This effort was sponsored by the International Foundation for Election Systems (IFES), the United Nations Department of Economic and Social Affairs Division for Public Economics and Public Administration, and the International Institute for Democracy and Electoral Assistance (IDEA). Chesterfield was contacted after the project managers had examined the Chesterfield Registrar's Intemet site. She has a driver's license but no car and has been referred to R-CAP's car donation program. ~n June 1997, Diana was placed at CCHASM through Community Work Experience where she serves as receptionist and liai- son between CCHASM personnel and citizens re- questing assistance. Her monthly evaluations reveal her to be conscientious with excellent performance in all areas and the agency van provides her transpor- tation. In October, Diana began attending GED classes on her day off and on June 1st learned that she had passed the GED exam. This success com- bined with the skills and confidence she has acquired through Community Work Experience have spurred her to seek paid employment more actively. She is a past graduate of the WINGS program and has been referred to GREAT. Annie C. 48 months on TANF 12 months in VIEW 1 child, age 5 Resides in Bermuda Run Annie completed the fifth grade, but functions on a second to third grade level. Though she has no transportation or support systems and last worked as a presser seven years ago, she has developed a strong desire to work. Annie's worker unsuccessfully sought assistance from MHMR in sheltered employment and is in the process of seeking a tutor to improve Annie's reading and writing skills. Annie has consis- tently attended VIEW workshops on interviewing, dress, applications, and availability of resources which has increased her desire to gain paid employ- ment. She sought and obtained such employment, on her own, in housekeeping at Day's Inn, and rides the agency van to and from her job. She has been ecstatic and so proud of her accomplishment and her pay checks. Chhan C. 64 months on TANF 11 months in VIEW 4 children, ages 11, 9, 4 and 2 Resides in Remuda area Chhan is an Asian refugee with no prior work history, no driver's license, and very limited English skills. For the first several months in VIEW, Chhan was unable to participate due to medical problems which pre- vented her from using one arm. Her worker ar- ranged for Chhan to have an interpreter and through collaboration with a dedicated worker at Catholic Charities' Refugee and Immigration Services, Chhan has secured employment at Ukrop's corporate head- quarters in food preparation. Since April, Chhan has been working 30 hours per week, earning $6.50/hr. and using C-VAN as her transportation. In addition, she is attending English as a Second Language classes to enhance her communication skills. Despite her lack of prior work history, Chhan has been a consci- entious em- ployee. Yvette W. 36 months on TANF 12 months in VIEW 3 children, ages 3, 10, 11 Resides in Park Lee Yvette has managed to be an involved single mother of 3 who is in her fourth semester of LPN training at Richmond Technical Center where she expects to graduate in December. In addition she has been working full-time as a nursing assistant for Gambro Health Care where she anticipates a substantial wage increase over her present $7.85/hr., once she achieves her LPN. Yvette does not plan to stop with her LPN and further aspires to become an R.N. Yvette's parrticip,~tion in VIEW has provided financial benefits through exposure to (and use of) the Earned Income Tax Credit and the Enhanced Disregards. By availing herself of these, she has managed to pay off debts, purchase dependable transportation and es- tablish a small savings account for a down payment on a first home. COMMUNITY INITIATIVES Transportation; GREAT; Community Development Cheryl S. 60 months on TANF 7 months in VIEW 3 children, ages 10 and 9 yr. old twins Resides in Beulah Rd. area Cheryl was a JOBS Program participant prior to VIEW and persistently resisted employment. In the fall of 1993, she lost the medical transcriptionist po- sition at St. Mary's, that she had held for 4 months, due to the suspension of her driver's license. She became comfortable with unemployment and was a borderline "difficult" customer when she entered the JOBS program in October, 1996. After 4 months she began Community Work Experience at Chesterfield- Colonial Heights Department of Social Services where she assisted other job seekers with resume typing and later a variety of other agency clerical functions. According to her worker, Cheryl's attitude changed from, "What can I get?" to, "What can I do?" as she realized the extent of her abilities and her proficiency grew. In August, 1997, she proudly be- came a full-time secretary with the department[ Cheryl is a cheerful and very competent individual who is an asset to our organization. Through our License Obtainment/Restoration Program she was able to regain her driving privileges, has bought a car and has moved from Park Lee into a two-story home. She beams when discussing how proud her children are of her accomplishments. Haskins Attachments: Yes ~ No Title: Clerk to the Board of Supervisors RESOLUTION SUPPORTING THE EXPANSION OF THE RICHMOND INTERNATIONAL AIRPORT WHEREAS, the Capital Regional Airport Commission (CRAC), which operates Richmond International Airport (RIC), is leading RIC through an era of unprecedented growth and expansion: * Since 1985, annual passenger' traffic through RIC has grown from 1.5 million to 2.4 million, or a 60% increase. * Since 1985, annual cargo handled has grown from 29 million pounds to 147 million pounds, or a 406% increase. * By 2010, just 12 years away, annual passenger traffic is projected to grow to 4.9 million and annual cargo handled