Supervisors of Chesterfield County,
held at the Courthouse on April 7, 1960,
at ?:30 p.m.

This day Mr.C.H.Hinnant, partner in the firm of Hinnant, Addison and Hinnant,
the Countyts architects in the drawing of the plans for the new County jail,
comes before the Board stating that his firm had investigated the M.E.Howard
Construction Company, the ~pparent low bidder in the construction of the County
jail, and recommeo~s him highly, and cites the fact t~at all of the usual places
of investigation state that no financial risk is apparent and that all work has
been completed in workmanlikefashion Also, the Bonding Company, bonding
said firm has a rating of A and from ~ll accounts is a good, financially hound
Bonding Company.
Judge D.W.Murphey states that the firm of M.E.Howard built the Church in ~hester
and did an excellent job.
Upon consideration whereof, and on motion of Mr.Hagerman, seconded by Mr. Britton,
~t is resolved that the M.E.Howard C0nstruOtion Company be awarded the contract
for the construction of a County jail in the total amount of $16~,900.00. All
work to be done in accordance with the plans and specifications drawn by
Hinnant, Addision and Hinnant, and ao~roved by the Board of Supervisors.
On motion of Mr. Hagerman,seconded by ~.Driskill, it is resolved that the
Roanoke ~ron and Bridge Works be awarded the contract for constructing the iron
and steel work in hhe jail for the total pri~e of $70,790.00, all work to be done
in accordance with the plans approved by the Board of Supervise~s and drawn by
the firm of Hinnant, Addison and Hinnant.
On motion of ~ir. Driskill, seconded by ~r. Britton, it is resolved, on the
recemme~dation o£ the Water Committee that sealed bids be received on the
County-owned house at the Falling C~eek ~ater impoundment, said house being of
no further use to the County in the operation of the water system.
On motion of Mr. Hagerman, seconded by Mr.~riskill, it is resolved that the
Executive Secretary be and he hereby is authorized to have an actuarial study
made of the employees of the County, less the Police Department and a separate
actuarial study to be made of the Police Department, in conjunction with the
Police Benevolent Fund.
On motion of Mr.Britton, seconded by Mr.Driskill, it is resolved that the Board
adjourn into Executive Session.
Reconvening:
The Executive Secretary points out that the price of the land to be acquired from
Miss Annette Jones has been agreed on, but the acreage involved, upon computation
by the County's Surveyor is more than originally estimated. Upon consideration
whereof, and on motion of Nr.Goyne, seconded by Mr. Hague, it is resolved that
the price of $2100.00 be ~ffered for 7.11 acres to be acquired from ~iss Jones.
On motion of ~r. Goyne, seconded by Mr.Hagerman, it is resolved that the County
Engineer be and he hereby is authorized to receive bids for the crossing of the
Appomattox River with a water line to supplu the Morrisdale area with water from
Hop ewell. ~
On motion of Mr.Br~tton, seconded by Mr.Hagerman, it is resolved on the recommenda-
tion of the Water ~ommittee and the Consulting Engineers that the County Engineer
be and he hereby is authoriz ed to receive bids on a 200,000 gallon water tank,
to be erected on the site of the new high school on Forest Hill Avenue.
On motion, the meeting is adjourned until April 13, 1960, at 9:00 a.m.
