06-14-1960 MinutesVIRGINIA: At an adjourned meeting of the Board of Supervisors of Chesterfield County, held at the Courthouse on June 14, 1960, at 8:00 p.m. Present: Mr. Irvin G.Horner, Chairman Mr. Stanley R.Hague, Jr. Mr. R.J.Britton Mr. ~4arshall F.Driskill Absent: Mr.H.T.Goyne Mr. H.K.Hagerman The tentative budget for the County of Chesterfield for the fiscal year ending June 30, 1961, was advertised in the Richmond Times-Dispatch on May 28, 1960, and this date was set for the date of the public hearing on said advertisement. M~r.E.C.Bookman comes objecting to the increase in the salaries, the transfer of General Fund monies to the ~Vater Department, the construction of the stadium at the Courthouse, a.~d cites the fact that the County is taxing the north end of the County into the City of Richmond. Mr.Oates McCullen speaks for the imposition of a retail merchants tax. Mr.Fuller questions the allocation for a water line to the Morrisdale area and the imposition of a license tax. Dr. J.H. Brewer questions the basic County services to the Village of Ettrick. Mr. A.M.Clement, Asst. Treasurer, Virginia Electric & Power Company, states that his company wishes to pay their fair share of taxes but objects to the increase in Personal Property and the iow machinery rat e. After a lengthy discussion of the County budget, and on motion of Mr.Britton, seconded by ~,~r. Driskill, it is resolved that this Board of Supervisors of Chesterfield~County, Virginia, held a public hearing in accordance with the resolution heretofore passed on May 26, 1960 for informative purposes on the contemplated budget for the fiscal year 1960-'61. The budget was for informative and for fiscal planning purposes, and was not approved, adopted or ratified by the Board of Supervisors. On motion of Mr. Britton, second ed by Mr. Driskill, it is resolved that the Board doth fix as the tentative ~ounty and District levies for the year 1960 of each $100.00 assessed and liable for such levies, for the purpose of meeting the requirements of the County budget, to-wit: Bermuda Magisterial District 'Clover Hill Magisterial District Dale Magisterial District Manche stet Magisterial District Matoaca Magisterial District Midiothian Magisterial District Ettrick Sanitary District Real Personal Estate Pr.p.perty Machinery $2.60 $3.00 0.55 2.60 3.00 0.55 2.60 3.O0 0.55 2.60 3.00 0.55 2.60 3.00 0.55 2.60 3.00 0.55 2.60 3.00 0.55 There is hereby levied a $1.00 capitation tax on all residents of the County 21 years of age or over. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his e~amination of Trent Road, Winslow Road and Pulliam Street in the Subdivision of Chatham, Midlothiah Magisterial District, which report shows that in the opinion of the County Road Engineer it is expedient that said roads be established as public roads. Upon consideration whereof, and on motion of Mr.Driskill, it is resolved that Trent Road, Winslow Road and Pulliam Street in the Chatham Subdivision, Midlothian District, be, and the same are hereby established as public roads. And be it further resolved, that the Virginia Department of Highways, be~ and it hereby is requested to take into the State Secondary'System, Trent Road, from a point on Xt.678, .07 of a mile south of Rt. 1711, .28 of a mile westwardly to Pulliam Street, thence .08 of a mile west to Winslow Road; Winslow Road, from the western end of Trent Road, .03 of a mile north to a cul-de-sac and from said point .07 of a mile south to a dead end; Pulliam Street, from a point on Trent Road, .28 of a mile west of Rt.678, .04 of a mile north to a dead end and from said point .06 cf a mile southwardly to a dead end. These roads serve 5 houses. And be it further resolved, that the Board of Supervisors of Chesterfield County guarantees a right of way of not less than 50 feet to the Virginia Department of Highways for these roads. Dedication of said rights of way recorded in Plat Book Page , Chesterfield Courthouse, Virginia. This day the County Road Engineer in aced rdance with directions from this Board made report in writing upon his examination of Trabue Road, Halstead Road, Barnington Road, Ammonette Drive, Bicknell Road and Archdale Road in the subdivision of Oxford Addition, Section B, Midlothian Magisterial District, ~hich report shows that in the opinion of the County Road Engineer it is expedient that said roads be established as public roads. These roads serve 16 houses. And be it further resolved that the Board of Supervisors of Chesterfield County guarantees rights of way of not less than 50 feet to the Virginia Department of Highways for these roads. