This day the County Engineer presented certain plans on the drainage study of
the Hollandale area made by the Highway Department. Upon consideration whereof,
and on motion of Mr.Britton, seconded by Mr. Driskill, it is resolved that the
County Engineering Department review the elevations of the area, furnish a
recommendation as to the most feasible solution to the problem, andmake an
estimate of the cost of the project.
On motion of Mr. Britton, seconded by Mr.Driskill, it is resolved that this Board
request the Highway Department to investigate Bassett Avenue and the short
,extension of Keswick Road, between Forest View Heights and Raleigh Cout and
give an estimated price of the cost of improving these roads to meet the
specifications of the Highway Department.
This day the County Rodd Engineer in accordance with directions from this Board
made report in writing upon his examination of Abbey Road, in the Oxford Subdivision
Section B, in Midlothian District, which shows that in the opinion of the County
Road Engineer it is expedient that said road be established as a public road.
Upon consideration whereof, and on motion of Mr~Driskill, it is resolved that
Abbey Road in the Oxford Subdivision, Section B, Midlothian District, be, and the
same is hereby established as a public road. And be it further resolved, that
the. Virginia Department of, Highways be and it hereby is requested to take into the
State Secondary Road Syste$,"~bbey Road, from a point on Rt. ll7, .07 of a mile
southwest of Arran Road, .34 of amile east to Sherbrook Road. This road serves
18 houses.
And be it further 'resolved, that the Board of Supervisors of Chesterfield County
gua. rantees a right of way of not l~s than 50 feet to the Virginia Department of

