A letter signed by Mr.E.D.Hubbard, DistrictEngineer, of the State Highway Depart- ment, was read, which ~ter cited the fact that the request of the Board of Supervisors dated September 9, 1959, calling f, or the reduction in speed limit from 55-mph to 45-mph from Ampthill along Rt.~l, to the intersection of Rt. 10, could not be approved. I~k~.Hubbard cites various statistics showing that most drivers exceeded the ~5-mile limit and the traveling habits of the general public were not changed in increasing the speed limit. This day there were plans presented for the. mew proposed roads, running from the ~althall Interchange to Route #1, which plans had previously been requested of the Highway Department, by the Board of Supervisors. Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mr.Britton, it is resolved that the plans presented beand they h~reby are approved, subject to the Highway's approval, and that an 8C-foot right of way be obtained, ~5-feet on one side of the center!ine and 35-feet on the other, calling for a 7C-foot roa¢~, with a 10-foot right of way for the installation of a water line. This day the ExecutiveSecretary read a letter from Mr.S.D.May, Commissioner of the Department of Highways, which calls for a policy change in the acceptance of roads into the Secondary System, said change being to require the developer to furnish bond, guaranteeing the satisfactory performance of streets for a period of one year from the date of acceptance, or to have nhe developer to pay for the cost of inspection at the time the streets are constructed. This day Mr. Painter gives a report on the requested survey of fire hydrants available to existing schools in the County, which report showed that three fire hydrants could be installed on existing mains to give better protection to Old Broad Rock School, the G.H.Reid School and the Chester Elementary School, and Mr. Painter reported further that the installation of approximtely 750 feet of 6" water main would gi~'e better protection to the Bon Air Elementary School. Upon consideration whereof, and on motion of Mr.Britton, seconded by Mr. Hague, it is resolved that the County Engineer ~e and he hereby is requested to install approximately 750 feet of 6" line from Buford Road to a point in Front of the B.~, ~Air Elementary School. Goyne, seconded by Mr. Ha~Tue, it is resolved that the entire Board be appointed as a Dump Committee ~nd that the Chester dump be closed as soon as possible. On motion of Mr.Britton, seconded by Mr.Goyne, it is resolved that this Board award the bids for con'~.tructing the new fire trucks at Dale and Forest View FireDepartments to the Oren Company, the same being the low bidder. It is here noted that ~r. Harold Goyne and l~r.Stanley Hague presented to the Board of Supervisors a plaque awarded to the County of Chesterfield on the 25th Anniversary of the League of Virginia Counties, Signifying that Chesterfield County had been one of the charter counties of said League.
