A discussion of meeting dates arises and on motion of Mr.Goyne, seconded by Hagerman, it is resolved that the Board meet at 9:00 a.m. on the second Wednesday in each month. This day a delegation from the Bellwood Manor area appeared before the Board requesting some relief from the serious drainage condition existing, and it was reported that the Resideht Engineer of the Highway Department had estimated the cost of improving the drainage system to be $950.00. Upon consideration whereof, and on motion of Mr.Goyne, seconded by Mr. Hague, it is resolved that the Executive Secretary be and he hereby is requested to negotiate with the Highway Department and the Toll Road Authorities citing the fact that the County will pay one-third of the cost if two-thirds of the cost is paid by others. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of Kingsport Lane and Bennington Road in Southaven Subdivision, Section 3, Manchester Magisterial District, which report shows that in the opinion of the County Road Engineer it is expedient that said roads be established as public roads. Upon consideration whereof, and on motion of Mr. Britton, it is resolved that Kingsport Lane and Bennington Road in the Southaven Subdivision,Section 3, Manchester District, be, and it hereby is established as public roads. On motion of l~ir.Britton, seconded by Mr. Goyne, it is resolved that the Commonwealth's ,~ttorney be and h~. hereby is requested to draw up an easement so that the County may acquire the land on which the culvert has been pla~ed. ~r.Goyne requested that ~r. Lancas~er give to the County a price to improve Spruce Avenue and an estimated cost to improve Kenmore Road. The matter of the installation of a street light at the intersection of Rts. 1 and 10 again comes bel'ore the Board and the matter is again referred to a Committee of Mr.Goyne, Mr. Lancaster and the Executive Secretary. Mr. Porter Vaughan comes before the Board requesting the Board to recommend Junaluska Drive to the State Highway Department for inclusion into the Secondary System, said road having an 8" water line on an easement previously recorded before the road was dedicated, and cites the fact that the Highway Department will not take over said road with the easement encumbering the right of way. V~nereupon, the Commonwealth's Attorney expressed the opinion that the State Highway had no right to deny the accep~:~.nce of said road under these conditions. On motion of i'.~!r. Britton, seconded by ~4r.Dris~ill, it is resolved that this Board requests the Commcnwealth's Attorney to contact the Highway Department in an attempt to work out this situation. The Executive Secretqry report, ed that the Sanitary Distrifit wishes to install a sewer line on Court Street from Totty Street to the sewer trunk line. Britton, seconded by Mr. Goyne: BE IT RESOL~ZED, that theChairman and Clerk of this Boa?d are authorized to execute on behalf of this Boar~ the said contract with the City of Richmond, provided there is added to paragraph 9 after the word County "in so far as it is legally able to do so~' and that paragraph 30 be changed and modified to be in effect for five ,(5) years rather than ten (10) years with the right of the goun'~y to renew for' an additional five (5) year period. On motion af ~.Goyne~ seconded by Mr.Britton, it is resolved that the Executive Secretary review the progress of the Appomatto~ Authority and report at the next meeting of this Board. On motion of Mr. Goyne, seconded by Mr.Hagerman, it is resolved that the restrictions of the Virginia Electric & Power Company'placed upon the easement on which the County proposes to place its County dump~ be referred to the Commonwealth's Attorney for his consideration and approval.
