05-26-1960 MinuesVIRGINIA: ~t a regular meeting ~of the Board of Supervisors of Chesterfield County, held at the Courthouse on May 26, 1960, at 2:00 p.m. Present: Mr. Irvin G.Horner, Chairman Mr. H. T. Goyne Mr.Stanley~E.Hague, Jr. Mr. R. J.Britton ~v~. H.K.Hagerman Mr. Marshall F. Driskill The Buildings and Grounds Committee met at 10:00 a.m. on May 26, 1960, and makes several recommendations. On motion of R~.Br~ton, seconded by R~.Driskill, it is re~lved that this Board accept the recommendations of the Buildings and Grounds Committee to approve the final plans for the Fair Building as amended, a~d to seek bids for the construction of this building. On motion of Mr.Driskill, seconded by Mr.Hagerman, it is resolved that this Board approve the request of the Buildings and Grounds Committee ~o approve the preliminary plans for development of the area under the grandstand at the Courthouse and to request architects for final plans. On motion of Mr.Driskill, seconded by Mr.Britton, it is resolved that this Board approve the recommendations of the Buildings and Grounds Committee as amended for the p=rking area, and the Consulting Engineer be and h~ hereby is requested to prepare final plans and to seek bids for the construction of the addition to the parking area. On motio- of Mr. Driskill, seconded by Mr. Britton, it is resolved that Mr. Samuel Mayo, be,and he hereby is requested to study the Finance Building for possible enlargement for the Treasurer and Commissioner of Revenue. On motion of Mr.Driskill, seconded by Mr. HaEe~nan, it is resolved that Mr.Hague be and he herebyi s ~ppointed to the Gerontology Committee as a representative of this Board for a study of the problems of our senior citizens of this area. On motion of Mr.Hague, seconded by Mr. Driskill, it is resolved that the Salary Dommittee be and it hereby is requested to review the schedule of holidays for the County of Chesterfield to possibly align them more closely with the State holidays. On motion of Mr.Britton, seconded by Mr. Hague, it is resolved that the standard water contr~ts be and they hereby are approved: Traylor Estates $6157.50 Woodstock Subdivision 600.00 Forest Hill Avenue Extended 390.00 And the Chairman and Clerk of this Board are authorized to sign said contracts. On motion of Mr.Britton, seconded by Mr. Hagerman, it is resolved that this Board accept the recommendation of the COnsulting Engineers in awarding the contract for la~ing the water line on Jahnke Road to the firm of Van Doren Bros., which firm presented the low bid. On motion cf M~.Britton, seconded by Mr. Driskill, it is resolved that the County Engineer be requested to investigate further the proposed sale of a parcel of land lot"the proposed Utility yard on Iron Bridge Road. On motion of M~.Britton, seconded by M~r.Driskill, it is resolved that the Executive Secretary be and he hereby is authorized to request the proposed zoning for the installation of a public utility yard on the Iron Bridge Road. On motion of Mr. Hague, seconded by Mr. Driskill, it is resolved that this Board request the County Engineer to get a price on t he timber and fence on the proposed utility yard. On motion of R~r.Britton, seconded by Mr. Hagerman, it is resolved that this Board requ~est the Treasurer of the County to transfer from the Reserve Fund the sum of $~000.00 to 19e-Construction Fund for the development of the utility yard. On motion of Mr. Britton, seconded by Mr.Driskill, it is resolved that the following ordinance be and it hereby is adopted: AN ORDINANCE to amend an Ordinance adopted by the Board of Supervisors on December l&, 1954, to regulate and control the use of water in Ghesverfield County during emergencies by amending Section 2 ~hereof to limit the use of said water during emergencies for the entire emergency period. BE IT ORDAINED BY THE BOARD OF SUPERVISORS OF CHESTERFIELD COUNTY, that: Section 2. of the Ordinance adopted December 14, 195~ as amended to regulate and control the use of water in Chesterfield County during emergencies be and the same hereby is amended and readopted to read as follows: 2. That it shall be unlawful for any person, firm~ or c~rporation whose waver supply is furnished from the Chesterfield