SESSION COUNTY ADMINISTRATOR'S COMMENTS Mr. Ramsey congratulated Ms. Becky Dickson, Director of Budget and Management, and her staff upon the receipt of the Distinguished Budget Presentation Award by the Government Finance Officers Association of the United States and Canada (GFOA) for the 17th consecutive year. WORK SESSIONS Dr. Billy K. Cannaday, Jr., Superintendent of Schools, presented a summary of the Superintendent's Proposed Annual Financial Plan for FY2002. Mr. Pete Stith, Deputy County Administrator for Community Development, presented a summary of Community Development's Proposed Budget for FY2002. NEW BUSINESS Approved Acceptance of a bid to purchase Improvement bonds, Series 2001. County General Obligation Public CONSENT ITEMS Adopted Approved Approved Approved Resolution modifying and updating the Emergency Operations Plan with Annexes. Acceptance of a parcel of land along the west line of Commonwealth Centre Parkway from Brandermill-Oxford Limited Partnership. FY2001 School Board Grant Fund Mid-Year Revisions. Change order to Motorola, Incorporated Contract due to an increase in the quantity of radio equipment. Approved Change order for the Juvenile and Domestic Relations Courts Project for the installation of infrastructure to support video docketing. Approved Change order for Route 1 Water Line Improvements, Phase III Project. Approved Change order for the Courts Building Alterations and Renovation Project for the retrofit of an improved pneumatic tube carrier system. Approved Award of construction contract to CB&I Constructors, Incorporated for the Midlothian Pump Station and Tank, Phase II Project. Approved Public hearing date of April 4, 2001 to consider the abandonment of Greenpine Road, State Route 948. Approved Public hearing date of April 4, 2001 to consider amendments to the County Code to require background checks for County volunteers and volunteers of rescue squads. Approved Appropriation of grant funds for a Virginia Exile Prosecutor and an administrative position. Approved Conveyance of easement to Verizon Virginia Incorporated to install underground cable to provide service to the new communications tower at Harrowgate Park. Approved Request to quitclaim a sixteen-foot water easement across the property of Dung Thi Leu. Approved Request to quitclaim a sixteen-foot water drainage easement across the property of Virginia Paint Distributing Corporation. Approved Initiation of an application for substantial accord to permit a pedestrian trail along Falling Creek. ADDED BY UNANIMOUS CONSENT Approved Award of contract for the reconstruction of Centre Street to Shoosmith Brothers, Incorporated. Adopted Resolution recognizing March 2001, as "Purchasing Month." Approved Cancellation of public hearing to consider the adoption of an ordinance to amend the Floodplain Ordinance relating to the implementation of Swift Creek Reservoir Watershed Master Plan. Approved Transfer of District Improvement Funds from the Clover Hill District Improvement Fund to the Parks and Recreation Department for turf improvements and irrigation at Swift Creek Elementary School. Approved Appropriation of funds and authorization to award contract for the Route 360 Landscaping Project Phase 2. CLOSED SESSION The Board held a closed session pursuant to Section 2.1-344(a)(7), Code of Virginia, 1950, as amended, for consultation with legal counsel regarding specific legal matters relating to threatened litigation arising out of the construction of the Lucy Corr Nursing Home. DEFERRED ITEMS Approved Second extension of the advance to the Chesterfield Health Center Commission from a repayment date of January 15, 2001 to January 15, 2002, and authorization to appropriate an additional $300,000 advance with a January 15, 2002 repayment date. REPORTS Accepted Report on Developer Water and Sewer Contracts; and a Status Report on the General Fund Balance, Reserve for Future Capital Projects, District Improvement Funds, and Lease Purchases. 7:00 P.M. SESSION Reverend Calvin Eaves, Pastor of Clover Hill Baptist Church, gave the invocation. He presented each of the Board members with an engraved Bible. Eagle Scouts John Gabriel Nelson, Gary Michael Wooldridge and Daniel Ross Wilmoth led the pledge of allegiance.
