of Supervisors of Chesterfield County, held
at the Court House on August 25. 1959, at
7:30 p.m.

This day Mr.C,R.Henshaw comes before the Board with a request to allow the
construction of a dwelling on a private road, and it was generally agreed that
he comply with the ordinance of the County before a building permit is issued.
This day Mr. Painter comes before the Board presenting the following standard
water contracts:

Southam Subdivision
Huguenot Farms

And presented further a request from Mt.James Sloan for the approval of a water
contract for his subdivision on Rt. 147. Upon consideration whereof, and
on motion of Er.Britton, seconded by Mr. Goyne, it is resolved that the afore-
mentioned contracts be and they hereby are approved, and the Chairman and ~lerk
of this Board are authorized to sign said contracts.
And be it further resolved, that the contract with Mr. Sloan be approved, provided
that he put up the necessary money for the installation of an 8" line on a short
sour road to the east of his subdivision.
On motion of Mr. Britton, seconded by Mr. Hagerman, it is resolved that the general
contract with Mr.J.M.Wilkinson for installing a water line in the Lon~wood
Subdivision, calling for the standard connection charge to be $300.00, and allowing
the developer a rebate of $200.00 per connection, be, and ~.t hereby is approved,
subject to the approval of the Commonwealth's Attorney.
And the Chairman and Clerk of theBoard are authorized to sign said contract.
This day the mtter of changing certain road names in the area of Bon Air come s
before the Board and it was cited that due to the imminent delivery of house-to-
hou~se mail that certain street names would have to bechanged to eliminate
certain confusion with duplicate street names in the City of Richmond and Henrico
County. And it was generally agreed that the County Engineer and the Executive
Secretar~ seek a meeting with the County of Henrico and the City of Richmond
as soon as possible to effect a solution to this problem.
On motion of Mr . Ha german , seconded by Mr. Britton, it is resolved that the
Purchasing Agent be and he hereby is requested to get bids on five {5) new
vehicles for the Engineering Department and the ~fater Department as per their
soecifications, and said bids to be 1959 models if possible.
This day again the County Engineer brought to the attention of the Board of
Supervisors that Mr . Harold Anderson, an employee of the Water Department is
being drafted for military service and that his leaving the County service
at this time would cause an exceptional hardship. Upon consideration whereof,
and on motion of Mr.Goyne, seconded by Mr.Britton, it is resolved that this
Board request the Draft Board of the County to grant a six-months deferment to
Mr. Harold Anderson so that he may adequately train reolacement personnel and
continue to help the hrater Department in these months of great expansion'and
problems. The Board cites the fact that Er. Anderson has worked in this De-
partment several years and is uniquely experienced in its operation.
On motion of Mr. Goyne, seconded by Mr. Hague, it is resolved that the Treasurer
of the County be and he hereby is Dequested to transfer $30,000.00 from the
Meter Installation Fund of the Water Department to theCounty 'Cons tr~ction Fund
in the Water Department.
On motion of Er. Hagerman, seconded by Mr.Britton, it is resolved that the
contract for the installation of seats in the new stadium be awarded to the
J.H.Pence Company for ohe amount of $1.45 per seat.
This day the ExecutiveSecretary informed the Board that the City Managers of
the City of Hopewell and the City of Petersburg had tentatively agreed to
allow the County of Chesterfield ~o house its prisoners in ~he City jail pending
approval by the City Councils.
Upon consideration whereof and on motion of ~'~.Hague, seconded by Mr. Britton,
it is resolved that this Board request the Judge of the Circuit Court to
desiEnate the jails of the City of Hopewell and City of Petersburg as suitable
locations for the incarceration of the County's prisoners, pending the signinE
of the necessary agreements between the Municipal£~ies.
The Executive Secretary suggested that a Committee be formed to investigate the
possibility of constructing a jail on the Fair Grounds. Whereupon, the Chairman
appointed a Special Committee composed of Mr. Hageihnan, Mr. Hague, Mr.Goyne, Sheriff
Gates, Chief Smith and the Executive Secretary, which Committee is to determine
the feasibility of the construction of a County jail.
On mOtion of Mr. Hague, seconded by Mr. Hagerman, it is resolved that this Board
request the Highway Department to ins tall a curb along the cement walk across the
front of the Court House and send the bill to the General Fund of the County.
On motion of Mr.Britt'on, seconded by Mt.Hague, it is resolved that the Forest View
Volunteer Fire Department be given a free building permit for the construction of
an addition to the Fire Department.
On motion of Mr.Britton, seconded by l~r. Hsgue, it is resolved that the Forest View
Volunteer Fire Department be given a ~ariance to allow the construction of an
addition to the Fire house not less than 24 feet from the right of way line on the
German School Road.
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Catalina Drive and Sunbury Road in
McGuire Manor Subdivision, Manchester Msgisterial District, which shows that in the
opinion of the County Road Engineer it is expedient that said roads be established
as public roads. Upon consideration whereof, and on motion of Mr.Britton, seconded
by Mr. Driskill, it is resolved that Catalina Drive and Sunbury Road in the subdivision
of McGuire Manor, Manchester District, be; and the same are hereby established as
public roads. And be it further resolved, that the Virginia Department of Highways
be and it hereby is requested to take into the Secondary Road System. Catalina
Drive. from the intersection of Rt.2242 andRt.2243, .07 of a mile northeast to
Sunbury Road; Sunbury Road, from the intersection of Sunbury Road with Clarkson,
,09 of a mile northwest to Catalina Drive, thence .09 of a mile northwest to
