Powhite Parkway which ultimately bisected the property. In 1986 the adjacent Waterford
development was zoned to permit light to medium industrial uses. This split zoning limits the ability
to fully develop these properties with Waterford; therefore, rezoning to Light Industrial (I-1) is
proposed.

Proposal
In 1980, Neighborhood Business (C-2) zoning was approved as part of the Evergreen
development (Case 79SN0200). This zoning did not anticipate the final location of Powhite
Parkway which ultimately bisected the property limits, resulting in the subject 12.6 acres of C-2
located on the south line of Powhite Parkway. The Evergreen properties, exclusive of this C-2
portion, were eventually rezoned as part of the Centerpointe development. In 1986, the
adjacent Waterford development was zoned (Case 86SN0117), permitting a mix of residential,
office, commercial and industrial uses. The zoning of five (5) properties remains split, with the
remaining Evergreen portion as C-2, and the Waterford portion permitting light to medium
industrial uses. This split zoning limits the ability to fully develop these parcels in context with
Waterford. Rezoning would allow the northern portion of Waterford, adjacent to Powhite
Parkway, to be developed for light industrial uses.
Development of the property would be subject to the Emerging Growth District Design
standards which would address setbacks, buffers, landscaping, building heights, and
architecture. These standards are designed to provide a high-quality, functional, well-designed
and connected developments.

The Comprehensive Plan, which includes the Thoroughfare Plan, identifies county-wide
transportation needs that are expected to mitigate traffic impacts of future growth. This
request will not limit development to a specific land use; therefore, it is difficult to anticipate
traffic generation. Based on light industrialtrip rates for 12.6 acres, the development could
generate approximately 450 average daily trips (ADT). Traffic generated by development of the
property will be initially distributed via Genito Place to Genito Road, which had a 2017traffic
count of 13,000 vehicles per day.Staff supports the request.

The property is located in the mandatory water and wastewater connection area for non-
residential development per Sections 18-60.B of the County Code.
Parcels 730-692-2018 and 730-692-3704 are currently connected to public water and public
wastewater.Parcel 729-692-8021 has a 15” sanitary sewer and 8” water main on site. There is
an existing sanitary sewer easement on site with the intention to extend sanitary sewer north
across Powhite Parkway. Parcel 730-692-6305 has an 8” water and 8” sanitary sewer on site. A
sanitary sewer easement will be needed to serve Parcel 731-692-2601.
Parcel 731-692-2601 does not have access to public water or wastewater. A water extension
would be required along Tredegar Lake Parkway to serve this parcel. As mentioned above, a
sanitary sewer easement will be required from parcel 730-692-6305 to serve this parcel.

Geography
The subject properties generally drain west and southwestinto a stream which drains under
Tredegar Lake Parkway and into the existing Waterford Lake. The properties are all included
within the overall master plan for the Waterford Lake, and are primarily located within the
Lower Swift Creek Watershed.
Environmental Features
A Resource Protection Area Designation (RPAD) has been confirmedby the Department of
Environmental Engineering– Water Quality Section for the subject properties. A Water Quality
Impact Assessment must be submitted to and approved by the Department of Environmental
Engineeringand/or the Board of Supervisors for any improvements which encroach into the RPA.
In addition, wetlands shall not be impacted without approval from the U.S. Army Corps of
Engineers and/or the Virginia Department of Environmental Quality.
Stormwater Management
The subject properties are all included within the overall master plan for the existing Waterford
Lake; therefore, the development of the property is grandfathered under the Part IIC technical
criteria of the Virginia Stormwater Management Program (VSMP) Regulationsfor both water
quality and water quantity until June 30,2019, unless otherwise extended by state regulation.
Any additional impervious areas proposed beyond what is approved with the master plan will
be subject to the Part IIB technical criteria of the VSMP Regulations for water quality and water
quantity. In addition, any portion of the development not under construction by July 1, 2019,
will be subject to the Part IIB technical criteria of the VSMP Regulations.
