There appears a delegation to oppose the proposed amendment to the Zoning Ordinanc~
which would put certain restrictions on the location of trailers and to create
an R-A Residential District.
The amendment to the Zoning Ordinance was read and briefly explained by the
Executive Secretary.
Mr.W.Bryon Sorrell, Attorney, for the Mobile Home Builders, stated that aoparently
95% of the approximate 250 people present appeared to be against the proposed
ordinance and asked certain questions of the Board of Supervisors concerning the
Board's method of arriving at the present proposed ordinance. Some 15 people
spoke against the ordinance, citing among other things; that residents of trailer
parks paid more than their share of taxes, and that trailers were the answers to
the needs of our senior citizens.
Come also, Mr.Mueller and eight others, speaking for the passage of the proposed
ordinance, citing the ~ct that the scattering°of trailers in residential areas
decreased the value of homes and other points in oppbsition to trailers.
Whereupon, Mr. Sorr~ll offered the help of the Mobile Home organization to draft
an ordinance that will be beneficial to both ~railer uses and the County. Each
Supervisor cites his reasoning for'voting for %he proposed ordinance~
Upon further consideration whereof, and on motion of Mr. Driskill, seconded by
Mr.~Britton, it is resolved that the following zoning amendments be and they hereb3
are adopted:
AN ORDINANCE to amend the Chesterfield County Zoning Ordinance adopted
December ll, 1945, by adding an additional class of districts to Section l,
Paragraph B known as R-A (Residential-Agricultural); amend said ordinance
,by adding a new section to be known as Section II A to be known as R-A
District, and regulating the locationof house trailers in said County.
BE IT ORDAINED BY THE BOARD OF SUPE~IVISORS OF CHESTERFIELD COUNTY,
VIRGINIA, AS FOLLCNS:
1. That Section 1, p~ragraph B of the Chesterfield County Zoning
Ordinance adopted December 11, 1945, is hereby amended by adding an additional
district to be known ~ R-A Residential Agricultural District.
2. That Section II Definitions of said Ordinance is amended by asending
and re-adopting the definition of ,,DISTRICTS" as follows:
DISTRICT: More Restricted or less Restricted: In the
follov~ ng list each district shall be deemed to be more
restricted than the districts succeeding it and less
restricted than the districts preceding it: R-A, R-l,
R-2, C-l, C-2, M-l,and M-2. An ,A" district shall ~e
deemed to be more restricted than any C or M District.
The term "R" district shall mean any R-A, R-l, or R-2; the
term C district shall mean any C-1 or C-2 District; the
term M District shall mean any I~-$ or M-2 District.
That Sectio~ II Definitions of said Ordinance is amended by amending
and re-adopting the definition of Dwelling, ¥~ultiple; dwelling, one-family
Dwell lng; Two-Family, a s follows:
D~ellin~, M..u. ltiple: A building containing three or more
family dwel¥~'ng u~its. Dwelling does not include a trailer.

3. That said ordinance be amended to add a new section followinz
Section II to be known as Section II as follows:
SECTION II A
R-A DISTRICT: RESIDENTIAL - AGRICULTURE DISTRICTS
The following regulations ahall apply in all R-A Districts:
A. Uses Permitted:
1. One family dwellinzs.
2. Churches and other places of worship, including parish houses and
Sunday Schools.
3. Schools, Colleges, public libraries and public museums.
Publicly operated parks, playground and athletic fields, including
buildings customarily appurtenant thereto.
Offices of resident members of recognized professions, but no
such office shall be conducted except as an accessory use in
a dweling permitted in the district.
6. Home occupations.
7. Accessory buildings and accessory uses.
All ~gricultural uses which consist of the raising of crops;
provided, the raising of poultry may be conducted for home use.
only and provided no dairy farm or stock'.~farm or chicken farm
shall be established unless and until a use permit shall first
have been obtained therefor, and provided further that there
shall be no raising or keeping of hogs except by use permit.
