VIRGINIA: At an adjourned meeting of the Board of Supervisors of Chesterfield County, held at Dhe Court House on July 28, 1959, at 7:30 p.m. Present: Mr. Irvin G.Horner,Chairman M~. H. T.Goyne Mr. S, anley R.Hague, Jr. Mr. R¥ J.Britton A~lr. H. K. Hagerman Mr. Marshall F.Driskill This day a delegation of twelve citizens headed by }~k~.Blankenship from Lucks Lane, presented a petition to h~ve said Lane hard-surfaced, On motion of ~'ir.Driskill, seconded by Mr.Goyne, it is resolved that this problem is hereby referred to the Highway Department, along with the request of this Board that the Highway give every consideration possible to t~e hard-surfacing of this road during the current ye ar. ~This day Mr. Wehren and others from BDllwood Manor come before the Board stating that the drainage of the area is causing considerable property damage. Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mr. Driskill, it is resolved that the Executive Secretary be requested to arran~ge a meeting with the Toll Road Officials~ Highway officials and ~'lr. Goyne to discuss this problem on the site. This day Mr. James Sloan, developer of Old Gun Estates, come before the Board to discuss the policy of extending a water line along l~t. 1~7. It was generally agreed that this matter be delayed for further consideration. On motion of ~tr. Britton,seconded by Mr. Driskill, it is resolved that Mr. W.L. Petway be granted a variance on Lot, 1, Block D, in 'the Southhaven Subdivision to allow the construction of a dwelling not less than 15 feet from the street line of Bedenoch Lane. On motion of ~.Driskill, seconded by Mr.Britbon, it is resolved that a variance be granted to Dr.J.J.Salley to all'ow the addition to his dwelling on Lots 1 and 12, Block C,Section I, of Southampton Acres~ sai¢t addition to be not less than 9 feet fromthe side yard line. On motion of Mr.Driskill, seconded by Mr.Hagerman, it is resolved that a variance be gran.ted to Mr.Wilkiam C. Burch to build'~a home not less than 18 feet from the said property line on Lot 30, Parcel B, in the Jahnke Place. This day the Executive Secretary read a letter from Miss Lucy Corr, Supt. of Welfare Department, which letter cited the fact that a surplus existed in the hospitalization fund at the end of the budget year 1958-'59~ On motion of ~.Goyne, seconded by Mr. Hagerman, it is resolved that a request for a street light by Mrs. Lawrence E. Clarke be and it hereby is referred to the Street Light Committee. The ExecutiveSecretary advise~ the Boar~! tha% the LGOC meeting would be held August 31, September 1 and 2, 1959, in Charlottesville,Virginia. On motion of I~r. Goyne~ seconded by Rlr.Britton, it is resolved that the following erroneous assessments be approved for payment: Ronald P. Powell Wesley F. Johnson ~17.67 41.50 On motion of Mr. Britton, seconded by R~r.DriskilL, the following standard water contracts are approved and the Chairman and Clerk of this Board are authorized to sign said contracts: Wood~tock Home and Land Company Worthington Farms $540. O0 7065. O0 On motion of Mr. Hagerm~n, seconded by Mr.Britton, it is resolved that a change order in the amount of $583.62 in the raising of the Falling Creek Bridge on Rt. #10, be and it hereby is approved. On motion of }.¥.Sbiskill, seconded by Mt. Hague, it is resolved that this Board request the Commonwealth's Attorney to draw the necessary papers to abandon a p~rt.ion of Duncaster R0~a~d,~.-~ lying on Lot 1, BlockD, Section L, in Stratford Hills Subdivision.~ This day the County ~.oad Engineer in accordance with directions from this Board made report in writing upon his examination of Keithwood Pa~ay, ~avenscroft Drive, and Oakcliff ~venue in the Hylton Park Subdivision, Section A, Midlothian District~ which shows that in the opinion of the County iload Engineer it is expedient that said roads be established as public roads. Upon consider~tion whereof, and on motion of i¥~r. Driskill, it is resolved that Keithwood Parkway, Ravenscroft Drive, ©akcliff Avenue, and Hylton Park, Section A, Midlothian District, be, and they a~'e hereby established as public roads. And be it further resolved~ that the Virginia Department of Highways, be and it hereby is requested to take into the :!