This day the Executive Secretary read a letter from Mr.E.D.Hubbard, District
Engineer, of the State Highway Dep~rtment, citing the fact that the Highway
Department had approved the proposed plan for the development of an industrial
park at the Walthall Interchange, and also approved the relocation of certain
roads in the area. Also, there was read a letter requesting that the Board of
Supervisors, on behalf of Mr. John Roberts and Mr.R.Parke Lecky, request the
Highway Department to surveM the propsed new routes of Rt. 619 and 620, according
to the proposed plan for relocating these rceds. Upon consideration whereof,
and on motion of Mr. Goyne, seconded by Mr. Britton, it is resolved that this Board
request the Highway Department to survey the proposed new roads as per the
drawing of Mott and Hayden, Consulting Engineers, entitled "General Development
Plan for Walthall Interdhange and Vicinity".
On motion of ~4r. Britton, seconded by Mr. Driskill, the following resolution is
adopted:
WHEREAS, J~mes E.Bridgman and Geraldine R.Bridgman, his wife, and Elliott
Investment Company, Inc., owners of all the real estate abutting the alley
and described as the reserve portion of Lots i and.16, Block C, Belmont Acres,
Manchee~er District, Chesterfield County., Virginia, a plat of which is recorded
in the Clerk's~Office of the Circuit Court of Chesterfield County, Virginia,
in Plat Book 9, pages 100 and lO1, and have requested that this Board approve
their proposal for vacation of a portion of the above mentioned plat; and
WHEREAS, the vacationof said portion of plat w~ll in no way abridge or
destroy any rights or privileges of any property other than the said James E.
Bridgman and Geraldine R.Bridgman, his wife and Elliott Investment, Inc.,owners.
NOW, THE~FORE, BE it resolved that the Board doth approve the vacation
of that portion of Belmont Acres. which has been requested by the petition.
This resolution is conditioned upon and shall become operative when the afore-
mentioned petitioners shall have executed and acknowledged for recordation on
a form approved by the Commonwealth's Attorney and County Engineer, an anpropriate
declaration of vacation. When such declaration of vacation has been so aoproved,
same shall be recorded in the Clerk's Office of the Circuit Court and said Clerk
shall indicate the vacation and the abandonment of the aforesaid por~tion of the
subdivision on the recorded Plat of Belmont Acres and shall enter the same on
the grantor side of the General Index of Deeds in the name of the parties thereto.
This day Mr. Goyne reported that the Committee had met to review the drainage
condition at Bellwood ~anor and that the prime responsibility for the increase
in the drainage seemed to lie with the Toll Road Auth6rity, and that the best
way to improve cond~ions would be to carry the water eastwardly along Willis
Road past Quinnford Boulevard. Upon consideration whereof, and on motion of
Mr. Goyne, seconded by Nr. Hagerman, it is resolved that the Executi~ Secretary
be directed to request the Toll Road Authority and the Highway Department to correct
this drainage condition.
On motion of Mr.Britton, seconded by i~lr.Driskill, it is resolved that this Board
request the Resident Engir~er to investigate the Salem Road and to estimate the
cost of improvin~ said road to meet the minimum specifications of the Highway
Department.
This day the ExecUtive Secretary brought before the Board a contract with the
Highway Department for the installation of signal lights along Rt.36 for the
Ettrick Volunteer Fire Department. Upon consideration whereof, and on motion
of Mr.Hagerman, seconded by Mr.Goyne, it is resolved that this m~ter be deferred
until the next meeting of the Board to allow the Commonwealth's Attorney time to
ascertain the necessity for certain conditions in the proposed contract.
It was generally agreed that the Executive Secretary write to the Superintendent
of Schools, )~r. Thompson, requesting that he investigate the possibility of
putting the same blinker lights as are used in front of Manchester High School
at Midlothian High School.
This day Mr.A.J.Horner comes before the Board presenting a check for $1686.&5,
being the County's share of the timber cut in the Pocohontas State Park.
Upon consideration whereof, and on motion of Mr. Goyne, seconded by F~r.Britton.
it is resolved that this Board receive said check from the State Forestry
Department in the amount of $1686.45.
This day Nr.W.H.Shewbridge, Director of Bureau of Sanitary Engineering for the
State Health Department, comes before the Board explaining his proposed change in
the method of treating water at the County Filt~ration Plant in order to eliminate
the existing manganese. Whereupon, the Board thanked him for the cooperation
of the State HealthDepartment in aiding the investigation to eliminate this
probl em.
This dav ~r. Joe Gettings, the County's Dog Warden, comes before the Board pre-
senting the game claims. Upon consideration whereof, and on motiom of Mr.
Driskill, seconded by Mr. Britton, it is resolved that these claims which were
approved bepaid.
This day again the matter of rezoning fer a Shopping Center at the Robious
Crossing, comes before the Board and on motion of Mr. Driskill, seconded by Mr.
Britton, it is resolved that this ~tter again be deferred until October~lh, 1959.
This dav Mr.W.R.Mann, requests a USe Permit to operate a green house on a parcel
of land in Manchester M~gisterial District, frontinE 30~ feet on the Ruthers Road
and extending-733 feet eastwardly, said p~rcel being 1062 feet north of~ the
Elkhardt Road, and there appearing no one in opposition to this request, upon
consideration whereof, and on motion of Mr.Britton, seconded by ~r. Driskill, it
is resolved that a Use Permit to operate a green house on the aforedescribed
parcel of land, be, and it hereby is aoprove~, provided no signs are erected on
the premises.
This day R~r.J.G.Reynolds, requests a Use Permit to operate a dog kennel in
Manchester N~gisterial District, on a parcel of land fronting 100 feet on
Wake Avenue and extending eastwardly 150 feet, the same beinE Lot 25 of Elkhardt
Park. Comes a~so, Nr.C.MoColber~'. presenting a petition signed by approximately
12 people opposing the requested Use Permit. Upon consideration whereof, and
on motion of Mr. Britton, seconded by Nr.Driskill, it is resolved that the request
for a Use Permit to operate a dog kennel on the a~oredescribed parcel of land,
be, and it hereby is denied.
This day Mr. Fontain-. C. Armistead, speaking for the Virginia Institute for
Scientific Research,.comes before the Board requesting a Use Permit in the Dale
Magisterial District, to conduct research in the natural sciences on a 66-acre
parcel of land, fronting 2500 feet on the Hopkins Road and extendin~ westwardlY
1300 feet, said parcel being 500 feet south of the Falling C~eek. ~r. Armistead
stated that the grounds would probably be i~proved similar to those in the Royal
Botanic Gardens in England, and that the place would hmve the appearance of a
University; and that said Institution would be a good source of tax money for
the County.
Come~ also, Mr. J.K.Timmons, representinE ~eadowbrook~ Inc., a real estate
corporation owning property east of the proposed site. saying that this is not
t~he site for such an institute of reeearch, that the lot was not chosen but
the result of a gift.
Comes also, Mr. Allen Clarke and others from the Belle~by Estate, to oppose.
Dr. James Mullen and Dr. Uwalthmey, both speak in behalf of the proposal.
Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mr.Britton,

This day Nr.S.T.Martin, Sr., comes before the Board requestinz the rezoning from
Agriculture to Residential-2 of a parcel of land in Manchester MaKisterial District,
fronting 565 feet on the Short Providence Road and extending southwardly 2250 feet,
along the east line of Elmart Road, and there aDpearing no one to oppose this
request, upon consideration whereof, and on motion of Mr.Britton, seconded by
Nr. Driskill, it is resolved that the aforedescribed parcel of land be and it
hereby is rezoned for Residential-l, the same being agreed to by the property
owner.
This day Mr.J.K.Timmons, reDresenting Mr. Robert J. Dailey, comes before the
Board requesting the rezoning from Agriculture to Residential-l, cf a parcel
of land in Dale Magisterial District, fronting 1800 feet on Cogbill Road and
extending sout~wardly 350 feet, along the west line of Rt.1601, and there being
no one to oppose this request; upon consideration whereof, and on motion of
Mr. Goyne, seconded by Mr. Hagerman, it is ~esolved that the aforedescribed
parcel of land be and it hereby is rezoned to Residential-1.
Again Mr.J.K.Timmons speaking for Mt. Robert J.Dailey comes before the Board
requesting the rezoning from' Agriculture to General Business of a parcel of land
in Dale Magisterial'District, fronting 620 feet on the Beulah Road and extending
eastwardly.6OO feet, said parcel being 600 feet south of the Cogbill Road.