9. No premises shall b e used for the location of house trailers or
trailer parks.
10. The following uses subOect to the obtaining of a Use Permit for
each such use:
a. Hospitals, Sanitariums, and Scientific laboratories.
b. Philanthropic and charitabl~ institutions.
c. Clubs,lodges, and grounds for games and sports.
d. Social, recreational and community buildings.
e. Cemeteries, crematories, and other places for the disposal
of the humaud dead.
f. Public utility uses, including railroads and their facilities
(except railroad ~ards), water and sewage works, telephone
exchanges, transformer stations.
g. Government al buildings.
h. Greenhouses at which ~he products thereof are sold or
offered for sale.
i. Airports.
j. Two-Family or ~iultiple Family Dwellings~.
k. Dog kennels
1. Such other uses as may be granted by the governing body
upon application fo the Board of Supervisors, Such use to
be governed by restrictions applicable to such uses.
B. Required Lot Area:
Each dwelling, together with it s necessary buildings, hereafter
erected~ shall be located on a lot having an area of not less
than 40,000 square feet and a width of not less than 150 feet
front, except where the contour of land and/or the curvature
of the street or road would mske it impractical to provide a
minimum of 150 feet front width in the orderly subdivision of
the land.
Percentage of Lot Coverage:
All buildings, including accessory buildings, on any lot shall
not cover more than twenty percent (20%) of the area of such a
lot.
Front Yard ReGui.red:
Each lot shall have a front yard having a depth of not less
than 60 feet.
E. Side Yards Re, quired:
1. Each lot shall have two side yards, each having a width of not
less than 20 feet.
The side yard on the street side of a corner lOZ shall have
a width of not L~ss than 50 per cent of the front yard depth
required for the adjoining lot at the rear of such corner lot
when such adjoining lot fronts on the street along the side of
the corner lot, but in no event shall any such side yard have
a width less than that required by the preceding provisions
of this section for a side yard on the lot on which such side
yard is situated.
F. Rear Yard R~auired:
Each lot shall have a rear yard not less than fifty feet in
depth.
G. Dwell in~ Size:
Each dwelling, not including garages and open porches shall
have a minimum floor area of 2,000 square feet.
That said ordinance be amended by adding a new paragraph to
Section III immediately following paragraph 8 to be known
as paragraph 8A as follows:
SA. No premises shall be used for the location of House Trailers,
or Trailer Parks.
5. That said Ordinance be amended by amendingSection IV, paragraph
A as follows:
A. Uses Permitted:
1. Same as specified ~or R-1 Districts.
HoUse trailers, provided a Use Permit Zs obtained from the
Board of Zoning Appeals, which permit shall specify the
location of said traile~ on the premises an~ assure
compliance with Health Sanitary Requirements of the County.
The permit shall be valid for a period not to exceed two
years. At the expiration of the time specified on the
permit, a new application may be made for a new use permit.
The Board of Zoning ~ppeals may take action on such application
withou~ prior notice being p~blished in a newspaper of the
date the Board will act on said application and no notice to
adjoining landowners shall be required unless directed by the
Board of Zoning Appeals.
That said ordinance be amended_ by amending Section VI of said
ordinance by adding a new paragraph immediately following
paragraph 7 to be known as 7A as follows:
7A. Trailer Parks or Camps subject to compliance with Health and
Sanitary requirements of the County and the granting of a use permit
by the Board of Zoning Appeals provided the Board of Zoning Appeals
approves:
Layout of said camp or park. For each trailer parked on said
land there shall be at least 3,000 square feet of land available.
The use permit shall ~oecify the exact layout of said camp Or
park which shall provide:
1. Adequate sewerage disposal and drainage.
2. Recreational and parking areas.
Driveways.
And other regulations which the Board of Zoning Appeals
may deem necessary in order to promote the public health,
welfare and safety of the citizens of $hesterfield.County.