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his e~amination of Faye Street, Irby Street, Erich Road, Reedy Avenue, Wainwright Drive, an~ Bassett Avenue in the subdivision of ?Yestover ~anor in Manchester Magisterial District, which report stows that in the opinion of the County Road Engineer it is expedient that said rceds be established as public roads. Upon consideration whereof, and on motion of Mr. Britton, it is re~lved that FaMe Street, Irby Drive, Erich Road, Reedy Avenue, ~Vainwright Drive, and Bassett Avenue in the subdivision of ~;~estover Manor in Manchester District, be, and the same are hereby established as public roads. Upon consideration whereof, and on motion of Mr. Britton, it is resolved that FaMe Street, Irby Drive, Erich Road, ReedyAvenue, Wainwright Drive and Bassett ~venue in the subdivision of Westover Manor in Manchester District, b~. and the same are hereby established as public roads. And be it further resolved that the Board of Supervisors of Chesterfield County guarantees rights of way of not less than 50 feet to the Virginia Department of Highways for these roads. On motion of Mr. Driskill, seconded by Mr.Hague, it is resolved that the Purchasing Agent be and he herebyis authorized to purchase One (1) Ford Falcon from the McCoy Motor Company on the Iow bids recently taken. On motion of Mr. Britton, seconded by Mr. Driskill, it is resolved that this Board approve the tentative layout of a dentists' office on Forest Hill Avenue on a parcel of land recently zoned for such use. On motion of Mr. Hague, seconded by Mr.Driskill, BE IT RE,~DLVED BY THE BOARD OF SUP~QVISORS OF CHEbT ERFIELD COUNTY, VIRG% NIA, that: WHEREAS, the United States Department of the Interior, National Park Service, acquired title to a certain approach road right of way leading to Fort Darling in the Richmond National Battlefield Park by virtue of warranties contained in a deed from the Virginia Conservation Commission dated December 6, 19~3, and recorded in the Circuit Court Clerk's Office of Chesterfield County, Virginia, in Deed Book 280, at page 514; and, WHEREAS, Chesterfield County has requested t~m United States to transfer its interest in said ro~ right of way to Chesterfield County and furthermore proposes to accept jurisdiction of the above described road right of way under the provisisions of the Federal Act of June 3, 19&8 (62 Stat. 334,16 U.S.C.1958 ed, Sec. 83) and either assume the maintenance and upkeep thereof or else construct another road and maintain it to serve the same purpose; and, WH~EAS, the said United States Department of the Interior National Park Service has agreed to transfer to Chesterfield County, Virginia, under the terms ~Hd conditions cited above such rights and interests that it may have in the jurisdiction of said road right of way; and WHEREAS, the Board of Supervisors is of the opinion that it is to the best interest of the Cdmmonwealth of Virginia and particularly to the people of Chesterfield County to assume the jurisdiction of said road right of way in order that it may better develop its Gounty Park and serve the needs of the County. NOiff, TREREFOR£, be it ordered by the Board of Supervisors that the jurisdiction of that certain approach road right of way leading to Fort Darling in Bermuda Magisterial District, Chesterfield County, as described below is hereby acceptable to Chesterfield County under the condition that it will assume maintenance and upkeep thereof or else construct another road and maintain it to serve as access to Fort Darling when and at such time as the United States Department of the Interior, ~ational Park Service conveys to Chesterfield County, Virginia, a body corporate, under the provisions of the said Act of ~une 3, 1948, such right, title and interest that it may have to the following described road: Starting at a stone marker which is the southwest corner of a 6.80 aero'tract known as Fort Darling, as shown on a plat prepared by W.W.LaPrade & Brso., dated August 26, 1929,and