This dav the matter of i~proving Petersburg Street, from Curtis Street to
~est Street in Chester was briefly discussed.
The drainage of ~¢Yillis Road in Bellwood Manor was discussed and Mr. Lancaster,
R~side~t Engineer, reported that it would cost approximately $950.00 to make
the proposed improvements in the drainage. It was generally aEreed that this
matter be deferred for further consideration.
The ~tter of the Railroad Crossing on the Seaboard AirlineRR. at I~t.611 was
discussed and on motion of Mr.Goyne, seconded by Mr. Hague, it is resolved that
the Executive Secretary be and he hereby is requested to get the approximate
cost of the signals recommended by the Railroad at this intersection.
The Executive Secretary presented to the Board a letter siEned by James C.
L~nsfOrd, Claude Lunsford and Robert C. Latham, requesting the Board to grant
two building permits in consideration for their improving the road at a later
date and presented a deed for a part of the right of way on said road. Upon
consideration whereof, and on motion of ~r..Driskill, seconded by ~.~r. Britton,
it is resolved that this matter be deferred until such time as the deed for
the widening of the road be completed and acceptable to the ~'
H~ gnway Department
and that those interested in constructin_~ the road pre,vide a bond for the
construction of said road.
This day ~r.R.V.Lancaster, III, Resident Engineer, appeared before the Board
a~d presented a sketch showing changes in the SecondarF Road System due to
the location and construction on Route ~02 and Rt.~6~, Project o~92-020-101.
Upon consideration whereof, and on motion of Mr.Britton, seconded by Mr. Dris~ill,
it is resolved that the following changes be hereby approved:
1. Section 1, length 1.4& miles of haw location be added to
the. Secondary System.
2. Section 2, length 0.176 miles, new location be added to
the Secondary System. Route 704.
Again the matter of improving the KinEslan~ Road, east of Rt.~l, comes before
the Board and upon consideration wher+~of, and on motion of Mr. Goyne, seconded
b~ Mt. Hague, it is resolved that this Board request the Highway Department to
pay for any additional righ~ of way other than the 50 feet on Kingsland Road,
if said right of way is deemed to be acquired by the Highway. This applies
primarily to the intersection of Kin~sland Road and Rt.,~l.
On motion of Mr.Goyne. seconded by Mr. Hague, it is resolved that the location
of the right of way to be acquired on the Kingsland Road be referred to the
Road Committee working in conjunction with the Highway Department.
~nd be it further resolved, that the additional right of way be acquired as
soon as possible.
This day Mr. Britton presents a petition signed by over ~00 citizens in th~,
Broad Rock area. requesting that the Highway Department wi~en to ~-lanes
anea of Rt. 10, from the McGuire Hospital Main Gate to its intersection with
Rt. 161. On motion of ~h~.Britton, seconded by Mr. Driskill, it is resol~.ed
that this Board endorse the petitioners~ request and request the Highway
Department to study this hazardous road, as soon as possible.
On motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that this
Board request ~.Lancaster, Resident Engineer, Virginia Department of Highways,
to study the surve~ proposem by theWoodstock Civic Association concerning the
traffic on Greystone Avenue and East 4qth Street, and to make such changes
in the traffic pattern as will be necessary to eliminate the hazards of the
area,
On motion of Mr.Britton, seconded byMr.Driskill, it is resolved that this
Board request the~ Highway Department to improve Bowland Road in the Merchie's
Mill Section, at a price not to exceed $1500.00, said cost to be borne by
the 3¢ Road Fund of the Count~.
On motion of Mr. Driskill, seconded by Mr. Britton, it is resolved that a
Petition requesting the hard-surfacing of certain roads in the Bon Air area
be received and filed with the Board's paoers.
On motion of ~r.Driskill, seconded by Mr. Britton, it is resolved that this
Board request the Highway Department to improfe the streets in the 'ifellington
Subdivision, at a cost not to exceed $600.00.
And be it further resolved, that should the citizens of the area, including
the new owner, pay the $600.00 cost of improving the rcads, the 6ounty will
hard-surface said roads in the summer of 1960.
On motion of I~r. Driskill, seconded by Mr.Britton, it is resolved that this
'Board request the Chief of Police, C.W. Smith, to investigate, traffic
conditions at the intersection of CherokeeRoad and Rt. 147, atthe peak
~hours of traffic.
