Recommend denial for the following reasons:
Location:
West line of Courthouse Road, north of Sunset Hills Drive.
(1) Part of Parcel 1 (Sheet 14).
Existing Zoning:
Approval of this request could establish a precedent for similar
requests, thereby resulting in sign proliferation along this portion
of Courthouse Road.
The Zoning Ordinance permits adequate off-site signage to direct the
way to properties which are for sale or rent.
GENERAL INFORMATION

RECOMMEND DENIAL.
The applicant seeks approval of a sixty-four (64) square foot off-site
real estate sign to advertise Brandon Subdivision which is located to
the southwest of the request site. The applicant wishes to maintain
the sign on the request property until the subdivision is ninety (90)
percent occupied, at which time the sign would be removed.

Approval of this request will have no impact upon these facilities.
Transportation:
The Thoroughfare Plan identifies Courthouse Road as a major artemial with a
recommended right of way width of 120 to 200 feet. This section of
Courthouse Road will be widened to a four (4) lane divided highway with
paved shoulders for bike lanes. A minimum of 120 feet of right of way will
be needed. According to ~])OT's Six Year Construction Program, right of way
acquisition is scheduled to begin in the Spring of 1991 and construction is
anticipated in the S~mmer of 1992.
LAND USE
General Plan:
Lies within the boundaries of the Powhite/Route 288 Development Area Land
Use and Transportation Plan, which designates the property for medium
density residential use (1.51 to 4.00 units/acr~)..
Area Development Trends:
Properties along this portion of Courthouse Road are zoned residentially
and agriculturally and are occupied by single f~m~ly residences or are
vacant.
Zoning History:
On July 2, 1986, the Board of Zoning Appeals approved a Special Exception
(Case 86A091), to permit an outdoor advertising sign on the request
property to advertise sites for sale ,or lease within Brandon Subdivision,
subject to the following conditions:

CONDITIONS
Special Exception shall be granted to and for Brandon Develop~mnt
Corporation, exclusively, and shall not be transferable nor run
with the land.
This sign shall be removed when eighty percent (80%) of the sites
in the project are sold or leased, or within three (3) years of
the date of approval, whichever comes first.
3. The sign shall not exceed sixty-four (64) square feet in area.
The colors used in this sign shall be earth tone and blend with
the surrounding area.
Only one (1) outdoor advertising sign shall be permitted on this
parcel. The area. of this sign shall be counted as part of the
total aggregate area for all signs permitted, on this property.
On April 12, 1989, the Board of Supervisors adopted the "new" Zoning
Ordinance (Chapter 21.1). The "new" Ordinance requires a Conditional Use
for outdoor advertising signs in Agricultural (A) Districts.
On July 2, 1989, the Special Exception expired.
Conclusions:
As noted herein, the applicant seeks a Conditional -Use to permit a
sixty-four (64) square foot off-site real estate sign along Courthouse Road
to advertise the way to Brandon Subdivision. This subdivision is currently
being developed on property west of the Courthouse Road corridor along
Sunset Hills Drive.
It should be noted that the Zoning Ordinance permits, by right, as many as
three (3) temporary off-site real estate signs, each not exceeding two (2)
square feet, along any one (1) street to direct the way to properties for
sale or lease. Therefore, the Zoning Ordinance would pe£mit three (3) such
signs along Courthouse Road, as well as Sunset Hills Drive, provided such
signs are located on separate parcels. Staff' is of the opinion that the
Ordinance provides for sufficient signage to direct the way to properties
for sale or for lease.
Approval of this request could establish a precedent for other subdivisions
located off of major corridors to seek similar signage resulting in sign
proliferation not only along. Courthouse Road, but other major corridors in
the County. In particular, as vacant property located off' Courthous~ Road
or other major corridors develops for others may desire to erect similar
large, off-site real. estate siEnm to advertise subdivisions that have no
frontage on these corridors. Given that the Ordinance provides for
sufficient signage and the precedent that could be established, staf~
recommends denial of this request.

Chesterfield County Board of Supervisors:
We are residents of Brandon Subdivision in Chesterfield County. We
understand the Brandon developers have agreed to construct two
permanent brick signs at the entrance to the subdivision on both sides
of Sunset Hills Drive with "Brandon" written on each sign.
Our community feels that these signs would give a special "identity" to
our subdivison, as well as improve the property values, which in turn
provides more in taxes to Chesterfield County. We are proud to be
residents of Brandon and feel these signs are needed to enhance our
subdivision.

Although I cannot attend today's Board of Supervisor's
meeting to personally demonstrate my support for the proposed
Brandon Community brick sign to be built by the developers on
Courthouse Road in the future, by way of this letter I am
supporting this proposed sign.
Civic pride and community spirit among the homeowners of
Brandon will be enhanced by the construction of this sign.
Chesterfield County benefits from both community spirit and
increased property values. I strongly urge the Board to approve
this proposed sign today.

I, Arlene Hawkins am a resident in the Brandon Community. I am writing
to show my support for a permanent entrance sign at Courthouse Road.
I feel strongly about the need for a permanent sign ,because it is
a very hard turn to see until you are right up on it, which is very
dangerous. A permenent sign would be of great significance for this
as well as other valuable reasons.

Dear Sirs:
We want to express our hopes that you will approve the proposed
sign for the entrance of the Brandon Subdivision. There are
several reasons we feel the sign is a good idea. First, it will
help visiting friends to more easily locate the entrance to the
subdivision, and avoid potential traffic problems when people
inadvertantly go past the entrance and then need to turn around
on Courthouse Road. We also feel it would make the intersection
safer, since a prominent sign would alert motorists to the fact
that the road is the entrance to a fairly large subdivision, and
therefore they'd hopefully be a bit more careful in the area (there
have been a number of accidents on Courthouse Road, including
one in which our car was rear-ended at the intersection). And
finally, we feel that a more prominent entry-way would increase
the value of the homes in the subdivision. This would of course
be good for us personally, but also for the county since the
increase would be reflected in the property taxes we pay.
