The matter of the request of the Chesterfield Jaycees for the use of the Chester- field Fair Grounds on Monday, September 5, 1960, for a special events day, was discussed by the Board. Upon consideration whereof, and on motion of Mr. Goyne, seconded by M~.Britton, it is resolved that this Board approve the Jaycees~ request with the condition that the Jaycees work with the County Fair Officials and the Executive Secretary in %he coordination of events. On motion of Mr% Goyne, seconded by Mr. Driskill, it is resolved that the request of the Bellwood Drive-In-Theater for a pyrotechnic display on July 4 and Sept. 5, 1960, be, and it hereby is approved. There was read a resolution from the Chesterfield County School Board, dated May 4, 1960, requesting the Board of Sup'ervisors to make available such moneys as will be required to finance certain additions to the schools that are ready for award. Upon consideration whereof, and on motion of Mr.Driskill, seconded by Mr. Britton, it is resolved that this Board. authorize the awards on the additions to the Hening, Southampton, Reid, Union Grove, and ~ickory Hill Schools, and signify its intention toguarantee the necessary moneys for these projects. On motion of Mr. Goyne, :~:'econded by Mr. Britton, it is resolved that the request of Mr. H. B.Gilliam for a review in the pay schedule for the work done on delinquent tax suit s, be, and it hereby is continued for further investigation. A delegation appears before the Board complaining about the Chesterfield County dump, near the Village oc Chesterand requests that the Board close said dump. Upon consideration whereof, and on motion of Mr.Britton,seconded by Mr.Driskill, it is resolved that this matter be deferred for further consideration during the meeting on this date. Mr. Goyne advises ~h~!:Board that the proposed land-fill location, east of Bellwood Manor is unattainable at this time, and records with the Board's papers a letter from Mrs. F.B.G~bbs, President, of the Bellwood Manor Civic Association, thanking N~m for meeting with the group and discussing the matter o~ April 23, 1960. Mr.R.H. Cooley, Jr. ,Attorney, comes before the Board representing a group of people residing on Rt.635, Rt.636 and Rt.703, in Matoaca District, requesting that said roads be hard-surfaced, and citing the fact that dust and mud are creating real .problems to the citizens on these roads. Upon consideratiom whereof, and on mation of M~r. Hagerman, seconded by Mr.Hague, it is resolved that the request to hard-surface said roads be referred to the Highway Department, which Department is raquested to hard-surface said roads .ms soon as possible. Agaij the matter comes before the Board onthe drafnage in Bellwood Manor and the Highway Engineer verifies his letter dated April l?, proposing to handle the drainage in any one of three ways. Upon consideration whereof, a~d on motion of Mr. Goyne, seconded by Mr.Hague, it is resolved that this Board request the Highway Department to construct a drainage ditch on Burge Avenue to drain tr~e water southwardly from Willis Road, thence eastwardly to the big ditch on the w~stern side of Bellwood Manor, at a price not to exceed $200.00. And be it further resolved, that this Board continue to seek to get an easement running northwardly from the Willis Road. This day the County Road Engineer in accordance with directions from this Board made,report in writing upon his examination of ~Oullen Road and Cranford Avenue in the subdivision of Cranford Heights, Manchester Magisterial District, which report shows that in the opinion of the County Road Engineer it is expedient that said roads be established as public road. Upon. consideration whereof, and on motion of Mr. Britton, it is resolved that Cullen Road.. and Cranford Avenue in the subdivision of Cranford Heights, Manchester District, be and the same is hereby established as public roads. And be it further resolved, that the Virginia Department of Highways be and it hereby is requested to take into the St~.~te Secondary System, Cullen Road, from the intersection Of Rt.2234 and R~. 1666, .07 ~f a mile northeastwardly to the inter- section of Rt. 223~ and Rt.1645; Cranford Avenue, from the end of maintenance of Rt. 1645 northwes~ardly .06 of a mile to Rt.2243. These are conrs cting roads. And be it further resolved that the Board of Supervisors of Chesterfield County guarantees a right of way of not ]sss than 50 feet to the .Virginia Department of Highwa~ys for these roads. Dedication of said rights of way in Plat Book 8, Page loO, Chesterfield Courthouse, Virginia. Th~ Executive Secretary reported to the Board that the cost of hard-surfacing Oakland Avenue was less than-half of that expected. Upon consideration whereof, and on motion of Mr. Hagerman, seconded by Mr. Driskill, it is resolved that the one-half of the es$imated cost advanced by the citizens of the area be refigured and the excess returned to the citizens of Oakland Avenue. Again the matter of the proposed road to Parkers' Battery was discussed by the Board and action deferred to a subsequent meeting. On motion of Mr. Driskill, seconded by Mr. Britton, it is resolved that this Board accept the deed for the right of w~¥ for what is commonly called the Lunsford Road in Midlothian District, leading northwardly from Rt.360. On motion cf Mr. Goyne, seconded by Mr. Driskill, it is resolved that this Board request the Highway Department to ascertain the estimated cost of constructing the road parallel to Rt. 10 in the ~-~estover Farms area, east of Rt.