That said ordinance be amended by amending Section VIII of said ordinance
by adding a new section to be known as 7 as follows:
7. House trailers, provided a use permit is obtained from the Board of
Zoning Appeals, which permit shall specify the location of said trailer
on the premises and assure compliance with Health and SaniDary requirements
of the County. The permit shall be valid for a period not to exceed two
years. At the expiration of the time specified on the permit, a new
application may be made for a new use permit. The Board of Zoning Appeals
may take action on such application without prior notice being published in
a newspaper of the date the Board will act on said application and on
notice to adjoining landowners shall be required unless directedby the Board
of Zoning Appeals.
8. Section XIV of said ordinance is amended by-adding the following paragraph 4,
a new paragraph to be known as paragraph 5 as follows:
5. No house trailer located on any premises in violation of the regulations
of this ordinance or any amendments thereto shall be permitted to remain on
said premises for a period inexcess of one (1) year from the date the owner,
lessee or occupant of said trailer is notified by the Executive Secretary
of the Board of Supervisors, that the location of same is not permitted
under the zoning ordinance. At the expiration of said period, the house
trailer shall be removed unless the location thereof complied with the terms
of this ordinance and any amendments thereto.
This ordinance shall be in full force and effect on and ~ffect on and after
May 13, 1960.
Mr. Jack Keith, Attoroey, for the Home Builders Organization, comes before the
Board opposing the proposed ordinance, setting out sewer connection rates and
sewer charges. Upon consideration whereof, and on mot&on of Mr.Britton,
seconded by Mr. Driskill, it is resolved that this matter be postponed until
Nay ll, 1960, with the request that the Executive Secretary and the County Engineer
meet with Mr. Keith to discuss the points of opposition.
Mr. J.A.Kidd comes before the Board requesting that he ~e allowed to tie on to
the sewer system in Windsorview at the corner of Landria Drive and Windsorview
Rrive, for the sum of $250.00 with the $200.00 guarantee if improvements to the
plant be necessary. Upon consideration whereof, and on motion of Mr. Britton,
seconded by Mr.Driskill, it is resolved that since there are two such applications
for sewer connections in this area both be allowed at the rate of $250.00 each
and the guarantee of $200.00 for future improvements.
The Hon. William Old, Judge of the Circ~it Court, comes before the Board presenting
¥~.Stephens and Mr. Cox of the National Park Association. Whereupon, Mr. Stephens
thanks the Board for its recent resolution, commending the National Park Associa-
tion for their progressive moves and the re-establishment of Fort Darling.
Rh-.Stephens further reques~ that the Board give to the National Park Association
that land east of the ravine across the newly acquired land of the Fort Darling
area. Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mr.
Hague, it is resolved that the Board of Supervisors will trade the property east
of the ravine for that portion of the road owned by the Federal Park Association.
It is understood that the Federal Park Association will survey the site and have
plats ready for deed recordation.
On motion of Mr. Goyne, seconded by Mr. Hague, it is resolved that the Executive
Secretary be and he hereby is authorized to obtain a survey from LaPrade Bros.,
County Surveyors, for the proposed road goinz from the service road into the
proposed parking area of Fort Darling and to obtain aprife from the Highway
Department to construct said road and parking area.
¥~.W.G. James comes befor$ the Board requesting the rezoning from Agriculture to
General Business of a parcel of land in Midlothian Magisterial District, fronting
520 feet on Rt.60 and extending northeastwardly l&20 feet, 500 feet of which
bordering on Rt.60 is presently zoned for General Business, said parcel being
1220 feet northwest of Rt.672, and presents a plan showing the proposed use
of the property which he is requesting to be rezoned for a trailer park.
Comes also, Mr.Harold Cole, objecting to the proposed zoning, citing the fact
that he has owned hisland ten years, his property will be developed residentially
and loans will be affected if a trailer park is put next door. Also he questions
the sanitation or. the trailer park. After much discussion of this problem,
and on motion of Mr.Driskill, seconded by Mr.Britton, it is resolved'that a
parcel of land be zoned adjacent to the presently zoned trailer park, extending
365 feet on the west and 560 feet on the east line, with a Use Permit for the
p~rking of trailers, with the provision that no additional trailers will be
located on the east side of said parcel and all of the trailers put on this new
parcel be located on the western side.