will grow to 467.5 million pounds; and WHEREAS, CRAC has managed to meet past growth with capital improvements financed through internally generated funds: * Over the past six years (1992-98), CRAC successfully planned, designed, financed and constructed $120 million in capital improvements, using only internal and limited standard external funding sources, and no funds supplemental to these sources were requested or received from local, state or federal governments. * Examples of the improvements CRAC has achieved over the past six years include the two new multideck parking garages in front of the terminal, expansion of the passenger concourses, and construction of new taxiways and cargo ramps; and WHEREAS, a recent federal government study found that Richmond had the highest airfares of any city in the United States, and RIC needs new facilities to attract more air carriers and more flights, thus improving service and lowering airfares; and WHEREAS, RIC's high airfares are an obstacle to future economic growth in the Central Virginia region and local economic development officials say that one of the first things corporate relocation prospects ask about is air service and business-class airfares. Unfortunately RIC usually comes out worse than our region's competitor's on this score; and WHEREAS, to become an economic development asset to Central Virginia, RIC must undertake a comprehensive capital improvements program over the next seven years totaling $291 million. While all the projects in the overall plan are essential, including plans for a connector between Airport Drive and Route 895, a new cargo ramp and a parallel runway, CRAC has prioritized its capital needs to focus on several desperately-needed projects that could pay benefits immediately by providing the facilities that are necessary to improve service, attract additional flights and therefore lower fares. These projects are: * Additional passenger gates to provide facilities necessary to attract additional flights and airlines. Cost: $25.5 million. * Extend longest runway by 1,400 feet to enable fully-loaded cargo jets to land and take off. Cost: $28.5 million. * Double-decking and expansion of passenger terminal to expand ticketing and baggage-handling facilities and arrive/depart roadways. First-phase cost: $50.5 million; and WHEREAS, the total cost of these immediate capital needs is $104.5 million, and there is anticipated funding from CRAC's own revenues and other conventional state and federal sources over the next two years of $79 million, leaving a shortfall for which assistance is needed of $25.5 million. NOW, THEREFORE BE IT RESOLVED, that the Chesterfield County Board of Supervisors does hereby: (i) express strong support for the expansion plan of Richmond International Airport, including specifically the capital projects listed above, and (ii) urge the Governor, General Assembly, and all other appropriate parties to support the request of Richmond International Airport for the necessary assistance to make possible the terminal expansion, additional passenger gates and runway extension, and (iii) urge Virginia's members of the U.S. House of Representatives and U.S. Senate to do everything possible to assist Richmond International Airport in receiving all available federal funds for its expansion projects. Subject: Resolution Supporting the Installation of Speed Humps on Larkspur Road County. Administrator's Comments: County. Administrator: Board Action Requested: The Board is requested to adopt the attached resolution supporting VDOT's installation of speed humps on Larkspur Road. Summary. of Information: The Virginia Department of Transportation has adopted a residential traffic management program which includes a two year pilot traffic calming program designed to address speeding in residential neighborhoods. Chesterfield County is eligible to participate in the program. After meetings with VDOT, Police, Fire, Schools and Transportation staff, residents of the Larkspur Road community have provided the County with a petition requesting the installation of speed humps on Larkspur Road in an attempt to reduce the speed of motorists traveling through the neighborhood. A public meeting was held with residents in the immediate area of Larkspur Road to discuss the speed hump installation. The County's previous experience with the installation of speed humps in the Scottingham/Whitestone area was not very successful. Speeds were reduced marginally, traffic volumes remained unchanged. The neighborhoods were divided on the benefit of the humps after their installation. As a result, staff recommended to the Board. that humps not be installed in other residential areas. The effectiveness of the humps can be evaluated after their installation. VDOT requires a resolution from the Board supporting the speed humps prior to their installation. Recommendation: Staff recommends the Board adopt the attached resolution supporting the installation of speed humps on Larkspur Road. District: Midlothian WHEREAS, the Virginia Department of Transportation has adopted a residential traffic management program which includes a residential traffic calming pilot program; and WHEREAS, the traffic calming program is designed to address speeding in residential areas; and WHEREAS, residents of Larkspur Road have presented the County with a petition requesting the installation of speed humps on Larkspur Road. NOW THEREFORE, BE IT RESOLVED that the Board of Supervisors supports the installation of speed humps on Larkspur Road by VDOT with the understanding that the humps will be removed if they create a significant diversion of traffic to other residential streets in the area and that the humps will be paid for from appropriate VDOT funds. Dominion Aviation's negotiations with