REQUEST: Rezoning from Community Business (B-2) to Light Industrial (M-I).
RECOMMENDATION
Recommend approval for the following reasons:
A. The proposed zoning and land use is representative of area develop-
ment trends.
B. Through the imposition of buffer conditions, the Commission and
Board may address concerns relative to access.
CONDITION
A fifty (50) foot buffer shall be maintained along Woods Edge Road and a
thirty (30) foot buffer shall be maintained along Happy Hill Road. With
the exception of a single entrance/exit to Happy Hill Road located at the
southern property line, there shall be no other facilities permitted in
these buffers.

Utilities:
16 inch water line located along Woods Edge
Road. Use of public water intended. Lies
in Swift Creek sewage drainage area. Trunk
sewer line located on site. Use of public
sewer intended.
Environmental Engineering:
Drains to tributary of Timsberry Creek.
Drainage ditch along Woods Edge Road and to
rear of property to southwest is experienc-
ing erosion problems. No existing adequate
drainage outfall. Erosion problems will be
aggravated if site not properly developed.
Must acquire off-site easements to an ade-
quate drainage outfall. Curb and gutter
should be installed to control surface
runoff.
Fire Service:
Dutch Gap Fire Station, Company #14. At
present, fire service capability adequate.
Depending on location of existing fire
hydrants, may be necessary to install addi-
tional hydrants.
General Plan:

Transportation:
Vehicular movements will be distributed
along Woods Edge and Happy Hill Roads. Due
to existing commercial entrances to Woods
Edge Road and their proximity to the
Jefferson Davis Highway and Happy Hill Road
intersections, there are numerous conflict-
ing traffic movements which create a haz-
ardous traffic situation. Access to this
development should, therefore, be confined
to Happy Hill Road as far from its inter-
section with Woods Edge Road as practical.
Commercial entrance and additional pavement
for turn lanes must be installed in accor-
dance with VDH&T standards. Right of way
must be dedicated in accordance with the
General Plan 2000.
DISCUSSION
Rezoning to Light Industrial (M-i) is requested to develop a mini-
warehouse facility. Although property immediately adjacent to the
request parcel is zoned commercial or agricultural, the surrounding area
to the north and west is zoned Light Industrial (M-i) or General Indus-
trial (M-2). The requested M-1 zoning is, therefore, representative of
area development trends.
