10-06-1959 MinutesVIRGINIA: At an adjourned meeting of the Board of Supervisors of Chesterfield County, held at the Court House on October 6, 1959, at 7:30 p.m. Present: Mr. Irvin G.Horner, Chairman Mr. H. T. Goyne Mr. Stanley R.Hague, Jr. Mr.R. J .Britto n F~. MarshallF. Dris k ill Absent: Mr. H. K. Hzge rman On motion of Mr.Goyne, seconded by Mr. Driskill, it is resolved that the request of ~s. Gretchen Woodruff be referred to the Buildings and Grounds Committee for furthe~ study. This day the ExecutiYe.~. Secretary read a letter from the Faye Realty Corporation requesting the County together with the Highway Department to release the $5000.00 Cash Bond now being held by the Highway Department for the reconstruction of Jahnke Road, under which said Cornoration has constructed sewer lines. Upon consideration whereof, and on motion of Mr.Britton, seconded by Mr. Driskill, it is resolved that the ExecutiveSecretary be and he hereby is authorized to notify the Highway Department that the County accepts the Jahnke Road as oresently constructed and insofar as the County is concerned a release be given on the $5000.00 Cash Bond now being held by the Highway Department. It is understood that the County guarantees the maintenance of Jahnke Road for a period of five (5) years beginning Octoger 1, 1959. This dav the matter of certain recommendations made by the Citizens Advisory Committee of Chesterfield Sanitary District No.1, comes before the Board and a general discussion ensued as to said recommendations. This day the Committee appointed to recommend an architect for the preparation of plans and soecifications for the new jail made a report that it had interviewed officials of five different architectural firms and recommended the firm of Hinnant? Addison and Hinnant, of Lynchburg, Virginia. Upon consideration whereof, and on motion of Mr. Driskill, seconded by I~.Goyne, it is resolved that the recommendations of the Jail Committee be accepted and that the County employ the firm of Hinnant, Addison and Hinnant, who have agreed to perform the archi- tectural services for the stipulated fee of 6~, and the Chairman and Clerk of this Board are authorized to sign a contract approved by the 'Commonwealth's ~ttorney. It was generally agreed that the Jail Committee meet with the architect to select a site for the proposed jail. On motion of Mr.Britton, seconded by Mr.Driskill, it is resolved that a variance be granted to Mt.Edward Green for the construction of a dwelling on Elm Road, approximately 1120 feet from Cherokee Road, the dwelling to c omc no closer than 13 feet 6 inches from the side property line on the east. On motion of Mr. Hague, seconded by Mr. Britton, it is ~resolved that this Board go into Executive Session. Sgt. Robert Clarke and the Volunteer Fire Department. On motion of Mr. Britton, seconded by M~.Driskill, it is resolved that the County. Engineer be and he hereby is authorized to furnish a sewer connection on Lot 8, Block F, of lfindsorview Subdivision, at the standard price of connection. 'Ilnis day the County Engineer advised the Board that the chlorinating equipment at the filtration plant was not functioning properly. On motion of Mr.Britton, seconded by Mr. Driski!l, it is resolved t~'at the County Engineer be and he hereby is authorized to purchase new chlorinating equipment, if same be necessary. On'motion of }dr. Driskill, seconded by I¥~r. Britton, it is resolved that this Board request the Judge of the Circuit Court, the Honorable William Old, to enter tha new Court Order to allow the housing of the County prisoners in the jails of the cities of Petersburg and Hope~¥e!!. On motion of ~,2r.Britton, seconded by i(r.Hague, it is resolved that this Board appropriate ~1350.00 from tne unappropriated surplus of the County's General Fund to Item 2a-319, due to the inabiiit¥ of paying for tax tickets in the previous year's budget. This day the Executive Secretary read a letter from }.~. C.G.Lunsford agreeing to grade and gravel a ~dedicated ~oa~ on which he wished to construct a house, and it was a gener~i agreement that ~.~h~. Lunsford should secure a 5©-foot ri.~:ht of way, grade, gravel and hard- sur~ac~ said road according to the specifications of the Highway Department.