Heilig Meyers were delayed and the construction of the hangar has only recently begun. Summary. of Information: On April 22, 1998, the Board of Supervisors adopted amendments to the Northern Area Land Us and Tm_spoliation Plan by adopting the Eastem Midlothian plan. As part of this Plan, the Board adopt~ Zoning Ordinance amendments to regulate uses that may contribute to decline in the area such as bondsmen, flea markets, motor vehicle consignment lots, pawnbrokers and occult science operators. In reviewing the County' s regulations for these professions, staff and the Planning Commission realized that there were some inconsistencies between the definitions and treatment of these professions by the zoning, business license and police permit chapters of the Code. Therefore, the Planning Commission asked staff to review these chapters and conform them as much as possible to the Zoning Ordinance. A two member committee of the Planning Commission was formed (Messrs. Shewmake and Cunningham) to work with staff. Staff members from the License Inspector's Office, the Commissioner of Revenue's Office, the Police Department, the Planning Department, and the County Attorney's Office drafted and reviewed the proposed changes and provided them to the Committee. The Committee held meetings with Planning and County Attorney's Office staff to review the proposed amendments. The Committee recommended approval of the attached Zoning Ordinance amendments to the Planning Commission. Restriction on keeping inoperative motor vehicles; removal of such vehicles. (a) It shall be unlawful for any person, firm or corporation to keep, except within a fully enclosed building or otherwise shielded or screened from view by a method provided below, on any property zoned A, R, R-TH, R-MF, O and C, as those zoning classifications are defined in chapter 19, any motor vehicle, trailer or semitrailer, as such are defined in Code of Virginia, § 46.2-100, as amended, which is inoperative. The only permissible methods of shielding or screening an inoperative vehicle outside a fully enclosed building or structure shall be as follows: (1) A form fitted, defect-free cover specifically designed and manufactured to completely shield the motor vehicle, trailer or semitrailer from view; (2) A hedge or dense evergreen landscape planting not less than six feet high and ten feet wide that is neat and well maintained; and (3) An opaque masonry wall or treated wood fence of a stockade, board and batten, panel or similar type design in good repair of not less than six feet high and ten feet wide, provided such wall or fence meets the restrictions set forth in chapter 19. (b) Notwithstanding subsection (a) above, not more than one motor vehicle, trailer or semitrailer, as such are defined in Code of Virginia, § 46.2-100, as amended, which is inoperative may be kept outside of a fully enclosed building and shielded or screened from view pursuant to subsection (a)(1), (2) or (3) above on any property zoned A, R, R-TH, R-MF, MI-I-I, MH-2, O and C as defined in chapter 19 if the vehicle is kept in the rear yard of the property. The rear yard shall be the yard extending between the rear line of the lot and the nearest line of the rear of the main building on the lot. (c) The owners of property zoned A, R, R-TH, R-MF, MH-1, MH-2, O and C, as defined in chapter 19, shall remove from their property any inoperative motor vehicles, trailers or semitrailers which are in violation of this section, within ten days after being given notice by the county to remove such inoperative motor vehicles, trailers or semitrailers. Notice to remove shall be deemed given when mailed by certified mail, return receipt requested, to the same address to 1314:23507.1 1 9/11/98 3:03 PM which real estate tax bills are mailed to such owners of property. If the owners of the property do not remove the inoperative motor vehicles, trailers or semitrailers from the property within ten days after being given notice to do so by the county, then the county, its agent or employees may remove the inoperative motor vehicles, trailers or semitrailers from the property. After giving an additional ten days' notice to the owners of the vehicles, the county may dispose of such motor vehicles, trailers or semitrailers. Notice of disposal of such motor vehicles, trailers or semitrailers is given when mailed by certified mail, return receipt requested, to the last known address of the owner of the inoperative motor vehicles, trailers or semitrailers. (d) The cost of removal and disposal of the inoperative motor vehicles, trailers and semitrailers shall be chargeable to the owners of the property from which the inoperative motor vehicles, trailers and semitrailers were removed and to the owners of the inoperative motor vehicles, trailers and semitrailers. The costs of removal and disposal may be collected in the same way that taxes and levies are collected. Every cost authorized by this section against the owner of the property from which the inoperative motor vehicles, trailers and semitrailers was removed shall constitute a lien against that property. The lien shall continue until payment of the assessed costs have been paid. (e) As used in this section, the term "inoperative motor vehicle" means any motor vehicle which is not in operating condition;.' or which for a period of sixty days or longer has been partially or totally disassembled by the removal of tires and wheels, the engine, or other essential parts required for operation 0fthe vehicle or on which there are displayed neither valid license plates nor a valid inspection decal. ---'-~'-'- (f) This section shall not apply to any business lawfully conducted on property that is zoned to permit the keeping of inoperative motor vehicles, trailers or semitrailers; nor