Br. H.Moon, et als, come before the Board requesting the ~ezoning from Residential-1
to Local Business for the practice of dentistry, a parcel of land in Manches~er
Magisterial District, east of the Stratford Hills Shopping Center, fronting 220 feet
along Forest Hill Avenue ~nd extending northwardly 150 feet.
Dr. George Crist speaking for the group of Doctors presents the plan of the
proposed building, explaining that it will look somewhat like a residential
building and will cost approximately $40,000.00. i~r.Walter Waymack, speaking for
the citizens of the area explains that many times this parcel has been proposed
to be rezoned for various uses, and the citizens of the area still oppose the
requested rezoning, fearing t~at once business starts on Forest HillAvenue it will
continue eastwardly. Whereupon, Mr. Britton, points out that a doctor's office
would be~suitable buffer between the present business and the proposed residential
land lying east of it.
Upon consideration whereof, and on motion of Mr. Britton, seconded by Mr.Driskill,
it is resolved that the aforedescribed property be and it hereby is rezoned as
requested, provided the plans, Specifications, and layout of the doctor's office be
approved by the Board of Supervisors.
Rir.Scott Peck requests a Use Pe~nit to dig gravel on a parcel of land in Manchester
Magisterial District, fronting 1000 feet on the Cottrell Road and extending east-
wardly 700'feet, said parcel being 2200 feet south of Walmsley Boulevard.
Comes also, Mr. Thomas Perkins, and others, opposing the request, citing the fact
that additional truck traffic will be hazardous to the children in the area and that
this is a commercial enterprize. Whereupon, it was noted that the land was
apparently zoned for Residential-2 purposes and the Commonwealth's Attorney advised
the Board that a Use Permit could not be obtained in a R-2 area for the digging
of g ravel.
Upon consideration whereof, and on motion of Mr. Britton, seconded by Mr.Driskill,
it is eesolved that the application be denied and the application fee be returned
to ~r. Scott Peck.
~rs. §ue ~nead comes before the Board requesting the rezoning from Residential-1
to General Business of an irregular parcel of land in Midlothian Magisterial
District, fronting 190 feet on Rt. 147, and extending northwestwardly 155 feet,
said parcel being 1000 feet northwest of Buf6rd Road.
Comes also, Mt. Perry Seay, Attorney for the .Oxford Corporation, citing the fact
that itwas not necessary to zone this parcel of land to General Business. Mr.
R.Pinkney Sowers, Attorney for Mrs. Snead cites the fact that this has been a
non-conforming business for many years and that the owner requests the riEht to
improve the location. Upon consideration whereof, and on motion of ~r.Driskill,
seconded by Mr. Britton, it is resolved that the aforedescribed parcel of land be
and it hereby is rezoned for General Business purposes.
}&r.Murrell Pasco, Attorney, for Mr. John Lest er and Mr.Richard Barker, comes
before the Board requesting the rezoning from Residential-2 to General Business
of a parcel of land in Manchester Magisterial District, fronting 220 feet on
Rt. 161, and extending 200 feet southwardly along the wastern line of Brandon
Road, said parcel being Lots i and 2~ of Lot C, of Green Acres.
There appearing no one to oppose this request, upon consideration whereof, and on
motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that the afore-
described .parcel of land be and it hereby is rezoned for' General Business purposes.
Mr.T.J.Bury, Jr., representing his father, Mr.T.J.Bury, Sr., comes before the
Board requesting the rezoning from Agriculture to Residential-2 of a 15.5 acre
parcel of land in Bermuda ~agisterial District, fronting 1075 feet on Rt. 619, and
extending llSO feet along the western line of Jefferson Avenue, and presents
several petitions in favor of said rezoning. Upon consideration whereof, and on
motion of Mr. Goyne, seconded by Mr. Hague, it is resolved that the a~oredescribed
parcel of land be and it hereby is rezoned for Residential-2 purposes.