This day again the ~tter of a request of Mr. Ralph A.May for a sewerage
treatment plant on a parcel of land fronting onRt. 10, 1Ming east of Cosby's
Lake, comes before the Board, and the Commonwealth's Attorney ruled that the
that the request for a Uee Permit should be heard by the Board of Zoning Appeals.
~ghereupon, ~tr.R.Pinkney Sowers, the Attorney representing Mr. May requested
that the matter be withdrawn. Upon consideration whereof, and on motion of
Mr. Hague, seconded by Mr. Goyne, it is resolved that this Board approve the with-
drawal of t~is request.
Mr.R.R.Adkins comes before the Board requesting the rezoning from Agriculture to
General Busir~ ss of a ~rcel of land in Midlothian Magisterial District~. fronting
210 feet on Adkins Road and 210 feet on theArch Road, said propert? extendin~
southwardly 216 feet, at the junction of said two roads.
Comes also, Mr. Chas. August, representing the objectors in the area, presenting a
petition siEned by some 2h6 citizens objecting to the rezoning. On motion of
Mr. Britton, seconded by Mr. Driskill, it is resolved that this ~tter be delayed to
February 10, 1959, for further consideration.
Mrs. Mary E.Britt comes before the Board requesting the rezoning from Residential-2
to Ge~rat Business of a parcel of land in Manchester Magisterial District,
fronting 83 feet on the BeltBoulevard and extendin~ northeastwardly 300 feet,
said parcel being 300 feet southeast of Berkley Road.
And there appearing no opposition to this request, on motion of ~r. Britton,
seconded by Mr.Hague, it is resolved that the aforedescribed parcel be, and it
hereby is rezoned for general business purooses.
Mr. Eldridge Spain,Attorney for Mt.Arthur S. Eldridge, comes before the Board
requesting the rezoning from Residential-2 to Local Business of a parcel of land
in Manchester Magisterial District, fronting 170 feet onRt.360 and extendinE
southward!y 185 feet~ said ~rcel being 230 feet east of Brae ~ane. Any there
appearing no opposition to this request, on motion of Mr. Britton, seconded by
~r. Driskill, it is resolved that the aforedescribed parcel of land be and it
here~by is zoned for Local Business purposes.
The Executive Secretary cited the fact that he had received notice from Mr~.R.J.
Schmitt that he had withdrawn his application for rezoning from Residential-1
to General Business a parcel of land in Manchester Magisterial District, frontinz
150 feet on Old ~estham Road and extending northwardly 285 feet. said parcel
being 150 feet west of Scottview Drive. Upon consideration whereof, and on
motion of Mr.Britton, seconded by Mr. Driskilt, it is resolved that this Board
approve the withdrawal of this request.
Mr. R. Pinkney Sowers, re~resentin~ ~r.T.M.Fer~bee comes before the Board
requesting the rezoning from Agriculture to General Business of an irregular
parcel of land in Midlothian Magisterial District, containing 11.16 acres,
fronting 794 feet onRt.60 and extending northwardly 620 feet, being 2600 feet
west of Rt. 1~7.
And presented a petition signed by a number of citizens residing in the area citing
the fact that t~ere had been no objections to the requested rezoning. Upon
consideration whereof, and on motion of ~.~r.Driskill, seconded by ~.Britton, it, is
resolved t~at the aforedescribed p~rcel of land be and it hereby is rezoned for
General Business pur.ooses.
On motion of I~r. Britton, seconded by Mt. Hague. it is resolved that the game
claim presented for payment be and it hereby is approved.
On motion of Mr. Goyne, seconded by ~r. Hague, it is resolved that this Board recues~
the Commonwealth's Attorney to prepare @ deed of lease for a 5-year term of a
parcel of land fronting On Rt. 61~, at its intersection w~.th the Virginia
Electric & Power' Company's right of way, said property belonging to Mr. Brandon
Steed~ for the sUm of ~200oO0 per year, said property to be used as a public
dumping ground.
On motion of Mr. Goyne, s~conded by I~.H~german, it is resolved that the Board
raise the pay of R'h".James Branch, caretaker of the dump, from $30.00 to $60.OO
per month, beginnin~ December 1, 1959.
