The property is located within a mandatory wastewater connection area, necessitating an exception to public wastewater use. The applicant proposes development of the property for a mini-storage warehouse facility. Existing zoning would permit uses allowed in the General Business (C-5) Zoning District. It is important to note that with the imposition of Condition 3, the only uses that would be permitted on a private septic system would be a mini-storage warehouse use. Exception to Mandatory Water and Wastewater Connections Section 18-60 of the County Code requires the use of the public sewer system for properties located within the Mandatory Wastewater Connection Area. An exception to the use of the public sewer system must be evaluated by the Directors of Utilities and Planning, the Planning Commission, and subsequently by the Board of Supervisors. The decision of such exceptions must be based upon the following criteria: Would the use of private systems encourage future area development inconsistent with the Comprehensive Plan; and Would the ability to extend the public system to other property be adversely affected. Comprehensive Plan and Future Area Development The Comprehensive Plan suggests area properties are appropriate for corporate office, research and light industrial uses. The Plan encourages non-residential development with the use of public utility systems. This property is currently zoned C-5. Public water is available through a 12- Any new structure(s) proposed for the site would be required to use the public water system. Public wastewater is not immediately available and would require the construction of an off-site gravity wastewater line of approximately 1,600 linear feet from an existing 8-inch gravity wastewater line south east of the subject property which would require offsite easements. A conceptual cost estimate to construct an 8-inch gravity wastewater line to the site would be $280,000.00. Any new structure(s) proposed for the site would be required to connect to the public wastewater system. The applicant has requested an exception to the use of public wastewater. The Utilities Department does not support this request because there is a viable way to serve this site with public wastewater without topographical, capacity, or other underground utility conflict issues. Extension of this wastewater line will provide service to four large parcels with frontage on Hull Street that do not currently have access to public wastewater. Such easements shall be dedicated prior to the site plan approval. (U) 2.In the event the public wastewater system is extended to a point within 200 feet of the property, the public wastewater system shall be extended to a point acceptable to the Utilities Department and all uses requiring domestic wastewater shall be connected to the public wastewater system. (U) 3.The exception to the use of public wastewater shall only apply to this original 5.87-acre parcel/property provided the use is limited to a mini storage as proposed. Any development of the property for additional lots or uses, other than the aforementioned, shall be required to conform to the Code at that time for the provision of public wastewater.