The Jefferson Davis Development Corporation requests the rezoning from Agriculture
to Residential-1 of a parcel of land fronting 2600 feet on Burbank Drive in
Midlothian Magisterial District and extendinE 300 feet, more or less, westwardly,
said p~rcel being ketween Paramont Drive and Mayflower Drive in the Bon Air Hills
Subdivision. There appearing no one to oppose this request, upon consideration
whereof, and on motion of Mr. Driskill, seconded Nr. Hagerman, it is resolved that
the aforedescribed parcel of land be and it hereby iz zoned for Residential-1
purpose s.
Mr.J.A.Keller comes before the Board requesting the rezoning from Agriculture to
Residential-1 of a 20-acre parcel of land in Midlothian Magisterial District,
being 800 feet x 1200 feet, lying 400 feet southof Rt.360,said parcel being
2400 feet west of Rt.651. There appearing no one in opposition to this request,
upon consideration whereof, and on motion of Mr.Driskill, seconded by Mr.Britton,
it is resolved that the aforedescribed parcel of land be and it hereby is rezoned
for ~d~_e~a~l purposes.
Mr.E.S.Lautenslager requests the rezoning from Agriculture to Residential-1 of
an 11.25 acre parcel of land, fronting 300 feet on the Jahnke Road in Manchester
~Ua~isterial ~istrict, and extending southwardly llO0 feet, said parcel being
30~ feet east of Powhite ~reek.
~omes also, ~¥. ~.C.Roland and others, opposing the request citing the fact that
most of the houses in the immediate vicinity have an acre of more or less, and
requests that the development of the requested tract be held to not less than
acre lots. Upon consideration whereof, and on motion of i~r. ~ritton, seconded
by ~r. Goyne, it is resolved that since the applicant has fulfilled all of the
requirements of the zoning and subdivision laws, it is resolved that the afore-
described parcel of land be and it hereby is zoned for ~esidential-1 purposes.
~r. F. C. Chalkley comes before the Board requesting the rezoning from Agricultural
to General Business and a Use Permit to operate a Trailer Court on an irregular
p~rcel of land in Manchester M~sterial District, fronting 55 feet on the Old
Broad Rock Rosd and extending southwardly llOO feet, said parcel being at the
intersection of Bertram Road. oWhereupon, Mr.Chalkley reduces Bis request to
275 feet fronting on Old Broad ~ock Road and extending 750 fee~ southwardly.
Comes also, Mr.Tom Nichols and Mr. Tomlinson and others, opposing the location of a
trailer court in this vicinity, citing the fact that the location of trailers
would devalue the growing residential developm~ts in the area.
Upon consideration whereof, and on motion of Mr.Britton, seconded by Mr. Goyne, it
is resolv ed that the request of Mr. Chalkley be and it hereby is denied.
Nr,.R.P.Sowers aud others come before the Board requesting the rezoning from
~griculture to General Business of a 3.86 acre parcel of land in Manchester
Magisterial District, fronting 342 feet on the Belt Boulevard and extending 696 fee~
eastwardly to Hopkins Road, said parcel being 407 feet north of the intersection
of Belt Boulevard and Hopkins Road. ~ghereupon, Nr.Sowers seeks to set a~ide
80 feet fronting on Hopkins Road as a buffer for the residential ,area on the
nor the a st.
Comes also, Mr. Louis Pierce, presenting pictures of the area showing the present
use of the business area and a p~tition of the people in the general area opposing
the requested rezoning.
Comes also, Mr.R.U.O'Brian, ~r.O.W.Eastman and Mrs. Cordle and others who oppose
the requested rezoning. Whereupon, upon consideration whereof, and .on motion of
Mr. Britton, s ec0nde6 by Mr. Driskill, it is resolved that this m~tter be deferred
until May ll, 1960.
