A. for a
contract to serve a certain portion of the County of Chesterfield be denied
at this. time, and the Executive Secretary be requested to inform said organization
by letter, of the future plans of the County in this matter.
There was read a'letter from Mr. John W.Carson concerning certain complaints on
Scattview and Riverside Drives. It was generally agreed that the Executive
Secretary inform Mr.Carson of the improvements made and planned in this area.
There ~as presented a bill from the Cottrell Electronics Corporation for
$2~92.00 for the installation of a Court recording s~und reinforcing system for
the Circuit Court. On motion of Mr.Martion, seconded by Mt. Homer, it is
resolved that ~his bill be aoproved for p~vment; however, the Executive Secretary
is to exert every effort to collect said amount from the Orate of Virginia.
On motion of Mr. Britton, seconded by Mr. Apperson, it is resolved that the Chairman
of this Board is hereby authorized to enter into an agreement with the Atlantic
Coast Line Railroad Company, and to sign same on behalf of said County, whereby
said Railroad Company grants unto said County the right or license to install
and maintain, for the purpose of a water main, a line of 20-inch pre-stressed
concrete pipe underneath the right of way and tracks of the Railroad Company
near Richmond, Virginia, at a point 1,6&3.20 feet northwardly measured a]on~
the~cen~er line of the Railroad Company's northbound main track from Mile Post 1;
as more~particularly described in said aKrsement, which a~reement is daDed
April 10, t96~, a copy of which agreement is filed with this Board. ·
64-20. Mr. L.P.Skipper, represented by Mrs. Richard Moore, come before the
Board seeking a Use Permit to operate a Mail Order business on a parcel of land
of irregular shape fronting 118 feet on Chancellor Road, and extending northwardly
205 feet being 1100 feet south of Cromwell Road and better known as 2309 Chancellor
Road.
it~ was reoorted that the Planning Commission had recommended the aoproval of
this r.eques~ and there appearing no one in opposition to this Use Permit, it is
on motion of Mt.Martin, seconded by Mt. Browning, resolved that a Use Permit to
operat~e ~ Mail Order business on the above describe~ location be and it hereby
is aoproved.
64-21. Mr.E.P.Garrigan and Mr.M.L.Fenley, Jr. come before the Board requesting
the r ezoning from Residential-2 ~ad Agricultural to General Business (C-2)
on a ~parcel of land of irregular shape fronting 212 feet on Forest Hill Avenue,
and extending southwardly 1322 feet, being 125 feet east of Chippehham Parkway.
It is noted vha~ the Planning Commission records aoproval of this request.~ There
appearing no one in opposition to this rezoning, it is on motion of Mr. Britton,
seconded by Mr. Martin, resolved that the aforedescribed property be and it hereby
is rezoned from Residential-2 and Agricultural to General Business.
64-23. Mrs. Mary Stratton comes before the Board requesting a Use Permit to
remove gravel for a period of two years from a 3/4 acre and a 2.6 acres parcel of
land being located approximately 550 feet south of Falling Creek; entrance to which
is a 50-foot right of way extending westwardly from Route 10 approximately 130C feet
and being l~O0 feet north of Cascade Drive; both parcels being contiguous to former,
excavations. It was cited that the Planning Commission voted ) to 3, with one
member abstaining on this request. Mr.Robt.A.Cox,Atty.,representing Mrs. Stratton
in summation of previous arguments, stated that an alternate route through Mrs.
Stratton's property is out of the question due to the cost of road construction,
there is no other quality gravel on the property, that Mr. Whitehurst bas apparently
not cancelled his contract with Mr. W.S.Carnes as indicated bM his testimony before
the Board~ that certain persons have changed their opinion from the previous zoning
case and have signed petitions against Mrs. Stratton on the present request, that the
Gravelbrook and Worthington Farms citizens are too far away from the proposed gravel
pit for their objections to be irrelevant and questions the Board members' right
in challenging ~'~'~s. Stratton's Court ~ppeal.
R~r. James ~v~artin states thatt~e materiai from this gravel pit can be used on parking
lots, fills and roads, that no other place in the area affords such material.
Mrs. Stratton states she belongs to the F~m Bureau, has sold graYel to the State ·
for many years, that her land is presently assessed for ~26,~0.00 and cites the
history of this re~.oning case and asked for a vote on the merits of the case.
Mr.Lewis Garrett Pastor of the New Baptist Church being erected on Belmont Road,
speaks for the ar, plicant.

