Specifically, amendment of conditional use approval is proposed to add transfer of confidential documents as a permitted use and modification of Condition 3 is proposed to increase the number of medical waste storage trailers allowed onsite. Notes: A.Conditions may be imposed or the property owner may proffer conditions. B.Conditions and existing zoning conditions are located in Attachments 1 and 2. SUMMARY The applicant has operated a medical waste transfer facility on the request property since 2015. The company had been operational on a parcel east of the request property since 1995 (See Surrounding Land Uses Map, Page 3). The applicant now also operates a document shredding and transfer business and would like to transfer these documents within their existing facility on the request property. The applicant is seeking amendment of conditional use approval (Case 15SN0609) to add handling and transfer of these shredded confidential documents as a permitted use. With the additional transfer and storage, the applicant is requesting an amendment of Condition 3 of Case 15SN0609 to permit a maximum of 8 additional trailers to be stored on the property temporarily. In 2015, the applicant moved the medical waste transfer operation to the request property where a facility was constructed with enclosed dock space, dispatch/driver areas and offices. Drivers are dispatched to pick up regulated medical waste from healthcare facilities (such as hospitals, medical offices and laboratories and nursing homes) throughout the area. Sealed containers of medical waste are transferred, in an enclosed building, from these trucks to trailers. Trailers containing the sealed containers of waste are then transported from the property to the Existing zoning conditions address security, operations, safety, and compliance with State permitting requirements for medical waste transfer (Case 15SN0509 Attachment 2): Security Security fence and cameras required o Security Plan submitted to County every two years o Trailers and containers marked to identify contents o Operations/Safety All transfer must occur within the enclosed building o Waste must be handled to protect it from exposure to elements o Notification and clean-up plan submitted to County o Building to have sealed floor o Nuclear waste not permitted o Maximum of 6 trailers containing waste allowed temporarily onsite o Confirmation of Permits DEQ permits and approved plans submitted to County Proposal The applicant is requesting an amendment of conditional use (Case 15SN0609) to permit the transfer and storage of confidential documents within their existing facility. For this portion of their business, drivers are dispatched to pick up confidential documents from a variety of business and office uses throughout the area. These documents are handled so as to protect the privacy of 418SN0782-2018AUG22-BOS-RPT the information for secure disposal a security needed for handling and destroying these documents. As noted above, existing zoning limits the number of onsite storage trailers containing medical waste to a maximum of 6 trailers at any one time (Proffered Condition 3 of Case 15SN0609). The condition contains standards of refrigeration, as required by state regulations. The applicant is requesting to amend this condition to permit 8 additional trailers containing medical waste to be permitted onsite at any one time. The anticipated traffic impact of the proposal has been evaluated and it is anticipated to be minimal. With the approval of this request, the conditional use and Proffered Condition 3 of Case 15SN0609 shall be amended as outlined below. All other conditions of Case 15SN0609 shall remain in force and effect. 1.All confidential documents transfers shall be conducted in accordance with all applicable laws and shall occur within an enclosed building. (P) 2.Trucks and trailers emptied of all waste shall be parked onsite. In addition, a maximum of fourteen (14) storage trailers containing medical waste or shredded documents shall be permitted onsite at any given time provided that no medical waste shall be stored in such trailers for more than seventy-two (72) hours unless it is refrigerated, maintained at an ambient temperature between thirty-five (35) and forty-five (45) degrees Fahrenheit.