people against the'requested rezoning. Upon c~neideration whereof, and on

Again ~r. J.K.Timmons. reoresenting Mt. Robert J.Dailey,comes before the Board
requesting the rezoning from Agriculture to Residential-2, of a 233-acre parcel
of land in Dale Magisterial District, extending from the Cogbill Road southwardly
to the R;illRoad, lying eastwardly from the Beulah Road and being know as the
Shady Springs Farms Subdivision. Mr. Tinm~ons was requested to change the
request from Residential-2 to Residential-1 and stated that he could not do so,
and upon consideration whereof, and on motiom of ~r. Goyne, seconded by Mr.Brit ton,
it is resolved that this matter be deferred until the next regular me,ting of this

This day Mr.Laond L.Taylor comes before the Board reques~g a Use Permit to construct
a two-family building on an irregular parcel of land in Manchester Magisterial
District, fronting 121' feet on Dellwood Avenue and extending southwardly 200 feet,
said parcel bein~ 180 feet west of 51st Street. Com-.s also, Mr.Ed Flippo, President
of the McG~ire Civic Association, opposing it and said that his Association opposed
it 60 to 1.· Upon consideration whereof, and on motion of Mr. Britton, seconded by
Mm.Driskill, it is resolved that the Use Permit request for a duplex on the aforedescribed

This day Mr.R.P.Sowers, representing Mr. James Showers, comes before the Board
requesting the rezoning from Agriculture to Residential-2 of an irregular parcel
of land in Manchester Magisterial District, comprisinz 69-acres, fronting 1250 feet

This day Mr. Thomas H. Bullock comes before the Board requesting the rezoning
from Agriculture to General Business of a parcel of land in Bermuda Magisterial
District, containing 9-acres, fronting 600 feet more or less on the Richmond-
Petersburg Turnpike, and 750 feet more or less on the south side of the Swineford
Road, also known as the Drewry's Bluff Road, and beinH fully shown on a sketch of

On motion of Mt.Marshall F.Driskill, seconded by Mr.H.T.Goyne, it is resolved
that the Board of Supervisors of Chesterfield County, Virginia,-doth consent to
and approve the vacation of a.~certain 20 foot alley in Block 22, Rlap of Bon Air
Knolls, Rlidlothian District, C~hesterfield County. Virginia, described as follows:
That certain alley 20 feet wide,extending through Block 22,

Kalousdian, requesting-a variance from the b'uilding code to allow the construction
of a dwelling on a lot in Oxford Addition that measures approximately 70 feet
by 200 feet, the same being reduced by virtue of the construction of Chippenham
Parkway. Uponconsideration whereof, and on motion of Mr.Driskill, seconded by
Mr. Britton, it is resolved that this Board grant a variance to ~r. Kalousdian,
provided the next door neighbor approves, and provided further, that the plot
plan showing the place of the house be approved by the Building Inspector and
the Executive Secretary.

adopted:
An Ordinance to reHulate the sale of beer and wine in Chesterfield
County, Virginia, and provide punishment for failure to comply
with same.
BE IT ORDZINED BY THE BOARD CF SUP~RVIoORS OF CHESTERFIELD COUNTY,
VI RGI NIA:
Sec. 1. That the sale of beer end,or wine in ChesEerfield County.
Virginia, between the hours of ll:O0 P.M. Eastern Standard Time of each
Saturday and 6:00 A.M. each Monday, is prohibited.
Sec. 2. All persons licensed to sell beer and/or wine under the
provisions of the Alcoholic Beverage Control AcE as amended, shall refrain
from selling beer and/or wine or permittinz the consumption of the same upon
the premises during the hours between ll:O0 P.M. Eastern Standard Time, and
600:00 A.M. Eastern Standard Time, of the next ensuring day.
Sec. 3. Any person, firm or corporation violating any provision of
this ordinance shall upon conviction thereof be punished by a fine not exceeding
Ftft¥~r($50~OO)~olla~s~, aud~b~,~,cbnfinement in jail not exceeding Thirty (30) days,
either or both. ·
Sec. ~. Trial of all violations of this ordinance shall be enforced
by proceedings before the County Court in like manner and With like right of appeal
as is provided in misdemeanor cases.
Sec. 5. If any section or part of a section of this ordinance is here-
after held by any Court of competent jurisdiction to be unconstitutional and
invalid, such decision shall in no wise effect or render void the remainder of
this ordinance.
Sec.6. An emergency existing, this ordinance shall be in effect
upon its passage.
This day the Executive Secretary presented a bill for $798.69 from E.Tucker
Carlton, Architectural firm, for the work done on the drawings for the new school
board office. Upon consideration whereof, and on motion of Mr.Hagerman,
seconded by Mr.6oyne, it is resolved that said bill be approved for payment.
On motion of Nr.Hagerman. seconded by Rir. Britton, it is resolved that the bud~et
for the Water Department Construction Fund be amended in the amount of $95,62~.O0
and be appropriate~ from the unappropriated surnlus.

