Board of Supervisors of Chesterfield County,
held at the Court House on August 4, 1959,
at 7:30 p.m.

This day Mr. T. H.~iest request's, in writing, a variance to allow the constr'uction
of a dwelling on Lot 2, in Garland Heights, said lot facing Downland [~oad~ the
house to be located so that it would encroach 13 feet on the building setback
line from the cul de sac. Upon consideration whereof, and on motion of Mt. Hague,
seconded by Mr. Goyne, it is resolved that this Board grant the request of [~.~ir.T.H.
~4est to allow the construction of s home on Lot 2, Garland l'[eights,
On motion of ~,~r. Britton,seconded by Mr.Driskill, it is resolved that Pir.7?.E.Gill be
allowed to construct one house on the eastern half of the reserved area, lying
southwar'dly from Patsy Ann Drive in Cedar Farms.
T~is day the Executive Secretary pointed out to the Board that ~Ioodmere Drive in
l~']ichael Heights should be extended in some fashion to Rt. 2301, so that a better
entrance way could be obtained for the subdivision of ~shburn Manor. and that the
Ricbffaond City Planning Commission and the F.H.A. had requested that consideration
be given to this condi2ion. Upon consideration whereof, and on motion of
Mr. Britton, seconded by Mr. Driskill, it is resolved theft this Board would agree to
condemn sufficient property for the extension~of ?foodmere Drive, provided developers
and interested citizens would pay the entire cost of condemnation.
On motion of Mr. Britton, seconded by [dr. Driskil!, it is resolved that the Executive
Secretary be and he hereby is authorized to write a ldtter requesting the ad.aitional
right of way for the widening of Rt;?5~, running southwardl~ from Jahnke
This day the County 2cad Engineer in accordance with directions from this Board
made repor't in writing upon his examination of Gilling Road, Melback ;Icad and
Garthdale l~oad in the subdivision of Rock Springs Farms,Section B, in Dale
~.~gisterial District, which shows that in the opinion of the County ~oad F~ngineer
it is expedient that said roads be established as public roads. Upon considera-
tion whereof, and on motion of ~,~m.Hague, it is resolve,fi that Gil!ing Road, ~'[elbeck Road,
and Garthdale Road, in the subdivision of Rock Springs Farms,Section B, Dale District,
be, and rye same are hereby established as public roads. And be it further re-
solved, that the Virginia Department of Highways be and it hereby is requested, to
take into theSecondary Road System, Gilling Road, from a point on Rock Spring
Drive, .05 of a mile west of Darlington Road, .2/+ of a mi..].e westward!y to Melbeck
Road, thence .05 of a mile westwardly to a dead end; l~![elbeck £~oad, from a point
on Gilling Roa¢t .24 of a mile west of Rock Spring Drive,.~2 of a mile northwardly
to Garthedale Road; Garthdale Road, from the intersection with Ilock Spring Drive,
.12 of a mile w estwardly to [~,elbeck Road. These roads serve 9 houses.
And be it further resolved, that the Board of Supervisors of Chesterfield County
guarantees a right of way of not less than 50 feet to the ~irgin~.a Department of
Highways for these roads.
Dedication of said rights of way recorded in Plat Book 10, Pages 1 and 2, Chester-
field Court House, Virginia.
On motion of Mr.Britton, seconded by I~r.Driskill, it is resolved that the County
Engineer be and he hereby is requested to install a fire hydrant for the use of
the new Southampton Elementary School.
On motion of Mr. Britton, seconded by i~.Driskill, it is resolved that the following
standard water contracts be approved and the Chairman and Clerk of this Board
are authorized to sign said contracts:

On motion of Y~. iJriskill, seconded by Mr.Britton, it is resolved that the
County Engineer be and he hereby is authorized to apply for Federal Aid to finance
the drawing of the necessary plans for Public Works in the County of Chesterfield.
On motion of I',ir. Britton, seconded by M~.Driskill, it is resolved that this Board
grant a variance to ~. John J. Lewis, subject to the approval c~the Building
~n.spector and County Health Department to allow the construction of a dwelling
on Ldts'51, 52, 53 and 5~,in Block F, Westover Gardens, said lots Ysving an
approximate area of 12,500 square feet.

pay one-half the cost of installing an $" line across the property of ~.~]r. ~.S.
Carnes, fronting on the Granite Road, west of Gravel Hi].]. intersection.
!'~'hereas, there sre ce~.tain properties in the County of C, hesterfield, Virginia, on
which real estate taxes assessed in favor of the County of Chesterfield are
delinquent, and said properties have been sold according to law to the Com~,~on-
wealth of Virginia and it is advisable and necessary to bring a suit to sell
properties to enforce the lien of said taxes thereon.
Now, 'fherefore, Be it Resolved, on motionof Mr. Driskill, seconded by Y~. Hague,
that Mr.~ichard L. Jones, Attorney-At-La~, is h~reby directed to enforce the tax
lien of ~he County of Chesterfield by filing an appropriate suit to sell the
properties against the owners, heirs and/or assigns, which are shown on the Land
Book of the County of Chesterfield for 1959 as follows:
Catherine Pettiford, Matoaca District, 5 acres
Est~lle Selva Gregory, Bermuda District, .65 acre
B~ it further resolved, that said Attorney shall nob be required to execute any
b~nd, which is here~y waived and the fees for the services shaltbe the same as
the fees allowed by the Court.
On motion of Mr.Britton,seconded by Mr. Driskill, it is resolved that this Board
adjourn to 10:O0 a.m. August 12~ 1959.
