A manufactured home has been located on the subject property since 1973. Approval for the renewal of the manufactured home permit occurred several times between 1973 and 2015. On April 27, 2016, the Board of Supervisors approved the most recent permit (Case 15SN0159)for two (2) years, expiring April 2018. 318SN0129-2018MAY23-BOS-RPT PROPOSAL The landowner, Ms. Socorro Wade, is seeking renewal of the manufactured home permit for an additional seven (7) years. Since 1973, Socorro Wade has been the owner/occupant of the manufactured home afterher husband, Horace Wade, passed in the early 1990s. The existing manufactured home is an older model with two (2) existing porch additions (unattached and unfinished area)which were approved with Case 15SN0159. As conditioned inCase 15SN0159, a shortened approval time of two (2) years and required landscaping to mitigate impacts on adjacent propertieswere imposed. Staff’s first inspection of the property revealed the manufactured home to be in fair condition, and the property well maintained. As required bythe previous approval, the two (2) privets are healthy and showingsigns of growth. The three (3) evergreens (leyland cypress)had not produced sufficient growth due to wildlife (deer) damaging the plant material and poor soil conditions. In early March, a Master Gardener with the Cooperative Extension Office met on site to evaluate present conditions and provide recommendations for the struggling plant material. Based on the recommendations received, volunteers worked to relocatetwo (2) existing evergreens (leyland cypress) andplanted three (3) cedar trees(Exhibit 1). All soil was prepared with additional compost which shouldimprove the moisture retention, aeration, and fertility of the soil. Staff’s second inspection found the plant material to be adjusting well with new signs of spring growth. The landowner is in compliance with the Board approval in 2016 with the exception of satisfying the landscaping requirements. No known complaints have been received relative to the use since the approval in 2016. Such plantings shall include a minimum of two (2) privets being a minimum of a 3-gallon plant at the time of planting and a minimum of three (3)cedars with a minimum initialheight of three (3) feet. These plantings shall be permitted to be staggered and shall be planted ten (10) feet on center.
