RECOMMENDATION Recommend approval for the following reasons: The Master Plan proposes provision of parking spaces and driveways in accordance with recommended amendments to the County's Zoning Ordinance. Approval of this request with the imposition of the following con- ditions would be consistent with the Commission's and Board's past actions on similar requests. CONDITIONS Parking shall be provided based on a ratio of one (1) space for each twenty (20) children enrolled up to a maximum of six (6) spaces plus one (1) for each employee. The parking and driveway area shall be designed to provide an area for drop-off and pick-up, which shall be connected to the main building by a sidewalk. The plan prepared by Charles C. Townes and Associates, revised 9/23/82, shall be considered the Master Plan. In conjunction with the approval of this request, the Planning Com- mission shall grant schematic plan approval of the Master Plan. GENERAL INFORMATION Location: Existing Zoning: North line of Early Settlers Road, 150 feet southwest of Red Lion Place. Tax Map 17-2 (1) Parcel 2 (Sheet 8). R-TH with Conditional Use Planned Development Size: 1.27 acres Existin8 Land Use: Day care center Adjacent Zonin~ & Land Use North - R-TH with Conditional Use Planned Development and R-9; Townhouses, single family residential or vacant South - O with Conditional Use Planned Development; Vacant East - O with Conditional Use Planned Development; Vacant West - R-TH with Conditional Use Planned Development; Public/semi-public (County park) Utilities; Environmental Engineering; Transportation: Request will have minimal impact on these facilities. Fire Service: Midlothian Fire Station, Company #5. At present, fire service capability adequate. General Plan: Single family residential DISCUSSION On June 25, 1980, the Board of Supervisors granted rezoning and a Condi- tional Use Planned Development to permit townhouses and a day care center on property zoned R-TH on the attached zoning map. The applicant intends to expand the existing day care center to accommodate a total enrollment of 140 children. There would be 14 employees. The Zoning Ordinance requires a provision of a minimum of 37 parking spaces (i.e., one for each 6 children plus one for each employee). The applicant desires to provide only 22 parking spaces with an area for drop-off and pick-up. The Planning Commission and Board of Supervisors have granted exceptions to parking requirements for day care centers in accordance with the IC~L~ Committee, which is studying comprehensive amendment of the County's Zon- ing Ordinance. Based on the Committee's recommendation, the proposed expansion would require a total of 20 spaces with an area for drop-off and pick-up. The applicant's Master Plan complies with the recommended amendment. Approval of this request would be consistent with the Com- mission's and Board's past actions on similar requests.