~econdary Road System, Keithwood Parkway, from a point on Rt.653, .21 of a mile northwest of Rt.647, .11 of a mile northeast- wardly to l~avenscroft Drive, thence .18 of a mile to a dead end; Ravenscroft Drive, from a point on Keithw.ood Drive, from a point on Keithwood Parkway .11 of a mile northeast o~.' Rt.653, .22 of a mile northwardly to Oakcliff Avenue; Oakcliff Avenue, from a point on Keithwood Parkway, .29 of a mile northeast of i~t.653, .!5 of a mile northwestwardly to Ravenscroft Drive, thence .06 of a mile northwest- wardly to a dead end. These roads serve 8 houses. And be it further resolved, that the Board of Supe~"~-isors of Chesterfield County guarantees a right of way of not less th,~-n 50 feet to the Virginia Department oI~ Highways for these roads. Dedication of said rights of way recorded in Plat Book !1, Pagesl?,and 18, Cheste~field Cour~ House, Virginia. This day t[~e County [toad Engineer in accordar~ce with directions from this Board made report in writing upon his examination of ~'[arthaven Drive in the Marthaven Subdivision, Blanchestar District, which shows that in the opinion of the County Road Engineer it is expedient that staid road s be est~t..lished as public roads. Upon Consideration whereof, and on motion of Mr. Britton, it is resolved that Marthaven Drive in the Marthaven Subdivision, Manchester District, be, and the same is hereby established as a public road. And be it further resolved, that the Virginia Department of Highways, be, and it hereby is requested to take into the Secondary RoadSystem, Marthaven Drive, from a point on i-~t.733, .29 of a mile north of Rt.633, .12 of a mile westwardly to a dead end. This road serves 3 houses. And be it further resolved, that the Boar~ of Supervisors of Chesterfield County guarantees a right of way of not less than 50 feet to the Virginia Department of Highways for this road. Dedication of said right of way recorded in Plat Book 8, Pages 83 and 8~, Chesterfield Court House, Virginia. Thisday the County ~oad Engineer in accordance with directions from this Board made report in writing upon his examination of Granite Hall Avenue, in Cherokee Estates, Section B, }:ianchester Magister'isl District, which shows that in the opinion of the County Road Engineer it is expedient that said road be established as a public road. Upon consideration whereof, and on motion of Mr.Britton, it is resolved that Granite Hall Avenue in Cherokee Estates, Section B, ~danchester Magisterial District, be, and it hereby is established as a public road. And be it further resolved, that the Virginia Department of Highways be and 2t hereby is requested to take into the Secondary Road System, Grani%e Hall Avenue, from a point on Rt.7Og, .06 of a mile southeastwardly to Rt. 1803,.11 of a mile northeastwardly to Turf Lane, thence .10 of a mile northeastwar,~ly to Comanche Drive. This road ~oad serves 8 houses. And be it further ~'es61ved that the Board of Supervisors of Chesterfield County guarantees a right of way of not less than 50 feet to the Virginia Department of Highways for this road. Dedication of said right of way recorded in Plat Book 10, Page 20, Chesterfield Court House, Virginia. On motion of Mr. Britton, seconded by Mt. Hague, it is resolved that this Board advises the Commonwealth's Attorney to pay the amount specified by the Judge of the Circuit Court in the condemnation suit with Mr. Copley and others for rights of way along the .,Falling Creek and not appeal' the decision to the Supreme Court. On motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that the sum of ,~30,000.00 be and it hereby is appropriated from the unappropriated surplus of the County Construction Fund to 19E and that the sum of $10,000.O0 be appropria- ted from the unappropriated surplus of the Meter Installation Fund to 19F. On motion of Mr. Britton, seconded by i;~r.I~riskill, it is resolved that it would be in the best interest of the County to have Mr. Eppa Hunton, IV, to represent the County in attempting to gain some rights to water in the James River and request that the Conm]onwealth~s Attorney take the necessary ~teps to employ Mr. Hunton as per his letter sent to the Co~m~onwealth's Attorney dated July 16, 1959. On motion of ~'dr. Driskill, seconded by Mr. Hague, it is resolved that this Board go into ExecutiveSession.