Mrs. Joe L~i ~g~ty comes before the Board requesting the rezoning from Residential-2
to General Business of a parcel of land fronting 100 feet on the Belt Boulevard
and extending ~00 feet southwardly, inManchester Magisterial District, said parcel
being 200 feet east of Berkley Road.
There appearing no one in opposition to this request, upon consideration whereof,
and on motion of Nr. Britton, seconded by ~r. Goyne, it is resolved that the afore-
described parcel be ~nd it hereby is rezoned for General Business purposes.
The Red~ord Brick Company requests a Use Permit to allow the mining of shale on
a 96-acre parcel of land of irregular shape, in Clover Hill Magisterial District,
fronting 1163 feet on Rt.602 and extending northwardly 3800 fe~t, being approximately
2-1/2 miles west of ~t.659. Upon consideration whereof, and on motion of Mr.
Homer, seconded by Mr. Britton, it is resolved that a Use Permit to allow the
· mining of shale on the above described property be and it hereby is granted,
aubject to the two letters of Mr. Tom Redford, dated ~arch 3, and April 12, 1960,
and subject to a $1000.O0 real estate bond with a limitation of 10 years duration
of the Use Permit, and it is h~re noted that the lO0-foot boundary rights of
Nfs. Jolly have been waived.
Mr. Simmons of the Simmons Trailer Court on Rt.#l, comes before the Board requesting
the Board's permission to dig a well to furnish water to his trailer court.
Upon consideration whereof, and on motion of RIr. Goyne, seconded by Mr.Britton,
it is resolved that the Board has no objection to the digging of a well by Mr.
Simmons to furnish the trailers in his own trailer court.
It is here no~ed that a limit of twenty-five trailers is established on the
private well.
~r.Bricker comes before the Board in behalf of ~ir. Ernest L.Ellett, Rt. 10, Box
475-B, requesting a variance to allow the construction of a new home in front of
their present home on an unimproved road, lying south of the Little Creek Road.
Upon consideration whereof, and on motion of Nr. Hague, seconded by Mr. Goyne, it is
resolved that the Building Inspector ~e and he hereby is authorized to issue a
permit for the construction ora new home, provided that there is stated on the
building permit the County has no res~onsibility for the maintenance of this road,
that the old home be demolished and that the new house be constructed within a
period of six months.
Oh motion of ¥~. Britton, seconded by Mr. Hague, the following ordinance was
adopted as an emergency ordinance:
AN ORDINANCE to amend an ordinance adopted December 14,1954, by
the Board~ of Supervisors of Chesterfield County establishing
service f~ees and connection charges for water in the County by
amending Section Three thereof to increase the rates for water
co nsumed.
BE IT oRDAINED BY THE ~OARD OF SUPERVISORS OF CHESTERFIELD COUNTY,
that Sect~ion three of the ordinance adopted by the Board of Supervisors'
on December 14, 195~ establishing service fees and connection charges
for water in the County for water consumed be amended to
read as follows:
Sec.3. Water Rates - In any case not dovered by contract
made by the Board of Supervisors with the users of the water as provided by
Sec. i hereof, the minimum monthly rate for water consumed shall be $3.00 per
momth for the first 500 cu. ft. or less; 60¢ per 100 cu. feet for the next
2500 cu. ft.per month; 50¢ 100 cub. ft. for the next 3000 cU. ft. per month;
40¢ per 100 cu. ft. for the next 3000 cu. ft. per month; and 30¢ per 100 cu. ft.
for all over 9000 cu. ft. per month.
The rate change provided herein is effective for all bills rendered for meters
read on April l, 1960 and thereafter.
An emergency existing, this ordinance shall b e effective immediately.
Adopted April 13, 1960.
This dav the County Road Engineer in accordance with directions from this Board made
report 'in writing upon hie examination of Hinshaw Drive in the subdivision of
Arsenal Hills in Midlothian Magisterial Distr~t, which report shows that in the
opinion of the County Road Engineer it is expedient that said road be established
as a public road.