· "r. Fred Gray thanks the Board for its patience, reviewing briefly the arguments
against the request, stating there were 122 people present or on petitions against
the request at the last meeting and states also that he has no doubt that there is
gravel on the rest of the property, that a review of the land sho~s that an
alternate road can be built for ~1500.00. ~
Ivir. S.E. Lyttle in rebuttal to Mr. ~Iames Martin states that there is plenty of
fill dirt in the area which can be purchased, that he has had no trouble in a
number of years of fiQding fill dirt.
Mr. Apperson states that a gravel pit is a permitted use if controlled and moves that
the request be granted. Mr.Browning seconds the motion.
Mr.Britton states that the Court,.should hear the case.
Mr. Horner states that he has been personally involved in this case and that there
is some merit in trying to avoid locating a gravel pit within 200 feet of a
roadway, and two years is a long time to live with a mistake.
Whereupon a vote is taken - Mr. Goyne, Mr.Browning and Mr. ADperson vote Aye.
Mr. Horner, M~. Martin and Mr.Britton vote Nay.
The Con~nissioner in Chancery designated by the Court to give the casting vote in
case of a tie was notified immediately and it was not practicable for said
Con%missioner to attend the present meeting. Whereupon, the Board agreed that the
Clerk and the Commissioner would set a date for this matter to be decided.
It is here noted that the matter is continued to July 8, 1964.

the rezoning from Residential-2 to General Business (C~2) on a parcel of land

was cited that the Planning Commission recommended approval as amended it is

cited that the Planning Commission recommends approval of this rezonin~ and there

Road {Rt.6~3) in Midlothian District. It was cited that the Planning Com~nission
recommends approval of this rezoning and there appearing no one in opposition to
this request, it is on motion of Mt.Martin, seconded by Mt. Browning, resolved that

Planning Commission recommends aoproval to the request for rezoning from Agricultural
to General Business (C-2) on a triangular parcel of land fronting 212 feet on Rt.60,
extending northwardly 395 feet, baing 2250 feet west of Providence Road in
Midlothian Magisterial District. There aopearing no one in opposition to this
request, it is on motion of Mt.Martin, seconded by Mt.Browning, resolved that the
aforedescribed parcel of land be and it hereby is rezoned for General Business purposes.
6~-32. Mr.C.E.Copley com~s before the Board requesting the rezoning from Agricultural
to General Business {C-2) on a 58.29 acre parcel of land of irregular shape,
fronting 1642 feet on the south line of Rt.360 and 2677 feet on the west line of
Courthouse Road (Rt. 653) in Midlothian Magisterial District, and cites the fact
that the Planning Commission has recommended the approval of this request as amended.~
Mrs. Stubblefield appears to raise some questions as %o the necessary restrictions
imposed on this parcel of land.
Upon consideration whereof, and on motion of Mt.Martin, seconded by Mr. Britton,
it is resolved that the portion of land fronting 1642 feet on the south line of
Rt.360, lying adjacent to and west of Rt.653, be and it hereby is rezoned to General
Business tna depth of 300 feet, .with the provision that no junk yard, auto grave-
yard or trailer court be permitted.

a parcel of land of irregular shape fronting 1~5 feet on the south line of Walmsley
Boulevard, 396 feet' on the southeast line of Rt. 10 and g70 feet on the west line
of Cottrell Road. There appearing no one in opposition to this request, it is on
motion of Mr. Britton, seconded by Mr.apnerson, resolved that the aforedescribed
parcel of land be and it hereby is rezoned for General Business purposes, with the
provismon that a 10-ft. widening strip be dedicated along Cottrell Road.
On motion of Mr. Britton, seconded by Mr. Browning, it is resolved that this Board
requests the Highway Department to lengthen both ends of the culvert at the inter-
section of Shelby and Service Roads in Woodstock.
~'~r. Robert Goyne comem before the Board citing the fact that the County should
apply for governmental support for the construction of an airport in the County
by July 3, 196~ and citem various reasons for this reeuest. Mr. Ho~,ard Mayo, Jr.,
states that his Committee has not investigated fRlly the feasibility of such a
facility and is not ready to report at this time. It was generally agreed that Mr.
Robert Goyne would do everything he thought necessary to promote the program ~rithout
involving County funds.
There appears a delegation from the Enon area to d~acuss the prospects of sewerage
in this area, making certain commitments as to the number of lots that would be
served by sewers and the number of houses that have been signed officially.

On motion of Mr. Britton, seconded by Mr. Apperson, it is resolved that ~nyone
prepaying a sewer connection on a vacant lot may have three (3) years to build
on said lot after service is available, at the end of which time the County has the
County has the option on re-assigning the connection, to w~tbdraw the right to
connect, or to charge $3.50 per month sewer service charge until said lot is
built on.
On motion of Mr. Britton, seconded by Mr. an~erson, it is resolved that the Highway
Department be requested to improve Sherman Road and ~;he intersection of Rts. 879

the County.