Kin~swood Street, thence .03 of a mile northwest to a dead end. These roads serve
9 houses.
And be it further resolved, that the Board of Supervisors of Chesterfield County
guarantees a right of way of not less than 50 feet to the Virginia Department of
Highways for these roads.
Dedication of said rights of way recorded in Plat Book 10, PaKe 102, Chesterfield
Court House, Virginia.
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Oldfield Drive and Duryea Drive in
the Hobby Hill Farms Subdivision, Midlothian Nagisterial District, which shows that
in the opinion of the County Road Engineer it is expedient that said rcads be
established as public roads. Upon consideration whereof, and on motion of Mr.
Driskill, it is resolved tha~ Oldfield Drive and Duryea Drive in the subdivision
of Hobby Hill Farms, Midlothian District, be, and the same are hereby established
as public r~ds. And be it further resolved, that the Virginia Department of
Hig~vays be and it hereby is requested to take into the Secondary RoadSystem,
Oldfield Drive, from a point on Rt. 1735, .0~ of a mile south of Rt.701, .07 of a
mile west to Duryea Drive, thence .17 of a mile west to ~Duryea Drive, thence .11
of a mile northwest to a turn-around; Duryea Drive, from a point on Oldfield
Drive, .07 of a mile west of Rt. 1735, '08 of a mile northwardly, thence .It of a
mile west to Oldfield Road. These roads serve ? houses.
And ~e it further resolved that the Board of Supervisors of Chesterfield County
guarantees a right of way of not le ss than 50 feet to the Virginia Department of
Highways for these roads.
Dedication of said rights of way recorded inPlat Book 10, Pages 97, 98 and 99,
Chesterfield Court House, Virginia.
This day the County Road Engir~er in accordance with directions from this Board
~de report in writing upon his examination of Holliday ~oad in Worthington Farms,
Section E, Manchester Magisterial District, which shows that in theopinion of the
County Road Engir~er, it is expedient that said road be established as a public
road. Upon consideration whereof, and on motion of Mr.Britton, it is resolved
that Holliday Road, in the Worthington Farms Subdivision, Section E, Manchester
District, be, and the same is hereby established as a public road. And be it
further resolved, that the Virginia Department of Highways be and it hereby is
requested to take into the Secondary RoadSystem, Holliday Road, from the intersection
of Holliday Road and McDowell Road, .16 of a mile westwardly to Fleming Road,
thence .0~ of a mile westwardly to a dead end. This road serves 23 houses.
And be it further resolved, that the Board of Supervisors of Chesterfield County
gua~a~ees a right of way of not less than 50 feet to the Virginia Department of
Highways for this road.
Dedication of said right of way recorded in Plat Book ll, Page 16. Chesterfield
Court House, Virginia.
This day the County Road Engineer in accordance with directions from this Board
made report in writingupon his examination of Chippenham Road in the Oxford
Addition, ~.errace K and L, in Midlothian Magisterial District, which shows that in
theopinion of the County Road Engineer it is expedient that said road be established
as a public road. Upon consideration whereof, and on motion of Mr. Driskill,
it is resolved that Chippenham Road, in the Oxford Addition, Terrace K and L,
Midlothian District, be and the same is hereby established as a public road.
And be it further resolved, that the Virginia Department of Highways, be, and
it hereby is requested to take into the Secondary Road System, Chippenham Road,
from the intersection of ;~hitewood Road and Chippenham Road, .12 of a mile west-
wardly to Rt.892. This road seeves 3 houses.
~nd be it further resolved, that the Board of Supervisors of Chesterfield County
guarantees a right of way of not less than 50 feet to the Virginia Department of
Highways for this road. Dedication of said right of way re~orded in Plat Book 9,
Page 23, Chesterfield Court House, Virginia.
This day the County Road Engineer in accordance with directions from this Board
made report in. writinz upon his examination of Irby Drive in the subdivision of
WeStover Manor, in Manchester R~agisterial District, which shows that in the opinion
of the County Road Engineer it is expedient that said road~ be established as a
public road. Upon consideration whereof, and on motion of Mr. Britton, it is
resolved that Irby Drive in the subdivisi on of Westover Manor, in Manchester District,
be, and the same is hereby established as a public road. And be it further
resolved, that the Virginia Department cf Highways be and it hereby is requested to
take into the §econdary Road System, Irby Drive in the subdivision of ~estover
Manor, in Manchester District, from'the intersection of Et.6~6 and Rt. 190~, .O~
of a mile southwardly to Erich Road, thence .22 of a mile southwardly to Wainwright
Drive. This road serves 27 houses.
And be it fnrther resolved, that the Board of Supervisors of Chesterfield County
guarantees a right of way of not less than 50 feet to the Virginia Department of
Highways for this road.
Dedication of said right of way recorded in Plat Book 10, Pages ll3-114,
Chesterfield Court House, Virgihia.
The Executive Secretary read a list of roads taken into theState Secondary System,
which list is received and filed with the Board's papers: B~!i~sbu~y ~oad in the
Salisbury SubdivisiOn and Barlen Drive in the Barleth Heights Subdivision.
On motion of Mr.Hague, seconded by Nr. Hagerman, it is resolved that this Board
approve the tentative budget of the V~elfare Depertment for the biennium ending
1961-'62, and the Chairman and Clerk cC this Board are hereby authorized to sign
said budget.
On motion of Mr. Britton, seconded by Mr. Hague, it is resolved that the Executive
Secretary be and he hereby is authorized to pay t~e Harris Heating ~ompany
$1000.00 which is the amount remaining for the installati&n of the heating plant
at the Court House.
On motion of M~.Britton, seconded by Mr. Hague, it is resolved that this Board
adjourn until September 9, 1959, at 10:00 a.m.