revised July 17, 1930; thence N. 26°51' E. 119.5 feet to a point on said boundary; thence leaving said boundary N. 63° 09' W. 75 feet to a point; thence along a curve to the right the radius of which is 261.57 feet for a distance of 116.32 feet to a point; thence N.37°43' W. 198.76 feet to a point; thence S. 34040' W. 210 feet more or less to a point which is the center of a branch; the true point of beginning; thence S. 34° 40' W. a distance of 713.47 feet + to a point; thence N. 53 30~ W.a distance of 85.28 feet to a point on the property line of Shell Oil Corporation; thence with sa~d orooertv ~ine N.66o E. a distance of 87 feet to a point; thence N.34$ ~0'' E. a~d~stance of 656.1 feet, more or less, to the cenaer of a branch, thence lea~ing the property line of Shell Oil Corporation in a southernly direction along the meanders of the branch for a distance of 45 feet. more or less, to a point which is vhe point of beginning, snd continuing 0~70 acres, more or less. ' On motion of Mr. Hague, seconded by Mr.Britton. BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF CHESTERFIELD COUNTY, VIRGINIA, that: WHEREAS, the Board of Supervisors of Chesterfield County in order to provide a public park and observe the Centennial of the War Between the States, deems it advisable and in the best interest of the County to exchange and convey, pursuant to Chapter 856 of the Acts of Assembly of the §ession of 1897-~98, until the United States of America the hereinafter described property and to receive from the United States of America a certain roadway belonging to the Unit ed States of America leading from the County road to Fort Darling; NOW, THEREFORE, for and inconsideration of the premises and of the benefits and advantages that ~,rill accrue to Chesterfield County and its people as aforesaid, the Chairman of the Board of Supervisors by and on behalf of the County of Chester- field, is here~y authorized to execute and deliver a deed conveying unto the United States of America, the following 8escribed property, to-wit: Beginning at a stone marker which is the southwest corner of a 6.80 acre ~ract known as Fort Darling, as shown on a plat prepared by '~.W.LaPrade & ~ros., August 26, 1929 and revised July 17, 1930; thence N.26 51' E. 119.5 feet to a point on said boundary; thence leaving said boundary N.63° 09' ~.75 f eot to a point; thence along a surve to the right the radius of which is 261.57 feet for a distance of l16.32ofeet to a point; thence N.37o43' W. 198.76 feet to a point; thence S. 34 40 i~. 210 feet more or less to a point which is the center of a branch; thence in a southerly direction along the meanders of the branch for a distance of 1200 feet, more or less, to a Point where the branch intersects the property line of Northwest Corporation; thence along the property line of Northwest 'Corporation N. 39° 00' E. 650 feet, more or less, to the James River; thence up the meanders of the River in a northwes~rly direction 250 feet, more or less, to a point on the propmrty line of Fort Darling, which is the east boundary line of the 6.80 acrs tract mentioned above; thence with t he property line of Fort Darling the following courses and _dista,~nces: S_' 28.° 42' w. 75 feet, more or less, ~o a stone marker. It being £urther understood that the United States of America will convey to the County of Chesterfield the said road under the conditions set set forth by resolution of this Board of even date. On motion of Mr. Britton, ~conded by Mr. Driskill, it is resolved that the Executive Secretary be and he hereby is authorized to have a waiver of subrogation inserted in the fire insurance policy £6r Camp Baker to cover the Richmond Area Association for Retarded Children. On motion of ~.Britton, seconded by Mr. Driskill, it is resolved that ~he Board request the Highway Deyrtment to install on Turner Xoad, between Belmont Road and the Jessup Road, a 25-mph speed limit sign or such speed limit as it deemed warranted b~ the Highway Department. On motion of Mr. Hague~ seconded by Mr.Driskill, it is resolved that the petitions presented by ~r. Hague opposing the possibility of ir~talling a .Oounty dump on Chalkley Road be and it hereby is received and filed with the Board's papers. On motion, the meeting is adjourned until 2:00 p.m. on June 23, 1960.
