REQUEST
Amendment of conditional use (Case 07SN0344) relative to architectural standards in an
Agricultural (A) District. Specifically, amendment of Condition 2 is proposed to permit use of a
modular classroom by a private school operated in conjunction with an existing church use.

SUMMARY
Temporary use of a modular classroom on the property is proposed. This modular unit will provide
additional classroom space for an existing private school associated with the New Deliverance
Evangelistic Church. Condition 2 of Case 07SN0344 requires that any new development for the
school or daycare uses conform to the development standards of the Ordinance for Emerging
Growth areas requiring, in part, architectural compatibility among all buildings within a project.
The modular classroom is not consistent with the architectural treatment of the existing church
buildings, necessitating an amendment to this zoning condition.

Proposal
A modular classroom, measuring 24 feet in width, 36 feet in length and 14 feet in height, is
currently located on the property, but is currently unoccupied. Use of the modular classroom
on a temporary basis is proposed to accommodate expansion for an existing private school until
a new building or building addition can be constructed to accommodate school needs.
While the subject property is zoned Agricultural (A), conditions of approval for the childcare and
private school uses (Case 07SN0344) require development to conform with Ordinance
requirements for Corporate Office (O-2) uses in Emerging Growth Areas, unless the underlying
Agricultural (A) standards are more restrictive. These standards, in part, require the architectural
treatment of buildings, including materials, color and style, to be compatible with other buildings
within a project. This compatibility may be achieved by use of similar building massing, materials,
scale, colors, and other architectural features. The existing church buildings consist mainly of
aluminum siding and roofing as well as brick and standing seem metal roofing. The modular unit is
faced with masonite/composite siding with an asphalt shingled roof. The unit is supported by
cement blocks.
While the modular classroom is visible from Turner Road and residential properties within the
adjacent Andersons Forge subdivision to the north, the unit is located approximately 100 feet
from the closest dwelling, being twice the required rear yard setback (50 feet) for buildings in
Agricultural (A) Districts.

impacts of the use on area properties.

Given the temporary nature of the modular classroom unit, staff finds the proposed amendment
to architectural compatibility acceptable as the request will allow flexibility for temporary
expansion of the private school use.

CONDITION
Notes: The following condition is recommended by both the Planning Commission and Staff.
Temporary Modular Unit. A temporary modular unit shall be permitted on the property in
conjunction with the private school use, approved with Case 07SN0344. This modular unit shall
conform to the following requirements:
a.Use. Use of the modular unit shall be limited to classroom space.
b.Location. The modular unit shall be located on the property as depicted in
Attachment 2.
c.Exterior Maintenance. The exterior of the modular unit shall be maintained so as to be
free of deterioration such as peeling or faded appearance. Any repainting of the exterior
shall be done in a color that is approved by the Planning Department.
d.Signage. No exterior signage may be placed on the temporary modular unit.
e.Skirting. Within two (2) months of approval of this request, the modular unit will be
skirted with a material approved by the Planning Department
f.Time Limitation. This Conditional Use approval shall be granted for a period not to
exceed three (3) years from the date of approval. (P)
(Note: This amendment to Condition 2 of Case 07SN0344 is for the purpose of permitting a
temporary modular classroom. Except as noted herein, all other requirements of Case
07SN0344 shall remain in effect.)
