84S169~e~e~-~v-~9~4-~¥~ November 28, 1984 BS REQUEST ANALYSIS AND RECOM}{ENDATION 84S169 Woodlake Land Trust and Investors Woodlake Development Corporation Clover Hill Magisterial District West of Woodlake Village Parkway REQUEST: Amend a previously granted Conditional Use Planned Development (Case 81S086) to permit residential uses in Office Business (0) Tracts (i.e., Part of Tracts 01 and 02 as shown on the approved Master Plan). RECOMMENDATION Recommend approval for the following reason: Through the Conditional Use Planned Development process, the Commission and Board can insure that residential and office land uses co-exist in a compatible manner. CONDITIONS This amendment shall permit residential land uses in part of Tracts 01 and 02. me Residential land uses may consist of any of the dwelling types spec- ified in the Textual Statement for Conditional Use Planned Develop- ment (81S086) provided all requirements as outlined in Chart III, page 15 for particular residential types; all requirements as spec- ified in the "Multi-family Requirements - R-9 District" pages 16 through 19 for multifamily types; and/or all requirements as spec- ified in "Community Centers, Required Conditions," pages 25 and 26 are adhered to. (Note: At the time of schematic plan review, the Planning Commission may impose additional conditions which insure land use compatibility.) GENERAL INFORMATION Location: 950 feet off north line of Hull Street Road, approximately 200 feet west of Wood- lake Village Parkway. Tax Map 61 (1) Part of Parcel 12 (Sheets 19 and 20). Existing Zoning: 0 with Conditional Use Planned Development Size: 24.0 acres Existing Land Use: Vacant Adjacent Zoning & Land Use: North - R-9 with Conditional Use Planned Development and A; Vacant South - B-1 with Conditional Use Planned Development, B-3 and A; Vacant East - B-1 and R-9, both with Conditional Use Planned Development; Vacant West - A; Vacant Utilities; Environmental Engineering; Transportation: Proposed land use change will have a mini- mal impact on these facilities. Fire Service: Clover Hill Fire Station, Company #7. Since this is a volunteer station, fire service capability is marginal depending on time of day. Water flows and fire hydrants must be provided in compliance with nation- ally recognized standards. General Plan: Single family residential and vacant/ agricultural DISCUSSION This request is to amend the original zoning application for Woodlake at Brandermill to permit residential land use in part of office tracts 01 and 02 on the approved Master Plan (Condition 1). The original zoning application permitted residential land uses in Convenience Business (B-i) tracts, subject to buffering and other landscape and site design elements which assure land use compatibility between the residential and commer- cial uses. Similar conditions are being recommended for residential land uses in the office tracts.