#l. On motion of Mt. Hague,' seconded by Mr. Goyne, it is resolved that this Board requests the Highway Department to ascertain the estimated cost of the construction of Center Street in Centralia Gardens. ~.R.V.Lancaster, III ,Resident Engineer, explains certain policies imposed by the Highway Department on subdividers in the taking over of subdivision street i~to the Secondary Road System, and it was generally agreed that this matter would be discussed further, at a later date. The request of Mr.R.R.A~kins for the rezoning from Agriculture to General Business of a parcel of land at the intersection of Adkins Road 'and Arch Road, which request was originally advertised for December 9, 1959, and deferred several times since t~at time, was azain discussed by the Board, and upon consideration whereof and on motion of Mr. Drisklll, seconded by Mr.Britton, it is resolved that this request be denied without prejudice. The request of Mr.R.P.Sowers and others for the~rezoning from Agriculture to General Business of a 3.86 acre ~rcel ofland in Manchester Magisterial District, fronting 342'feet on the Belt Boulevard end ex~ending 696 feet eastwardly to Hopkins Road, said parcel being ~07 feet north of the intersection of Belt Boulevard and Hopkirs Road, which request was originally advertised for April 13, 1960, and deferred to this meeting, was discussed by this Board, and Mr. Fred Gray, representing Mr. Lyttle, states that the firm of LFttle and Barnes will plant lucidum or some other hedge along Hopkins Road. t~r. On motion of ~.Hagerman, seconded by Mr.Goyne, it is resolved that the alley lying paralIel to Chesterfield Avenue, between Light Street and Totty Street, be named Bremo A~enue. Whereas, the Chesterfield County Planning Conm~ission has been short a member from the southern end of the County for some months due to the resignation of Er. Roger Ellington, it is on motion of ~r. Hagerman, seconded by Mr. Britton, resolved that Mr.N.M.Collier be, and he hereby is anpointed to the Chesterfield County Planning Commission, from the Matoaca District. Hague, Be it Resolved: That the Board of Su~Ev isors of Chesterfield County doth determine that it is necessary a nd expedient for the construction, operation and maintenance of the Chesterfield County water system to acquire the right, privilege and perpetual easements for the purpose of installing, constructing, maintaining, operating, repairing, altering,replacing and removing water mains, pipe, pipe- lines, meters, pump houses and other aDpurtenant facilities for the transmission and distribution of water through said water mains and pump houses under, through and across the property of William T.S~tua~tand Jeanette J. Stuart, his wife, being shown and described on a certain plat entitled "Plan of 15 foot water easement south side of Jahnke Road. Located in Manchester District - Chesterfield County, Virginia," dated April 19, 1960, made by Engineering Department, Chesterfield County, Virginia, hereto attached, said easement to be 15-feet in width and~ including a 10 x 20' easement for temporary pumping station as shown on said plat, and that the Board doth hereby authorize the County Engineer or Executive Secretary by and on behalf of the Board, to negotiate for the purchase of said easements with the staid landowners and to offer as compensation and damages to be paid by ~he County for the acquisition of said easements, the sum of $525.O0, which in the opinion of the Board is the fair value of the easements taken and damages done as a result thereof and in the event that said agents acting on behalf of the Board are unable to purchase said easements· for t he sum of $525.O0 from the landowners, William T.Stuart and Jeanette J.Stuart, his wife, within five days from this date, the. Board doth herewith provide for the taking of such easements as herein after set forth. Baxter Longest on the Old County Road, lying at the eastern end of Rt. ~ be granted with the condition that on the face of the permit ~11 be written that "The County i.~ not responsible for the m~intenance of said road." Goyne, it is resolved that this Board deny the request of ~lr.L.T.Young for the construction of a business building to the rear of his present business on Rt.360. On motion of Mr. Goyne, seconded by ~r.Hague, it is resolved that the Executive Secretary be and he hereby is requested roger prices on the dozer being returned by Mr. Viar to the Bemiss Equipment Company.