Th~ Executive Secretarv reported to the Board that the Civil War Committee
recommended the purchase of 25-acres of land from the Northwe~ Corooration,
adjo~ining the site of Fort DarlinE, said property tote used as a '~ounty-owned
public park, and cited the fact that the Federal Park Service had indicated it

The County EngineeE cites the fact that bids have been received for the purchase
of a back-hoe and loader to be used mai nlm for putting in water connections.
And further states that in h~s opinion the bid received from the Phillips
Machinery Company on a Michizan loader' in his opinion was the b est suited for his
needs.
On motion of ~.Driskill, seconded by Mr.Britton, it is resolved that the County
Engineer be authorized to purc~se from the funds of the Water Department a
~c higan Loader-Backhoe.
On motion of Mr.Britton, seconded by R~r.D?iskill, it is resolved that the County
Engineer be authorized to install a fire hydrant at the new Broad Rock School
at the junction of the 10" line and the Jessup Road, and a fire hydrant at the
Forest View School at the access rogd in Westover Manor.
Th~ ExecutiveSecretary read a letter from the Assoc iatiom of Volunteer Fire
Departments, citing a motion that the Association had passed relative to the
fire inspections of the schools by the various fire departments. Upon
consideration whereof, and on motion of Mr. Britton, seconded by ~r. Hague, it is
re~solved that this Board record its approval of said action, along with its
commendation for the FireAssociation for this progressive step for the safety
of school children in Chesterfield County.
The ExecutiveSecretary discussed the request of the United Fund Study Committee
of Chesterfield's participation in said project and it was generally agreed
that since Chesterfield bordered on so many different areas that such a project
would not be feasible for all parts of the County.
On motion of Mr.Britton, seconded by Mr. Hague, it is resolved that this Board
agrees to accept ownership and pay the maintenance cost of a proposed salvage
vehicle to be purchased by the Manchester Fire Department No.2.
The Executive Secretary presented a lc%ocr from Mr.J.Gordon Bennett, citinE
the fact t~t his office had reviewed the audit of the County for the year
ending June 30, 1959, by the Lane-Terry Company and states that said audit
has been prepared in accordance with the specifications furnished by the
Auditor of Public Accounts ~nd the reDor~ is acceoted hy said office.
Bills from the Lane-Terry ~Company for the audit of the County in the Water
Department is presented, and on motion of Mt. Hague, seconded by Mr.Britton,
it is resolved that said bills be and they h~reby are approved for payment.
The recommendation of the ~egional Planning Commission concerning the indecision
of the location of interstate Rt.64 was received and filed.
On motion of Mr.Driskill, seconded by Mr. Britton, it is resolved that the
Executive Secretary be requested to check with Mr. Aubrey Gill,President of
the Richmond Area of Mentally Retarded, concerning the up=keeo and maintenance
of Camp Baker.
On motion of R~.Driskill, seconded by Mr. Goyne, it is resolved that the monthly
employees of the County be paid on December 22, 1959, for the month of
Dec em~.er, 195~.
On motion of iv~.Goyne, seconded by ?.~r. Hague, it is resolved that the agricultural
building be sold to Mt. Vance Martin for the sum of (¢106.e0 under the conditions of
bid forms.
The Jail Committee reoorted that in a meeting on December 8th they reviewed the
plans of the proposed jail with architects~ a~d recommended to the Board that said
plans be approved. Upon consideration whereof, and on motion of Mr. Goyne. seconded
by Mr. Driskil~l, it is resolved that the preliminary plans prepared by Hinnant,
Addison and Hinnaht, for the construction of a jail at the Courthouse be and they
hereby are aoproved.

accept the low bid of the Richmond Motor Company for the purchase of two (2)

Secretary secure tentative plans for the dressing rooms and concessions under t
new grandstand, tentative plans for parking~ fencing, construction of the footb
field~ and lights for said field.

A letter addressed ~to the Southampton Woman's Club and signed by Mt. Edward J.
Flippo, President of the l~icGuireCivic Association, was read for the Board's
hearing, which ~letter stated that the McGuire Civic Association was withdrawin;
its support from the Southampton %~oman's Clm~,~in its proposal to study the cha]
in the form of government of Chesterfield County.
