REQUEST:
Amendment to previously granted Conditional Use Planned Developments
(Cases 79S211 and 81S109) to permit the freestanding sign on Route
60 to be internally lighted and to permit the aggregate area of
shopping center identification signs to be increased to 125 square
feet.
RECOMMENDATION
Recommend a ninety (90) day deferral for the following reason:
This property lies in the proposed "Special Sign District" currently un-
der consideration by the Planning Commission and Board of Supervisors.
Since there is a pending Zoning Ordinance amendment addressing signs
along this portion of Midlothian Turnpike, Staff would recommend deferral
until the amendment is acted upon by the Planning Commission and Board of
Supervisors.

DISCUSSION
The original Conditional Use Planned Development (79S211) limited this
development to one freestanding sign, not to exceed 100 square feet in
area and a height of 25 feet. Subsequently, an amendment was granted
(81S109) which allowed two freestanding signs, one along Midlothian Turn-
pike and one along Coalfield Road. The aggregate area of the two free-
standing signs could not exceed 100 square feet and a height of 25 feet.
The signs could be externally lighted, but could not be internally
lighted.
This request is to allow a larger internally lighted sign along Mid-
lothian Turnpike. A reader board would occupy a portion of the sign fa-
cade. The sign would have an aggregate area of approximately 75 square
feet. The existing 50 square foot sign along Coalfield Road would re-
main; therefore, the aggregate area of both signs will be approximately
125 square feet.
There has been a general concern that commercial development along Mid-
lothian Turnpike, between Courthouse and the County boundary, be accom-
plished in a manner that is not characteristic of typical strip develop-
ment. As a result, the Board of Supervisors instructed Planning Staff to
study proposals to minimize sign proliferation, foster sign plans which
are aesthetically pleasing and unobstrusive, and prohibit signs which are
not conducive to highway safety. Planning Staff, in conjunction with a
Planning Commission sub-committee, is preparing an amendment to the Zon-
ing Ordinance. Staff would recommend that this request be deferred until
such time as the Board acts upon the pending Zoning Ordinance amendment.
Given the pending amendment, approval of this request would be premature
at this time.
CASE HISTORY
Planning Commission Meeting (7/24/84):
At the request of the applicants, the Commission deferred this case for
90 days.
Staff and Planning Commission Sign Sub-Committee (9/27/84):
The sub-committee anticipates that a draft of their recommendation will
be submitted to the Planning Commission in December with public hearing
to be scheduled in January.

Planning Commission Meeting (10/16/84):
On motion of Mr. Cowan, seconded by Mr. Belcher, the Commission resolved
to recommend approval of this request and acceptance of the following
proffered condition:

There shall be no temporary mobile signs displayed along the Route
60 and Coalfield Road frontage of the property.
AYES: Messrs. Miller, Cowan, O'Connor and Belcher.
ABSENT: Messrs. Thomas and Dodd.
The Board of Supervisors on Wednesday, November 28, 1984, beginning at 2:00
p.m., will take under consideration this request.