On motion of Mr. Ha~ermgn, seconded by Mr. Driskill, it is resolved that the sum of
$1000.00 be appropriated for the purchase of street signs, same being appropriated
from the unappropriated surolus in the Street SiEn Fund.
The Executive Secretary read a report from the Compensation Board on the activities
of the Clerk of the Circuit Court, for the past fiscal year, which report is
received and filed with the Board's paners.
On motion of Mr.Hagerman, seconded by Mr. Goyne, it is resolved that the Ettrick
Volunteer Fire Department be and it hereby is allowed to drive the Ettrick Fire
truck to Virginia Beach, provided the insuranc-e on said truck covers the County
at all times. This is in connection with the Virginia Fire Association Convention.
It is here noted that Mr.Britton abstains from voting.
On motion of Mr. Ha~erman, seconded by Mr.Britton, it is resolved that the re-
commendations of the COmmonwealth's Attorney concerning the revision of the
subdivision certificate to go on recorded plats be and it h-.reby is approved,

Government securities, the same being moneyfrom the School Construction Fund and
that durinE the month of September, October or November should the amount in the
General Fund be judged insufficient to pay exi~ing obligations, the Treasurer
is authorized to negotiate short term loans not to exceed $700,000.00.
On motion of Mr. Hagerman, seconded by ~]r.Britton, it is resolved that the amount
of $2584.52 be and it'' hereby is transferred from salaries of permanent employees
~ extra help in the Treasu~er~-s Office.
This day Mr. Goyne brought to the attention of theBoard that the Methodist Church
at Enon had requested a water meter and that water was available by a temporary
connection through another Church to the School. It was genially agreed that
the County Engineer investigate further this possibility.
~.Goyne brings to the attention of theBoard the possible relocation of the County
dump further southwardly along the Dump Road, and it was generally agreed that
the Chairman appoint a Committee to investigate th~s further, whereupon the
Chairman aopoints Mr. Goyne, Mt.Hague and Mr.Burnett.
On motion of Mr.Goyne, seconded by Mr. Hagerman, it is resolved that the Ligh. t
Committee consider a'light at the intersection of Walthall Drive and Route #lO,
at the intersectionof Rutledge Avenue and Jadkson Street Emtended in Ettrick.
On motion of Mr. Britton, seconded by Mr.Hagerman, it is resolved that the follow-

On motion of ~4r.Britton, seconded by ~Yr. Driskill, it is resolved that the Water
Department reimburse the owner of a service station on Old Westham Road $100.OO
for damage to his pavement due to the relocation of a water line in the .area.
On motion of Mr. Driskill, seconded by Rir.Britton, it is resolved that Rt.754 be
and it hereby is known as Coalfield Road.
On motion of ~4r. Britton, seconded by Rlr. Driskill, it is resolved that due to the
wide road along the Harrowgate Road that there is some extra charges for the
installation of water meters along said route, and that until another pglic¥ is
adopted the c?mrge for the installation of water meters be cost plus 15~ along
double roads.
On motion of ~r. Hagerman, seconded by Mr. Driskill, it is resolved that the Water
Department be authorized to pay for certain fill dirt for the Matmca tank site
and not to exceed $3.00 per load.
On motion of Mr.Britton, seconded by Mr. Hagerman, it is resolved that this Board
go into Executive Se~ssion.
Reconvening:
On motion of Mr. Goyne, seconded by ~'ir.Hagerma~n, it is resolved that the Executive
Secretary be requested to ask the. Nationsl Water Main Cleaning Company re-
present~Zive to meet with the Board of Supervisors on August 25th.
On motion of Mr.Britton, seconded by Mr. Driskill, it is resolved that this Board
employ the firm of R.Stuart Royer~ Associates, to desizn and prepare detailed
plans and specifications for the necessary changes in the filter plant to
remove the existing manganese as per the recommendation of the Virginia Depart-
ment of Health, and that all haste ~e made in accomplishing this end.
On motion of Mr. Hagerman, seconded by Mr. Britton, it is resolved %hat the minutes
of June 30th, July8 and 28th, be and they hereby are approved.