Upon consideration whereof, and on motion of Mr.Driskill, it is resolved that
Hinshaw Drive in the subdivision of Arsengl Hills in Midlothian DiStrict, be,
and the same is hereby established as a public road.
And be it further resolved, that the Virginia Department of Highways be and it
hereby is requested to take into the State Secondary System, Hinshaw Drive, from
a point on Rt.673, .19 of a mile sorth ~ofRt.883, .23 of a mile eastwardly and
southwardly to Rt.883, which point is .l& of a mile east of Rt.673.
This road s~rves 2 houses an~ is a connecting road.
And be it further resolved that a right of way of not less than 50 feet to the
Virginia Department of Highways for this r~ad be guaranteed.
Dedication of said right of way recorded in Plat Book 9, Page 77, Chesterfield
Courthouse, Virginia.
This dav the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Bolling Avenue in the Morrisdale
Subdivision in Bermuda District, which report shows that in the opinion of the
County Road Engineer it is expedient that said road be established as a public
road.
Upon consideration whereof, and on motion of Mr. Goyne, it is resolved that Bolling
Avenue in the Morrisdale Subdivision, Bermuda District, be, and the same is hereby
established as a public road.
And be it further resolved, that the Virginia Department of Highways be and it
hereby is requested to ~ake into the ~tate Secondary System,Bolling Avenue, from a
point, onRt.2&O1, .07 of a mile east of Rt.823, .13 of a mile northwardly to
Cameron Avenue. This road serves 6 houses.
And be it further resolved, t~at the Board of Supervisors of Chesterfield County
guarantees a right of way of not less than 50 feet to the Virginia Department
of Highways for this road.
Dedication of said right of way recorded in Plat Book 8, pages 155-156, Chesterfield
Courthouse, Virginia.
On motion of Mr. Goyne, seconded by Mr. Britton, it is resolved that the Executive
Secretary be and he hereby is authorized to seek a USe Permit for a land-fill
operation by the County of Chesterfield on property currently owned by the
Southern Materials Company, lying north of the end of Willis Road.
On motion of Mr. Hagerman, seconded by Mt.Hague, it is resolved by the Board of
Supervisors of Chesterfield County, Virginia, that the following appropriations

On motion of Mr. Hague, seconded by Mr. Goyne, it is resolved that the sum of
$1692.75 be and it hereby is appropriated to 8~214 which is the hospitalization
account. ~
On motion of Mr.Hagerman, seconded by Mr. Goyne, it is resolved that Dhe salary
of NLr. Branch, working for the Ettrick Sanitary District, be raised $240.00 per
year as of April l, 1960.
WHEREAS, Clarence Edward Curtis, Chairman of the Chesterfield
County School Board, departed this life on April 5, 1960. Clarence Edward
Curtis was appointed Trustee of the Chesterfield County School Board from
Bermuda District on July l~, 1950 and was elected Chairman of the School Board
on January l, 1959, in which capacities he served with distinction until his
passing and contributed greatly to the advancement of public education in the
County of Chesterfield; and;
'~HERSAS, Clarence Edward Curtis livedan exemplary life, serving
his community well in Church and Civic affairs; and,
WHEREAS, in his death the County of Chesterfield suffered the loss
of an outstanding public figure who had long, ably and faithfully served his
County and Community, and whose loss will long be felt in this County;
NOW, iTHEREF~E, BE IT RESOLVED, that this Board of Supervisors of
Chesterfield Qounty, Virginia, doth hereby express its regret and sorrow at the
death of Clare~nce Edward Curtis and ~xtends to his family its deepest sympathy,
and to publicly record its bereavement at the passing of this public servant and
Christian gentleman, and to record its acknowledgment of the great contribution
of Clarence Edwar~ CUrtis in making this County a better place in which to live; and,
BEFIT FURTHER RESOLVED, that this resolution be spread dpon the minutes
of this Board land i, that a suitably prepared copy of this resolution be presented
to the family of the late Clarence Edward Curtis.