shall this section apply to a licensed business that on June 26, 1970, was regularly engaged in business as an automobile dealer, salvage dealer or scrap processor. (g) Compliance with this section shall not exempt any owner of an inoperative vehicle from the license tax imposed by section 13-54 of this Code. (e) Any changes in the ownership or principals of the business entity to which the permit is issued or in the managers of the business itself will automatically make the permit void. Such changes shall be reported to the chief of police or his designee, and a new application may be submitted for review. To receive a hearing, the permittee must make a written hearing request which must be received by the chief of police, or his designee, within ten days of the date of the revocation notice. If a taxicab is unsafe, unfit or unsanitary; has torn seats or upholstery; or has inoperable air conditioning or heating equipment, the chief of police shall notify the owner at once of such defect and the owner shall not operate the vehicle thereaRer until he remedies such defect. CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY Sec. 15-179. Certificate of public convenience and necessity. ooo (b) A certificate of public convenience and necessity shall be effective until January 31 following its issuance and must be renewed annually. Procedure upon refusal or revocation of certificate or permit. Summary of Information: A number of property owners in the Autumn Oaks subdivision and along Chalkley Road adjacent to Autumn Oaks have approached the County with a request to have the public water system extended into their neighborhood. Some have had water quantity and/or quality problems with their well water and others just prefer public water, citing fire protection and reliable source concerns. Of the 95 properties included in this proposal, owners representing 71 lots (75%) have indicated that they want public water service. Owners of the remaining 24 lots (25%) have indicated that they do not want public water service. Preparer: ~/ J. The water assessment on each lot is repaid over a 10-year period in semi-annual installments. The owners will also pay interest at a rate equal to the interest rate on one-year U.S. Treasury Bills. A lien in the total amount of the assessment will be recorded to ensure that any subsequent purchaser of the property is notified of the assessment and pays it. The total estimated cost for the proposed water line extension project is $447,925.0e an~ the estimated assessment on each property would be $4,715.90. After completion of the water line extension project, those property owners desiring to connect to the system would also be required to pay a connection fee, currently set at $2,627.00. Additional expenses include the plumber's services, which varies from property to property. In order to create the "Autumn Oaks/Chalkley Road Area Special Tax or Assessment Water district", the Board must adopt an Ordinance, with at least two thirds of the members voting in favor of the Ordinance. Def'mitions. In the context of this ordinance, the following words shall have the following meaning: District: The Autumn Oaks/Chalkley Road Special Tax or Assessment Water District. Map of the District: The map entitled "Autumn Oaks/Chalkley Road "Special Tax or Assessment Water District" prepared by the County Department of Utilities, dated S~tember 23, 1998, which map is on file with the director of utilities. Section 2. Establishment of Autumn Oaks/Chalkle_v Road Special Tax or Assessment Water District. Pursuant to Code of Virginia, Section 15.2-2404 et seq., there is hereby created in the county, the Autumn Oaks/Chalkley Road Special Tax or Assessment Water District. The area of the district shall be and the same is hereby fixed within the boundaries depicted on the mKD of the district. Section 3. Construction of certain water facilities in and adjacent to the district. The utilities department shall cause to be constructed in and adjacent to the district the water line and a_typurtenant facilities depicted on the map of the district Section 4. Taxes or assessments upon owners of property located within the district. The cost of construction of the water line and aFpurtenant facilities located within the district shall be a~ ~vporfioned among the owners of property abutting the water line. The amount of the tax or assessment charged to each such owner shall be one ninety-fifth (1/95) of the total cost of the improvements constructed within the district, including the legal, financial and other directly attributable costs incurred by the County. The one ninety-fifth (1/95) charge shall be assessed against each lot located in the district. Section 5. Installment pa_vment of assessments. Any person against whom an assessment provided for in this article has been finally made shall pay the full amount of the assessment provided for in this article, on the due date of the first tax bill on which such assessment is shown. In no event, however, shall any part of the assessment be due prior to the completion of the water line and a_~urtenant facilities constructed pursuant to this article. As an alternative to payment as provided above, a person against whom an assessment provided for in this article has been made may pay such assessment in twenty (20) equal semiannual principal installments over a _reriod of ten (10) years, together with simple interest on the unpaid princ~al balance at an annual rate equal to the interest rate of one-year United States Treasury. Bills on the date when the ordinance was adopted. The first of such installments shall be due on and interest on the unpaid princ~al balance shall accrue from the date on which the full amount of the assessment would otherwise have been due as provided above.