County water system during any declared emergency to water or sprinkle lawns and gardens or to use water at the home or place of busine ss for any purpose not reasonably essential to health, or proper operation of said. business during such emergency period. An emergencyexisting, this ordinance shall be in full force and effect upon its passage. The Executive Secretary presented to the Board of Supervisors the proposed budget for the year 1960-'61, which calls for a tax increase cfi real estate of 20~, on Personal Property of 30¢, and on machinery of 5¢. Upon consideration whereof, and on motion of ~'Ir.Britton, seconded by ~r. Hage~mn, it is resolved that a brief synopeis of the budget be advertised for public hmaring on June 1~,e1960. On motion of Mr.Hague, seconded by R~.Goyne, it is resolved that the sum of $3000.00 be and it hereby is appropriated to the hospitalization fund. On motion of Mr. Hagerman, seconded by R~.Britton, it is resolved that the State Auditor of Public Accour~%s, Mr.J.Gordon Bennett, be request ed,if possible to audit the records of Chesterfield County for the year 1959-'60. On motion cf ~ir. Driskill, seconded by ~lr. Hagerman, it is resolved that this Board appropriate the sum of ~5000.00 for the County's participation in the establishment of the Appomatsox Basin Imdustrial Development Corporation. On motion of Mr. Britton, seconded by i~r.Hagerman, it is resolved that the County of Chesterfield pay the.~lectric bills at the Courthouse and }.~anchester School for the Pony and Little League Base~all games during the year 1960. Hague, it is resolved that this Board reque st the Highway Department to improve Springston Road between East 45th Str~et and Kenyon Avenue, a~ a cos% not to ~xceed ~300.00, same ~o be paid from the 3¢' ~oad Fund of the County. On motion of Mr. Driskill, seconded by Mr.Britton, it is resolved that this Boare accept the recommendation of the Buildings and Grounds $ommittee in the purchase of Krouse-Hines lighting for the athletic field at the Fair grounds. The following roads are accepted into the State Secondary System, effective June 15, 1960: Land-O-Pines Subdivision Fairpine~ Road, from a point on Route 651, 0.16 mile north of Route 899 and running"O.17 ~ile east to a dead end. Length 0.17 mile. Pocoshock Hei?~ts Subdivision: HaDpel Ro~d, from a point on Route 647, 0.06 mile east of Route 672 and running northwardly 0.09 mile to Kingman Road. Length 0.09 miles Kingman Road, from a point on Happel ~oad, 0.09 mile north of Route 64? and running We~ 0.07 miles to a dead end. Length: 0.07 mile. Stone Hill Circle, from a point on Heppel Road, 0.09 mile north of Route 6~7 and running east and north to Pitman Lane. Length - 0.19 mile. Pocoshock Heights Subdivision: Pitman Lane, from a point on ~oute 672, 0.23 mile northeast of Route 647 and running 0.09 mile west to Stone Hill Circle. Length - 0.09 mile Cranford Heights Subdivision: Cullen Road, from the intersection of Routes 1666 9nd 2234, 0.07 mile northwest of Route lO and running 0.07 mile northeast to the intersection of Routes 1645 and 2234. Length - 0.07 mile. On motion of R~r. Goyne, seconded by Mr. Britton, it is resolved that the follov~ing appropriations be approved: 2b - $8/+7.00 5c - 285;00 14 - 360.00 On motion of ~.Britton, seconded by Y~.Goyne, it is resolved that the letter from the License Inspector concerniog certain proposed improvements to the License Ordinance be referred to the Ordinance ~ommittee. On motion of Mr. Driskill, seconded by Mr. Britton, it is resolved that the minutes of the meeting of }4ay 11, 1960, be and they hereby are amended to include the following resolution: Be it Resolved, that the Board of Supervisors advertise for rezoning from Agriculture amd R~l to R-A that portion of land bounded by the Southern RR. on the South, Roberts Creek and Falling Creek an the Vi'est, a line parallel to the Pov;hatan County line and approximately 3000 feet therefrom on the northwest by the James River on the North and the eastern line of Traylor Estates,Rt. 7~, and Rt. 147 on the East. On motion of ~r. Britton, seconded by ~r. Driskill, it is resolved that this meeting be adjourned until 9:00 a.m. on the 8th day of June 1960. Chairm~n~
